    Shaun Bailey – 2023 Speech on the Midlands Metro Extension

    It is a pleasure to bring this matter to the Floor of the House. I will start in perhaps a different way by paying tribute to the Minister on the Treasury Bench. He and I have known each other for some three years, since we were elected together. People often say in this place that it is not a meritocracy and that it is who you know that gets you where you are, but my hon. Friend is certainly one of those who works incredibly hard. I would say that he is probably one of the hardest working Ministers we have, so I just want to pay tribute to him in my opening remarks.

    Now I have buttered up the Minister, I will proceed to talk about what is a really important and vital infrastructure development for my communities in Tipton and Wednesbury and within the wider Black Country. The case for the metro is known, but I want to reiterate it. When we look at the return on spend, according to the 2017 review, for every £1 invested in the metro, we receive from £1.37 to £2.48 back into the local economy.

    The metro forms an important part of the broader development strategy for the Black Country, and the Black Country core strategy has identified allocated sites, such as the DY5 enterprise zone, and the possibility of developing high-quality housing as well as commercial floorspace over a 25-year period. It has also identified, as part of the Black Country garden city project and innovation zones, an opportunity for some 45,000 new houses over a 10-year period, with continued investment as a result of the metro. We need high-quality homes and housing, and the metro extension between Wednesbury and Brierley Hill—the part of the extension on which my comments will focus—has the potential to unlock and leverage some £6 billion of investment, particularly in high-quality homes and housing.

    The scheme is intrinsically linked to the Merry Hill masterplan to ensure that the Merry Hill site and the broader Brierley Hill area continue to be developed with some 3,000 homes and 300,000 square metres of commercial opportunities. That is all part of what was originally announced in the 2017 plan. We know that for the communities in Tipton and Wednesbury, and of course in Brierley Hill, which is represented in so sterling a way by my hon. Friend the Member for Dudley South (Mike Wood), there is the potential, if we get this right, to unlock proper investment. My hon. Friend is a real champion for Brierley Hill—if anyone needs any information about it, they should speak to him, because he is the master of everything to do with Brierley Hill.

    There is also an infrastructure case, and I will talk about the comparisons with bus journey times from areas in my constituency to Bull Street, which is one of the main termini in Birmingham city centre for the metro. I will give the Minister some examples on the basis of the proposed tram stops. Currently, a bus from the proposed Great Bridge tram stop takes 66 minutes, but with the new metro extension it would take 29 minutes to make the equivalent journey. Equally, from Horseley Road, also in Tipton, and Dudley Port, 71 and 72 minutes have been cut to 31 and 33 minutes respectively.

    For public transport users, this is a vital project that will unlock our tourist attractions in the Black Country. Everyone knows about the fantastic Dudley zoo. Everyone from the west midlands has been to Dudley zoo, or the Black Country Living Museum, which has the best chips going. Its fish and chip shop is absolutely incredible, with chips fried in proper beef dripping. I honestly suggest that Members go along for our fantastic Black Country battered chips.

    If we get this right, it will unlock a real opportunity to see the best of the Black Country and galvanise our communities. Whether people love it or loathe it, HS2 is a key part of the broader infrastructure journey for the west midlands. The metro extension from Wednesbury to Brierley Hill—should it be completed—will allow communities in the Black Country to access that infrastructure, with routes through to Curzon Street and on to the HS2 line. That means that my constituents in the Black Country and Sandwell, as well as those in Dudley, will have access to what is being billed as one of the key parts of our infrastructure journey—an infrastructure revolution, particularly for communities in the west midlands.

    We must also look at the jobs case, with a predicted 393 temporary construction jobs on site each year across the proposed construction period, an estimated total of between 2,000 and 5,000 new jobs, and an increase in gross value added of between £0.7 billion and £1.5 billion. Clearly that case has been made. It has been made powerfully and endorsed by the West Midlands Combined Authority, which is completely behind the project and understands its importance to the region.

    We must ensure that delivery happens, and I must highlight some concerns about that. The current Wednesbury to Brierley Hill track cost £41 million per kilometre to construct. The WMCA reported last year that the cost of the six to eight mile track has gone up from £448 million to £550 million, and we currently have a £290 million shortfall. Infrastructure costs money—we know that. There is a lot I could do with £448 million. I could have 20 lovely levelling-up funds, for example, in my towns. But we must ensure that when money like that is on the table, we see the delivery. There is so much contingent on this line of the metro coming online that we must ensure that it happens.

    There is frustration within my communities about the delays and the uncertainty around the extension. My community knows that this project is vital to unlock the untapped potential of the Black Country. I am a loyal member of my party, of course, but my loyalties are not to the combined authority, a Mayor, or anyone in particular; they are to the communities of the Black Country, and to Tipton and Wednesbury in particular. Those communities want this project to be done, but a critical analysis of where we are with it is really important. My constituents are paying for the delays to it through increased congestion on their roads and increased difficulty getting around—I will highlight that point in a bit more detail in a moment.

    I support the broader vision of this project, and when the Mayor of the West Midlands calls for investment zones on the Wednesbury to Brierley Hill line, I support that call 100%. He is absolutely right. The Mayor understands that although the metro extension is one part of that, there has to be secondary investment as well. There has to be an offering for people to use the line from Wednesbury to Brierley Hill, and to want to get on it, and that means vibrant local economies in areas along the line in Wednesbury, Tipton, Brierley Hill and Dudley.

    I pay tribute to the Conservative administration in Dudley, who have done a fantastic job over the years in banging the drum for that borough and securing investment into their towns. If we could replicate that in Sandwell, gosh only knows what we could do, but we have a bit of catching up to do. We finally have councillors on Sandwell Council, which is positive after years of not having any. The truth is that the potential of the extension is there to be unlocked, but delivery needs to happen.

    Turning to the broader need for investment in our infrastructure, the point I want to make to my hon. Friend the Minister is that while the metro is obviously a key part of our infrastructure journey in the Black Country—pardon the pun—I do not want him to forget the other key components. Some 70.4% of my constituents drive. I have been making quite a lot of noise—as he knows, because I keep collaring him about it—about an area in my constituency called Great Bridge and a roundabout we call Great Bridge island. There are some lovely lions on the island. It is congested to the point where, frankly, someone is going to get killed. It comes off the A41 expressway from West Bromwich from a dual carriageway to a single-track road, and then extends up to Horseley Heath and Burnt Tree. The carnage on that road at peak times is ridiculous. My office is based in Great Bridge and I live about a mile directly up the road. At peak time, that journey can take me 40 minutes because of the congestion on the roundabout.

    These may sound like parochial issues, but they are the issues that my community in Tipton care about. They cannot pick their kids up on time. They cannot get to work easily. We have many fantastic manufacturing exporting businesses, but this is starting to impact on how they get their goods out. It may sound like a parochial, get-a-petition-up local issue, but the broader economic impacts are there to be seen.

    I need to make this point, too: the metro extension will not eradicate congestion on the roads. Anyone who suggests that is not being up front. It will not do that and nor should it be sold like that, because that is not the point of the metro extension. It will not do that when there is such a large number of people in my constituency who use their cars. We need to ensure that alongside the metro, there is a real plan for our roads in the Black Country. The number of A roads in my constituency is significant and they are in areas one would not expect them to be in—for example, off residential areas and near schools. We therefore need to ensure that alongside the metro—running in tandem with it, or parallel to it—is an effective roads strategy and investment in the Black Country. My hon. Friend the Minister was in Wednesbury today. Unfortunately, I was unable to join him, but I know he will visit Great Bridge and the island at some point. He might even stand on the island, Mr Deputy Speaker—you never know what delights we may have for my hon. Friend. When he does come to Tipton, he will see for himself the impact.

    Alongside the metro extension, there are what I would call secondary investment needs—for example, the investment zone promised in the autumn, although I know we have not heard much about that. Whatever form that takes, it is really important that we have some sort of contingent secondary investment alongside the metro extension to Brierley Hill. I can think of some examples from the autumn: for example, the redevelopment of Wednesbury centre and the fight that continues to redevelop Tipton shopping centre. Many people in Tipton remember what Owen Street was like back in the day, when you could literally get anything you wanted. It is getting back to where it needs to be, but it needs a push, and hopefully the metro extension can do that. Great Bridge is a fantastic town and there is a fantastic high street in Tipton, but investment is needed to lift up the façade. Again, the metro will hopefully do that. Dudley Port and the Rattlechain and Coneygre road sites provide employment and jobs, leveraging our fantastic industrial infrastructure in the Black Country.

    We need to ensure that there is a long-term operational model for the metro. I will be honest that I have been disappointed in the metro over the past 12 months. We have had cracks on the fleet, proposed strikes and other issues. Of course—we have to be up front with ourselves—the metro is quite heavily subsidised by the Government. It is absolutely vital that Midland Metro Ltd, which runs the metro, ensures there is operational delivery that works. I have been comforted somewhat, particularly with the issues with cracks on the fleet, that it acts quickly, but that should not be happening multiple times.

    I also have to say that their engagement with me was somewhat lacking, until I had to have a bit of a moment, and then I finally got someone to talk to me. That is not good enough, and it trickles down from the combined authority too. It is vital that in our communities we are all joined up, and I find that sometimes with the project that is just not happening. We need to ensure that we have an operational model for the metro that works and focuses on offering a great service.

    I have polled my constituents about their thoughts on the metro, and there is real affection for it. They value the fantastic customer service they receive from operatives on the metro, such as the conductors and drivers. I met some fantastic individuals when I visited the midlands metro depot in Wednesbury in my constituency who are really passionate about serving the community.

    It is fantastic that Midland Metro employs roughly 80% of its staff from the Black Country, but if there is to be long-term sustainability moving forward, we must ensure that Midland Metro’s operational model works and is commercially viable. That is the only way. It requires all stakeholders to be brought in and to communicate with one another. As I say, it is vital that the combined authority and Transport for West Midlands understand that too, so that we can move away from a model that sees quite heavy subsidies to the metro.

    The broader point about transport infrastructure feeds quite well into the current dialogue around devolution. This is obviously a matter devolved to the West Midlands Combined Authority, and we have seen the advent of trailblazer devolution deals. Our Mayor has said much about the need for fiscal freedoms for combined authorities and the end of what he has termed the “begging bowl culture”. I actually agree with the Mayor on that. I think it is a sensible approach, but that perhaps there is a middle ground.

    There will always be projects, particularly infrastructure projects such as the metro extension, where a degree of bidding and Government support is still needed, because those are massive projects. The freedom to be a bit more agile is very important, particularly when it comes something like the metro extension. However, with fiscal freedom comes fiscal accountability. On the delivery of such projects, if fiscal freedom is going to come, the combined authority needs to accept that it is accountable when the delivery does not match.

    The truth is that the metro still offers a great opportunity, more so because the project itself is ingrained now into the regeneration story of the Black Country. It cannot stand alone though; we need to ensure that other investments are covered. I have harassed my hon. Friend the Minister about needing a roads plan for the Black Country. I fully appreciate that that is a devolved matter, but I also know that the Minister is doing fantastic work on our roads. He is the leading light in his Department on these issues. I can see him furiously agreeing with me.

    There needs to be a roads strategy for the people who use our roads and want to collect their kids from school or go to work and not spend 40 minutes trying to travel a mile. There needs to be an understanding as to how we can truly leverage this to maximise secondary investment. That means investment in our town centres. I appreciate that that is not in the Minister’s portfolio, but I think it is none the less pertinent to the debate.

    We absolutely need investment in areas such as Tipton and Wednesbury. That will ensure that once again there is a Black Country-wide strategy on this line and that we maximise the opportunities there. We also need an operational model that sees actual profits from the metro itself for long-term sustainability. That requires all stakeholders to come together. It requires the top of the chain to engage more effectively with stakeholders on this and to understand that we all have a role to play. We also have to scale our ambition and realise that the metro extension is by no means a panacea for the infrastructure challenges that we have in the Black Country today. We all know that.

    I appreciate that many of these matters are devolved and that my hon. Friend the Minister really just oversees delivery, but I want to make sure of a number of things. First, will he guarantee that he will come and see the real capital of the Black Country, namely Tipton, to ensure that he understands the need to press on devolved administrations the importance of having real sub-regional strategies? We build these combined authorities, which is great, but there are sub-regions within them that have their own acute needs. Will he ensure that, as we continue to devolve further power and give further funding and resource to this project, it is scrutinised effectively? And will he instil with his colleagues, particularly in the Department for Levelling Up, Housing and Communities, the need, where there are large infrastructure projects, to ensure that secondary investment runs parallel to them?

    As I said in my maiden speech what seems like a long time ago—I think it was actually this month three years ago—my communities in Tipton and Wednesbury spent 50 years being forgotten. I made them a promise that I would ensure that their voice was always heard in this place and that they were never forgotten again. The delivery of this project sends a message to those communities that they have not been forgotten, that they are a priority and that we realise, in this place and in the combined authority, that there is opportunity in the Black Country that can be unleashed. Delivery so far has been wanting. We have a chance, as does the combined authority, to ensure that we get through and deliver the project and that we unlock the potential of the beating heart of this country, the Black Country—as far as I am concerned, Mr Deputy Speaker, the best part of the United Kingdom.

    I could say so much about what we are debating today that I do not know if I can contain myself. I am fortunate that procedurally there is no time limit for Finance Bills, so I could speak for hours about the Government’s proposals, but I will be as circumspect as possible. We have heard some fantastic contributions, including from my hon. Friend the Member for Eastleigh (Paul Holmes); I assure him I listened to his speech and it was a fantastic contribution.

    We have had the usual back and forth, with Labour playing the blame game while also failing to understand that when we spend £440 billion to keep the economy going—to keep people in work, to keep jobs, to keep people sustaining what they are doing—there is going to be a price to that, as there is from Putin’s illegal and aggressive invasion of Ukraine.

    We are facing some of the most difficult economic circumstances ever, and it is right that our tax measures have made those with the broadest shoulders carry the largest burden, because they know that is vital to ensure the longer-term recovery of our economy. In doing that, we strike a balance between making sure those people carry that burden and ensuring that the most vulnerable get the support they need.

    Hon. Friends have talked about the ways in which that has been achieved, including the £600 million investment in infrastructure. Some suggested that investment was not happening, but I can assure them that it is: my local authority and borough are being supported with £60 million of investment from the Government’s towns fund, with a further £20 million in levelling-up funding bid for at the moment, so we have absolutely seen support from this Government. Some 125 small and medium-sized manufacturing businesses in my constituency—or, as we say in the Black Country, metal bashers, because that is ultimately what we do —benefit from the infrastructure investment and R&D support.

    The protections to the triple lock were a dividing line. I point out to the Labour party that when it left power in 2010, we had some of the worst rates of pensioner poverty in Europe, yet Labour Members never talk about that, do they? They never mention that and they have never apologised for it. Under this Government, we have had the triple lock for pensioners—people who worked hard, contributed and have paid in for all their lives.

    I have a lot of respect and time for the hon. Member for Aberdeen North (Kirsty Blackman)—I have worked with her on a number of bits of legislation—and when I think of hard workers, I think of the people on the minimum wage in my local factories and those manning shops and working in retail, in unforgiving jobs. It is those people who have paid in their whole lives and want to see that return. Notwithstanding the points that she made about Scotland—I heard and understood them—investing in and safeguarding the triple lock is exactly what we need to do.

    I do not wish to repeat too many points made by hon. Members today—I am conscious that at this point in the debate there is a risk of doing that—but it has been vital that we strike a balance in this Finance Bill. That balance is about being fiscally prudent, as my right hon. Friend the Chancellor made clear, but not on the backs of the most vulnerable. It is also about ensuring that investment in good public services, which was at the heart of the Government’s promise and the contract we made three years ago, is maintained. We have safeguarded investment in levelling up, safeguarded investment in infrastructure, safeguarded and increased investment in education and safeguarded investment in the NHS to ensure that our public services are there. As far as I am concerned, if the Labour party thinks that is some sort of abhorrent thing to do, I do not know where its head is at. If it means that my constituents get the services that they want, pay for and rely on—that they can access a GP, get into a hospital and see their kids go through a decent education system—I will back that to the hilt, because ultimately I was put here to safeguard their public services. We know that we are in a tough situation, but my hon. Friends on the Treasury Bench have struck that balance. It is vital that, as we move forward, we continue to assess the situation.

    In finishing, I have a few asks, as I often do—I see my hon. Friend the Exchequer Secretary looking at me in anticipation. I was pleased to hear mootings of an industrial strategy. Those of us in the Black Country, where we are proud of our industrial heritage and our infrastructure, can be at the forefront of the new industrial revolution, particularly on the green agenda. I know that the Government are particularly concerned about energy security, and I am more than happy to meet my hon. Friend about that.

    My ask is that we ensure that areas where we have good industrial capacity are not forgotten. One point relayed to me is that there is sometimes a feeling that those who are not in financial services or a service industry are a bit left behind. I see my hon. Friend looking at me; it is vital that we have an industrial strategy focused on our manufacturing base—he and I have had discussions about that and are passionate about it—to ensure that good, strong manufacturing and engineering jobs can be part of our growth and recovery, particularly in the Black Country. We already have the infrastructure, so let us make the most of it.

    The Bill strikes the right balance by protecting public services and safeguarding the most vulnerable. As far as I am concerned, we are fulfilling the contract that we made with the people three years ago.

    It is a pleasure to follow the hon. Member for North East Fife (Wendy Chamberlain), and I commend her for bringing in this important and timely Bill. She articulated so clearly the reasons why we need the Bill and its rationale, and I will not repeat the points she made because I could not clear that bar, but I want to chime in with support for the aims behind it.

    The hon. Lady touched on some of the facts and figures, but we need to remind ourselves that in the first eight months of the pandemic, unpaid carers saved the state £135 billion. The contribution that this group of people have made to our society, particularly during that period but also more broadly, is without question. The truth is that, at some point in our lives, we will all having caring responsibilities of one form or another. This transcends society. It will impact every single person in the Chamber at some point, because we all have family members and people we love and care about, and it hits every single one of our constituents. The Bill is a great leveller for all of us, because we will all have to care for someone at some point, and we should not have to worry about our employment or financial obligations as a result of stepping up and helping the people we care about. I agree with the purpose of the Bill.

    On the economics behind this, and particularly job retention, the hon. Lady talked about the £3.1 million a year that companies could save by supporting and retaining people through this legislation. As we touched on in the previous debate, we do not want to lose talented people from our workforce, but we run the risk of doing that if people cannot fulfil their caring responsibilities.

    We come at this from different political prisms, as is often the case in the House, but we unite on the basis that this is an important, pragmatic piece of legislation. Those of us on the Government Benches often talk about giving people the opportunity to achieve what they wish to in life. Many of us are here or joined our party on the basis that we would do that. This issue is at the core of our principles as well, because it is about allowing people to achieve their potential, in spite of whatever circumstances may come their way, by giving them this opportunity.

    I am proud to support the Bill, and the hon. Member for North East Fife has my support in what she is trying to achieve. If she needs someone to serve on the Bill Committee, she can put my name down; that is not a problem at all, and I expect an email in due course. What we are trying to do here today is absolutely right. Economically, it makes sense; socially, it makes sense; and morally, it makes sense. If we are determined to create a society founded on the basis that people care for one another and that we have strong family units and strong caring units, we have to ensure that there are the conditions in which they can do that. That means we have to legislate to ensure that those rights are protected, through carer’s leave and what this Bill tries to achieve.

    The hon. Lady highlighted some organisations that are doing great work on this already, but that should not be the exception; it should be the norm. If we have to legislate to do this, we will, because it will ultimately ensure that people can achieve their ambitions and that we can care for people in society; that is what this is about. I can tell the hon. Lady that I absolutely endorse her Bill.

    It is a pleasure to follow the powerful speech by the hon. Member for Hampstead and Kilburn (Tulip Siddiq), who gave examples of lived experiences. The experience she highlighted of her children’s godmother is horrendous. These experiences are brushed under the carpet, and that is disgraceful. I hope that, through the Bill, we will ensure that that does not happen again, because it cannot. I commend the hon. and gallant Member for Barnsley Central (Dan Jarvis) for bringing in the Bill. It should not be necessary to do so, but clearly it is. We have to do this, and it is the right thing to do. What has struck me today is the way in which we have come together as a House to support the Bill and its aims.

    The background to this area astonishes me, and we have heard about it in contributions from Members across the House. In 2022, it should not be an impediment to someone to want to have a family, so that they cannot at the same time pursue a career—that is crazy. The hon. and gallant Member for Barnsley Central touched on the report of the Equality and Human Rights Commission, and some of the figures in that were horrendous. When scaled up, the figures show that something like 54,000 women could experience discrimination as a result of either being pregnant or having had children. That astounds me.

    I absolutely agree with what my hon. Friend is saying. We see headlines these days about the lack of labour in the market and needing people to fill jobs, yet 54,000 people are either being made redundant or feeling the need to leave their jobs. That is a disgrace, is it not?

    My hon. Friend is absolutely right: it is a disgrace. I think about my own experiences. Before I entered this place, I was a lawyer; that is what I trained to do. I was fortunate to work in some great firms and meet some fantastic, intelligent people. I know that people sometimes typecast lawyers as all sorts and do not trust us, but the people I worked with were fantastic, intelligent, hard-working and inspirational. However, let us look at the figures in the sector, and I am thinking in particular about the gender pay gap and how the issues we are debating contribute to that.

    A London School of Economics study found that even though today 62% of new entrants into law firms are women, by the time we get to partner level only 28% of women are partners. That is absolutely crazy, given the proportion of women at entry level. What we are seeing is that women want to go and have a family and a personal life, which we are all entitled to, but they are being impeded. That might not all be down to the discrimination we have been talking about, but what I hope the Bill achieves is a cultural change. That is what we have to drive forward. It amazes me that we actually have to say this today, but a woman can have a career and a family at the same time, and an employer that enables that to happen.

    Thinking of my own office, 80% of my staff are women. I have no problem if they need to take time out because they have to go and look after their family or collect their kids. To me, that is just basic decency as an employer. Surely it is a two-way street as an employer: what we do is get the talent and ability of the people we employ, and in turn we give something back.

    Does my hon. Friend agree that this Bill is very helpful because it also includes shared parental leave? Those partners, both male and female, who are impacted by shared parental leave will also be able to take advantage of the redundancy scheme.

    My hon. Friend articulates it so well. She is absolutely right; shared parental leave is now such a key part of the broader landscape of family and employment rights—I do not want to just say maternity rights. We now know that the idea that mum goes off for a year and looks after the baby while dad works is ridiculous—it is rubbish. Both parents need to be playing an active role. We say that both parents need to be playing an active role in the life of their child, but if we have an employment structure that does not allow us to do that, then it is all good words but absolutely no action. My hon. Friend is right to draw out with her intervention the point about shared parental leave. What I am encouraged by is the recognition that shared parental leave needs to become the norm. From what I have seen at the moment, we are seeing that transition; we are seeing that more organisations are getting that. But there is still more to do.

    The other point I will touch on is the societal impact. I talk about this from my personal experience. What we do not want to do is frame this in the context of mum, dad and 2.4 children, because actually families do not operate like that; there are many shades of grey. If someone is a single mother, or a single woman who is pregnant, and runs the risk of redundancy as a result of that, where does that leave them?

    Does my hon. Friend agree with me that the threat of redundancy, or actual redundancy, for a pregnant woman can have a serious impact on her health and the health of the baby?

    My hon. Friend is absolutely right, and the academic studies have shown that. We have the data showing the mental health impact on women who are having to worry about the risk of redundancy in their job. Of course it is not right—I am framing this in the context of a mother who is giving care to a child—that they should have to worry about their employment and everything that interconnects with that, and at the same time have to raise a child.

    I have not had children, but for those who have—I am probably going to get interventions from hon. Friends across the House now—that initial period of time, and I will not say how long it is because I am sure it might vary, is probably one of the most stressful points in a mother’s life. They are getting to grips with realising that there is no handbook, and that everything they were told was going to go this way or that way actually does not—children do not work like that and there is no button to push. They are balancing that—a new person they have brought into the world and have to care for—and at the same time having to worry about how they are going to put food on the table, and go back into a career that they love, are passionate about and have maybe trained for years to do but now are at risk of losing because their organisation has potentially decided, “No, goodbye, see you later.” It seriously blows my mind that we even have to be here having this conversation.

    Does my hon. Friend agree that the six-month window at the end of this part of the Bill is also very important? I hate to use this phrase, but it is almost an “out of sight, out of mind” situation. When a woman is on maternity leave or a person is on shared parental leave, they are no longer in the workplace. They need that window of opportunity to get back into the workplace and into the swing of things, so they can show their value to the business.

    My hon. Friend raises a good point, and I was hoping to touch on the transitional period later. We know how important it is to have the opportunity to transition back into the workplace and get back into the flow of things. Going through a life-changing event such as having a child changes the whole dynamic in someone’s life. I think that window is a really important opportunity for them. I hope I have not misunderstood my hon. Friend, but I agree that having that period of time means the individual is able to contribute in the way they know they can.

    It all comes back to realising people’s potential. That is another part of this issue. It is not about saying to someone, “Okay, you’ve had a child; you’re done.” It is not like that at all. I have been very fortunate in the organisations I have worked in, out in what we call the real world—certainly more real at times than this place has been, particularly over the last week. I have seen organisations that get this issue, already have processes in place and are developing a culture that understands that it is not just about, for instance, the amount someone bills every month, but the contribution they make as a person.

    As my hon. Friend the Member for Loughborough (Jane Hunt) just described, the provision for that period of time is a crucial part of this legislation. We are on Second Reading today, but the Bill represents part of a broader landscape, and what my hon. Friend is saying on its provisions is vital. It comes back to a point that right hon. and hon. Members across the House have raised—including the hon. and gallant Member for Barnsley Central, my hon. Friend the Member for Loughborough, and a few hon. Members from a sedentary position—which is that we are currently losing skillsets from the workforce as a result of this issue. How daunting must it be for someone who has taken an extended period of time to go and have a child to come back and worry about not having the protections they should be afforded?

    My hon. Friend is making some brilliant points. When employers sack pregnant women or women on maternity leave, as well as losing these skilled workers are they not also losing other women who might want to come into the workplace but have been put off by the treatment of their friends?

    Shaun Bailey

    My hon. Friend is absolutely right. Why would someone want to join such an organisation, having seen how it operates and what its practices are? Talented individuals who know they have something to bring to the table, and know their worth, particularly in the climate we are in, are going to vote with their feet, are they not? And they should. They will be empowered to know that they can now go to organisations that will treat them as individuals who deserve respect. These organisations will understand that people are allowed to have a family life and balance. People should be able to have an employer who contributes toward that balance and is part of a partnership with them.

    As I understand it, the whole point of the employer-employee relationship is that it is a contract and partnership—an understanding between two people in an organisation. The balance of power has at times gone completely off.

    My hon. Friend is being generous with his time; I promise that this is my last intervention. Just to balance it out, he is absolutely right in what he just said, but this Bill is absolutely brilliant in bringing up one segment of the business sector. Many businesses already meet these and further requirements, but we need everybody to do the same, because that 54,000 figure should not exist.

    My hon. Friend is absolutely right. To reiterate her point, I certainly do not want to give the impression that I am typecasting every business in that regard. As I have said, many businesses are getting this right and are going above and beyond—but that should not be above and beyond; it should be the standard.

    I return to the idea that not every family is black and white, with 2.4 children and a mum and dad—I apologise to hon. Members for segueing away from that point. I speak as someone who was brought up in a single-parent family with a sole breadwinner who at times was working three jobs in order to put food on the table, and doing a part-time university degree. My mum went back to work six weeks after she had me, because she needed to, and it was similar with my sister. If someone is a sole parent on their own income and is pregnant with another child, or if there has been a family breakdown, the last thing they need is to have that threat of, “If I have a child, or if there’s anything connected to that child, I’m going to lose my job.” It does not bear thinking about—it blows my mind.

    The societal impact of what we are talking about goes much further than the scope of the Bill’s provisions, and that is why it is so important. When we pass legislation in this House, particularly legislation such as this, it is not just about the Bill or the laws that we implement; it is about the message we send about society. We have seen that throughout history, particularly with legislation that has passed as a result of private Members’ Bills, such as women’s rights legislation. Lord Steel was a big advocate of women’s rights and the work of those organisations when he was on the Liberal Benches. We are sending a broader message that we need a society that understands that balancing work and family life is key.

    My hon. Friend may not have had children yet; I have had six. One point that has not been talked about today is that when a woman is pregnant, it is often traumatic and frightening for her. It is often not an easy time. Some people may find it joyous—it is joyous, of course—but it is difficult for some women. If we put that on top of the fact that they might lose their jobs, it is just another pressure. I make that point because it is valid.

    I thank my right hon. and gallant Friend for that powerful intervention, to which I cannot add any more. He is right that it can be a traumatic experience. The Bill also seeks to address when someone has a miscarriage or loses a baby, which is a horrific time in the lives of both parents. It is important to consider how we support someone who has gone through that, particularly a woman, who feels that loss acutely and painfully. Unless someone has gone through that experience, I do not think that they can truly understand the pain that is felt as a result.

    Again, talking about what this Bill does, its broader messages and what it seeks to achieve in supporting people at the most vulnerable points in their lives is absolutely key. Surely it is incumbent on all of us in this House to support people when they most need it and at the times in their lives when they are most vulnerable, particularly during pregnancy. That is the point in their life when a person is most exposed to both physical and mental challenges, as well as in other ways.

    I am conscious that I should conclude my comments, but I really want to say that I am so proud to be able to support this Bill. I really do commend the hon. and gallant Member for Barnsley Central for the work he has done on it. What this Bill seeks to do, as was articulated so brilliantly by my hon. Friend the Member for Loughborough, is to set what is currently seen as the exceptional standard as the norm, and that is right because it is what we should be doing.

    The Bill will ensure that we do not lose brilliant people from our workforce. We should enable everyone who has the passion and drive and who wants to contribute to do so. We should back up the mantra we have been churning out from this House for decades about how we want to encourage the family base and encourage people to have families. Families are the core of society, and we should follow that up with tangible action. This place is very good at talking, but we need to follow through with tangible legislation. We must have the tangible means by which we can follow up on our good sentiments, and that is one thing this Bill does.

    The Bill also ensures that in situations a bit like my mum’s and other people’s, when single mums are trying to get on with life and secure a life for their kids, whether or not they have been born, they can do so without worrying about how they are going to do it. They, too, can contribute, because this is surely about lifting people up, is it not? If they fear that they are going to lose their job or that they cannot progress up the ladder because they have had a child, that just should not be happening.

    Finally, the Bill will ensure that, at what for many is the most exciting time of their lives, but also a time when they are at their most vulnerable and most exposed, people get the support that we should rightly be giving them. I fully endorse the aims of the Bill, and if the hon. Member for Barnsley Central is looking for someone to serve on his Bill Committee, I would be honoured to do so, because this is absolutely one of the reasons why I came into this place. [Interruption.] I can see he is already putting my name down—brilliant—so I expect the email in due course.

    I just think back to the reason why I came into the place. I always say, whenever I am asked, that it is for people like my mum. With this Bill today, I think of her and what she went through as a single mum bringing me up and enabling me to get here. I will always owe her for that, because I would not be here had she not made the sacrifices that she had to make to get me—a lad from a council house who was told he probably would not amount to anything—to be a Member of Parliament. If we can ensure we get a few more young people like me from such backgrounds into this place by agreeing to the provisions of this Bill today, as far as I am concerned that is exactly why we are all here.

    In forming my comments today, I thought it would be nigh on impossible to articulate what Her late Majesty the Queen meant to me and my constituents and to right hon. and hon. Members across the House, but as I have sat here today, it has been clear to me that her legacy has inspired us to be able to articulate exactly what she meant. For my constituents in the Black Country she was that continuity.

    Her late Majesty visited the three towns I represent at various times. She visited Oldbury in 1957 as part of the Black Country tour that my hon. Friend the Member for Dudley South (Mike Wood) referred to; she visited Wednesbury in 1962—there is the incredible image of Her late Majesty waving to the crowds from Wednesbury town hall as they came to greet her—and she visited Tipton in 1994 as part of her final tour of the Black Country, which included sights such as Dudley castle.

    For my constituents, Her late Majesty embodied continuity at a time of massive change. During that period, we saw slum clearances and we saw industries disappear, but new people were also welcomed into our community, and we saw our communities change for the better. We welcomed the diversity that the Black Country is so known for today, and we saw communities live side by side with one another. They embodied the example that she set, particularly with her work in the Commonwealth, in encouraging communities and peoples to come together to share the things that bind and unite us, and to live by that message.

    That was embodied nowhere more than in the platinum jubilee celebrations, when I had the pleasure of joining so many different communities and street parties, particularly in Tipton, where people may have seen their Member of Parliament engaged in some sort of dodgy dancing. I cannot remember exactly how it went, but none the less it embodied the passion of those communities—my communities—for what Her late Majesty meant.

    As we move forward out of this Elizabethan age into a new Carolean age, we need to ensure that the principles that Her late Majesty lived by are embodied further. As we look towards the reign of His Majesty the King, we look at the legacy that he, too, has—one of progress, protecting our environment, looking forward, focusing on technology, and bringing in new ways of working and new ways of viewing the world.

    I mourn the loss of the Elizabethan age, but within that sadness there is hope as we look forward. I know that my communities—the great communities of the Black Country, who looked towards Her late Majesty with that sense of continuity and pride—will embrace His Majesty. Thank you, Ma’am, for everything that you did for the communities that you were so admired by. God save the King.

    The past few hours has been—well—an experience, hasn’t it really?

    There are two elements to a confidence motion. The first is a lack of confidence in the Government, and the second is the alternative to that Government. I have lived under that alternative, because I live in Sandwell—Labour-controlled Sandwell, socialist Sandwell. Let us take a journey to what life would be like under the Labour party: special educational needs and disability contracts doled out to their mates; dodgy land deals; backhanders to their mates, because they feel like it; dodgy contracts for the council; and no scrutiny. [Interruption.] The hon. Member for Luton North (Sarah Owen) does her usual thing. She does not have anything to say, but she chunters from a sedentary position. She failed in Hastings before she went to Luton, because, let us face it, they did not like her there.

    The truth of the matter is that I have seen that alternative and it terrifies me. What worries me even more is that Labour Members go along with it. They are all complicit in that corruption in Sandwell, because it is their party that sits there and does it. It is their party that denied the need for commissioners to go in. We now have commissioners controlling that council. It is those young people with special educational needs who are put at risk by them because they failed to do a proper procurement on those contracts. When Labour Members talk about standards in public life, I sit here and I laugh, because it reeks of double standards.

    On a point of order, Mr Deputy Speaker. Is it in order for the hon. Member to accuse Opposition Members who have no connection to the council that he is talking about? He is abusing his privilege to talk about corruption and then pointing at us and saying that it is our fault. It is completely out of order.

    Order. I would have brought Mr Bailey up. I am listening very carefully to what is being said. It would help if people did not chunter so that I can hear both sides clearly.

    Thank you, Mr Deputy Speaker. As a point of clarity, my understanding is that they are all members of the Labour party. It is the Labour party that controlled that local authority. They are all comrades in arms together. Labour Members could have intervened at any point. They promised that they would get grip on this.

    No, I will not.

    Labour promised that it would get a grip on this, and it did not. So when Labour Members sit there and talk about standards in public life, I tell them to come to Sandwell. Come to Sandwell. If Members want to see the horror that is the alternative, we can show them.

    It will not shock my hon. Friend to hear Members of the Labour party shouting down the fine people of Sandwell and Tipton just as they shout down the people of Kidsgrove, Talke, Newchapel and Stoke-on-Trent North. That is why my hon. Friend will share with us why Labour is going backwards and Conservatives are gaining in his local council as well as in Newcastle-under-Lyme Borough Council—the No.1 target in the west midlands in May, which Labour lost.

    I am grateful to my hon. Friend because he is right: we are scalping Labour councillors all over the place. As one lady put it to me on the doorstep during the local elections, “I have been Labour all my life. I am Labour through and through, but I cannot vote for that shower.” The truth of the matter is that, when we look at the alternative, it is horrific.

    I also want to touch on what this Government have done. What we have is £22.5 million possibly coming into Tipton. We have seen £25 million for Birchley Island in Oldbury dealing with our congestion and transport issues. We have seen £50,000 for the horrendous route between Burnt Tree and Dudley Port, which will mean that, finally, we can start dealing with those horrendous congestion issues and those road safety issues, which is vital to keep people safe. I know from my constituents that they are sometimes spending 45 minutes on our roads, and that messes with their businesses and messes with their standard of life because of how long it is taking them to commute to work and the difficulty that it presents them. It is this Government who have put that money into Sandwell.

    It is quite interesting, Mr Deputy Speaker, because I will quite often go to Ministers—my hon. Friends on the Treasury Bench—and say, “Look, we need money. We need investment. This is what we want.” They then say to me, “Well, the problem is, Shaun, your local authority has not applied for it.” Then I go to the local authority and say, “What plans do we have on the shelf?” I am referring in particular to the levelling up fund. I then get told, “Oh, well, we don’t have any.” They cannot be bothered. That is the truth with them. They cannot be bothered. For 50 years my communities put their faith in the Labour party, and they were betrayed—it is as simple as that.

    I always remember at the general election a man breaking down to me in Tividale in my constituency. He told me he had been Labour all his life, but he realised that the Labour party had lied to him and misled him for most of his life. He felt lied to. He broke down, and that really affected me. When someone feels that their life purpose and their belief system have been mis-sold to them, what do they do? [Interruption.] I am sure there are some quips; Labour Members may find it funny, because Labour has led Sandwell for 50 years. It is their arrogance and their thought process. When I look at the hon. Member for Aberavon (Stephen Kinnock), he is typical of the Labour privilege that we see. How he can sit there pretending to represent working people is beyond me.

    As I round up my comments, the truth is this: my communities have confidence in the Government, because they have seen the difference after 50 years of Labour misrepresenting them. They have seen the investment that has come in, and they have seen the shambles that is the Labour party and the way it has mismanaged our local area. I have total confidence in this Government, and I would not want Labour.

    Below is the text of the speech made by Shaun Bailey, the Conservative MP for West Bromwich West, in the House of Commons on 2 June 2020.

    I start by echoing a point that the hon. Member for Glasgow East (David Linden) made about today’s proceedings and pay tribute to the House and parliamentary staff who ensured that we were able to do what we have done today. Whatever our views, they have done a fantastic job in ensuring that while we are back here, we can participate as we need to.

    Equal-sized constituencies with one Member, one vote and all Members being equal has been a core tenet of our democracy for nearly 200 years. I am proud of the fact that the communities I represent were at the heart of that battle 200 years ago to ensure that every individual had their voice heard, no matter where they came from, how much money they had in their wallet or how much property they owned. The likes of the chartist council at Princes End, the chartist council in Wednesbury, John Wilkes from Tipton Green, Richard Cooper from Princes End, George Browning from Wednesbury, and later Black Country suffragettes such as Hilda Burkett and Emma Sproson led the fight to ensure that a working-class lad from a council house, who was told that he would amount to nothing, can stand here today in this Parliament and represent those people’s descendants.

    I want to ensure that that chartist and suffragette legacy is carried on. I am proud of the fact that in my constituency, community groups such as the WMA community centre in Tipton Green and Q3 Academy in Tipton ensure that our young people can continue to access democracy. I believe that the Bill honours that tradition. If we look at what it tries to resolve, we need to ask ourselves some fundamental questions.

    Is it right that in town A, half as many people can vote for an MP as those in next-door town B? Is it right that the difference between the 20 smallest and the 20 largest constituencies in this country is 675,000, which I believe, looking at my right hon. Friend the Member for Elmet and Rothwell (Alec Shelbrooke), is about the size of the city of Leeds. Is it right that 27 million people are reportedly being under-represented because they live in constituencies where they are above the average threshold?

    I am slightly confused by the Opposition’s position on this matter. My hon. Friends have touched on the history of the Labour party in trying to block this levelling up of our electoral system. The Minister mentioned the 1969 Labour Government’s attempt to block the ​independent boundary review, and in 1982 Labour tried to take things to the courts but failed. The hon. Member for Cardiff South and Penarth (Stephen Doughty) is not in his place, but he made the good point that common sense needs to be applied to this at all times. I totally agree on that, but I wish to address some of the comments the Labour party has made. For example, Labour Members say that this Bill is an Executive power grab, but the basis of this is an independent, judicial-led Boundary Commission; this is taken out of the power of the Executive and given to an independent body. In addition, this is primary legislation and Parliament can of course amend or abolish it at any time. It is a basic principle of our parliamentary democracy that we, as Members, can do that if we need to, so I must disagree with the Labour party on that point.

    I am conscious of the time and I wish to allow colleagues to speak, so I will just make the point that the last time the boundaries in my constituency were amended I was five years old. A lot has changed since then. Many of us have changed, with some probably changing more than others. It is time that we get this done. I say to right hon. and hon. Members from across this Chamber that if we truly believe that everyone’s vote is equal and we truly believe in ensuring that our democracy continues to grow and thrive, we must pass this legislation.

    Below is the text of the speech made by Shaun Bailey, the Conservative candidate to be Mayor of London, at the Conservative Party conference on 1 October 2019.

    Thank you, conference.

    Last year, I introduced myself as your next Mayor of London and shared my story with you all.

    Well for the last twelve months I have been meeting thousands of other Londoners, working out how I can make their lives better.

    And what I’ve found is simple. Londoners don’t want to spend their days thinking about the Mayor of London.

    Londoners want to get to work on time, for a reasonable price.

    Londoners want more houses so they can have a corner of the city they call home.

    Londoners want to breath freely in clean air.

    Most of all, Londoners want to be able to make the most of their city in safety.

    Londoners are busy, optimistic, energetic, ambitious.

    It is the Mayor’s job to make sure that London never gets in the way of Londoners.

    Conference, I could stand here and talk to you for hours about how Sadiq Khan is neglecting to do that job.

    Since I last stood in front of you last year, more than 100 people have been murdered in our Capital city.

    4k people have been stabbed, 20k people have been sexually assaulted, 70k homes have been burgled.

    In the last few weeks there have been stabbings in Camden, Wandsworth, Croydon, Harrow, Fulham.

    Just two days ago there was a stabbing in Ladbroke Grove, where I grew up.

    These are real people; real families being torn apart. Every victim is a Londoner who has been failed by their Mayor.

    As the Police and Crime Commissioner, the Mayor of London should spend his days working to keep Londoners safe.

    But Sadiq Khan spends his time building ‘Brand Khan’ – hosting beach parties, bidding for Labour leadership and plastering his own face all over our city.

    And even though the clue is in the job description – Police and Crime Commissioner- with Sadiq Khan, it is always somebody else’s fault.

    He’s blamed the Government, he’s blamed parents and he’s blamed teachers for the rise in crime.

    Meanwhile violent crime is destroying lives and it is plaguing London.

    London is the greatest city on earth – and Londoners deserve better.

    And we have had better. Does anyone remember the last Mayor of London? Our Prime Minister Boris Johnson.

    Conference, let’s just remind ourselves about what was achieved the last time London had a Conservative Mayor:

    The murder rate – cut by half

    Overall crime – cut by 20%

    And 11,000 knives were taken off the streets

    On his first day in Number 10, the Prime Minister committed to recruiting 20,000 more police officers.

    Our Party gets delivery and safety in a way that the Labour Party simply doesn’t.

    And Boris showed everyone what could be achieved – making Labour failings even clearer.

    And with a Conservative Mayor, who loves and understands our great city, we could achieve so much.

    Many of you already know my story.

    And those that don’t, you already know it too – it’s a very London story.

    I grew up on an estate in the shadow of Grenfell – not far from the stabbing last week.

    Welfare was a lifeline. Work was a life-changer.

    I was a youth worker for 20 years – helping young people grab the opportunities our city offers.

    And now I have my own family. I have a house. I’m an elected representative. I’m your mayoral candidate.

    Everyday, I’m thankful for being born in a city that has allowed me to build the life I wanted to live.

    And I know what can be achieved when the barriers are removed and crime is under control.

    If our young people are protected from gangs, they can avoid crime.

    If our young people can find work, then they have a path out of the hood.

    If we support families, then our communities struggle less.

    You see conference, what London really needs is a full-time Mayor, someone focused on making the city a safer place to live.

    Whose ambition is not to improve their own public image, but to lift up millions of people in London and show them that they have another choice.

    Because I know that my first duty as Mayor would be to keep Londoners safe.

    If we have safe streets, we have safe schools.

    If we have safe streets, businesses can invest.

    If we have safe streets, communities feel secure.

    London needs better transport, cleaner air and far more homes for people to live in.

    But if the streets aren’t safe, our Capital simply cannot thrive.

    And I have a plan to make our streets safe.

    To fund a record number of police in London using the money that already exists in City Hall.

    To take a zero-tolerance approach to tackling crime.

    To call for mandatory sentences for those who carry knives and acid on the first offence.

    And I will introduce Operation London Ceasefire, a programme to de-escalate tensions on the streets by providing opportunities to London’s young people.

    Conference, we need a ‘get real’ approach. That’s what I am offering.

    As part of the ‘get real approach’:

    I will launch Homes for London – a City Hall backed developer with a singular goal: to build the homes that Londoners need.

    I will electrify London’s entire bus fleet – the equivalent of taking a million cars of the roads.

    As a start, I’ll build five youth zones across London – to help our young people get the support and learn the skills they need to succeed.

    But the first step has got to be to solve London’s crime emergency.

    So I pledge to you today that I will fight every minute of every day for the next eight months for a safer London.

    And when we win in London.

    When we win in London.

    I will work tirelessly – so you don’t need to spend any of your time thinking about the Mayor of London.

    I will make sure that our city always works for us. Keeps us moving. Keeps us secure. Keeps us safe.

    So that Londoners can concentrate on seizing the opportunities that London offers.

    Conference, please stand with me.
