BIOGRAPHY :

Mr. Raymond Blackburn, who was born in 1915, was educated at J^ugby, studied law at London University, and was awarded the Newton Irize of the Law Society. He served in the Army from 1939 to 1945, and was promoted to captain. He won the King’s Norton division from the Conservatives in 1945 with a 12,298 majority. He is a member of the Parliamentary Labour I’arty group on external affairs. In his Publications he has given a great deal of attention to the problems and rights of soldiers.
