    To ask Her Majesty’s Government when the sub-committee of the Joint Committee on Vaccination and Immunisation which is investigating extending the human papillomavirus immunisation programme is expected to publish its conclusions and recommendations.

    The Joint Committee on Vaccination and Immunisation (JCVI) Human papilloma virus (HPV) sub-committee will report its findings to JCVI following consideration of ongoing studies by Public Health England on the impact and cost-effectiveness of extending HPV vaccination to men who have sex with men (MSM) and/or adolescent boys.

    It is expected that the MSM modelling study will be completed at the end of 2014 at the earliest, and the adolescent boys modelling study will be completed at the end of 2015 at the earliest. The JCVI will then consider the findings of the HPV subcommittee before deciding what advice or recommendations can be made.

    Funding for local authorities provided by central Government through Formula Grant up until 2012-13 or the current Business Rates Retention scheme is un-hypothecated and, therefore, it is not possible to provide a figure for any specific service in a year. Funding for all net costs of the transition to Individual Electoral Registration is paid through non-ring fenced section 31 grants to local authorities in England. Spending decisions are made by local authorities and details of expenditure can be found in the annual Local Government statistics at:

    The Government is considering recent reports of the Public Administration Select Committee (PASC) into how complaints about public services are handled. As part of this, the Cabinet Office is working to investigate further how public services can make best use of complaints and also to take a wider look at the role and powers of the Public Sector Ombudsmen. The Government will respond to the PASC in due course. I am happy to discuss this matter further with my Hon. Friend.

    The annual reports and accounts of the public service ombudsmen in the UK provide details of their performance over the past 12 months including information about complaints received.

    The HGV Road User Levy applies to the UK.　 Once a levy is purchased for a foreign registered HGV, it is not possible to assign the levy to the specific country (England, Wales, Scotland or Northern Ireland) which the vehicle visits.　 By the end of April 2014, levy receipts from foreign HGVs visiting the UK were £7.2 million.　 Cumulative levy receipts from foreign HGVs at the end of May were £10.5 million.

    To ask Mr Chancellor of the Exchequer, if he will add to the National Infrastructure Plan a scheme to upgrade and improve the A120 between Braintree and Marks Tey.

    This Government recognises the importance of transport infrastructure to support the economy and, as set out in the National Infrastructure Plan 2013, has already announced over £28 billion of funding for enhancements and maintenance of national and local roads

    The specific schemes identified in the National Infrastructure Plan 2013 have the ability to complete or begin their construction in the next Parliament. Proposals for improvements to the A120 between Braintree and Marks Tey are not yet sufficiently developed to be included in the Highways Agency pipeline of future projects, and are therefore not currently included in the National Infrastructure Plan.

    However, the A120 is being looked at by the Highways Agency as part of its work on the East of England Route Strategy, which will look to determine the nature, need and timing of future investment that might be required. I would encourage you to engage with the Highways Agency’s route strategy process.
