    To ask the Secretary of State for Transport, if he will detail how his Department provides support for a not-for-profit training programme for drivers in administering first aid; and how many drivers this programme has trained.

    The Department has provided a grant payment of £70,000 to Driver First Assist for its 2016-17 programme.

    Driver First Assist is a not for profit organisation training large goods vehicle drivers to provide lifesaving first aid and manage the scene at a road traffic collision prior to the arrival of the emergency services. So far the organisation has trained 738 drivers to act as first responders.

    To ask the Secretary of State for Transport, what method and criteria were used to select the Board of HS2 Ltd.

    All Non-Executive members including the Non-Executive Chair of the HS2 Ltd Board are appointed by the Secretary of State for Transport. All Executive Members of the HS2 Ltd Board are appointed by HS2 Ltd on the delegated authority from the Secretary of State. The Chief Executive Officer of the HS2 Ltd Board is appointed by the Chair of HS2 Ltd.

    All Ministerial appointments, extensions and exemptions to the HS2 Ltd Board, come under the remit of the Office for Commissioner for Public Appointments (OCPA). They are made using the process from the Commissioner’s Code of Practice for Ministerial Appointments to Public Bodies. The Commissioner may, in exceptional circumstances, agree that Departments may depart from this Code where he believes that this is justified in the public interest.

    The Department does not restrict what claimants can spend their mobility allowance on. Whilst the Department has a role in determining who is eligible for the Motability scheme, it is claimants’ own choice whether or not to join. Therefore the Department does not have a target for the number of people using the scheme.

    The Department is responsible for the civilian disability benefits that passport to Motability, Personal Independence Payment (PIP) and Disability Living Allowance (DLA). However, there are more people with a Motability vehicle now than there were when PIP was first introduced; the last major change to such benefits.

    The Government is committed to improving the rights of disabled people when accessing and using transport. Though Government cannot currently comment on the Law Commission’s proposals as it continues to scrutinise the report, we are implementing measures to improve the transport rights of disabled people. These include sections 165 and 167 of the Equality Act 2010, and a strengthening of Taxi and Private Hire Vehicle Best Practice Guidance for local authorities, both of which are expected in 2017.

    To ask the Secretary of State for Transport, if he will allow the completed High Speed 2 railway line to be open access as opposed to restricted by franchise.

    The Government is considering how best HS2 services should be provided both when operating on the new High Speed and conventional rail networks. This includes consideration of franchising options but does not rule out alternative routes for service delivery, to ensure that services deliver the Government objectives for HS2, and optimum use is made of total capacity across the entire network to maximise the benefits for passengers and secure a return for taxpayers on the significant investment Government is making in HS2. No final decision has been taken.
