    To ask the Secretary of State for Communities and Local Government, for what reason the empty home premium starts when a property first becomes empty rather than when a property is bought with the intention of renovating and occupying it.

    The empty homes premium aims to reduce the total length of time for which properties are empty, not the length of time for which they are empty under a particular owner.

    Since the power came into effect on 1 April 2013, 239 councils in England have introduced the empty homes premium. The number of long-term empty homes fell by 38,009 between October 2012 and October 2013.

    Properties that are left empty due to the death of the occupier are exempt from council tax for up to six months after the granting of probate, or after letters of administration have been signed.

    To ask the Secretary of State for Education, if he will take steps to require all police referrals to the National College of Teaching and Leadership to include details of the school where the alleged teacher previously taught.

    Referrals by the police to the National College for Teaching and Leadership (NCTL) are currently made under the Notifiable Occupations Scheme, which is the responsibility of the Home Office (Home Office Circular No. 6/2006). The scheme is currently under review with new provisions being considered by the Home Office to supersede the existing scheme.

    Officials at NCTL are in discussions with the Association of Chief Police Officers to ensure that the new scheme continues to provide consistent, timely and relevant information. Disclosure of the teacher’s current or last employment will be considered as part of those ongoing discussions.

    To ask the Secretary of State for Education, pursuant to the Answer of 4 March 2014, Official Report, column 789-90W, on special educational needs, what support his Department is providing to Nasen.

    The Department for Education is providing funding of £918,000 to Nasen over two years to develop a special educational needs (SEN) gateway. This will provide professionals with access to free high-quality SEN resources and training materials to support children with SEN and disabilities.

    The gateway will be designed primarily for educational professionals in schools, colleges and other educational settings rather than for parents, although they will be able access the gateway. It is due to be launched in May 2014.

    To ask the Secretary of State for the Home Department, what guidance her Department gives on appropriate action to be taken by border staff dealing with a parent with a British passport entering the UK with their child who has a different surname.

    Checks are conducted on passengers arriving in the UK in accordance with the
    Border Force Operating Mandate, regardless of nationality. Border Force staff
    also undergo mandatory training to ensure they are aware of their statutory
    duty to safeguard the welfare of children. Where a child is encountered at the
    border, and it is not immediately apparent that the accompanying adult is their
    parent or guardian, officers will ask questions to satisfy themselves of the
    child’s welfare and to discharge their statutory duty. This will be done as
    quickly and as sensitively as possible to avoid unnecessary delay to the
    passengers’ journey.

    To ask the Secretary of State for the Home Department, how many pregnant women are held in immigration detention.

    If a pregnant woman chooses to inform the Home Office of her pregnancy, the detail would be held on her medical file which is a confidential record between patient and doctor. The Home Office does not collate this information centrally.

    Care provided to pregnant women in detention is appropriate to their individual circumstances and all detainees have access to healthcare facilities and medical advice at all times.

    Pregnant women are only detained in exceptional circumstances where their removal is imminent and medical advice does not suggest that the baby is due before the woman’s expected removal date. Women who are less than 24 weeks pregnant may also be detained as part of the asylum fast track process.

    To ask the Secretary of State for International Development, if she will publish a list of all consultancy groups and sub-contractors used by her Department on the Bost Agri-Business and Airfield projects in Afghanistan.

    The Bost industrial business park proposal was originally approved by officials in 2009 at a time when Ministers did not approve spend under £40m. In 2012 it became clear that the project could no longer be completed within the original timeframe and in good order. To avoid wasting taxpayers’ money I decided that UK funding for the project should be cancelled. The completed park designs have been handed over to the Afghan authorities to enable them to pursue the project over a revised time frame. DFID’s work on Bost Airfield was completed in November 2013.
