    We do not expect that our proposals to reduce funding, in respect to community pharmacy in 2016/17 and beyond, will have any effect on Category M or the medicine margin as we propose to achieve them through changes to pharmacy contractors’ fees and allowances.

    To ask the Secretary of State for Health, what assessment he has made of the likely effect on accident and emergency services of the proposed changes to the pharmacy funding formula.

    The Government’s proposals for community pharmacy in 2016/17 and beyond, on which we have consulted, are being considered against the public sector equality duty, the family test and the relevant duties of my Rt. hon. Friend, the Secretary of State for Health, under the National Health Service Act 2006.

    Our assessments include consideration of the potential impacts on the adequate provision of NHS pharmaceutical services, including the supply of medicines, access to NHS pharmaceutical services, supplementary hours, non-commissioned services, individuals with protected characteristics, impacts on other NHS services, health inequalities, individuals with restricted mobility and access to healthcare for deprived communities.

    An impact assessment will be completed to inform final decisions and published in due course.

    Our proposals are about improving services for patients and the public and securing efficiencies and savings. We believe these efficiencies can be made within community pharmacy without compromising the quality of services or public access to them.

    Our aim is to ensure that those community pharmacies upon which people depend continue to thrive. We are consulting on the introduction of a Pharmacy Access Scheme, which will provide more NHS funds to certain pharmacies compared with others, considering factors such as location and the health needs of the local population.

    We want a clinically focussed community pharmacy service that is better integrated with primary care and public health in line with the Five Year Forward View. This will help relieve the pressure on general practitioners and accident and emergency departments, ensure better use of medicines and better patient outcomes, and contribute to delivering seven day health and care services.

    The Chief Pharmaceutical Officer for England, Dr Keith Ridge has commissioned an independent review of community pharmacy clinical services. The review is being led by Richard Murray, Director of Policy at The King’s Fund. The final recommendations will be considered as part of the development of clinical and cost effective patient care by pharmacists and their teams.

    NHS England is also setting up a Pharmacy Integration Fund to support the development of clinical pharmacy practice in a wider range of primary care settings, resulting in a more integrated and effective NHS primary care patient pathway.

    The rollout of the additional 1,500 clinical pharmacists announced by NHS England will help to ease current pressures in general practice by working with patients who have long term conditions and others with multiple medications. Having a pharmacist on site will mean that patients who receive care from their general practice will be able to benefit from the expertise in medicines that these pharmacists provide.

    To ask the Secretary of State for the Home Department, what steps her Department is taking to ensure that children coming to the UK as refugees from Calais are under 18 years olds.

    All individuals are referred to the UK authorities by the French non-governmental organisation, France terre d’asile and are then interviewed by French and UK officials.

    Where credible and clear documentary evidence of age is not available, trained officials will use criteria including physical appearance and demeanour to assess age as part of the interview process.

    Where we believe someone is significantly over the age of 18, they will be refused transfer to the UK as a child. The Home Office does not use dental x-rays to determine an individual’s age; the British Dental Association has described them as inaccurate, inappropriate and unethical.

    I think we all knew that whoever was Prime Minister or Chancellor and in government at this particular time were going to face some really tough decisions. The fall-out from the pandemic, the invasion of Ukraine and a number of other domestic and global factors were going to mean that some really difficult decisions would have to be made around our economy and our fiscal policy. None the less, the one thing that we should all be able to depend on is that, no matter how difficult times are, the Government will not make those decisions even harder. Sadly, that is what has happened as a result of the rushed mini-Budget. The fall-out has been a loss of confidence—a loss of confidence in the markets and, talking to many local businesses in my constituency in the two weeks immediately after the mini-Budget, a great loss of confidence in the business community.

    Growth is a hard-won thing. We do not achieve growth simply by saying as loudly and passionately as possible that we are going to get growth. Growth needs to be nurtured with the right policies that instil confidence in the business community. It is therefore incredibly welcome, and I am incredibly thankful, that the new Chancellor has stepped up and taken a grip on the situation. I am also delighted to see my very good friend in the position of Chief Secretary to the Treasury. Between the two of them, I have great confidence that they will bring the grip and the leadership to the Treasury that is necessary to create the stability we now need to address this difficult situation. As a result, many elements of the original mini-Budget have now been dropped, and we await further details in the near future of exactly how the Government will now balance the books and lay out their policy going forward.

    However, we really need to know what the Prime Minister’s policies are. She made a number of very bold statements in her leadership campaign to become Prime Minister, most of which have now been dropped. It is very important that we have confidence that No.10 and No.11 are in lockstep at this challenging time and that they have the same policies, so we need the Prime Minister to confirm exactly what her policies are.

    We are aware that some very difficult decisions lie ahead but, in making those decisions, it is vital that we protect the most vulnerable in our society from the damage that has been caused. Those who are least able to shoulder the burden should not be required to pay the price for it. Therefore, it was incredibly welcome that the Prime Minister gave a clear statement at the Dispatch Box that the triple lock will remain in place for pensions. Pensioners in my constituency and across the country will welcome the reassurance that that triple lock will be in place and that they will get a rise in their pension in line with prices.

    It is vital to do a similar thing with benefits. The Government have done a lot of work over many years in reforming benefits. Universal credit pays people to be in work, and I have heard at first hand how popular it is, but it is right that those benefits keep pace with the increase in prices and that those on benefits are not the ones who pay the price of balancing the books.

    One measure that has survived the cull from the mini-Budget is the cut in stamp duty. Naturally, I am someone who welcomes a cut in stamp duty. However, Cornwall is currently in the middle of a major housing crisis. Experience from the previous cut in stamp duty during the pandemic showed that it fuelled demand for second homes and investment properties. That inflated house prices in Cornwall way higher than the national increase, meaning that even more local people are unable to afford to buy a house. If the Government are to press ahead with the stamp duty cut, will they ensure that it applies only to primary residences and that those who seek to buy second homes and investment properties for holiday lets are not able to attract the proposed cut? If the cut goes ahead, all we will do is fuel second home and investment property purchases in tourist areas such as Cornwall, making our housing crisis even worse. We need the Government to help us address that so that local people can get the housing they need. I ask the Ministers on the Front Bench to take that particular point away and look at it. Yes, a stamp duty cut is welcome to help people buying a home, particularly their first home, but it should not go to those who are buying second and subsequent homes.

    All in all, after a very difficult time, I am in a much better place and am confident that the new team in the Treasury has a grip on the situation and will provide the stability and leadership that we need. I look forward to hearing more details in due course of exactly what policies will be put in place.

    Our plastic bag charge has ended the sale of billons of single-use bags, protecting our landscapes and ensuring millions of pounds is redistributed to worthy causes.

    There is much more to do to tackle the problem of plastic waste. That is why we are building on our single-use plastic bans and introducing the deposit return scheme for bottles to fight back against littering and drive up recycling rates.

    This is why we have today opened applications for millions of pounds worth of additional funding for local authorities so they can take the action needed to cut air pollution and improve air quality awareness in their areas.

    Local authorities know their areas best, and we are excited to receive their ideas for innovative measures which will reduce the impact of air pollution on the health of their communities.

    I congratulate the hon. Member for Neath (Christina Rees) and thank her for introducing this very important Bill. I also thank her for her very kind words at the start. I thank all hon. Members who have spoken in support of the Bill.

    The Government continue to be a leading voice for the protection of sharks. Much work has been done and continues to be done in the UK and globally to ensure that we do not lose these important marine animals from the ocean. The Bill shows that positive change is happening, signifying another step in the right direction to taking meaningful action on the conservation of sharks. Yesterday marked International Shark Awareness Day, which celebrates these amazing animals. What better way to raise awareness than by introducing this Bill here today? As my hon. Friend the Member for Dewsbury (Mark Eastwood) pointed out, for many years sharks have been misunderstood and vilified—I hold Steven Spielberg personally responsible—but I am sure we have all noticed that that outdated view is fading fast and opinions are shifting.

    Let us be clear: shark finning is a vile and cruel act. Shark fins are recklessly removed from living sharks at sea and their finless bodies are wastefully returned to the water. Without their fins, sharks are unable to swim through the water, which means they cannot pass oxygen through their gills and they are left to slowly drown. Shark finning is a practice that has been banned in the UK for almost 20 years. We also have a fins naturally attached policy, which means that sharks must be landed with all their fins on their bodies. We can now go even further and ban the trade in detached fins in shark fin products. This underlines our determination that shark finning must stop, wherever it takes place. The Bill has the full support of the Government and we will do all we can to assist its swift passage through both Houses and on to the statute book.

    As has been said, the effects of shark finning are devastating, with impacts seen across many species, from the sleek and elegant blue sharks to the majestic gentle giants we know as basking sharks. A number of Members referred to their encounters with sharks. Thankfully, my only encounters with sharks have been in Cornish waters with basking sharks, which are wonderful creatures to behold.

    We also need to make absolutely clear that we are only able to take this step through the Bill because we have left the European Union. Exercising our independent trade policy enables us to take this step and ban these products from the UK. This Bill will ban the import and export of detached shark fins into and out of Great Britain. That includes parts of fins and products made of fins. The only exception is where imports or exports will facilitate the greater conservation of sharks—for example, through education and training. There are strict processes in place to assess applications for exemption certificates to ensure that they do not undermine the overall ban.

    I will clarify one point that has been raised a few times in the debate. To be absolutely clear: this Bill bans the import and export of all detached shark fins. There is no exemption in the Bill for a personal allowance of 20 kg. That was allowed previously, but it is being removed through the Bill. The only exemption, as I have referred to, is for conservation or research.

    I briefly highlight that, like my hon. Friend the Member for Hartlepool (Jill Mortimer), I represent a coastal community—in fact, I have the pleasure of representing two coasts. We take incredibly seriously our responsibility to protect our seas and coastline. I pay tribute to the many organisations in my constituency and across Cornwall that play a vital part in keeping our beaches clean, tidying up our seas and protecting them. They include the Newquay Marine Group, Newquay Beach Care, the Three Bays Wildlife Group, the St Austell Tidy Up Team, Friends of Par Beach and Final Straw Cornwall, among many others. They do an incredible job of raising awareness and mobilising volunteers to keep our beaches and seas clean and protected.

    There are also organisations that work across Cornwall and further afield, such as Fathoms Free, the amazing Beach Guardians led by Emily Stevenson, and of course Surfers Against Sewage, which I have had the pleasure of working with over many years. They all play an absolutely vital part and we should pay tribute to them and to the many others across the whole country who take such matters seriously.

    Shark finning is a cruel and wasteful practice. This Bill will be a significant step in demonstrating the UK’s global leadership in shark conservation, animal welfare and protecting our natural environment. I thank the hon. Member for Neath again for introducing the Bill and I look forward to doing all I can to see it on to the statute book as swiftly as possible.

    I welcome the Government’s ambition to have 10% of the global space industry in the UK. It is right that we aim to be a significant player in this increasingly important global sector. However, in order to achieve that aim, we will need to have a launch capability here in the UK. We lead the world in the design and manufacture of satellites—particularly small satellites—but we currently then ship them to the other side of the world for launch. Having our own launch capability in the UK will not only be important in an ever more uncertain world but will reduce costs and the environmental impact.

    Cornwall is ready to play a major part in this through Spaceport Cornwall. Based at Newquay airport in my constituency, it will be one of the world’s first horizontal launch sites for satellites. Horizontal launch has many advantages over vertical launch, as it requires far less infrastructure, has a smaller carbon footprint and is much more accessible for smaller satellites. Cornwall has been chosen as the ideal site for horizontal launch and things are progressing well. With the successful first satellite launch of our partners Virgin Orbit last month, we are now in a position to launch satellites from Cornwall next year. That will bring much-needed well-paid jobs to Cornwall and attract business investment, which will aid the Government’s levelling-up agenda in one of the poorest parts of the UK. It will also help to inspire our young people to pursue qualifications in STEM subjects and open up career opportunities in electronics and engineering.

    The thing we need now is for the regulations to be put in place. We need them in place urgently in order to be able to obtain the necessary licences. There is concern, however, that the regulations are looking to take a one-size-fits-all approach for both vertical and horizontal launch. Those two means of launch are very different. Horizontal launch, which is basically little different from a large passenger jet taking off, until it reaches altitude for rocket launch, should not be bogged down by unnecessary regulations that are required only to cover vertical launch. Will the Minister therefore look carefully at the regulations to ensure that they differentiate between launch mechanisms and are fit for horizontal launch?

    In June this year, Cornwall will host the G7 leaders’ summit, and we are keen to use the opportunity to showcase the UK and Cornwall’s space sector ambitions. To do that, we would like to bring the Virgin Orbit plane, Cosmic Girl, to Cornwall for the G7. Will the Minister work with Spaceport Cornwall to do all we can to enable that to happen?

    I was not informed that the time limit had been cut, but I will try to keep to three minutes.

    As a former councillor and cabinet member of Cornwall Council, I know at first hand the important role that local authorities play in the lives of our constituents. There can be no doubt of the important role played by Cornwall Council, and councils up and down the country, in supporting local communities as we have faced this pandemic. In particular, I place on record my thanks to town and parish councils for the incredible work they have put in to support their local communities.

    The Government have shown their recognition of the role that councils play with the support we have provided to local councils throughout this pandemic, amounting to billions of pounds. Cornwall Council alone has received more than £555 million to support the people of Cornwall. I am therefore pleased that this motion today gives us the opportunity to highlight the important work that councils do.

    I am not surprised, however, that the Labour party’s motion misses a number of important points. First, it misses the Labour party’s own record on council tax. I remember when the Labour party was in government, when council tax doubled. Even now, Labour-run councils cost the taxpayer £84 a year more and Liberal Democrat-run councils a staggering £132 a year more than the average Conservative-run council. If we want to know what a Labour Government would do with council tax, we only have to look to Wales.

    Secondly, the motion misses the point by saying that the Government should provide funding, but without saying where it should come from. It is all taxpayers’ money; whether raised centrally or locally, someone has to pay.

    Are the Opposition suggesting that tax rises should be put in place to fund local authorities across the country? That would mean taxpayers in Cornwall paying so that Sadiq Khan can subsidise travel for Londoners. I do not believe that would be right. Or are they saying that we should take money away from other essential public services to fund the council tax from other Government budgets? If so, they need to say where the money would come from.

    I am sure that the Liberal Democrats and independent councillors who run Cornwall Council would love to hide away their spending from local taxpayers, but the whole point of council tax is that councils are answerable to local taxpayers for the decisions that they make. In Cornwall, we have many examples of the Lib Dem-independent administration wasting money, such as funding an office in Brussels, even though we have now left the European Union—wanting to continue it at a cost of tens of thousands of pounds a year—or a £2 million failed IT system that hardly anyone has used.

    I believe it is right that local council tax is raised by local councillors who have to answer to their electorate for the decisions that they make.
