BIOGRAPHY :

Mr. J. S. Ritter, who was born in 1925, was educated at Cheltenham and the London School of Economics. A former Civil servant, he is a professional philatelist. In 1947-48 he was chairman of the London University Liberal Federation. During the war he was a radio officer in the Merchant Navy.
