    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps he is taking to ensure the security of British Embassy employees returning to Juba, South Sudan after the attacks on civilians at the Terrain hotel in July 2016.

    We are appalled by reports of aid workers coming under attack at the Terrain hotel. It is completely unacceptable to target people who have themselves gone to help those in greatest need. The UN Security Council emphasised concerns about this incident during the visit to Juba in early September 2016. We take very seriously the security of all our staff overseas – both UK and locally engaged – in line with our duty of care obligations, and regularly review security at our missions. Our Embassy was reduced to only essential staff during the crisis and careful consideration is being given on numbers returning.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent assessment he has made of the human rights situation of (a) women, (b) journalists, (c) the LGBT community and (d) religious minorities in the Gambia.

    The UK remains concerned about the human rights situation in The Gambia. Since July The Gambia has taken some steps to address human rights concerns, including banning female genital mutilation and the dismissal of cases against members of the Lesbian, Gay, Bisexual and Trans-sexual community by the Gambian courts. However, more needs to be done. We continue to monitor the situation closely and press the Gambian government for improved respect for human rights.

    As announced in the Police Grant Report for England and Wales Written Ministerial Statement on 17 December 2015, this Government will provide £34 million in 2016-17 to enable a national uplift in armed policing capability and capacity to respond more quickly and effectively to a firearms attack. Decisions over where this money will be distributed are yet to be made, however for reasons of national security we do not publically disclose the detailed allocation of funding for counter terrorism by force area or by capability.

    Ministry of Defence (MOD) expenditure on overseas development assistance is governed by the Supply and Appropriation Acts.

    MOD spending on overseas development assistance over the last three calendar years has been £3.0 million in 2013 and £2.2 million in 2014. The 2015 figure is currently undergoing an assurance process and is scheduled to be published on 1 April 2016. This expenditure has mainly been on humantarian assistance and defence education.
