BIOGRAPHY :

Mr. H. Sutcliffe represented the Royton division (now partially absorbed by Heywood) from 1931 to the dissolution. Born in 1898, educated at Harrow and Oxford, and called to the Bar, he was commissioned in the 1914-18 war in the Royal Artillery. He has interested himself in the problems of the cotton industry and the slaughter of horses for human consumption.
