    To ask the Secretary of State for Transport, if his Department plans to take steps to extend eligibility for the Blue Badge scheme to the parents of children with autism.

    Local authorities do not have powers to independently extend eligibility. The criteria are set by statutory instrument. The Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000 (as amended) contain a number of criteria covering those who do not qualify automatically, including a provision for any permanent and substantial disability that causes inability to walk or very considerable difficulty in walking. It is the responsibility of local authorities to assess whether applicants meet any of the criteria.

    People with autism are not excluded from being issued a badge. Any permanent and substantial disability that causes very considerable difficulty walking falls within the criteria. It is the responsibility of local authorities to assess the degree of difficulty and to issue badges accordingly. We have no plans to provide badges to carers.

    To ask the Secretary of State for Transport, if he will bring forward primary legislation to regulate the taxi and private hire vehicle industries in the current session.

    Clause 145 of the Policing and Crime Bill currently being considered by Parliament would enable the Secretary of State to issue Statutory Guidance to taxi and private hire licensing authorities so as to protect children, and vulnerable individuals who are 18 or over, from harm.

    There is at present no plan to bring forward further primary legislation to reform the legislative framework for taxis and private hire vehicles in the current session.

    Analysis carried out for the government in 2015 suggested that insurance premiums are broadly equivalent between electric vehicles and their petrol or diesel equivalents.

    To ask the Secretary of State for Transport, what steps he is taking to ensure vehicle technicians hold the necessary skills to work with electric vehicle technology.

    The government recognises the need to develop servicing skills to support the UK’s transition to ultra low emission vehicles (ULEVs).

    The Institute for the Motor Industry estimates there are currently around 1,000 vehicle technicians qualified to work on electric vehicles, with another 1,000 in training and due to be qualified by 2018. The 2020 Vision for English Apprenticeships supports an industry-led approach to skills training that puts employers in the driving seat of new apprenticeship standards.

    The establishment of the employer-led Institute for Apprenticeships and the introduction of an employer levy fund provides an opportunity for the ULEV sector to lead the development of training programmes to meet the skills needs they have identified.

    To ask the Secretary of State for Transport, what assessment he has made of the potential effect of the UK leaving the EU on the (a) automotive sector and (b) low emission vehicles market.

    The Government remains committed to almost every car and van in the UK being a zero emission vehicle by 2050. The Government is committed to making a success of the negotiations to leave the EU and will work hard to get the best deal for Britain. In the meantime, Departments will continue working to deliver the Government agenda.

    To ask the Secretary of State for Transport, if he will make Disclosure and Barring Service checks a statutory requirement for taxi and private hire vehicle driver licenses.

    The Policing and Crime Bill contains a power to enable the Secretary of State for Transport to issue Statutory Guidance to licensing authorities in relation to the safeguarding of children and vulnerable adults. There will be a consultation on draft guidance, which I intend will include guidance on Disclosure and Barring Service checks. It is expected that a consultation on this, and any Statutory Guidance, would be launched early next year.

    Delay Repay is a generous compensation scheme for longer delays, but this Government wants to go further. We are committed to improving compensation arrangements for passengers affected by shorter delays which are not covered by the current Delay Repay scheme. The previous Chancellor announced in his Autumn 2015 Spending Review that passengers will soon have access to compensation when trains are over 15 minutes late. We expect to make an announcement on this shortly.

    The detailed timetable for this work is being developed with Network Rail. However, we would hope that it would be complete in early 2017. This work will be undertaken in close dialogue with the Greater London Authority, London Borough of Camden and Transport for London.

    To ask the Secretary of State for Transport, what the reasons are for changes to the level of funding available through the electric vehicle homecharge scheme for householders wishing to install ultra-low emission vehicle charging technology at home.

    As the market for plug-in vehicles grows we have reduced the level of grant available under the Electric Vehicle Homecharge Scheme reflecting falling costs, so that Government support can be maintained and more motorists can benefit.
