BIOGRAPHY :

Mr. C. Smith, who gained Colchester in 1945, and became Parliamentary private secretary to the Minister for Commonwealth Relations, was formerly assistant secretary to the Civil Service Clerical Association. At Oxford he took an honours degree in modern history and was chairman of the University Labour Club. Aged 33, he served in Europe in the war.
