    Festival support for Scotland’s artists.

    The very best of cultural talent from Scotland will be under the spotlight this month as Edinburgh welcomes visitors from home and abroad to its world-class summer arts festivals.

    Six of the festivals have received support from the Scottish Government’s Expo Fund to commission new work, some of which will tour internationally following festival performances. Under the Made in Scotland banner there are 18 funded shows this year featuring an exciting mix of theatre, music and dance commissions and performances.

    In addition, the Platforms for Creative Excellence (PLACE) programme – jointly funded by the Scottish Government and the City of Edinburgh Council – focuses on programme innovation, creative development, and community.

    Culture Secretary Angus Robertson said:

    “Scotland has a wealth of phenomenally talented artists and the Edinburgh festivals provide a fantastic platform for them to reach a much wider audience.

    “Expo and PLACE funding have not only helped to raise the profile of Scottish artists but contributed to a more vibrant and diverse arts scene both at home and internationally.

    “There is something for everyone across the summer festivals and I hope people from home and abroad, whether they’re taking part in events or watching performances will enjoy this fantastic celebration of culture.”

    Festivals Edinburgh chair Dr Simon Gage said:

    “We warmly welcome this sustained support from the Scottish Government for our festivals and the people who make them happen. This is crucial in allowing us to deliver unparalleled cultural, social and economic benefits that enhance lives at home and Scotland’s profile around the world.”

    Background

    Since it was set up in 2008, the Expo cohort has received £32 million. Within the first ten years, the fund had supported the commissioning of more than 550 new works of art, music and theatre.

    Recipients awarded a share of the £1.8 million Expo Fund for 2023-24 include Edinburgh Art Festival (£130,000), Edinburgh Festival Fringe Society (£550,000), Edinburgh International Book Festival (£85,000), Edinburgh International Festival (£100,000), Edinburgh International Film Festival (£59,000) and Edinburgh Jazz & Blues Festival (£100,000).

    The PLACE Fund was set up five years ago to provide £1 million each year over five years to the Edinburgh festivals.

    Hosts must sign up to scheme before 1 October 2023.

    Owners of short-term let properties are being urged to apply for a licence under Scotland’s short-term licensing scheme before the 1 October 2023 deadline.

    Short-term let hosts must apply for a licence with their relevant local authority before the deadline. Anyone who operated a short-term let before 1 October 2022 can still accept bookings and guests until an application is determined, but must apply before the 1 October 2023 deadline. Owners who started operations after 1 October 2022 cannot begin trading until they receive their licence.

    Hosts must apply for a licence with the local authority their property is located and are being urged to check local criteria before making an application.

    Local councils’ licensing schemes are in operation across Scotland and many short-term let hosts have already obtained licences.

    Housing Minister Paul McLennan said:

    “Short-term let accommodation plays an important role in Scotland’s economy, supporting our tourism and hospitality sector and allowing tourists and holiday goers somewhere to take them closer to the best that Scotland can offer.

    “However, it is also important that there is appropriate regulation in place to ensure the safety of guests, and so that local authorities can make decisions that are right for their local areas. That is why the Scottish Government has introduced the short-term lets licensing scheme.

    “I would like to thank those who have already signed up to the scheme, bringing assurances to tourists that their safety is paramount and that they have met local guidelines.

    “Visitors coming to Scotland can already expect to see the benefits of properties being licensed and meeting specific standards. Meanwhile, the thousands of short-term let operators who provide a quality service can have the assurance that would-be competitors have to meet licensing standards as well.

    “There is only two months to go until the 1 October deadline and so I would urge anyone who owns short-term let accommodation and has yet to apply to do so as soon as possible to ensure you can still take bookings and welcome guests from far and wide.”

    Short Stay St Andrews Director Jordan Mitchell said:

    “As the largest holiday letting agency in St Andrews and the East Neuk, the initial thought of an application process for short-term letting our 130+ managed properties was a daunting one.

    “However, the application process has been plain sailing once we had all the required safety certification in place.

    “Fife Council has been extremely supportive in its quest to process the applications despite the extra pressure on its systems.

    “I can only recommend applying as soon as possible to give your business plenty of time to adjust to the new Scottish Government requirements.”

    First Minister announces additional support for general practices in most deprived areas.

    People living in some of Scotland’s most deprived communities will benefit from an additional £1 million of funding to help tackle health inequalities.

    The Inclusion Health Action in General Practice programme provides targeted funding for support to patients whose social circumstances have a negative impact on their health.

    The funding is allocated directly to practices which are in the NHS Greater Glasgow and Clyde Health Board area and feature on the list of 100 most deprived practices in Scotland.

    First Minister Humza Yousaf made the announcement as he visited the New Gorbals Health Centre in Glasgow.

    The First Minister said:

    “General practice is at the heart of our communities and is uniquely placed to deliver the care and support needed by patients who experience health inequalities.

    “Of the one hundred poorest practices in the whole of Scotland, shockingly 81 currently sit within the Greater Glasgow and Clyde Health Board area – a statistic I am determined to change.

    “This additional funding of £1 million will build on the foundations of previous funding. At a time when the cost of living crisis is widening health inequalities, this is an important step that supports our commitments to prevention and early intervention with patients at highest risk of poor health.”

    Lorna Kelly, Chair of the Primary Care Health Inequalities Development Group said:

    “The NHS needs to be at its best where it is needed the most, or health inequalities will continue to worsen.

    “This additional resource to general practices serving the most deprived communities in Scotland is therefore very welcome.”

    Background

    Inclusion Health Action in General Practice funding of £300,000 in 2022-23 was provided to general practices in NHS Greater Glasgow and Clyde with the highest levels of poverty and disadvantage.

    IHAGP relates to recommendation from the Short Life Working Group on Health Inequalities in Primary Care report, published in March 2022, that the Scottish Government provide general practices with increased resources targeted at deprivation. The intent of the recommendation was:

    1. to address a gap between existing demand-led funding allocation processes and patient needs associated with inequality; and
    2. to act as a bridging mechanism between the current General Practice funding formula and any future funding model/approach which takes fuller account of deprivation.

    First Minister announces additional £15 million to support families.

    Thousands more low-income families will benefit from free school age childcare as part of a £15 million investment to help tackle child poverty

    Existing services for eligible families in areas of Dundee, Clackmannanshire, Glasgow and Inverclyde will be expanded, with new services set up in other communities across Scotland.

    Local football clubs will be able to apply for funding totalling £2 million to support the provision of after school and holiday activities clubs, in a joint initiative with the Scottish Football Association.

    Nine other projects will also receive a share of the £15 million funding to continue offering childcare services in 2023-24.

    First Minister Humza Yousaf made the funding announcement as he visited Ayr United Football Academy’s holiday club.

    The First Minister said:

    “Tackling child poverty and helping families deal with cost of living pressures are key priorities.

    “Funded school age childcare benefits families in a number of ways. It supports parents and carers into work, enabling them to provide for their families and to contribute to a wellbeing economy. It also provides safe, nurturing environments for children and opportunities for them to socialise and take part in a wide range of activities.

    “This £15 million investment is part of our work to build a system of year-round school age childcare – fully funded for those who need it most.

    “Scotland already has the most generous childcare offer anywhere in the UK. All three and four-year-olds and eligible two-year-olds are entitled to 1,140 hours a year of funded Early Learning and Childcare (ELC). We are working with partners to progress our childcare offer even further, with plans to expand ELC to one-year-olds and more two-year-olds.”

    Ayr United Football Academy Chair Allan Gunning said:

    “This project supports children and families by providing a wide range of activities through after school and holiday clubs.

    “It is delivering positive outcomes for children including: increased access to activities and sports, improved nutritional intake, enhanced fitness and engagement in wider education. The project is also delivering positive outcomes for families including; assisting with employment, education and training, increasing community involvement, and family participation in grassroots clubs and organisations.

    “We are delighted that project funding is continuing and appreciate the Scottish Government’s ongoing commitment to improving outcomes.” 

    Background

    Funded school age childcare is targeted at families on the lowest incomes, specifically the six priority family types identified in the Tackling Child Poverty Delivery Plan (lone parent families, minority ethnic families, families with a disabled adult or child, families with a younger mother (under 25), families with a child under one, and larger families.)

    Details of the new services, including the SFA projects, will be set out in due course.

    FM: new team to deliver ‘radical, ambitious and progressive policy agenda’.

    First Minister Humza Yousaf has unveiled his Cabinet team with five members aged under 40 and, for the first time ever, a majority of women.

    In a Cabinet of ten that sees the Economy established as a portfolio in its own right:

    • Shona Robison, the new Deputy First Minister, will take on the Finance portfolio, including responsibility for the Scottish Budget
    • Michael Matheson becomes the Cabinet Secretary for NHS Recovery, Health and Social Care
    • Jenny Gilruth joins Cabinet for the first time as Cabinet Secretary for Education and Skills

    “I have made clear my belief Scotland’s government should look as much as possible like the people we represent.     Nicola Sturgeon steps down after 3,051 days as FM.

    Scotland’s longest-serving and first ever female First Minister Nicola Sturgeon has today resigned from office.

    After more than eight years in the role, she announced her intention to stand down last month, retaining her full range of responsibilities until her resignation.

    She formally tendered her resignation in writing this morning to His Majesty King Charles III. This has been accepted and the Scottish Parliament has been notified.

    She said:

    “Being First Minister of the country I love has been the privilege of a lifetime – an opportunity for which I will always be grateful beyond words to the people of Scotland. As the first woman to hold this office, I am proud to demit it knowing that no girl in our country is in any doubt that a woman can hold the highest office in the land. My congratulations go to Humza Yousaf who, subject to Parliamentary process and appointment by His Majesty the King, will become the first person from a minority ethnic background to lead our country as its First Minister – and in doing so will reiterate the powerful message that it is a role that any young person in Scotland can aspire to.

    “Every day in this office is an opportunity to make something better for someone, somewhere in Scotland. That has been my guiding mission throughout my time in office, and the motivation behind everything my government has stood for. I think it is evidenced in much of what we have achieved: doubling of early years education and childcare; the Scottish Child Payment; widening access to higher education with a record number of young people from backgrounds like mine now going to university; minimum unit pricing, a policy that is saving lives; a publicly-owned, mission driven national investment bank; and putting the climate emergency at the heart of all we do.

    “That’s not to say that every day was straightforward – all of the achievements I am proudest of involved taking steps that were difficult but vital. This was also the case in by far the toughest challenge of my time as First Minister – leading Scotland through the pandemic.

    “Covid shaped all of us – I know that it changed me, and, in many ways, it defined my time as First Minister. But the pandemic showed us how much we can achieve when we face huge challenges with common purpose. Above all, it reinforced in me an abiding admiration for the people of this wonderful country, who made such painful sacrifices to keep each other safe. In the toughest of times, our country showed the best of itself with love, care and solidarity. That will live with me for ever.”

    Background

    Nicola Sturgeon has served in the Scottish Cabinet since 17 May 2007 when she was appointed as the Deputy First Minister and Health Secretary.

    On 5 September 2012 she became Deputy First Minister and Cabinet Secretary for Infrastructure, Capital Investments and Cities.

    She officially took up the post of First Minister of Scotland on 20 November 2014 when she was sworn in at the Court of Session.

    After more than eight years as First Minister, spanning three separate Scottish parliament terms, she tendered her resignation from office on 28 March 2023.

    First Minister opens new £33 million facility.

    A new state-of-the-art healthcare facility which will significantly increase national capacity for orthopaedic surgery has been opened by the First Minister.

    Fife National Treatment Centre (NTC) will provide additional capacity for more than 700 orthopaedic procedures a year including hip and knee surgery, by 2025-26. The new facility at Victoria Hospital in Kirkcaldy includes an orthopaedic outpatients department, three surgical theatres and a ward and short stay unit.

    The £33 million centre is the first of four NTCs to open this year which will help address the backlog of planned care exacerbated by the pandemic. Further facilities are due to open at NHS Highland, NHS Forth Valley and the Golden Jubilee Hospital.

    First Minister Nicola Sturgeon said:

    “Our National Treatment Centre programme is a significant investment in frontline planned care infrastructure and is a crucial part of our NHS Recovery Plan.

    “We are determined to ensure people receive the treatment they need as soon as possible so I am pleased to officially open the Fife centre, which will give people across the country faster access to life-changing orthopaedic surgery.

    “The additional capacity provided through this new state-of-the-art facility will also help cut the backlog of planned care worsened by the global pandemic. With three further NTCs opening this year I am confident this programme will be a significant boost to the NHS as it recovers from COVID.”

    Chair of the Fife NHS Board, the Rt Hon Tricia Marwick said:

    “We are delighted that the new National Treatment Centre in Fife has now opened its doors to patients.

    “The new purpose-built facility is the culmination of many years of work and to see patients now being seen and treated in such a new, state-of-the-art environment is fantastic. To see the project delivered successfully and on budget, particularly given the additional challenges of building during a pandemic, is a credit to all of those involved.

    “We are fortunate here in Fife to have an incredibly forward-thinking and innovative orthopaedic team and this new facility will support them to deliver the very highest standard of care for patients.”

    £50 million investment.

    Children will have access to high quality play areas, which will remain free of charge, as a result of new investment.

    The Scottish Government and COSLA have agreed £50 million in funding to local authorities over the next three years for the refurbishment of children’s play parks.

    Play parks identified for refurbishment by local authorities are expected to be revamped thanks to the additional funding.

    Children’s Minister Clare Haughey visited Figgate Park in Edinburgh with pupils from Duddingston Primary School on Thursday.

    Ms Haughey said:

    “Playing outdoors has huge benefits for children’s physical and mental wellbeing, and play parks ensure children can access high quality safe environments free of charge as families grapple with the cost of living crisis.

    “This funding will support local communities to take forward their plans to improve play parks for children in their area.”

    Emergency relief funding following record-breaking storm.

    First Minister Nicola Sturgeon has pledged £400,000 of financial support to Malawi to assist with emergency relief efforts in the wake of Tropical Cyclone Freddy.

    The funding was confirmed in a letter to Malawian President Dr. Lazarus Chakwera, and the First Minister also expressed the sincere condolences of the people of Scotland, following the tragic loss of life.

    As of Monday 20 March, 499 people in the country have been killed and more than 508,244 people displaced as a result of the storm, which is the longest lasting and highest energy tropical cyclone ever recorded. A state of disaster in the Southern Region of Malawi has also been declared.

    The storm’s impact comes as Malawi faces what the UN has described as the deadliest cholera outbreak in its recorded history. In January, the Scottish Government provided more than £236,000 to aid the Malawian Government’s outbreak response.

    The letter reads:

    Your Excellency,

    It is with great sadness that I find myself writing on this occasion. Please accept the sincere condolences of the people of Scotland, and the Scottish Government, following the tragic loss of life and displacement of people as a result of Tropical Cyclone Freddy.

    It is heart wrenching to see the death, injury, and substantial damage to thousands of people’s homes and livelihoods, all at a time when Malawi is already facing a severe cholera outbreak.

    I want to confirm today that we will pledge £400,000 to support emergency flood relief in Malawi. We are discussing with partners working on the ground already as to the most effective way that we can provide that support for those most in need and will engage Malawian Department of Disaster Management as we develop the projects.

    Our thoughts are with all those affected by Tropical Storm Freddy, the people of Malawi at this difficult time and with your government in your response.
