    Steve Barclay – 2024 Speech on Planning, the Green Belt and Rural Affairs

    The speech made by Steve Barclay, the Conservative MP for North East Cambridgeshire, in the House of Commons on 19 July 2024.

    I begin by congratulating the Secretary of State and the ministerial team on their appointments and wishing them well. I also pay tribute to the hon. Members for Chesterfield (Mr Perkins) and for Newport West and Islwyn (Ruth Jones), who did a lot of the hard yards in opposition and missed out on ministerial roles this time.

    I pay tribute to the excellent maiden speeches we have heard on both sides of the House today. We started with the hon. Member for Bishop Auckland (Sam Rushworth), who I was delighted to hear has significant rural areas in his constituency and has an interest in this sector. We heard from the hon. Member for Edinburgh South West (Dr Arthur), who gave the House an informed tour of his constituency. We had a fantastic speech from my hon. Friend the Member for Gordon and Buchan (Harriet Cross), who brings real practical and professional experience to rural affairs and rightly focused on the need to tailor policies to the needs of rural communities.

    We heard from the new hon. Member for Middlesbrough South and East Cleveland (Luke Myer), who was very generous in his tribute to his much-respected predecessor. We had a brilliant speech from my hon. Friend the Member for Bognor Regis and Littlehampton (Alison Griffiths), who highlighted the importance of the rural economy and water quality—what an asset she will be in the House. We also heard from the hon. Member for Hexham (Joe Morris), who talked about farming as the beating heart of his constituency, while the hon. Member for Heywood and Middleton North (Mrs Blundell) spoke about the radicalism of a former figure from Middleton—I hope that will inform her relationship with the Government Whips Office moving forward.

    We had two outstanding closing speeches. My hon. Friend the Member for Broxbourne (Lewis Cocking) spoke about the importance of infrastructure in the rural economy, and focused particularly on planning. We also witnessed the huge experience, which is respected across the House, that the hon. Member for Bury St Edmunds and Stowmarket (Peter Prinsley) brings as a surgeon. I know he will be an important voice in health debates, among others. I am delighted that all those new Members chose to make their maiden speeches on the issue of rural affairs in the King’s Speech.

    Labour campaigned on a slogan of change, but they are offering only uncertainty to farming and fishing communities. It is no surprise that, just last night, the president of the National Farmers Union said that farmers are facing a “cliff edge” and are

    “being kept up at night”

    by the uncertainty. That uncertainty is not because the Labour Government have not had time to prepare their policies for farming and fishing; it is because the issue is not a priority for a Labour Government. That is why the Labour manifesto had just 87 words on farming and nothing at all on fishing. It is why this King’s Speech has nothing for the farming and fishing communities. It is why the Government have not even given any dates for when this uncertainty will end. We should be clear in this House that that is an active choice. It is a point that the Government have chosen to prioritise, in contrast to the prioritisation we were willing to make with the additional funding that we committed.

    Is it not all the more ironic that just a few years ago, the now Prime Minister went to the NFU and admitted that farming and rural affairs had for too long been an afterthought for the Labour party and promised to change that? That is an early example of promised change that is not then delivered. We can see that uncertainty in the farming budget. The Government have made no commitment to what the budget will be, or whether they are continuing it or increasing it. We were willing to make decisions to prioritise £1 billion of additional funding over this Parliament. There is nothing from Labour on that, leaving farmers uncertain. Can the Secretary of State confirm what his budget will be? Does he even know? Has the Chancellor told him? Can he even tell the House when he might know? We do not even know when the spending review will be. He is probably as much in the dark as the rest of us.

    What about the uncertainty on food security? We made commitments with the food security index, the annual farm to fork summit, the food security duty, the biggest ever grants payment, and the additional funding to deal with the wet weather that farmers had recently faced. What is the commitment from the Labour Government on food security? There is nothing in the King’s Speech about legislating for that. Can the Secretary of State confirm whether they intend to legislate and it was just an omission that they did not get around to, or is it something that he is now ruling out?

    What about the uncertainty about just how much farmland will be lost as a result of this Government? We know what their 2030 environmental targets are—to triple solar, to increase onshore wind and to increase the pylons connecting to offshore wind—so can the Secretary of State confirm to the House that he will publish before the summer recess an impact assessment on how much farmland will be lost as a result of delivering his 2030 environmental targets? Does he even know?

    One cornerstone of the Conservative manifesto was for an underground-first approach to new electricity pylons. That is an important matter for my constituents in Basildon and Billericay. Will my right hon. Friend also highlight to the Government exactly how important that is and try to seek an answer on what their proposals are in this space?

    My right hon. Friend gets to the nub of the issue, because if a Government are promising change, they need to be able to say what the timelines are. They need to say what the budget is and what legislation they will pass to deliver that. On all those things, there is silence in this King’s Speech.

    The Labour manifesto has lots of high-sounding things that are hard to disagree with. Labour wants more food security, and says that food security is national security, and we on the Opposition Benches agree. Labour says it wants to raise animal welfare, and we have done a huge amount to do so. That is fine. However, if the Government say they want to end the badger cull, when will they do that? There is nothing in the King’s Speech on that, so what are the timelines? Dairy farmers would like to know. Will the Secretary of State publish the analysis from the chief veterinary officer on what the impact of ending the cull would be on the trajectory? We know that the current approach has seen TB cases come down in England from 34,500 in 2018 to below 20,000. Certainly the advice that I had was that vaccinations would not be ready for some time. Will he publish the trajectory and tell us when the cull will end?

    You need to respect the science.

    Of course we respect the science. The hon. Gentleman chunters from a sedentary position, but I presume he will get the same science brief—in a way, he makes my point—that I got from the chief vet, which was that the vaccinations were not ready and the cull was being effective. In fact, we only need to look at Labour’s policy in Wales, where the opposite is happening, to see that. I hope that, as he represents Cambridge, he will follow the science, because the Government made a commitment that does not. Perhaps that is the sort of change they mean—a change from what they committed to in the manifesto. It did not take long.

    Speaking of things at a high level that no one can disagree with, the Government talk about making more use of public sector procurement. Again, the Conservatives not only agree with that, but we have helped the Government with it. The former Member for Colchester did a fantastic review, the Quince review, looking at how that will be done, but the Government are silent on the funding for that. Will it be funded out of the budget of the Department for Health and Social Care, the Department for Education, the Ministry of Defence, local government—or will it come out of the Secretary of State’s budget? It is difficult for him to say, because he does not even know what his budget will be.

    The reality is that we have empty slogans from a party that does not care about the rural economy. The Government are not giving clarity to farming and fishing; they barely mentioned farming in their manifesto, and they did not even mention fishing. This King’s Speech does nothing for the farming and fishing communities. The decisions that we have seen so far take vast amounts of farmland out of food production in order to prioritise the eco-zealotry that we have heard so often in this House. I hope the Secretary of State will give the clarity that is sadly lacking in the King’s Speech on what the Government will do—and when—on the budget, on food procurement, and on dairy farmers and the badger cull, and will end the uncertainty that the president of the NFU and so many others in the farming and fishing community currently face.

    The speech made by Steve Barclay, the Environment Secretary, on 9 May 2024.

    Well, thanks very much. Good afternoon, and it’s great to organise this on home turf, as a Cambridgeshire MP. I’m very conscious we meet on a beautiful day. The sun is shining, the ice cream van has arrived outside.

    But I think what’s very much on many minds at the moment is the extremely challenging wet weather that we have seen in recent months.

    Just to put that in a bit of context, we’ve seen 60% above average rainfall, if you take that compared to say a decade ago, this is the second wettest winter that we have on record and therefore what’s very much shaping my, Mark Spencer and the ministerial team in Defra is a recognition of just how challenging that landscape is.

    And so, whilst I think the focus from Farmers Weekly and today’s event is absolutely right on transition and how we build that sustainable agriculture, a lot of those benefits are for the longer term.

    By their nature, where you do environmental schemes, where you do nature recovery schemes they have a long lead time. If you’re looking at things like soil quality. If you’re looking at improving our number of pollinators. These are long term transitions, and I’m very acutely aware of the immediate challenges that I’m sure are in the minds of many in the room given the flooding just near me in Lincolnshire that we have seen

    So, I just wanted to start by addressing that. And there’s a number of things that we’re doing.

    So firstly, we moved quickly in response with the Farming Recovery Fund, getting that announcement out quickly. That gave us grants of up to £25,000 for uninsured losses. We listened actively to the feedback on things like 150 metre rule, so we got that changed. We responded with announcements such as the Prime Minister at the NFU conference, with the £75 million in grants for drainage boards.

    As someone who represents a farming constituency in Northeast Cambridgeshire in the middle of the Fens, I’m acutely aware having been a constituency MP for the last 14 years of just how central drainage boards are in certain parts of the country, and so £75 million targeted at infrastructure modernisation, which needs to happen.

    There are longer term things we’re doing. So, we’ve doubled the flood defences – £5.6bn over 6 years which is broadly double what it was in the previous six years. That has protected over 900,000 acres of farmland. But again, we can see with the winter we’ve had, just how challenging that is for many other areas still. So, there’s a lot that we’re doing, but within that, clearly there are still current pressures. And the first thing I really wanted to say to this farming audience is we are very much actively listening and reviewing what we can do in our response to that. And I will come on to that.

    We’ve got the Farm to Fork Summit chaired by the Prime Minister next week, which is part of us looking and engaging with farming leaders in terms of recognising those very real current challenges and certainly for my part being in the cabinet, and also as a constituency MP, I’m very clear that those changes are all too real.

    And so, on that point, firstly just to say that we will provide flexibility and delegations in our agri-environment schemes. So, we’re looking at in the context of SFI… farmers that have been unable to carry out their scheme requirements due to wet weather will not miss out and can still receive payments. So, we will set out more details of that at the Farm to Fork Summit.

    Also, I plan to extend the Farming Recovery Fund to support farmers significantly impacted by water on their land this winter, and it’s important we do take time to get this right. So, our systems are ready, and we are directing support to where it is needed most. But that is why we are talking to stakeholders and we will provide more details on that, hopefully later this month. But we very much recognise that there is an issue that we need to engage on.

    As part of that, a huge credit to Farmers Weekly for the role that it has played both in helping inform, helping communicate the issues around the transition that we’re seeing in agriculture at the moment, keeping farmers abreast of those developments and also for the focus of today’s discussion, which I think is extremely well timed and is all part of us ensuring that we have a successful transition in terms of building greater profitability on farms, but also greater resilience.

    And as I come on to some of the immediate things that we’re doing, I wanted just to put that in a bit of longer-term context.

    So, within the November 2020 Agricultural Transition Plan, the focus in that was about sustainability in our food production. That was a central theme of our plan and I think we should be candid with each other about the previous situation we had.

    The EU scheme saw 50% of the money going to 10% of the farmers. It was a bureaucratic scheme; it wasn’t the scheme that drove environmental improvements. It wasn’t the scheme that was bespoke to our national needs. By its nature, it was a scheme that looked to many others. And so, the opportunity we have through this transition is to really target our support in ways that boost both the environment but specifically boost food production and food security.

    And as Minnette Batters said at the NFU conference, they are two sides of the same coin. Often, it’s almost portrayed as two rival camps. The environment over here, and food production over there.

    But when it comes to things like our soil quality, actually targeting our environmental support in ways that enhance our food production is all part of that long term transition and building a more resilient and sustainable agricultural sector. For my part, since arriving in my post in November, what I’ve tried to do is re-emphasise our productivity grants more specifically to food production and food security.

    And there’s a number of reasons for that. When I was in the Treasury, I was acutely aware that food security is national security, value for money at a time when national crisis changes.  And therefore, I think it is important we focus on food security.

    But one of the impediments, there is a tendency sometimes in government to think the announcement of a grant is the delivery. And what I noticed on the food production side was often we were announcing grants where the upper limit was 40% for logical reasons. On behalf of the taxpayer, you want to ensure there is value for money. Therefore, if the farm gets the benefit, you do not want the taxpayer to pay the whole amount, so we were contributing up to 40%. But because of the volatility within farming, and because of some of the constraints and access to capital, quite often those grants were not being taken out, they were not being as effective as they needed to be.

    And if you look in contrast to our environmental grants we offered up to 100% because from a tax point of view, there was an environmental benefit.

    My key shift that I’ve tried to deliver as Secretary of State is to sort of reemphasise our environmental grants much more on to things that are both good for the environment using less pesticide but also good for food production lowering more costs.

    To give you an example, because I think sometimes in politics people come out with phrases and you think well where is the evidence? Where is the proof? Show me an example.

    If I take the River Wye. Quite often, people would respond to that by saying there is too much chicken production. There is too much chicken litter producing phosphate into our rivers. We need to reduce the amount of farming that happens.

    My approach is to target our environmental grants with 35 million targeted to support anaerobic digestion on the Wye. So then that chicken litter can be burnt, producing energy, producing fertiliser if you separate it out of phosphate. So actually, you safeguard your chicken production, but you do so in a way that is good for the environment and as a result  we can offer 70% as a contribution, not 40%.

    What we are doing is taking those environmental schemes and looking at how we focus them in ways that better align with my priority of food production and food security.

    And that isn’t by lowering environmental standards but by dealing with our waste, enhancing our water quality, dealing with our soil quality, dealing with our pollinators. These are ways we can enhance the environment, but we can also do that in a way that is good for our food security.

    And then looking to do that much more through the farming community because I’m also acutely aware that 72% of our land is farmland and I again as a constituency MP have always felt very strongly with my engagement with my farmers that no one cares more about  passing on their land to the next generation, who cares about the nature on their farm than the people who are actually out there farming it! That is why I’m very keen that with these environmental schemes that we are trusting our farmers, we’re looking at our ALB relationship with our farmers. We trust them, we direct the grants, we look at the access to capital constraint and we do that in a way that supports food production. but also brings benefits from an environmental point of view. And that’s a key sort of reengineering that we have done.

    And first of all, a statistic that you won’t often hear. That actually we are making progress on that. The Sustainable Farming Incentive now has over 20,000 successful applications. What you don’t always hear is it is the most successful scheme that Defra has ever done. It’s had more participation than any other scheme that the department has run.

    That’s not to say that as part of this transition that there aren’t things we won’t tweak along the way. Through the work that Janet Hughes and the team, a lot of tweaks have been done about how we sort of refocus some of those payments but that is something that we’re extremely keen to do is to ensure the take up of actions continues where we can see that there is progress being made.

    And again perhaps as a proof of point on that, that is why at the Oxford Farming Conference we increased the average payment under SFI by 10%, that is why we added 50 additional actions. We have actions on moorland and grassland, we have actions, having spoken to Kate Rock, in fact when I was in No.10, I helped commission the Rock Review, recognising that it wasn’t working for tenant farmers as it should so bringing it from the seven years to the three years in terms of the length of agreements, looking at the outcome of the Rock Review.

    Another bit of feedback from sessions like this I got was the risk of people taking from and out of production entirely to go into environmental schemes. Now, to be frank, the data didn’t really support that so when I got that message at many sessions from people I go back to my department and say that this is a big concern. But they say “don’t worry about it minister the data doesn’t support this”, but the perception was clearly there.

    In response to that we put in the 25% cap so that we don’t see that distorting effect where if there is a concern that people have of too much farmland is being taken out because there’s less volatility with some of the environmental schemes then we get a better balance.

    And again that’s sort of for the environment too because often putting in 100% of land into these schemes was not in itself an environmental solution either. Again, that’s an example of coming to sessions like this feeding back, coming forward putting that 25% limit on, so that if there is a risk of that, that people are concerned about then, we’re ensuring that that does not happen.

    Moving forward, the other thing that has often been raised with me is around the red tape. If you’ve been out on the farm all day, having to come and do a load of forms, so again, we’re looking at working with the sector on how we streamline, how we simplify, so a single application process for SFI and Countryside Stewardship Mid Tier is one of the things we’re keen to introduce.

    We’re looking at how we improve the guidance. We’re looking at how we change the culture within the arms-length bodies from one where I feel in the past there’s been almost an air of suspicion, to one which should be based more on trust.

    To give you a practical example of that, I’ve said there should be no unannounced farm inspections. There should be 48 hours notice, because the purpose should be to advise and help people do the right thing, not to try and go there and catch someone out who’s busy trying to juggle lots of other things as well. We’re looking at how we create a more engaged, supportive environment.

    And then there are the mental health challenges and the pressure, particularly from the wet weather, that many people have been feeling. How do we ensure that those arms-length bodies are thinking about the pressures that people are under and having an approach that is supportive rather than one that is trying to catch people out? That’s been a key issue that we’re trying to address.

    Sometimes I come to these sessions and people ask about the next generation and how can we make farming attractive to the next generation.

    Our focus there is particularly around £427 million in grants that the Prime Minister announced at the NFU Conference around automation. That is good for productivity. It’s good for our resilience. It also changes some of the opportunities and employment opportunities that are within the rural economy in a way that is very attractive to future generations.

    You can drive farm productivity to reduce our import costs to better manage our water, to reduce our energy costs or our solar battery grants, on-farm reservoirs, our slurry grants, our investment in sprayers and equipment. These are all things that build a more resilient more productive sector and that’s what the £427 million in grants is focused on.

    And then finally, while to me there’s much more we can and should be doing on automation (and an area like pack houses is one that we’re going to particularly focus on) there is a recognition that there are limits to what can be done with automation, there’s certain parts of agriculture where that is less ready-to-go than others.

    Today we’re announcing our response to John Shropshire’s report – John being very highly respected farmer just down the road – so we recognise that automation is not a quick fix, but we will be extending the seasonal worker visa schemes of 43,000.

    Making the commitment for the next five years in terms of the 43,000 for horticulture, 2,000 for poultry to ensure that businesses in the supply chain have the workforce they need to succeed in this transition.

    But what we’re also then doing is looking at how automation can then play into that and we’re going to start, as I say, looking at what support we can do through areas like packhouses.

    And then the final thing I really wanted to emphasise is I’m very keen that we use our freedoms in ways that support the agricultural sector, so let me give you a couple of quick examples.

    First through our legislation, had we been in the EU, we would not be able to deliver the gene-editing legislation that is a huge opportunity to develop more disease resistant drought resistant crops, which again is good for the environment: it needs less spraying. That is something we’ve passed legislation on that is a key opportunity we should embrace.

    We have control now over our public sector procurement in a way that we didn’t before when we were subject to EU procurement rules.

    We’ve got the Quince Review looking at how we better utilise that spend in our hospitals, our schools, our armed forces to better reflect the high quality of being British produce, so the Quince Review is looking at that. Mark Spencer, who will be known to many in the room, is a farmer himself. As farming Minister, he’s working through the supply chains, looking at the balance in terms of the supermarkets, where there are often concerns raised, and Mark is working through that.

    We also have a rapid review of labelling, but there’s a concern about empowering the consumer, and I don’t believe it’s empowering the consumer if they buy British bacon thinking it’s being reared here when actually it’s being reared overseas but packaged in England but it’s not actually British, so we’re looking at our labelling and how we strengthen that.

    In conclusion, a lot of the benefits in terms of the environment and nature take time and that is the very element of transition.

    But it gives us a huge opportunity to design what works for us. I think in designing things that are good for the environment and meet our legislative commitments, we can do that in ways that boost yield and better farm water management. Look at our unit costs, look at our automation, look at how we use our common sense with procurement and labelling, and in terms of our supply chain and our sales. And we can do that in a way that boosts profitability and ultimately creates a sector that is attractive for the next generation to come into.

    That all requires us all to navigate, in the short term, the wet weather and other challenges.

    The Farm to Fork Summit next week, which is now an annual event, or the commitment to the Food Security Index that the Prime Minister has made, hopefully gives you an indication that we are keen to work with you.

    You’re managing that short term, but within a clear plan that we have for the longer-term transition in a way that is good for food security but is also good for the environment.

    Well, Happy New Year, everyone. Thank you, Christopher, for that kind introduction. I’m delighted to be invited to join you here in Oxford today. And as someone who represents a farming constituency in a major centre for sugar beet growing in the Cambridgeshire Fens, I’m also acutely aware at this particular time of the impact that flooding on farmland is having.

    Indeed, my constituency has given me a strong sense of how fundamental farming is to our economy and to the environment. And in my new role as Secretary of State, I relish the opportunity of ensuring farming and food security is at the heart of government policy.

    Because as COVID-19 and the effects of climate change have illustrated, and indeed Tom Bradshaw just made this point on the panel, food security is fundamental to our wider national security. British farmers already produce, as colleagues in the room will already know, about 60% of the food that we eat, and I recognise and support your desire to do more. And indeed, since my first week in the job I’ve been out and about on your farms listening to how I can best support you.

    Based on what I’ve heard, I want to bring a clearer focus on enabling food production in our environmental land management schemes, because food production can and should go hand in hand with preserving the diversity and abundance of nature.

    So today, as well as updating on prices in our environmental land management schemes with an average 10% uplift to unlock more money for these schemes; and giving more choice about what you can do with more SFI actions made available to better reflect the full spectrum of farming interests; I also want to build more trust between us. Because the feedback I have received suggests too often farmers feel the regulatory bodies start from a position of suspicion rather than one of trust.

    Firstly, I want to respond to the important feedback many of you have provided to make sure it better pays to run a farming business by making the biggest upgrade to our farming scheme since Brexit gave us the freedom to redesign how we support agriculture. So today I’m delighted to announce new improvements to our incentives. We will pay you more for taking part in our environmental and management schemes. On average, this is an increase in rates by 10%, making it more attractive for you to get involved.

    Those already in schemes will automatically benefit from this uplift. And in addition, if you have a plan to pull things together in a way that makes a significant difference, you will be paid a premium for that as well. And further details are being published today. We’ll also introduce more schemes to support environmental action that underpins profits for food production by supporting SFI actions that promote healthy soil, increased pollinators and precision farming.

    We are making SFI simpler, including more suitable for tenant farms, with three year agreements taking on board the recommendations from Baroness rock. We have been consistently clear as a government that we will not compromise on food safety. British farmers are rightly proud of producing food that meets and often exceeds our world leading animal welfare and environmental standards. And British consumers want to buy this top-quality food. But too often products produced to lower welfare standards overseas aren’t clearly labelled to differentiate them. This is why I’m pleased to announce that we will rapidly consult on clearer labelling so we can tackle the unfairness created by misleading labelling and protect farmers and consumers.

    This will explore how we can better highlight imports that do not meet UK welfare standards, improve how origin information is given online, and look at how we can do even more to ensure promotional activity such as Union Jack labels on supermarket displays matches the products on the shelf. For example, this rapid consultation will address concerns such as the pork reared to lower welfare standards overseas, which is then processed in the UK and presented in supermarkets to shoppers as British. And this will include bringing lightly processed meats into the same level of labelling as unprocessed pork, and beef.

    We will also explore whether existing country of origin labelling rules can be strengthened by mandating how and where origin information is displayed. For example, on the front of packs, meaning farmers are fairly rewarded for meeting and often exceeding high UK welfare standards. And indeed, this reflects the lessons from labelling on eggs, where informed consumer choice has driven changes in consumer purchasing with the number of free-range eggs more than doubling. The hard work and dedication of farmers, fishers and food producers makes this country competitive globally – the English sparkling wine, the Scottish smoked salmon and whiskey, the Welsh lamb, the Northern Ireland beef. And it all gets a massive vote of confidence from consumers around the world to the tune, in fact, of around 24 billion in exports for the British economy.

    So, I am delighted that from the start of this year all geographical indication products made and sold in Great Britain will be using our UK GI logo, which protects the geographical names of food and drink. UK producers will also be able to use this logo on products sold abroad, which will help even more of your product stand out from the crowd both at home and overseas.

    And we have also recruited agri-food attaches linked to our embassy network to open up more markets in line with the commitments we gave at the farm to fork Summit. These attaches have already opened up new markets such as poultry to Tunisia and pork to Chile. I also want the public sector to procure more high quality, sustainable food produced by you, and Parliament has in fact recently passed legislation following our exit from the European Union which enables a greater emphasis on the public benefits of this public sector procurement.

    We will also update the government buying standards for food and catering to emphasise the importance of buying food with high environmental and welfare standards, which will play to the strengths of our food producers. Now, improving productivity is also key to boosting food production. And we have world leading agri-tech innovators here in the UK. Having listened to farmers, I am keen to focus more on technology that can be bought now as opposed to prioritising early stage research. Later this month, I will be inviting farmers to apply for share of an initial £15 million for innovations, like robotic mechanical weeding technology, that can be implemented right away. And more grants will be launched this year to help you grow more, sell more and make your businesses more sustainable and resilient for the future.

    Now I know that even with these grants, some farmers still find it hard to find the capital to make use of the grants that are available. So we will also look at ways to make them even easier to access. And to attract the ambitious and diverse future workforce that we need we will continue to support the Institute for Agriculture and Horticulture. And this is all part of how we are ensuring we meet our commitment to invest every pound of the full farming budget.

    Next, I want to give farming businesses more choice. So today I’m pleased to announce around 50 new actions are being added to our environmental land management schemes, many of which support food production, for farmers to choose what is right for them whether you farm on grassland, moorland, or riverbanks, making it easier for our support to fit into your business plans. These new actions embrace innovations from soil health to precision farming, to robotics. And they also recognise that there is scope to streamline the application process for schemes. And we have already started to put that into practice. So now you can apply for the sustainable farming incentive and the countryside stewardship mid tier together through one single application, meaning you’ll have the same actions and can have the same ambition just with less paperwork. And I’m keen to work with you to streamline paperwork further. Part of offering more choice is also about improving permitted development rights. And that’s why I’m working with government colleagues following the recent consultation and exploring how we can reduce the barriers faced by farm development projects that have become all too familiar in the conversations I’ve been having with farmers.

    What I’ve also heard frequently from farmers is that you feel the starting point for too many interactions with regulatory bodies is one way you are treated with suspicion and not trust. In my experience, no one cares more about the land, the nature around them, or the passing of their farm to future generations in good health than the farmers who are the custodians of that land. So the relationship from government and regulatory bodies should better reflect this. As Secretary of State I have asked officials to work as a priority with the Rural Payments Agency, Natural England, the Forestry Commission and the Environment Agency to review the interactions between you and their staff. As the report a few weeks ago from David Fursdon showed regarding Natural England, there are lessons to be learned in the relationship with those who manage and care for the land which I am keen to ensure are heeded.

    Lastly, in respect of TB, I want to recognise the terrible toll this takes on those who raise cattle. In contrast to Wales, our policy in England has worked in reducing cases and we remain focused on eradication. Informed by the science and the advice from the Chief Veterinary Officer, our approach has included culling options, and we will continue with that going forward.

    So to conclude, I recognise for a successful farming sector, we need to support food production and improve farm productivity. That is why today I’m increasing the SFI payment rates on average by 10%, expanding the SFI actions and committing to build on the streamlining of applications. I look forward to working with you on a rapid consultation on labelling to better reflect the high standards of British farmers and empower consumers, leverage public sector procurement and expand our export potential. And I want to ensure government and regulatory bodies are more responsive to your diverse needs. Reflecting that you are the custodians of the land that you care for. More money, more choice, more trust. That is my approach to putting farmers at the heart of government policy, working with you to promote food production as part of a shared commitment. to economic growth. Thank you very much.

    Thank you, Jonathan.

    It was great to meet with you and with Victoria in my first few days in post and as you just referenced I’m also really pleased to be able to join for my first speech as Secretary of State, here for the CLA Conference.

    As a rural MP, as someone who lives with his family in the countryside, I know and appreciated, first hand how important our countryside is and I’m delighted to champion the countryside and what it contributes to our country and our way of life.

    And I know in representing rural communities the CLA brings over 100 years of experience, collective expertise, the sort of first-hand knowledge you don’t acquire behind a Whitehall desk. And I want to listen and learn from that experience as we work together to exercise the greater freedom that we have in setting policy for rural areas.

    And in particular to empower more, and to burden less, when it comes to running your businesses and taking care of the land.

    Now, first and foremost when I think about rural communities I think of the essential importance of keeping people fed. And the resilience and food security that we saw was so essential during the Covid pandemic.

    Farming contributes a whopping £127 billion to the economy. But the importance of farming isn’t just about its economic value, it’s at the heart of meeting our ambitions in terms of targets to tackle climate change, and in terms of making and securing nature and how it can thrive.

    Now we have many commitments in our National Food Strategy to produce at least 60% of the food we consume, and this was backed up by the Farm to Fork Summit that was held in Downing Street in May after which we published our action plan.

    And indeed we are investing £2.4 billion a year in England, in the farming sector, with a commitment to maintaining total level of support and helping farmers to be profitable whilst also producing food sustainably and protecting the countryside that we treasure.

    We’re taking action on things that I know matter to you, such as supporting small abattoirs. And I can confirm that we will be launching our £4 million fund by the end of the year, and we will be working with you to increase fairness in the supply chain.

    And we have consulted on updating buying standards for public sector food as well, so farmers who are part of our Environmental Land Management schemes should be well placed to benefit from any change that we may announce in the coming months.

    And I have always been clear that we need to protect our farmers.

    Indeed as Health Secretary, I blocked a proposal which was to allow schools to impose a vegetarian diet, because to me food is a key part and a valuable sector within the economy, but it is also an important part of our diet too.

    So as Health Secretary I blocked the proposals which would have allowed the imposition of that in certain schools.

    Now fundamentally, I want the way we produce food to be sustainable for people and for the planet.

    And as we leave behind the EU’s bureaucratic Common Agricultural Policy, we must continue to make the most of our new found freedoms and to work with farmers – including many in this room – to design and refine new flexible and accessible Environmental Land Management schemes, focusing on Countryside Stewardship and the Sustainable Farming Incentive.

    We are accepting applications for the expanded and improved Sustainable Farming Incentive with 3,000 now submitted, nearly 2,150 offers now issued and counting, 1,700 now accepted and 800 of you already cracking on.

    And at Back British Farming Day, we announced that advanced payments of a quarter of the first year’s SFI will be made and indeed have been making their way to bank accounts in October and November, and more will be going out in December too.

    We have already extended accessibility to ELMs for tenant farmers and we will continue to work with tenant farmers and land owners to identify and remove barriers so that you can work together effectively.

    That includes allowing farming to continue on historic sites as it has indeed for centuries.

    And I am delighted to say that an increasing number of farmers are now taking part in our Environmental Land Management schemes, with 32,000 Countryside Stewardship agreements successfully in place across England this year – that is a 94% increase since 2020, and over 6,000 applications have indeed been received this year.

    I want to confirm that SFI will not be capped, and there is something for everyone – so I encourage all of you to take a look, and apply, if indeed you haven’t already done so.

    And as these schemes grow, the sector will be increasingly well-placed to benefit from private investment in everything from woodland creation to peatland restoration as we work to reach our target of stimulating at least £500 million of private sector investment into nature recovery in England. That is each year by 2027, with the aim to rise to at least £1bn each year by 2030.

    And I know that the CLA and many of your members are right at the forefront of this as well.

    The first two rounds of our Investment Readiness Fund have provided grants of up to £100,000 each, to get 86 nature projects across England to the point that they are ready to attract private capital.

    It is great that farmers are at the heart of around a quarter of those.

    Today, I am delighted to launch a third round, that will make a further £5 million available, specifically to support the efforts of farmers and rural businesses, with individual grants of up to £100,000 that will help you to attract investment from the private sector.

    Applying for one of those grants or schemes does not disbar you from the others – far from it. And our hope is that that they will be mutually reinforcing, as you choose what works best for your business.

    Today, I want to say a bit more on how we are investing in modern farming techniques, infrastructure, and innovation – alongside support for further research and development.

    Now this makes a difference to the productivity, to resilience, and in particular to the sustainability of businesses.

    And when I visited the robotics firm Muddy Machines last week, they showed how the talent of our brightest scientists can unlock a new generation of automation.

    Where there are barriers stopping game-changing innovations from getting out of labs and onto farms, whether it’s needless regulation or slow grant applications, tearing down those barriers down will be at the heart of my approach.

    This year, we are investing over £168 million through 16 grant funds.

    As of this summer, we have committed over £123 million of funding to industry-led research and development for agricultural and horticulture.

    And today, I am delighted to announce a further £45 million of funding for farming innovation.

    That includes £30 million to help farmers invest in robotics and automation to make processes like harvesting and milking more efficient, and for the first time, roof-top solar equipment to help improve the sustainability and resilience of your energy supply, and storage to help keep slurry out of our watercourses and bring down emissions.

    And this follows our announcement of up to £30 million investment for the Genetic Improvement Network at the Farm to Fork summit, building indeed on the £8 million invested over the last five years and the passing of the Genetic Technology Precision Breeding Act.

    And watch this space for more in 2024 when we will want to see applications for a share of further funding, specifically for testing and trialling the new technology and techniques that we want to see adopted at pace onto farms.

    All of this will help us make careers in the sector more promising for the next generation who need to be trained up now, it will help maintain our world-leading animal welfare standards, it will strengthen our rural economy, and it will improve our global competitiveness as well.

    And it’s not just farming that makes a massive difference to our shared prosperity. I know that the rural economy is about so much more than farms – it’s about tourism, hospitality, rural manufacturing, and of course the food sector as a whole.

    From Scottish salmon and whiskey, to Welsh Lamb, to Northern Ireland beef, to English sparkling wine. Indeed when I was Chief Secretary, I sent an instruction to our embassies that they will serve English sparkling wine not French champagne.

    Because British food and drink gets a massive vote of confidence from consumers around the world – with exports bringing £24 billion to the British economy, and counting.

    We have had success stories in opening up new markets including securing access for British lamb to the US.

    And following our commitments at the Farm to Fork Summit, we are appointing an additional five agri-food attachés to boost the UK’s agri-food exports, bringing the total number of to 16 – with new posts to help unlock key markets in northern Europe, southern Europe, Australia/New Zealand, South Korea, and Africa.

    They have all just been back to the UK to make sure they are up to speed with the latest plans, and we hope to see progress in the metrics by which we measure export sales in coming months and also to help more rural businesses as they make the leap into exporting.

    So in conclusion, I just want to say firstly how incredibly impressed I am by the passion and innovation showcased here – and that I will be saying more about the countryside in the months ahead.

    I will continue to come and see, as I have already been doing, farms and businesses and to listen to you as we refine our schemes, and to seek to make your lives easier.

    My pledge to you is that this government will always back British farmers who produce some of the highest quality food in the world, who contribute billions to our economy, and to whom we all owe a debt of gratitude for taking care of the countryside that they do.

    So we are forging ahead with our new farming schemes.

    And in everything we do, our aim is back a profitable and sustainable food and farming sector that supports all that you do, now and for future generations.

    So, thank you for all that you do, and let us continue to work together. Let’s adopt innovation at pace, lets ensure we back British farmers.

    Steve Barclay – 2023 Speech at the International Grain Conference

    The speech made by Steve Barclay, the Secretary of State for Environment, Food and Rural Affairs on 25 November 2023.

    Thank you to President Zelenskyy for hosting this important summit.

    To say that we Brits have been inspired by the resilience, courage and indomitable spirit of the Ukrainian people would be a typically British understatement.

    Your resilience honours the memory of the millions of innocent Ukrainians who lost their lives in the Holodomor – some 90 years ago.

    And now, while Russia’s full-scale invasion is having a ripple effect on global food security – nowhere have the impacts of Putin’s aggression been felt more keenly than here, in Ukraine.

    In the wake of the destruction of the Nova Kakhovka dam this summer, that left tens of thousands of Ukrainians in need of food, water, and basic supplies, I am proud that the UK was able to provide additional £16m of support – including response teams, pumps, and temporary barriers, that helped Ukrainian emergency workers deflect water and protect critical infrastructure like hospitals and schools.

    Of course, flooding across 100,000 hectares land has had an untold impact on Ukraine’s wildlife and habitats, and on important grain and oil crops as well.

    And amid the turmoil of war, the determination of Ukrainian farmers to get much of the harvest in, here in the breadbasket of Europe and your initiative to get the grain from Ukraine to some of the poorest and most vulnerable in the world, at a time when Ukrainians themselves are suffering so much – this demonstrates the very best of humanity.

    And indeed, this work is immensely and increasingly important.

    Even before this terrible conflict began,  already, the number of people going hungry was on the rise – with around a billion people affected worldwide.

    The number of people facing the consequences of severe drought – including conflict – is on the rise as well, with the impact of emergencies across the Horn of Africa and the Central Sahel falling disproportionately women and girls.

    45 million children now suffer from acute malnutrition at any given time – and this preventable, life-threatening condition remains one of the biggest contributors to childhood deaths.

    That means children under five are succumbing to common childhood illnesses that a well-nourished child would fend off, and simply wasting away, bringing profound and lasting impacts for the rest of their lives. So, I want to thank the Government of Ukraine for bringing us together to help change that.

    Putin’s efforts to pitch us against one another must fail, and let us be clear – that is exactly what he wants to do.

    The Black Sea Grain Initiative had enabled the export of 33 million tonnes of food from Ukraine, to 45 countries around the world – and until this summer, the World Food Programme procured 80% of its global wheat grain from Ukraine.

    Yet as well as scuppering that initiative in July, Putin has attacked Ukrainian civilian grain and port infrastructure – systematically destroying more grain in attacks on Ukrainian ports than Putin promised to donate to African countries, with some 280,000 tonnes of grain gone, and counting – that is enough to feed over a million people, for a year –  inflating global grain prices to boost the value of Russian exports and line the Kremlin’s coffers.

    And all for the sake propping up Russia’s murderous war machine.

    So much for solidarity. In the face of Putin’s crocodile tears – our focus remains resolutely on the real solutions we need.

    That is why the £2m Grain Verification Scheme is part of the work that the UK has led through the G7 – to help identify stolen grain and frustrate Russia’s efforts to profit from theft.

    The UK Ministry of Defence is working to establish a comprehensive Intelligence, Surveillance and Reconnaissance operation in the Black Sea – to deter Russian attacks on cargo vessels.

    We have developed an innovative insurance facility with a UK insurer for ships using Ukraine’s humanitarian corridor to help scale up exports.

    And I am proud that the UK was the first country to liberalise all tariffs on imports of Ukrainian goods in support of your economy as well – alongside our wider commitments at the Ukraine Recovery Conference in London earlier summer.

    Our Prime Minster, Rishi Sunak, has announced £3m for the World Food Programme – building on our earlier contributions to President Zelenskyy’s initiative.

    This time last year, the UK contributed £5m to this scheme, which funded the delivery of 25,000 tonnes of grain to Kenya.

    Together, contributions from all donors to the scheme have brought 170,000 tonnes of relief to communities in Kenya, Somalia, Ethiopia, and Yemen.

    The UK’s contribution of £3m – which equates to $3.7m – will fund a shipment that will get grain from Ukraine, to those who are suffering from acute food insecurity in Nigeria, taking the UK’s total military, humanitarian and economic support for Ukraine to £9.6bn, since the start of the invasion.

    In short, the British people continue to stand shoulder to shoulder with you, here in Ukraine, and with those affected around the world, and if we all continue to stand together – in defence of the freedom, democracy, and common decency that we treasure so deeply – then together, we will prevail.

    Our focus at the Department of Health and Social care is to diagnose and treat conditions quicker.

    Because this makes patient outcomes better, but it’s also much cheaper to deliver.

    That’s the sweet spot that we’re focused on hitting.

    One where patients and taxpayers are both better off.

    This approach underpins everything we as a department are doing.

    From our pharmacy first rollout through to the lung cancer screening programme.

    And it’s why, David [David Hare, Chief Executive of the Independent Healthcare Providers Network (IHPN)], I strongly support working with the independent sector.

    You collectively have a key role to play in diagnosing and treating conditions, and delivering the improved patient outcomes we all want to see.

    We are speeding up the diagnosis of major diseases.

    As a result of more referrals and screening, the percentage of cancer patients presenting in emergencies fell by more than 15% between 2010 and 2022.

    And we must keep driving these rates down.

    A University College London study found patients diagnosed in emergencies are half as likely to survive 12 months than those diagnosed through non-emergency routes, like GPs.

    And this isn’t just about cancer, around 8 in 10 heart failures are diagnosed in emergency departments.

    So, we need to get these numbers down to help save lives.

    And to do so, we need to turbocharge testing and diagnostics.

    That’s why, as an example, we’re rolling out more blood pressure checks than ever before.

    But this is far from the only challenge that our health system faces.

    The pandemic left behind – as colleagues in the room are well aware – very large backlogs, not least in elective care.

    But while we often focus on the challenges of COVID, it also showed us opportunities, the way to do things differently.

    The NHS worked effectively with the independent sector to maximise capacity and to tackle a common challenge.

    Many people in this room contributed to this effort.

    And the government – and people across the country – are grateful for how you cleared your schedules to provide NHS care to patients most in need.

    Now, this partnership must be sustained if we are to tackle those COVID backlogs.

    That’s why we launched, last year, the Elective Recovery Taskforce.

    It united the public and independent sectors with a clear goal: using every bit of available capacity to cut waiting lists.

    And David, I want to recognise the contribution the IHPN made to the taskforce.

    And I was delighted your leadership throughout the pandemic was recognised with an MBE.

    As the taskforce rightly concluded, one way of better using available capacity is delivering meaningful patient choice.

    We know three-quarters of patients are willing to travel to get care quicker.

    And we know improving choice can reduce waiting times by up to 3 months.

    That’s why we’ve committed to giving patients a choice of 5 providers at GP referrals, including those from the independent sector.

    Allowing patients to choose where they’re treated based on what matters most to them.

    That may be shorter waiting time.

    It may be seeing a particular doctor.

    Or it may be receiving care closer to home.

    So from today, patients in England who have been waiting more than 40 weeks for treatment will have the right to request to be seen elsewhere.

    And that’s an opportunity opened up to around 400,000 patients who will be eligible.

    Hospitals will contact them to see how far they’re willing to travel.

    And if they request to move, integrated care boards must make every effort to find hospitals with shorter waiting lists.

    Not just within the NHS, but also across the independent sector.

    If they find shorter waiting lists, integrated care boards must give patients the choice to transfer for faster care.

    And these reforms have the Prime Minister’s personal backing.

    They will help more patients exercise their right to choose, and through that, help cut waiting lists.

    But our elective taskforce wasn’t just about driving reform from the centre, it also focused on empowering integrated care boards themselves and independent providers to cut waiting lists at a local level.

    The taskforce assessed different ways of doing so at 2 ICBs.

    Both of which delivered results.

    Leicester, Leicestershire and Rutland saw an increase in independent sector activity of more than 70%.

    And by July, just 15 patients across Birmingham and Solihull were waiting more than 18 months for treatments.

    This shows how effectively ICBs and the independent sector can work together to cut waiting lists at a local level.

    And I know how critical independent oversight of choice, as it is now rolled out, is to giving confidence to investors.

    That’s why, working with David and colleagues, the taskforce recommended an independently chaired panel to promote genuine choice and fair procurement.

    And today, I can confirm the panel will be up and running by January.

    Now, the Elective Recovery Taskforce has achieved a lot.

    But perhaps its greatest success has been turbocharging the rollout of community diagnostic centres, or CDCs – the one-stop shops where patients receive tests for conditions like cancer and heart disease.

    In his 2020 review, Mike Richards set out his vision for CDCs – a radical investment and reform of diagnostic services, putting care at the heart of communities.

    Governments of all stripes have been criticised for prioritising investment in acutes over community services.

    But we’ve made community diagnostic centres a reality.

    One hundred and twenty seven CDCs are already open.

    Many are on high streets, in car parks, or even outside football stadiums.

    Giving patients care closer to home.

    Increasing NHS capacity.

    Reducing pressure on hospitals.

    And getting patients lifesaving diagnostics faster.

    Community diagnostic centres are the biggest investment in MRI and CT scanning capacity in the NHS’s history.

    And over the course of the programme, we will have increased our stock of scanners by almost a third.

    The independent sector has, of course, been key to this success.

    Thirteen CDCs will be run by independent providers, 8 are already operational, and 22 CDCs on the NHS estate use the independent sector’s diagnostics capabilities.

    The independent sector’s investments in CDCs has saved an estimated £110 million from the NHS capital budget.

    Money we put straight back into a further 7 community diagnostic centres.

    Giving patients better care, and delivering better value for money for the taxpayer.

    And today, I’m delighted to announce we’ll have opened 160 community diagnostic centres by March – hitting our target a year early.

    We’ve moved the opening dates for 40 CDCs, bringing them forward into this year.

    Our decision to do that was criticised at the time.

    But getting these CDCs open is why we’ve beaten our target.

    It’s why more patients will receive potentially lifesaving checks sooner.

    And I will never forget the reason that matters.

    When I was with the Prime Minister, in of all places, an Asda car park in Nottingham – talking to a guy, Terrence, at a lung cancer screening truck there.

    He was a heavy smoker.

    And he said to me he would never have gone to hospital to be checked.

    He would have been too worried to do so.

    But because it was in the car park of the Asda store, he had a lung cancer screening check.

    It had been positive, and diagnosed him at a much earlier stage.

    He said, “I’d have never gotten checked going to hospital, but the scanner has been so easy to get it done.”

    And we want more people across the country to do what Terrence did, and to get the tests they need as quickly as possible.

    That’s why today, I’m pleased to announce 3 of the final locations for our community diagnostic centres.

    Sites at Queen Mary’s Hospital in Sidcup, in Halifax, and in Bognor Regis, all of which will open this December – each one providing tens of thousands of vital checks every year.

    Last month, NHS England also confirmed the approval of 4 more community diagnostic centres – 2 in Wiltshire run by the independent sector, one in Thanet, and one in Cheshire.

    And we’re committed to transparency as well as delivery.

    I think the public has a right to know when their local CDCs will open.

    And more importantly, once they’ve opened, how they’re performing.

    That’s why we’re introducing an online dashboard to make this information easily accessible, alongside details of new hospital builds and upgrades.

    And it’s why, before the end of the year, we’re committed to publishing data on the number of MRI and CT scanners that are operational across the independent sector and the NHS.

    Community diagnostic centres have shown us how the public and independent sectors can deliver together.

    And across the health system, there are many more challenges we can overcome.

    Take training.

    To deliver the huge training expansion the NHS Long Term Workforce Plan commits to – doubling medical training places, almost doubling adult nursing places – we need the independent sector to give its strongest support.

    You carry out collectively a huge volume of procedures, and this in turn creates many training opportunities.

    And your role in training will continue to be an important part of our wider partnership in the years ahead.

    It’s not only the Long Term Workforce Plan that’s key to building that sustainable NHS; it also important that we maximise efficiency, and invest in the latest technology.

    AI – on which the Prime Minister is chairing a global summit today – is a key part of that.

    By the end of this year, every stroke network in England will have AI technology that can examine brain scans an hour faster.

    And this matters.

    Saving an hour can cut a stroke patient’s risk of suffering long-term consequences by as much as two-thirds.

    So again, this isn’t theory around AI.

    This is something that will be deployed in every one of our stroke centres by December, saving an hour on diagnosis and having real-terms benefits on patients’ outcomes.

    And as we announced yesterday, almost half of NHS acute trusts have won a share of £21 million that we’re investing in AI.

    This will accelerate the analysis of X-rays and CT scans for suspected lung cancer patients.

    And studies into these technologies have shown the very real promise they offer.

    Let me give you an example.

    One carried out at Calderdale and Huddersfield NHS Trust suggests AI can process scans in less than 8 seconds, reducing radiologists’ workloads by 28% and reducing waiting times for suspected lung cancer patients by more than 70%.

    And as the Prime Minister announced last week, we’re investing a further £100 million to use AI to unlock treatments for diseases that are incurable today.

    Be that the novel treatments for dementia, or the vaccines for cancer.

    So, AI isn’t a silver bullet, but I’m determined to explore how it can get patients the care they need faster.

    So, in conclusion, our priorities are very clear.

    To diagnose patients faster.

    To give them more choice and control.

    To embrace technology and innovation.

    To deliver training for the long term.

    And by working in partnership, David, with your colleagues in the independent sector, we can deliver all of these things.

    So, together, let’s build an NHS that puts the patient first.

    Thank you, Luke.

    As Health and Social Care Secretary, what drives me is getting people the care they need, more quickly.

    Boosting capacity, expanding our workforce and embracing technology that will help tackle waiting lists.

    But today, I also want to tell you about the long-term decisions that we are taking to support the NHS; to give patients more control and choice and to take on those – like militant union leaders and Labour MPs supporting them on the picket line – who want to block these changes.

    We’re taking immediate action to tackle challenges in the NHS and in Social Care.

    Putting 800 new ambulances on the road.

    Delivering 5,000 permanent hospital beds.

    And creating 10,000 hospital-at-home places for patients to receive care in their own home.

    And we’re making the biggest ever increase in social care funding with a record uplift in the autumn statement last year.

    But Conference, as a Conservative what matters to me most is not inputs – it is the outcomes for patients.

    We are making significant progress with the help of new technology.

    Take strokes.

    We are using AI to speed up brain scans – meaning thousands of patients have fully recovered who may not have.

    And by the end of the year, this technology will be available in all stroke units in England.

    We are also upgrading the NHS to offer patients a choice of up to five different healthcare providers – including independent providers – following a GP referral which the Patients Association say can reduce waits by up to three months.

    Bu I also know that it can sometimes take too long to roll out new innovations nationally, even when they have been proven to work in local pilots.

    So today, conference, I am announcing the creation of a new £30-million fund to speed up the adoption of tech in the NHS.

    This will enable clinicians to adopt proven technology that can improve patient care.

    These could include new tools to detect cancer sooner, to help people receive treatment in their own home or increase productivity to tackle waiting lists.

    Projects will be delivered in this financial year – getting benefits to patients as quickly as possible.

    We’re focused on getting the very latest technology into the hands of doctors and nurses so they can benefit you when you need it.

    And that’s the mission I share with my fantastic Ministerial team – with Will Quince, Helen Whately, Maria Caulfield, Neil O’Brien and Lord Markham.

    All supported by our brilliant PPSs Gareth Bacon and Duncan Baker, and our fabulous whips Faye Jones and Lord Evans.

    But, Conference, I want to be clear: We want to give patients more choice and control over their care and we can only do that with long-term thinking.

    Take our Long-Term Workforce Plan. The largest expansion in training in the history of the NHS.

    The first time in the history of the NHS that a government has been willing to set out a plan for the next 15 years for recruiting and training doctors, nurses, paramedics and other vital staff.

    And to show we are already delivering on that plan, I’m delighted to announce today that we are making additional medical school places available at universities for next September.

    Most of these places will be targeted towards three new medical schools at the Universities of Worcester, Chester and Brunel.

    With further places for two universities here in the Northwest – the University of Central Lancashire and Edge Hill.

    This is alongside our new pilot for medical degree apprenticeships.

    A new route into medicine for young people yearning to train to become a doctor but who want to take a vocational route, because our party is the party of real opportunity for anyone, no matter where you come from.

    And conference – our plan is not just about more staff.

    It is about using this powerful moment for reform using our Brexit freedoms.

    Shorter degrees.

    New roles.

    And more ways onto the NHS career ladder.

    Better for patients and the taxpayer.

    Now conference, my own background in the private sector taught me that organisations run more efficiently when you look to outcomes, not the inputs.

    Being focused on the end point means you cut down on waste.

    That’s why I brought in Steve Rowe, the former Chief Executive of Marks and Spencer – to scrutinise our Departmental spending.

    With a budget of £190 billion, there are always opportunities to get more resources from the backroom to the front line.

    When I was appointed, I put in an immediate recruitment freeze in place, which has reduced the department’s headcount by a sixth and we are closing half of the department’s offices.

    That’s less money on the back-office and more money on frontline.

    To deliver the long-term change the NHS needs, we need a relentless focus on patient outcomes and that means prioritising frontline resources.

    It does not mean spending huge sums of taxpayer’s money on diversity consultants or hiring bloated internal diversity and inclusion teams.

    And it does not mean ignoring patient’s voices – especially women’s voices when it comes to the importance of biological sex in healthcare.

    If we do not get this right now, the long-term consequences could be very serious for the protection of women and future generations.

    And Conference, I know as Conservatives, we know what a woman is and I know the vast majority of hardworking NHS staff and patients do too.

    That is why I ordered a reversal of unacceptable changes to the NHS website that erased references to women for conditions such as cervical cancer and stopped the NHS from ordering staff to declare pronouns to each new patient.

    And that is why today, I am going further; by announcing that we will change the NHS constitution following a consultation later this year to make sure we respect the privacy, dignity and safety of all patients recognise the importance of different biological needs and protect the rights of women.

    Now, Conference, if all of that seems like simple common sense, that’s because it is.

    And yet every step of the way we have faced opposition from the usual suspects when we are trying to do the best for patients.

    You probably saw some of them on your way in this morning.

    The militant BMA leadership – whose strikes have resulted in countless cancelled appointments and pose a serious threat to the NHS’s recovery from the pandemic.

    Their Consultants and Junior Doctors Committee are relentlessly demanding massive pay rises.

    Even if that means diverting resources from patients. And despite junior doctors having already received a pay rise of up to 10.3%.

    But it doesn’t end there.

    They are even threatening to take the Government to court over our plans to let patients see their own test results on their own phones, rather than taking up a GP appointment.

    This clearly shows that the BMA leadership is not on the side of change, and they are not on the side of patients.

    And then there’s Labour.

    Keir Starmer’s MPs continue to join the BMA on the picket line.

    You only have to look at Starmer’s own plans for the NHS to see that Labour will always bottle it and take the easy way out.

    When his own proposals on workforce were published, there was nothing on reform whatsoever. No shorter courses. No new roles. Just more of the same.

    His Shadow Health team won’t back our rollout of new obesity drugs on the NHS via primary care.

    Game changing new treatments that can give people struggling to lose weight a real helping hand.

    Labour don’t want to embrace innovation.

    Instead, the left like to lecture people on what they eat and drink.

    Look at Labour run London.

    Sadiq Khan has banned Wimbledon adverts on the underground.

    Why?

    Because photos of strawberries and cream breach health advertising rules set by City Hall.

    And in Wales, Labour has banned meal deals that include a sandwich with a bag of crisps at a time when families are concerned about the cost of living.

    Now, Keir Starmer says that Wales is the ‘blueprint for what Labour can do in England’.

    But their record on health makes for grim reading.

    As a result of Labour’s short-term thinking, patients in Wales are twice as likely to be waiting for treatment than in England.

    No wonder that the number of patients in Wales escaping to seek treatment in England has increased by 40% in two years.

    So, the next time you hear Labour telling people that they have easy answers to the challenges our health system faces remind them that Labour is letting people down in Wales.

    Now Conference, it is only by taking on those who resist change that we can make sure the NHS is there for us and our loves ones in the future.

    So, let’s stand up to a militant BMA leadership that does not accept the need for reform.

    Let’s challenges the ideologues who silence the voice of women.

    And let’s be very clear that we won’t take lectures from a Labour Party that has utterly failed patients in Wales.

    Conference, we will achieve it by coming together as Conservatives.

    Showing our values, our vision, our drive will deliver an NHS that gives people more choice, more control and, above all, puts patients first.

    Steve Barclay – 2023 Statement on the Countess of Chester Hospital Inquiry

    The statement made by Steve Barclay, the Secretary of State for Health and Social Care, in the House of Commons on 4 September 2023.

    With permission, Mr Speaker, I would like to make a statement on the inquiry into the circumstances surrounding the crimes of Lucy Letby.

    On 18 August, as the whole House is aware, Letby was convicted of the murder of seven babies and the attempted murder of six others. She committed these crimes while working as a neonatal nurse at the Countess of Chester Hospital between June 2015 and June 2016. As Mr Justice Goss said as he sentenced her to 14 whole life orders, this was a

    “cruel, calculated and cynical campaign of child murder”

    and a

    “gross breach of the trust all citizens place in those who work in the medical and caring professions.”

    I think the whole House will agree it is right that she spends the rest of her life behind bars.

    I cannot begin to imagine the hurt and suffering that these families went through, and I know from my conversations with them last week that the trial brought these emotions back to the surface. Concerningly, that was exacerbated by the fact the families discovered new information about events concerning their children during the course of the trial.

    Losing a child is the greatest sorrow any parent can experience. I am sure the victims’ families have been in the thoughts and prayers of Members across the House, as they have been in mine. We have a duty to get them the answers they deserve, to hold people to account and to make sure lessons are learned. That is why, on the day of conviction, I ordered an independent inquiry into events at the Countess of Chester Hospital, making it clear that the victims’ families would shape it.

    I arranged with police liaison officers to meet the families at the earliest possible opportunity to discuss with them the options for the form the inquiry should take, and it was clear that their wishes are for a statutory inquiry with the power to compel witnesses to give evidence under oath. That is why I am confirming this to the House today.

    The inquiry will examine the case’s wider circumstances, including the trust’s response to clinicians who raised the alarm and the conduct of the wider NHS and its regulators. I can confirm to the House that Lady Justice Thirlwall will lead the inquiry. She is one of the country’s most senior judges. She currently sits in the Court of Appeal, and she had many years of experience as a senior judge and a senior barrister before that. Before making this statement, I informed the victims’ families of her appointment, which was made following conversations with the Lord Chief Justice, the Lord Chancellor and the Attorney General.

    I have raised with Lady Justice Thirlwall the fact that the families should work with her to shape the terms of reference. We hope to finalise those in the next couple of weeks, so that the inquiry can start the consultation as soon as possible. I have also discussed with Lady Justice Thirlwall the families’ desire for the inquiry to take place in phases, so that it provides answers to vital questions as soon as possible. I will update the House when the terms of reference are agreed and will continue to engage with the families.

    Today, I would also like to update the House on actions that have already been taken to improve patient safety and identify warning signs more quickly, as well as action that is already under way to strengthen that further. First, in 2018, NHS England appointed Dr Aidan Fowler as the first national director of patient safety. He worked with the NHS to publish its first patient safety strategy in 2019, creating several national programmes. Those included requiring NHS organisations to employ dedicated patient safety specialists, ensuring that all staff receive robust patient safety training and using data to quickly recognise risks to patient safety. Last summer, to enhance patient safety further, I appointed Dr Henrietta Hughes, a practising GP, as England’s first patient safety commissioner for medicines and medical devices. Dr Hughes brings leaders together to amplify patients’ concerns throughout the health system.

    Secondly, in 2019, the NHS began introducing medical examiners across England and Wales to independently scrutinise deaths not investigated by a coroner. Those senior doctors also reach out to bereaved families and find out whether they have any concerns. All acute trusts have appointed medical examiners who now scrutinise hospital deaths and raise any concerns they have with the appropriate authorities.

    Thirdly, in 2016, the NHS introduced freedom to speak up guardians, to assist staff who want to speak up about their concerns. More than 900 local guardians now cover every NHS trust. Fourthly, in 2018, Tom Kark KC was commissioned to make recommendations on the fit and proper person test for NHS board members. NHS England incorporated his review findings into the fit and proper person test framework published last month. It introduced additional background checks, the consistent collection of directors’ data and a standardised reference system, thus preventing board members unfit to lead from moving between organisations.

    Finally, turning to maternity care, in 2018 NHS England launched the maternity safety support programme to ensure that underperforming trusts receive assistance before serious issues arise. Also since 2018, the Government have funded the national perinatal mortality review tool, which supports trusts and parents to understand why a baby has died and whether any lessons can be learned to save lives in the future. Furthermore, the Government introduced the maternity investigations programme, through the Health Safety Investigation Branch, which investigates maternity safety incidents and provides reports to trusts and families. In 2020, NHS England’s Getting It Right First Time programme was expanded to cover neonatal services. It reviewed England’s neonatal services using detailed data and gave trusts individual improvement plans, which they are working towards. Indeed, Professor Tim Briggs, who leads that programme, has confirmed that all neonatal units have been reviewed by his programme since 2021.

    Let me now turn to our forward-facing work. We have already committed to moving medical examiners to a statutory basis and will table secondary legislation on that shortly. It will ensure that deaths not reviewed by a coroner are investigated in all medical settings, in particular extending coverage in primary care, and will enter into force in April.

    Secondly, on the Kark review, at the time the NHS actively considered Kark’s recommendation 5 on disbarring senior managers and took the view that introducing the wider changes he recommended in his review mitigated the need to accept that specific recommendation on disbarring. The point was considered further by the Messenger review.

    In the light of evidence from Chester and ongoing variation in performance across trusts, I have asked NHS England to work with my Department to revisit this. It will do so alongside the actions recommended by General Sir Gordon Messenger’s review of leadership, on which the Government have already accepted all seven recommendations from the report dated June last year. This will ensure that the right standards, support and training are in place for the public to have confidence that NHS boards have the skills and experience needed to provide safe, quality care.

    Thirdly, by January all trusts will have adopted a strengthened freedom to speak up policy. The national model policy will bring consistency to freedom to speak up across organisations providing NHS services, supporting staff to feel more confident to speak up and raise any concerns. I have asked NHS England to review the guidance that permits board members to be freedom to speak up guardians, to ensure that those roles provide independent challenge to boards.

    Fourthly, the Getting it Right First Time programme team will launch a centralised and regularly updated dataset to monitor the safety and quality of national neonatal services.

    Finally, we are exploring introducing Martha’s rule to the UK. Martha’s rule would be similar to Queensland’s system, called Ryan’s rule. It is a three-step process that allows patients or their families to request a clinical review of their case from a doctor or nurse if their condition is deteriorating or not improving as expected. Ryan’s rule has saved lives in Queensland, and I have asked my Department and the NHS to look into whether similar measures could improve patient safety here in the UK.

    Mr Speaker, I want to take the first opportunity on the return of the House to provide an update on the Essex statutory inquiry. In June, I told the House that the inquiry into NHS mental health in-patient facilities across Essex would move forward on a statutory footing. Today, I can announce that Baroness Lampard, who led the Department of Health’s inquiry into the crimes of Jimmy Savile, has agreed to chair the statutory inquiry. I know that Baroness Kate Lampard will wish to engage with Members of the House and the families impacted, and following their input I will update the House on the terms of reference at the earliest opportunity.

    The crimes of Lucy Letby were some of the very worst the United Kingdom has witnessed. I know that nothing can come close to righting the wrongs of the past, but I hope that Lady Justice Thirlwall’s inquiry will go at least some way towards giving the victims’ families the answers they deserve. My Department and I are committed to putting in place robust safeguards to protect patient safety and to making sure that the lessons from this horrendous case are fully learned. I commend this statement to the House.

    I have now accepted the advice from the Joint Committee on Vaccination and Immunisation on eligibility for the 2023 autumn booster programme, to protect those most vulnerable from Covid.

    NHS England will confirm details on how and when eligible people can access the autumn booster vaccine shortly, and I would urge anyone invited – including those yet to have their first jab – to come forward as soon as possible.

    Thank you, Matthew [Taylor] – it’s great to be with you today.

    Tuesday’s incident in Nottingham has shocked us all.

    I am sure everyone’s thoughts have been with the families of those who have lost their lives so tragically and all who have been affected.

    And I wanted to take this opportunity to thank in particular everyone in the NHS who responded from the ambulance crews and paramedics – to the staff at the Queen’s Medical Centre.

    I also recognise that this week brings additional challenges to many in the room due to the industrial action and I acknowledge that this creates additional pressures for you and your teams.

    Many people will be working particularly hard to ensure the impact on patients is mitigated as far as possible.

    And I know this work comes after an incredibly challenging period.

    While the World Health Organisation has announced that the Covid-19 pandemic is officially over, its after effects are still very much being felt – including the scale of delays it has caused for patients waiting for treatment and the pressures on staff.

    Thank you to everyone – across the whole health and care system – for the way you’re rising to meet these challenges.

    My motivation as Secretary of State is clear: to enable people to access the right care faster.

    Because when for example I think of cancer treatment, I am thinking of the constituent in her 20s with a young daughter who was told not to worry about her symptoms, only to later find that the cancer had spread.

    I challenge myself as to what more I can do in this job to get the right treatment to people like her as fast as possible.

    That challenge sits at the heart of our three recovery plans.

    And whether it’s electives, UEC or primary care, patients are – rightly – demanding improvements.

    They also want to see care that is better joined up.

    And with our Integrated Care Systems now taking proper statutory form, we are moving in the right direction.

    Last August, I visited the Jean Bishop Integrated Care Centre in Hull which is one of a number of fantastic examples of how health and social care can come together under one roof.

    NHS staff, care workers and volunteers are working to care for local people, including keeping thousands of frail and elderly patients out of hospital and helping them live at home with the independence and dignity they deserve.

    And with ICSs now fully operational, we can make this type of approach more commonplace across the country.

    Despite the difficulties we face, there are signs of progress.

    On electives we’ve virtually eliminated waits of over 2 years, and we’ve reduced 18 month waits by over 90%,

    But we know the overall number remains high.

    This has a material impact, like, for example, for the self-employed worker who is waiting for their operation before they return to work.

    This is why we are taking further action to expand patient choice and making information on patient choice much more transparent.

    On urgent and emergency care, ambulance handover delays have improved.

    But again we know it has been particularly difficult in the past few days.

    In primary care, more appointments are being delivered by GPs and the wider clinical team, with on average an extra 20 per practice per day.

    But demand remains high.

    I recognise many in this room will have played a direct part in bringing these additional services to patients.

    Alongside these plans, I know other important work continues apace.

    You will have heard yesterday from Amanda about the improvements in cancer, including the doubling of cancer checks.

    In the 21st century, with the technology at our disposal, we can go further.

    Thanks to your hard work, we’re already moving in the right direction.

    Take lung cancer as one example.

    Through our screening programme, we are now seeing more diagnoses at stage one and stage two in the most deprived communities.

    This is a positive step and a practical example of how we are addressing health inequalities.

    We’ve also made particular progress in areas like breast cancer and research this week shows that most women diagnosed in England will beat the disease.

    Now we must build on this, by getting people potentially life-saving tests, checks, and scans more quickly and bringing those checks closer to people.

    Community Diagnostics Centres are an example of this.

    There are now 108 in operation, and they’ve delivered more than 4 million tests, checks and scans and they will help us build on these hard-won gains in the years to come.

    Now, I don’t think there’s anything original about a Secretary of State being fixated on tech.

    But for me, this isn’t tech for tech’s sake.

    It is the way to get care to people quicker – and do so at scale.

    Take for example, the way we’re expanding the NHS App. Contrary to what you may have heard from one speaker yesterday, over 2.4 million repeat prescriptions were ordered in April alone.

    Alongside a quarter of a million primary care appointments that were booked on the app, with numbers increasing rapidly.

    Tech is also the way we can tackle the many frustrations that I hear from staff – and that I’m sure many of you in the room hear too.

    The reason I care about tech is simple: it improves outcomes and helps you do your jobs.

    And let me say this: when budgets are tight, tech is often the first thing to go.

    That is not my approach.

    I am protecting the tech budget – and those key investments that will help us in the long term.

    From ensuring every NHS Trust uses electronic patient records and investing more in bed management systems.

    To the significant investment we’re making in our new data platform.

    And digitising the front line – from speeding up staff logins to staff passporting.

    Because I am acutely aware that when it comes to tech it is often how we make the job of local teams easier that that really matters.

    Despite what you may have read, I believe strongly in devolving decision-making.

    Equally, I think this should sit alongside greater transparency.

    We need more devolved decision making to enable a place based approach with decisions taken closer to patient need.

    Equally there are areas of great innovation but we have a challenge in scaling that so it is widely adopted. And this challenge is reflected in too wide a variation in performance between similar areas.

    For me the opportunity is to devolve much more and to trust local decision makers. In return to expect more meaningful transparency.

    Let me give you a practical example of where I have applied this, even where it could be uncomfortable.

    I listened to those suggesting we publish the number of patients waiting for 12 hours or more from arrival in Emergency Departments.

    Together with NHS England colleagues, we acted on that and from April we started publishing that information.

    This is particularly relevant in the context of mental health patients, who we know are at greater risk of longer waits in A&E, and we’re taking targeted action to reduce that risk to reduce that risk to reduce that risk to reduce that risk.

    Including the roll out of mental health ambulances, mental health cafes and mental health crisis hubs.

    NHS leaders have been clear with me about what they want to see from government.

    Fewer targets and more trust in the system.

    As Matthew referenced, we published a new NHS mandate this morning which reflects this.

    For over a decade, governments have used the mandate to make asks of the system.

    Sometimes these asks have been excessive, with long documents with many pages full of tests and targets.

    I’m sure you won’t be alone if you’re sat there thinking: it doesn’t matter I don’t read it anyway.

    But what we’ve done this year is make it short and clear, setting out our priorities:

    Cutting waiting lists; the three recovery plans; tech; and workforce.

    It gives a clear direction and backs it up with the freedom and flexibility to deliver it.

    We know that change happens when people are trusted, have a common purpose and are free to innovate.

    It was something that Matthew highlighted yesterday as a lesson coming out of Covid. And it is something I very much agree with.

    Trusting ICSs with greater freedom from devolved decision-making alongside greater transparency was one of the reasons we commissioned the Hewitt Review. Thank you to all those who contributed to it.

    Before I wrap up, I just want to reflect that – as we sprint to address the present it would be easy to lose sight of foundations we can lay now to build hope for the future.

    Some – such as the Long-Term Workforce Plan – have been well debated by colleagues in this room.

    It offers significant opportunities not just to boost overall numbers, but to better use the full skills mix and deliver training and career progression in completely different ways.

    And there are other opportunities – such as the rapid developments in AI – that are exciting and fast-moving and generating much interest.

    One example of the work we’re doing with AI in the department is how we can use AI to improve patient safety in maternity services.

    And we’re also working closely with the life science industry to enable both population-level treatments and more bespoke and targeted medicine.

    And this is reflected in our recent deals agreed with Moderna and BioNTech, Lord O’Shaughnessy’s review to speed up and expand the adoption of clinical research trials we launched last month.

    And indeed the Chancellor’s citing of Life Sciences as one of his key growth sectors.

    The NHS has changed massively over the last 75 years, all while remaining true to its founding principles.

    Covid showed that we can deliver change very rapidly when it matters and that trust in local systems to make decisions allows them the freedom to better adopt innovation.

    It is the culture of innovation which gives us a strong foundation for the next 75 years.

    In closing, I want to reinforce my message today on the importance of trusting integrated care systems more.

    What that means for you is:

    • Greater freedom
    • Fewer targets from the centre
    • More meaningful transparency on performance

    That is the approach I am taking as we work with you on our shared challenge of making it easier for patients to access the care they need.
