BIOGRAPHY :

Mr. R. Soper, born in 1913, and educated at Sheffield University, was chief planning assistant to Coventry Corporation in 1946, and is Deputy Chief Engineer of the Hemel Hemp-stead Development Corporation. He served in the war with the 21st Army Group planning staff and was actively engaged in the preparations for D Day.
