Mr. W. E. Jones is the son of a Welsh Methodist minister and was born in 1905. He is a graduate of the University College of North Wales and of University College, London, and has an arts degree as well as being a bachelor of laws. He is town clerk of Bangor and a member of the Caernarvonshire County Council.
