    To ask the Secretary of State for Education, what discussions Ministers of his Department have had with representatives of sixth form colleges on the effects of reductions in education funding for 18 year olds on students with severe or complex disabilities.

    We are protecting the funding that sixth-form colleges receive for 18-year-old students with severe or complex disabilities. The funding reductions that apply generally to 18-year-old students do not apply to those assessed to have special educational needs, learning difficulties or disabilities.

    To ask the Secretary of State for the Home Department, with reference to the Answer of 6 May 2014, Official Report, column 66W, on asylum: children, which local authorities have been granted extra funding because of their special circumstances.

    The following local authorities receive additional funding due to special
    circumstances:

    Croydon, Kent, and Hillingdon local authorities have been granted additional
    funding which in the past was part of the "Gateway" arrangements, that has been
    superseded by enhanced rates. This is due to the larger than normal volumes of
    care leavers received in those local authorities, in comparison to other local
    authorities.

    Solihull local authority were not part of the "Gateway" arrangements but have
    since been granted additional enhanced payments for the same reasons.

    To ask the Secretary of State for Communities and Local Government, what representations he has received on landlords who own multiple properties disguising their ownership of a property when submitting a planning application.

    I am not aware of representations about landlords who own multiple properties disguising their ownership of a property when submitting a planning application.

    It is already a requirement that planning applications must be accompanied by a certificate which applicants must complete that provides certain details about the ownership of the application site. An application is not valid, and therefore cannot be determined by the local planning authority, unless the relevant certificate has been completed.

    To ask the Secretary of State for Education, pursuant to the Answer of 4 March 2014, Official Report, columns 787-8W, on pupil exclusions: autism, how much funding is allocated specifically to exclusion advisers.

    Funding is given to the National Autistic Society under the Department’s National Prospectus Grants Programme covering April 2013 to March 2015. Of the £440,000 under this grant, the Society estimates that some £80,000 over the two years will have been spent on the exclusions work. This will cover the salary of the exclusion adviser, related costs such as pension and National Insurance contributions, recruitment costs, overheads, the production of resources, along with a report and its dissemination.

    To ask the Secretary of State for Education, what assessment he has made of the effects of reductions in education funding for 18 year olds on students with severe or complex disabilities and who attend specialist schools.

    The reductions in education funding for 18-year-old students do not apply to those with severe and complex disabilities who attend special schools. From August 2014 special schools will receive a flat rate £10,000 for all their 16- to 18-year-old student places, together with top-up funding from local authorities for individual students.

    The figures for 2009-13 inclusive are taken from the audited accounts of the UK

    To ask the Secretary of State for Education, whether his Department issues guidance to local authorities on how best to make use of unutilized foster carers.

    The Department for Education has not issued guidance to local authorities on how best to make use of unutilised foster carers. Local authorities are required, under Section 22G of the Children Act 1989, to take steps that secure, so far as reasonably practicable, sufficient accommodation within the authority’s area that meets the needs of children that the local authority is looking after, and whose circumstances are such that it would be consistent with their welfare for them to be provided with accommodation that is in the local authority’s area (‘the sufficiency duty’).

    Since April 2013 the Department has been working with consortia of local authorities and sector partners to:

    1. develop and test innovative solutions for the recruitment and retention of foster carers
    2. identify gaps in the capacity of the foster carer workforce
    3. develop effective strategies for recruiting and retaining foster carers.

    We will be sharing the lessons learned and disseminating any tools that have been developed during the project more widely following testing.

    To ask the Secretary of State for Education, pursuant to the Answer of 4 March 2014, Official Report, columns 789-90, on special educational needs, when he expects the special educational needs (SEN) gateway will be available for all parents of SEN children.

    The Department for Education is providing funding of £918,000 to Nasen over two years to develop a special educational needs (SEN) gateway. This will provide professionals with access to free high-quality SEN resources and training materials to support children with SEN and disabilities.

    The gateway will be designed primarily for educational professionals in schools, colleges and other educational settings rather than for parents, although they will be able access the gateway. It is due to be launched in May 2014.
