    On addressing the illegal crossings, the Minister said that the new initiative would cost about £72 million. In 2019, when I was on the Select Committee on Home Affairs, we were told that the joint co-ordination centre with France would help to address individuals illegally crossing. Did that system work? How much did it cost? How will the new system work? My constituents in Kent are at the forefront of the illegal crossings. The Government consistently tell us that they will take tough, firm, decisive action, but instead the numbers have increased. How will the new system work better than the previous system?

    I do not want to overstate the value of the agreement, but it is an important step forward and might presage further agreements with France in the months and years to come. It contains at least two important steps. First, there will be a 40% increase in French personnel on the beaches of northern France intercepting crafts about to enter the water and making arrests. French officers on the beaches currently intercept about 40% of craft, so increasing personnel by 40% will lead to a significant improvement. Secondly, the joint centre that we will establish with our French counterparts will ensure that the very sophisticated intelligence that the British security services are now drawing up on what is happening in northern France can be delivered to their counterparts in real time.

    To ask the Secretary of State for Communities and Local Government, what recent steps the Government has taken to tackle Islamophobia.

    This Government has done more than any other to tackle anti-Muslim hatred which includes:

    • setting up the first ever cross-government working group on anti-Muslim Hatred;
    • provided start-up funding to the Tell MAMA initiative to record incidents and support victims of anti-Muslim hatred;
    • establishing a UK Srebrenica Memorial Day which recognises the fatal consequences of hatred and division;
    • running social media workshops to build the capacity of community organisations to use social media effectively;
    • holding 8 integration roadshows with communities to find out what more Government can do to integrate communities and tackle anti-Muslim hatred;
    • following the attacks in Paris, the my rt. hon. Friend, the Secretary of State (Eric Pickles) and my hon. Friend, the Parliamentary Under Secretary of State, the Noble Lord Ahmad wrote on 16 January to mosques across England reassuring them of Government help if they experience anti-Muslim hatred;
    • the Department has also assured faith and community leaders of its support to their commendable efforts to foster mutual understanding and shared respect and is also in close contact with the Police who are reassuring communities and providing protective security advice and guidance.

    To ask the Secretary of State for Business, Innovation and Skills, how many and what proportion of start-up loans have been taken up by black and minority ethnic people in the last five years.

    As of 31st December 2014, 6,351 start-up loans with a value of £34.8 million have been drawn down by black and minority ethnic people. This equates to 25% of the total lent under the programme.

    To ask the Secretary of State for Health, what progress his Department has made in turning around failing hospitals.

    Through the use of special measures, the Care Quality Commission, Monitor and the NHS Trust Development Authority are making considerable progress at turning around failing hospitals.

    Across the trusts now in the regime, there are over 1,200 new nurses and nursing assistants, as well as 118 more doctors.

    I am delighted that Basildon yesterday became the first trust to exit special measures. This is clear proof that our tough action to turn these hospitals around is working.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent assessment he has made of prospects for successful negotiations with Iran over its nuclear programme.

    The current negotiations with Iran are the best opportunity in years to resolve the issue of Iran’s nuclear programme. Negotiations so far, which have built on the Geneva interim deal, have been constructive, but challenging: any deal will require Iran to take significant steps to address comprehensively our proliferation concerns. However, there remains commitment on all sides of the table to reach a deal.

    A search of the Department’s Ministerial correspondence database has identified 19 items of correspondence from members of the public received between 1 January 2005 and 31 December 2010 which complain about care and treatment at Medway NHS Foundation Trust. This is a minimum figure which represents correspondence received by the Department’s Ministerial correspondence unit only.

    To ask the Secretary of State for Health, with reference to the Answer of 10 June 2014, Official Report, column 896W, on hospitals, what progress his Department has made at Medway NHS Trust since it was placed in special measures in 2013.

    Medway was recently re-inspected by the Chief Inspector, who will be publishing the results of the re-inspection shortly alongside his recommendation as to whether the foundation trust has made sufficient improvement to exit the regime.

    The Trust is making good progress in the majority of areas reviewed in 2013 by the Keogh team. However, since the Keogh review the Trust has received warning notices from the Care Quality Commission in relation to its Maternity services (October 2013) and Emergency services (March 2014) indicating continuing quality concerns in other areas.

    Since the Keogh review the Trust has created 29 additional medical posts and 115 additional nurse and nurse support staff posts. It has struggled to recruit sufficient numbers to these posts with the result that it remains highly reliant on locum and agency staff.

    36 Start-Up Loans have been granted with a total drawn down value of £220,750 in the Medway constituency.

    265 Start-Up Loans have been granted in Kent with a total drawn down value of £1,498,105.
