    Wera Hobhouse – 2024 Speech on the Economy, Welfare and Public Services

    The speech made by Wera Hobhouse, the Liberal Democrat MP for Bath, in the House of Commons on 22 July 2024.

    The shift to a green economy represents the most significant transformation for centuries. We must reverse the damaging rhetoric by the failed Conservative Government that the economy will suffer if we are uncompromising in our ambition to get to net zero. This is not an either/or of economic growth or investing in the green economy—the green economy is at the heart of economic growth.

    We must end our reliance on oil and gas. Renewables would mean cheaper energy bills across the country, and we would no longer be reliant on dictators such as Vladimir Putin who use natural gas as a weapon. As well as being more affordable, renewables are the best route to energy security. Under the Tory party, renewable projects faced long delays and costs skyrocketed. The new Government’s reversal of the de facto ban on new onshore wind is welcome. We are also glad restrictions on new solar have been reversed.

    The Liberal Democrats share the ambitions of the Government’s climate agenda, but we will also ensure that these projects have local buy-in. Local authorities must play a leading role in delivering climate action, and the communities that host the new infrastructure must directly benefit from it. For example, there is huge growth potential in community energy. The Liberal Democrats are calling for small-scale renewable energy generators to receive a guaranteed fair price for the electricity they sell back to the grid. Community benefit and individual economic incentives are crucial to securing support and active participation in our energy transition.

    In both the Labour and the Liberal Democrat manifestos there was a clear commitment to tightening energy efficiency standards for private landlords. National Energy Action has warned that the statutory fuel poverty target cannot be met without doing so. The King’s Speech provided an opportunity for the new Government to set that as a priority in their new renters’ rights Bill, but it was missed out. I hope the Government will hear this and ensure that improvements to energy efficiency for renters materialise before the situation worsens.

    Under the previous Conservative Government, the cost of living crisis was exacerbated by rises in travel costs, particularly for commuters. It is not clear how Labour’s plans for nationalisation will do anything to alleviate the high cost of travelling by rail. We urge the new Government to freeze rail fares and simplify ticketing to ensure that regular users are paying a fair and affordable price. For too long, decisions over local transport have been centralised. Liberal Democrats have long argued for lifting the ban on local authorities franchising buses. It is reassuring to see that the Government recognise the importance of local decision making. However, councils will need adequate resourcing to expand services. We are yet to see a strategy for that. We would also like to see a long-term plan from the Government for further electrification of the rail network. Not providing one would be a dereliction of duty to reduce emissions and improve air quality.

    I look forward to working together constructively with the new Government to turbocharge our energy to get to net zero, and to make sure we really improve our green public transport and grow the huge opportunities of a green economy.

    I do apologise to the hon. Member for Finchley and Golders Green, and to the whole House, for not recognising my duty to thank the hon. Lady for her wonderful speech. This means that even after seven years in the House one sometimes forgets to do certain things. It is very good to see the hon. Lady in the House, and I particularly enjoyed what she said about the rule of law.

    I welcome the new Secretary of State to his place. I share his passion for climate action. Let me add, however, that next time he makes a statement we will need our copies in better time than was the case today.

    There is no doubt that the best route to affordable energy is renewables, but under the former Government renewable projects faced long delays and costs have skyrocketed. Indeed, that Government’s record on renewables was absolutely miserable. Our electricity demand is expected to double by 2050, and we must make upgrading our grid infrastructure a major priority. The Government will know that one of the biggest challenges will be to bring communities behind hosting the big infrastructure changes needed for the grid expansion, and to cope with the huge landscape transformation. How will they secure public consent?

    As the Secretary of State said, to achieve our legally binding targets we also need a “rooftop solar revolution”, which will include introducing stronger incentives for households to install solar panels and ensuring a fair price for energy that they sell back to the grid. Will the Government work on those incentives with the Liberal Democrats?

    We Liberal Democrats acknowledge the new approach taken by this new Government, and I look forward to working constructively with the Secretary of State to achieve our very ambitious targets.

    May I welcome you to the Chair, Madam Deputy Speaker?

    I welcome the hon. Lady’s questions; we worked together on these issues when we were in opposition. Let me deal with her two substantive points. On the question of public consent, this is absolutely something that we need to do, and I see it in three ways. First, communities need a say. Secondly, communities need benefit. Communities are providing a service to the country when they host clean energy infrastructure, so there needs to be benefit for those communities. Thirdly, this is a debate that we will have to have, and I am afraid the last Government did not grasp the nettle on this issue.

    We are going through a massive change in our economy. If we do not build the grid or roll out solar, we will be poorer as a country and we will absolutely expose ourselves to future cost of living crises. I look forward to receiving as much support as possible from the Liberal Democrats, and indeed from all Members of this House, in making the case to people. We have to go out and make the case, as I think happened in the 1950s when we will built the grid. If we do not make the case, we will leave ourselves exposed as a country, and it is the British people who will pay the price. I completely concur with the hon. Lady on rooftop solar.

    It is an honour to speak in this debate that has ranged widely from local to national to global women’s issues. We have heard some powerful speeches and contributions. International Women’s Day is a time to celebrate the progress that we women have made, while recognising how far away we are from true equality and true recognition of women in law.

    The most powerful speech every year is the one from the hon. Member for Birmingham, Yardley (Jess Phillips). She makes us all sit here for many minutes in silence to reflect on the terrible stories that we hear each year of women who suffer domestic abuse and violence. I agree that we are still very far from making real progress. I thank the right hon. Member for Basingstoke (Dame Maria Miller), who always ensures that we have these discussions every year on International Women’s Day. It is important that we continue to have that debate in the House.

    Disrespect for women remains endemic across society. Half of British women have been sexually harassed at work or their place of study. Women are 27 times more likely to face online abuse than men. Nearly a quarter of women have experienced sexual assault or attempted sexual assault since they were 16, and one in 14 women have experienced rape or attempted rape. These are more than just statistics—these are women, these are lives and every story is a story of trauma and hurt. We all need to recognise that for what it is. They are not statistics, they are lives, and that reflects everyday reality for women and girls across the UK.

    My Worker Protection (Amendment of Equality Act 2010) Bill aims to protect women from sexual harassment in the workplace. Too many people are suffering silently because they feel unable to report that, or because their concerns are not taken seriously—we have heard many examples of that today. My Bill strengthens protections for those women by imposing a new duty on employers to prevent their employees from experiencing workplace sexual harassment. The Bill would also make employers liable for the harassment of their staff by third parties, where they have failed to take all reasonable steps to prevent such harassment from happening. I have been pleased to see such cross-party support for my Bill, but legislation is only part of the solution. To fight misogyny, a root and branch culture change is needed.

    Last Friday marked two years since the brutal murder of Sarah Everard by a serving Met police officer. Wayne Couzens exposed himself to women just four days before her murder. His victims have argued that, if their reports had been taken seriously by the police, Sarah might still be alive. The terrible story of Sarah’s murder, and the police failings that have been identified subsequently, are still difficult to come to terms with. The first report of Operation Soteria Bluestone found that some serving officers do not think that sexual offences should be a priority for policing. It quoted one officer who believed that cases of rape and sexual offences were “pink and fluffy”. That officer openly admitted to avoiding such cases in favour of burglary and robbery. The new Metropolitan Police Commissioner has said that they are investigating 1,000 sexual and domestic abuse claims involving 100 of its officers. Those are more than just bad apples; they are part of the rotten culture of misogyny.

    Police in England and Wales are recording record numbers of rape offences, but rape prosecutions are down by 70% over the past four years. Last year, charges were brought in only 4% of recorded rape cases. This is a national scandal. We say these things again and again, every year on International Women’s Day we point out that we need to make progress, and we do not make progress. The Government need to listen up, because only with a momentous culture shift can we begin to address the concerns and fears that so many women have about engaging with policing and the justice system.

    In my constituency, Avon and Somerset police—I want to give them credit—have shown what can be done with a dedicated, well-resourced team and the right leadership. I hope they will lead by example and take other police forces along. Their team have tripled charge rates and brought more cases to the Crown Prosecution Service. However, much more needs to be done across the country. Nearly half of women have said that their trust in the police has declined following Sarah Everard’s murder, and the Government must focus on rebuilding that trust. Liberal Democrats are calling for immediate action to ensure that police vetting procedures are fit for purpose to start rebuilding that trust.

    Violence against women and girls is a global threat. During war and natural disasters, women face unique dangers. In Turkey and Syria, humanitarian groups have warned that women are finding it harder to access aid, and are at severe risk of exploitation. Conflict-related sexual violence is one of the oldest weapons known to people— I give credit to the hon. Member for Totnes (Anthony Mangnall), who has raised this issue in Parliament many times and is working hard on it. He has my full support. Such violence destroys bodies and communities, and its impact is felt long after the fighting has finished. The Ukrainian Prosecutor General’s office has identified 171 victims of sexual violence by Russian troops, 119 of whom are women. I am sure that many colleagues across the House share my admiration for the bravery of the women of Ukraine—indeed, they have already been mentioned today. We should not underestimate the substantial trauma that women and children are suffering, especially if they have experienced sexual violence.

    I also want to remember the women of Afghanistan. In January, Mursal Nabizada, a female MP who remained in Kabul, was killed. Just four of the 1,500 Afghan citizens who were eligible for the UK resettlement scheme because they were at high risk after the Taliban takeover have now arrived in the UK. Women and girls were meant to be a priority, but they have been left without a specific route to apply for safety. That is a shameful Government record and nobody can walk away from that. Women all over the world are leading movements against authoritarianism.

    Many constituents have contacted me to express their solidarity with the women of Iran. I echo that and pay tribute to their courage in the face of atrocious human rights abuses. Many have reported sexual assault. Let us not forget those women, because it is very hard to take on those regimes, which are all led by men. Women’s voices have been ignored for centuries, and in many parts of the world they still are; 2023 must be the year that Governments around the world listen up and hear us.

    It is a pleasure to follow the right hon. Member for Gainsborough (Sir Edward Leigh), because it is important to hear where people’s concerns are. The report sets out the fact that we must overcome our concerns because we have no option: we need to reach net zero. The House knows how passionate I am about making sure that this country reaches its net zero targets.

    While recent news has overwhelmed us with the tragedies of war and natural disasters, the climate emergency continues to threaten our global future. We have to act together, in solidarity. I welcome the independent review of net zero. It is uncompromising in its demand that the Government get a grip and actually deliver on the targets they have set themselves. Last year, the Climate Change Committee made a similar point: tangible progress now lags badly behind the country’s net zero ambitions.

    We are on course to overshoot our target level of greenhouse gas emissions twofold. The CCC had previously set the Government several targets for 2022 to stay on course for net zero by 2050; only a fifth of them have been achieved. This is an unforgivable underperformance and shows that the Conservative Government’s commitment to net zero is lukewarm at best. We need to do a lot more persuasion. It is about winning hearts and minds, not just in this House but in our local communities, to persuade people that we need to get to net zero. The commitment has to be more than lukewarm: it has to be hot and passionate. We want to get to net zero.

    Too many people still treat our net zero targets like a bus that we can miss and then catch another. We must understand that there will be no next time if we do not reach net zero by 2050—and that means net zero globally. Climate change is already leading to chaotic consequences in our societies. Since 1950, the global number of floods has increased by a factor of 15 and wildfires have increased by a factor of seven. We have seen droughts and famine across east Africa, floods in Pakistan and a heatwave in the UK. The dangers of missing net zero are staring us right in the face. The difference in limiting global warming to 1.5°C instead of 2° would save around 420 million people from exposure to extreme heatwaves.

    Our Government should be leading by example—I say that for the third time now. We are an advanced economy. We cannot tell economies that are less advanced that they have to get to net zero but our contribution is so tiny that it does not matter. It matters that we lead by example. I am so glad we have a report that says that net zero is not only good for the planet but makes sense economically. We will miss out hugely if we do not really get to grips with this and deliver on the targets. We must set ourselves ambitious targets and be very passionate and hot about them, not just lukewarm. What message does it send to the rest of the world when our advanced economy does not meet its obligations in the global fight to keep temperature rises below 1.5°?

    The independent review recognises that the Government’s tepid approach to net zero means the UK is losing out on green investment. This concern is shared by the Confederation of British Industry and many renewable energy companies, such as Equinor, SSE and Vattenfall. The USA and the EU are developing huge financial packages to encourage green investment, and China is currently the biggest investor in renewable energy, while our Government are still playing to the tune of the oil and gas giants. The UK lags behind all but one of its G7 counterparts in investment in green infrastructure and jobs. It is a massive missed opportunity.

    We are in a cost of living crisis because of our reliance on gas and oil. The Government fail to recognise that the fastest and cheapest way to guarantee energy security is to phase out oil and gas rather than invest in more exploration and extraction. I welcome the fact that we now have the new Department for Energy Security and Net Zero—that the two have been put together—because so much of energy security depends on our getting to net zero and phasing out our reliance on gas and oil.

    I am pleased that the net zero review recommends that the Government support the Local Electricity Bill. The lack of growth in community energy in the past seven years is a significant missed opportunity. Its major strength is its connection to people and places. It engages people in energy systems and makes that important connection so that we win hearts and minds and people see the advantages of changing. I absolutely agree that change is difficult and we need to get people behind the net zero agenda.

    In my Bath constituency, Bath and West Community Energy has installed enough renewable energy to power nearly 4,500 homes. Many of the projects are installed in local school and community buildings. The energy is net zero and far cheaper than gas and oil, but the huge potential for more community energy cannot be realised because current energy market and licensing rules mean that community energy schemes face high grid-access costs.

    The Local Electricity Bill would reform the energy market to empower community-owned and run schemes to sell local renewable energy directly to households and businesses. It would make new community energy businesses viable, and those businesses would keep significant additional value within local economies by bypassing large utilities. It is incomprehensible to me why the Government are dragging their feet on enacting this vital change to help an industry that has so much potential not only in reaching net zero but in doing exactly as we are doing with this debate—aiming to win hearts and minds and make people and politicians aware of how important net zero is and how deliverable and advantageous for our society it will ultimately be.

    The transition to net zero must be at the heart of every Government policy if we are to hit our targets. The Climate Change Committee has criticised the lack of joined-up thinking on net zero in the Government. Last year, I spoke to a group of sub-national transport bodies that noted the lack of synergy between the Department for Transport and the Department for Levelling Up, Housing and Communities in the development of sustainable land planning principles. That is just one example of siloed thinking in the Government.

    I agree with the review that there needs to be a group with actual power that can work across Government to ensure that net zero is considered in every policy decision. A net zero delivery authority, as outlined in a recent Policy Connect paper, could do exactly that. Such a public body should be placed on a statutory footing and operate at arm’s length from the Government to provide assurance to business and people about its longevity and clout. It would be tasked with monitoring and accelerating the delivery of key net zero strategies.

    The Government would set the authority’s objectives, rules and principles of operation and the authority would then be responsible for delivery within that framework. I am glad that we have already discussed that this afternoon. [Interruption.] I hope the Minister is listening, because he might be involved in setting up such an authority. I am looking forward to progress with that.

    A net zero delivery authority would co-ordinate the delivery of Government strategies between local and national Government. That, too, is incredibly important and has already been mentioned. The delivery of many of our net zero targets should be devolved to local areas, because local people know best, and the delivery of net zero can be so much better achieved through local authorities. The authority would gather information and understanding about local delivery from local government and businesses to inform the national strategy. It would work with partner organisations and national bodies to inform both national and local delivery strategies for decarbonisation.

    However, a net zero delivery authority is not enough, which is why we, as Liberal Democrats, are proposing a net zero action plan, backed by a £150 billion public investment programme to fire up progress to net zero and help the UK become a global leader in future technologies. What a net zero delivery authority could do is avoid policy inconsistency and ensure total focus within Government on the climate emergency.

    The net zero transition will impact every aspect of our lives. The evidence is clear that the costs of combating the climate emergency are dwarfed by the consequences of inaction. We must all work together to deliver the net zero transition as efficiently and sustainably as possible. If we do not do so, we risk losing the battle to preserve our climate, the future of our country and the wellbeing of our people.

    What steps she is taking to help increase trade with European countries.

    The Minister of State, Department for Business and Trade (Nigel Huddleston)

    Europe remains a vital destination for British businesses, with exports of over £386 billion in the year to September 2022. That is up almost 25%, in current prices, on the previous year. As we speak, the Secretary of State is in Rome to establish the UK-Italy export and investment promotion dialogue, which will help to strengthen practical co-operation on exports in high-performing sectors and promote inward investment. We are also working closely with EU member states to tackle priority barriers and unlock export opportunities for UK businesses.

    More than half of firms surveyed by the British Chambers of Commerce are struggling with the new post-Brexit export system. The Office for National Statistics reports that Brexit costs the economy £1 million per hour, and the UK economy has not recovered as well as other countries post covid. What plans does the Minister have to reduce trade barriers and EU border bureaucracy, which have hugely increased since Brexit?

    As I said earlier, I hope that we can look at the opportunities of leaving the EU as well as trying to fight past battles. There are a host of opportunities; for example, I do not think that the EU had a particularly proud record on services around the globe. We are opening up services for many companies, which under the EU we were to a very large degree constrained in doing. We have huge resources for supporting businesses. Trade with the EU has been growing considerably, and we will do everything we can to support further growth.

    These barriers have had a greater impact on EU trade than on the UK. When does the Minister anticipate the EU will wake up to what is in our mutual interest?

    My right hon. Friend makes a perfectly good point. Our agreement with the EU is one of the most thorough and comprehensive trade agreements, but we need to work further. We are constantly looking at opportunities—country by country, industry subsector by subsector—to open up more trade by reducing the barriers. These are barriers that also existed when we were in the EU.

    Over the past three years, according to the latest German trade figures, exports to Germany are up by almost a third from the US, by almost a quarter from the rest of the EU and by more than 10% from China, yet exports from Britain to Germany are down. Everybody else’s exports are up; Britain’s are down. Is it a lack of support to our exporters to Germany, is it the poor deal that the Conservative party negotiated with the EU, or does the Minister blame British business for the situation, as one of last year’s Prime Ministers once did?

    Again, all I have to say is that I have much greater confidence in British industries taking advantage of opportunities, not only in the EU but around the world. I wish others in this Chamber shared that optimism and confidence in British business.

    What steps she is taking to increase the proportion of cases relating to violence against women and girls that are prosecuted.

    Tackling violence against women and girls remains one of the Government’s top priorities, and we are doing all we can to make streets and homes safer. We are prioritising prevention, supporting survivors and strengthening our pursuit of aggressors.

    It is a well-known national scandal that only 3% of rape cases have led to charges against the perpetrator. Locally, Avon and Somerset police are making big strides towards change. They have tripled charge rates, are bringing more cases to the Crown Prosecution Service and have changed their investigative focus from the victim to the perpetrator. I am immensely proud of this progress, and I hope that my local area could become part of the ongoing pilot for specialist rape courts. Can the Attorney General confirm when a decision on the further roll-out of specialist rape courts will be made? Will my local Crown court be considered to be part of the next stages?

    Evidence is being gathered from our three specialist courts, but I should emphasise that every Crown court tries rape cases and will benefit from the learning. The south-west, as the hon. Lady has outlined, is showing the way by demonstrating new ways of working with the police, providing specialist training to all first responders. They are also, I hear, planning a community event later this month.

    Prosecution rates for the appalling crime of rape against women and girls have been too low across the country. What impact does my right hon. and learned Friend believe that Operation Soteria will have on prosecuting cases of rape?

    I thank my hon. Friend for her question. She is always a great advocate for vulnerable people. Operation Soteria is focused on delivering cultural transformation in the investigation of rape offences. It looks to ensure that the victim is well supported and the case thoroughly investigated. I was glad to see joint working between the police and CPS when I visited Leeds last Friday. They are working closely together and, crucially, with support services such as independent sexual violence advisers to make sure we really deliver for victims.

    A recent revelation in Northern Ireland is that a man was punished with 140 hours of community service after domestically assaulting his wife on two different occasions. What steps will the Attorney General take to ensure that harsher sentences are given to those guilty of inflicting violence on women? We need harsher sentences.

    I thank the hon. Gentleman for raising that important case. Sentencing is, of course, a matter for the independent judiciary, the Ministry of Justice and the Sentencing Council. I know that he shares the Government’s desire to do all we can to make sure that the victims of violence against women and girls get justice.

    Does the Attorney General agree that the Crown Prosecution Service is very dependent on the quality of the investigation from the outset? I therefore welcome this joint working, which is something that had been hoped for over many years and seems to be delivering results. I do not know whether she has anything she can say about its roll-out to the country as a whole.

    I thank my right hon. and learned Friend for his question. I know that this is something he has personally been working on for many years. It is true to say that joint working is the answer, and in Leeds on Friday I was able to see a police gatekeeper—that is what he is called, but I think a better word would be “interpreter”—who was able to work between the lawyers and the victim and witnesses and ensure that the case was investigated properly right from the beginning and that disclosure was managed in a sensible way.

    I am pleased that the Government have committed to banning no-fault evictions, but the law on illegal eviction must be reformed at the same time to stop frustrated landlords taking unjustified action against their tenants. The current law on illegal eviction is very difficult to understand and is rarely enforced. Can the Minister confirm whether the Government intend to reform the law on illegal eviction alongside banning no-fault evictions? If not, will she meet me to discuss the matter?

    It is a pleasure to serve under your chairmanship, Mr Hollobone. Thank you for allowing me to be absent briefly from the debate. I was at an extraordinary meeting of the net zero all-party parliamentary group—I was needed to make sure that it was quorate.

    The beauty of being called last is that one often repeats what has already been said, but I do not think it is necessarily bad that we all agree on many things. I congratulate my right hon. Friend the Member for Orkney and Shetland (Mr Carmichael) on bringing this very important debate to the Chamber. It is important that we say certain things again and again, because they need to be said again and again to put a bit of fire under this Government, who—although I believe we all agree on the targets—are not acting with the necessary pace of change that I would like to see.

    Just to set the scene again, climate change is devastating the world. The abnormally hot and cold temperatures across the world contribute to as many as 5 million deaths a year. Limiting global warming to 1.5°C instead of 2°C could result in around 420 million fewer people being exposed to extreme heatwaves, yet too many politicians are still treating our vital climate net zero targets like a bus—if we miss one, we can catch another one. There will be no next time if we miss our net zero targets. Our reliance on fossil fuels is not only terrible for the planet, but bad for our energy security. Our constituents would not be paying the price for Putin’s war if the UK had moved towards renewables faster, harder and earlier.

    The UK must rapidly diversify its energy through multiple forms of clean energy sources. Hydropower is a proven green technology. It can provide flexible storage to support the growth of wind and solar at scale. Hydropower is affordable and reliable, and can be ramped up at short notice when needed. Well-developed plans for tidal range projects on the west coast could mobilise and deliver at least 10 GW of net zero energy, with a construction time of five to seven years. The UK also has the potential to develop up to 11.5 GW of tidal stream by 2050, supporting over 14,000 jobs. I agree with everything that has been said today. We should support everything, including what the hon. Member for Gloucester (Richard Graham) said about tidal stream and lagoon energy.

    The technologies are all there, but they could be developed much faster and more effectively if they did not always have to compete with fossil fuels or nuclear. The Minister knows that I am not a great supporter of nuclear, simply because it is a very expensive technology. If the nuclear industry had the same requirements for competitiveness as the renewables industry, it would not be able to compete in the same way. The renewable energy sector has to compete in a very competitive environment, which is good for our consumers—I get that—but let us apply the same rules to all energy sources, not just the renewable energy sector.

    Committing to a target of 1 GW of marine energy by 2035 would send a powerful signal to investors that the UK is the best place to invest in tidal power. I continue to worry that the Government rely too much on fossil fuels. We are getting stuck in the transition. We are never getting out of it, and we will never end up in a net zero world. From 2016 to 2020, the Government provided £13.6 billion in support to the UK’s oil and gas industry. The Chancellor’s recent autumn statement confirmed that oil and gas giants will be allowed to continue offsetting taxes, while ordinary taxpayers foot the bill. Britain gives out the largest tax breaks in Europe to the oil and gas industry. Whose side are the Government on?

    When I met the British Hydropower Association recently, it warned that weak grid capacity in some rural areas meant that not even one electric vehicle charging point could be installed. I agree that grid infrastructure is now the biggest issue holding back renewable energy developments in the UK. It must be prioritised. Where is the long-awaited reform of Ofgem’s remit?

    It is worth highlighting that the role of the all-party parliamentary group on marine energy—and the nature of this debate, which is on Government support for marine renewables—is to avoid an argument about which technology or type of energy is better than another. Our case is strongest when we focus on specific things that the Government can do. In this case, that is in the next round of the contracts for difference. A specific opportunity has been outlined for how the Government can help bring down the costs of our marine energy sector, where a lot of technologies are still in the early stages. We are not yet getting the advantages of scale from consolidating those technologies down to two or three that work really well that would make this as cheap and efficient as possible. The Government can help us do that. Does the hon. Lady agree that this is the right way forward for marine energy?

    I absolutely agree, and I thank the hon. Gentleman for making that exact point. How can we make sure that renewable energy technologies get the same support that the Government are giving to other forms of energy? I like to think that we all agree on the need to accelerate and turbocharge our renewable energy sector. My criticism of the Government—and the Minister is aware of this—is that we are not prioritising getting away from fossil fuel energy as soon as possible. That is my point, and it needs to be made again and again. I make that point at every opportunity to ensure that the Government understand the urgency that the climate emergency requires.

    While we are at it, I want to quickly mention one of my particular interests, which is community energy—

    The speech made by Wera Hobhouse, the Liberal Democrat MP for Bath, in Westminster Hall, the House of Commons, on 6 December 2022.

    I congratulate the hon. Member for North Devon (Selaine Saxby) on the very good way in which she introduced the debate and on bringing the debate to the Chamber.

    Tackling climate change is the most important issue of our time. The IPCC notes that approximately 3.3 billion to 3.6 billion people live in contexts that are vulnerable to climate change. Between 1970 and 2019 the global surface temperature increased at a higher rate than in any period over the past 2,000 years. Since 1950, the global number of floods has increased by a factor of 15 and wildfires have increased by a factor of seven. This year alone, we have seen floods in Pakistan, drought and famine across east Africa and a heatwave in the UK.

    There is still time to reduce the worst effects of climate change. The World Bank suggests that up to 260 million people could be forced to move within their countries by 2050, but immediate action could reduce that number by 80%. That urgency is why I cannot support the use of bioenergy. Bioenergy is not a renewable energy source. The low density of wood means that, when burned, it emits more CO2 per unit of electricity than coal. That CO2 can be offset only when new trees regrow, leading a large carbon debt to accrue over decades.

    These timescales are much too long to meet urgent carbon budgets. We do not have the time for these emissions to be paid back. Time is not on our side when it comes to the climate disaster. The idea that bioenergy production can offset emissions is based on pure hope. If greenhouse gas removal techniques are not able to balance global carbon budgets, we risk an extra 0.7° to 1.4° of warming above our 1.5° target. That is the issue. We should not take that risk with people’s lives and the health of our planet.

    Like fracking, bioenergy production can also be harmful to local communities. The company that runs Drax power station recently paid up to $3.2 million to settle air pollution claims against the wood pellet factories in the US. Residents in Gloster have spoken of their health declining since Drax began operations in the town in 2014. The health issues include breathing difficulties, dizzy spells, rashes, nosebleeds, occasional burning sensations and irritated eyes when standing outdoors.

    Converting land to grow crops for bioenergy puts a massive strain on nature, soil and water. Energy crops can displace food production to other locations, putting forests and other natural systems at risk in other parts of the world. Meanwhile, intensive monoculture bioenergy crops rely on fertiliser and pesticide inputs, which harm soil health and nature.

    Despite the clear issues presented, the Government continue to massively subsidise industrial-scale bioenergy. Drax receives more than £2 million a day in biomass subsidy, in spite of there being no obvious long-term climate benefit. Let us imagine the difference we could make if the Government put that money into true renewable energy and net zero adaptation. There are 5 GW of onshore wind currently awaiting planning approval, which could be fast-tracked to lower energy bills this winter alone. The UK could develop up to 11.5 GW of tidal stream by 2050, supporting over 14,000 jobs. Weak grid capacity is now the biggest issue holding back renewable energy development, yet the Government continue to stall plans to improve the grid.

    Prioritising true renewable projects over bioenergy solutions is a no-brainer, as is the Government starting to subsidise oil and gas production through their windfall tax. I hope they will start to think straight and not force the people they are meant to serve to pick up the dire consequences of their policies.

    Whether his Department is taking steps to support parents in receipt of universal credit with the financial transition when a full-time caring role changes following the death of a child with a life-limiting condition.

    The answer is yes. We want universal credit to provide support to claimants even where they have suffered bereavement of a child. Where a bereavement happens, we seek to ensure that the child element, disabled child element, childcare, carer element and housing element with the run-on provisions will all continue, notwithstanding the loss.

    I am not entirely certain whether the Minister just announced a change in what the Government are doing, but may I press him on the issue affecting my constituents? The loss of these benefits places a heavy financial strain on parents who are already suffering from overwhelming grief. One of my constituents knows this. I have asked the Minister and his predecessor on several occasions for a meeting to see how to mitigate that. If he has just announced a change, I would be happy if he could explain what has now changed. Will he please meet me to explain what the changes are?

    The hon. Lady may not know, but I lost twin boys and fully understand the difficulties her constituent faces in terms of bereavement. It is clearly the case that there are the run-on provisions, but I would happy to sit down with her to explain the run-on provisions and the extent to which there is ongoing support for the bereaved.
