BIOGRAPHY :

Mr. E. C. Neate, who was born in 1905, is a graduate of London University and a director of an electrical engineering firm specializing in overhead ” grid ” construction. Since 1945 he has been a member of Winchester City Council, and is the leader of the Labour group. He has studied industrial management and is also interested in health and housing problems.
