    It is not just local authorities that need consultation, but the NHS. In York, 80 internationally recruited nurses have been displaced as a result of the Mears Group block-booking their hotel. The nurses were also sitting exams at a crucial time for their entry into the NHS. Some 150 more NHS nurses were due to be in that hotel. It is now costing the NHS at least £10 per nurse per night to try to accommodate them elsewhere. Can the Minister explain why they cannot remain in that hotel? Will he talk to the NHS to ensure that this does not happen again?

    I have spoken to the Minister with responsibility for secondary care about the broader issue of doctors, nurses and other clinicians staying in hotel accommodation and how we can have better communication between local NHS trusts, local authorities and the Home Office when hotels are procured, so I hope we will be able to improve processes and ensure it does not happen in future.

    York wants to do all it can to support people seeking asylum, but as a result of providing initial accommodation as opposed to contingency accommodation, it is not receiving the funding that it vitally needs. When will the Government provide parity in the funding that local authorities need to support people who are seeking asylum? When will the Government bring forward a homes for refugees scheme so we can ensure that people are settled in our community and are getting the support they need from families?

    I will happily speak to the hon. Lady separately about the specific concerns of City of York Council. The hotel accommodation is fully funded by the Home Office, but I appreciate that there are knock-on costs for local authorities. I met London Councils earlier today; if not for this urgent question, I would have been meeting representatives of councils across the country to hear their concerns and see how we can improve the situation.

    It is a pleasure to follow the hon. Member for Harrow East (Bob Blackman). I sat on the levelling up Bill Committee, and seven Ministers served us during that time, so I share that frustration. We need a long-term strategy to ensure we address the housing crisis we face.

    I congratulate the hon. Member for Dover (Mrs Elphicke) and my hon. Friend the Member for Brighton, Kemptown (Lloyd Russell-Moyle) on securing this important debate, which has caused hon. Members to stay behind on a Thursday because we care so passionately about housing. I also welcome the new Minister to her place. I trust she will produce the goods that we are all longing for: not just a fairer private rented sector and a 12-point plan, but the first step of a comprehensive strategy to address once and for all the housing crisis that we see.

    The private rented sector has now become the backstop to housing, as opposed to local authorities, which traditionally had that role. As a result, power has shifted from the state into the hands of private landlords, which is why we face some of these deep-seated crises. In York, 20.4% of people live in the private rented sector. I have looked at the number of class 1 measures that need to be taken because of a failure to keep those homes in good condition. A quarter of homes have trip hazards, poor wiring, mould, rodents—the list goes on. That is why today’s measures on raising those standards are so important. But that can be only a first step.

    Most landlords are there to serve a community in their own way, but also to realise the value of their estate and investment. Much extraction of property and money removes those opportunities from anybody else. For any tenant I speak to in the private rented sector, renting is not their choice. It is a matter of needing a home and for many people that home is not satisfactory for them. Since the year began, we have seen a plethora of section 21 notices; they are rising in number. I will talk about that because we are seeing a rise in costs and a decline in conditions. Looking at costs, my constituents spend 32% of their income on rent, which means that, with the cost of living crisis and energy costs, there is little left to start saving for that longed-for home. Property prices are rising in York at a rate that is running away from people, so they are trapped, with no assets, in the private rented sector. We must facilitate people’s ability to break out from that.

    Some costs fall heavily on people who receive local housing allowance. I really hope that the Minister will talk to colleagues about that—I appreciate that there is crossover of interest in housing—and how the broad rental market is evaluated. The average rental cost in York is £945 per calendar month, and yet someone would receive only £650 in their LHA for a two-bedded property. That gap means that people cannot afford to live in the private rented sector and have nowhere to go. Ultimately, we see that many people with the vital skills needed to ensure that our economy can function are leaving our city. There are deep-seated challenges because the rental market covers a much broader area than York, which has a particular hotspot in property expense.

    We also see people taking real advantage of section 21 notices because of the short-term holiday let market. The hon. Member for North Devon (Selaine Saxby) focused her speech on that, and I will do so, too, because it is hitting holiday hotspots across the country at such an alarming rate. Private landlords are flipping their properties over from the private rented sector to short-term holiday lets. In York, a landlord can get £700 from a property for a weekend. In the light of the measures spoken about by the hon. Member for Harrow East and the changes first in buy-to-let mortgages and then when George Osborne pulled back some tax advantages, landlords say that their margins are too tight to maintain their properties in the private rented sector so, to make any profit on their assets, they need to flip their properties.

    We have more than 2,000 short-term holiday lets just in my constituency and the surrounding area, which are hollowing out streets and communities. Ultimately, because of that market, people are being kicked out of their homes and having to leave the area and their jobs, and children are being taken out of school. That is why I have a private Member’s Bill—the Short-term and Holiday-let Accommodation (Licensing) Bill—before Parliament. I hope that the Department will work with me to bring it into being and regulate and license short-term holiday lets. It is due to have its Second Reading on 9 December, and it could transform our ability to regulate that market. That is where the inequality sits and where we need to see significant change.

    I welcome the measures in the White Paper for greater accountability and for greater power for tenants—something that has been so absent. That is why I very much hope to see those measures brought forward in a Bill at the earliest possible stage. An ombudsman is a way of bringing powers to book, but it needs to be properly resourced. If it is not, it will be ineffective in bringing about the changes that we need to see and to put curbs on landlords wanting to exploit the system.

    I turn to students. My hon. Friend the Member for Brighton, Kemptown mentioned the challenges in student accommodation. I met York Residential Landlords Association to discuss the matter as well as the universities in York. Purpose-built student accommodation has an exemption and can issue just one-year tenancies to students. However, in the private rented sector, there is not that option. That will cause real challenge. Next year’s students are already seeking out their accommodation. Landlords are saying that if the legislation comes in, they will simply start looking for their accommodation during the exam period. That, clearly, would not be in anyone’s interests. My hon. Friend the Member for Brighton, Kemptown came up with a really sensible and positive suggestion, and I hope the Minister can look at it, but we do need to solve this issue for the sake of students. I have 40,000 students in one form or another in York, so it is a major issue for us.

    I hope the Minister, in her time in the role, will look internationally at good practice, as there is much to learn from across the globe. In particular, I am attracted to measures taken in Finland where tenants are provided with resourcing, instead of just a local housing benefit, to start being able to access the property market themselves. It is an interesting model that should be considered as an opportunity.

    I concur with hon. Members from across the House on the need to build social homes. We really do have a crisis, and when there is a crisis urgent measures need to be taken. The problem with housing is that it is still seen as a short-term fix for developers trying to make their revenue. We have to think far more long-term about it. I urge the Minister to think about the opportunities her Government have to use public land for public good. I am talking about disposals of Ministry of Defence land, NHS property services, Network Rail and so on—significant estates. If we can build social housing and affordable housing on those estates, as opposed to housing to market, it could be a real game changer. The interest of the spending Department is to receive a capital receipt, but if we can find that as a mechanism to deliver the housing our communities need it could be really important.

    I will close on this point. When Nye Bevan sat where the Minister is and had the opportunity to deliver housing—I think we all recognise that he delivered more for social housing and more for housing in our country than any other Minister ever has, and I certainly pay tribute to him—he said that the only way to deliver the housing the country needed was to empower local authorities, municipal authorities, to have the authority to go ahead and build. He built and he delivered. I trust the Minister will, too.

    To ask the Secretary of State for the Home Department, how many cases of (a) trafficking in human beings and (b) forced labour have been recorded by North Yorkshire Police for each year from 2010 to 2014; in how many such cases prosecutions were brought; and what the outcome was of those prosecutions.

    Recorded crime figures for the period 2010 to 2014 do not directly map on to the two categories in the question. Data on human trafficking for sexual exploitation is available for that period, and there were no cases of this crime type recorded by North Yorkshire police in the years requested.

    A separate ‘modern slavery’ crime classification was introduced in April 2015 covering all forms of human trafficking, slavery, servitude and forced or compulsory labour. Figures for April to June 2015 are available in the statistical bulletin “Crime in England and Wales, year ending June 2015”, published by the Office for National Statistics on 15 October 2015.

    The Crown Prosecution Service (CPS) flags cases related to human trafficking and forced labour in its Case Management System, regardless of whether the eventual prosecution is for human trafficking, slavery, servitude and forced and compulsory labour, or for another offence. The table below shows the number of defendants flagged for offences related to human trafficking and to slavery, servitude and forced or compulsory labour in the CPS North Yorkshire Area:

    I, too, wish to pay tribute to Sir David Amess and the indelible mark he left on this place. His family called for a legacy of kindness and love across Parliament. I think we still have some way to go on that journey, but he was never afraid to speak truth to power, which I trust I will do today. It is an honour to follow the hon. Member for Mid Sussex (Mims Davies). I, too, will be picking up on the issue of housing in my speech.

    Normally, we enter the summer with relief, but this year it is different. We have chaos across Government and across the country. The scale and depth of the multiple crises is weighing heavy on my constituents: it is taking five years to see an NHS dentist; GPs are under unbelievable stress and struggling with demand, with appointments now being issued for 16 August, with nothing before; we have the elective surgery backlog; we have the mental health crisis— I do not know where to begin there—covid is, yet again, dangerously on the rise; children’s social care is unable to meet demand; children are in dilapidated schools; we have the courts backlog; we have the passport backlog; we have the Driver and Vehicle Licensing Agency backlog; we have the visa backlog; we have a climate crisis; we have an economic crisis of inflation at 9.4% today; and we have a cost of living crisis. After 12 years, this is what the Tories have given our country. We are in meltdown, not just because of the temperature, but because of the temperature of what is coming out of the policies of this Government. It is left to us as constituency MPs to pick up the pieces.

    Today, however, I want to focus on the biggest crisis facing York: the housing crisis. Having spent weeks on the Levelling-up and Regeneration Bill Committee, it is clear that the Government are yet to get to grips with the housing crisis and the solutions that are needed. My amendments have focused on addressing the lack of community voice in planning and matching need to what is being delivered in housing. It does a disservice for Government because, as they set these targets, if they are building not to need but to the market, they are unable to deliver also.

    My city should be the very best place to live. We know its assets. People visit it and it is a wonderful city, with amazing people living there, but it is rapidly turning into a complete nightmare. The Airbnb market is surging in York. Short-term holiday lets are moving up at a rapid pace. Just a couple of weeks ago, we had 1,999; today we have 2,068. The number is rising rapidly as people are seeing the opportunity to make money out of my city. We have a rise in second homes and empty homes, but I wish to focus on the issue of Airbnbs and what is happening across the housing economy. We are seeing an extraction economy, instead of an investment economy—housing, money and opportunity extracted from my constituents, instead of investment in housing, people and communities for the long term.

    This issue needs to be addressed urgently. It is disrupting the economy. We are unable to recruit to the care sector or to local jobs. It is undermining local businesses, such as B&Bs and guest houses. It is having a significant economic impact, but it is also hollowing out rural communities. Some places have only one place to let, but in York the Airbnb and short-term holiday lets market is turning family streets into party streets, and I can tell the House that it is not pleasant when there is a hen do next door every single weekend.

    Section 21 notices are being issued at such an alarming rate that my constituents are being forced out of the city because there is nowhere else for them to live. Instead of getting an average—and it is high—£945 per calendar month for renting a property, landlords can make £700 over a weekend. Cash buyers, mainly from London and the south-east, are buying up swathes of housing in York in order to make money, but not to provide the housing that we desperately need. We have a real crisis in social housing and affordable housing. Couples who have saved for their first deposit are not getting the opportunity to buy because cash buyers are putting down up to £70,000 in addition for each property. The York Central development, which should be transformative for my city, risks becoming Airbnb central, with 2,500 units being built but probably not lived in by people from my local community.

    We need the Government to get a grip. I will be bringing forward a Bill in December, and I trust that the Government will get behind it, because we need to license these properties and ensure that we have local homes for local people.

    I congratulate the hon. Member for Cities of London and Westminster (Nickie Aiken) and my hon. Friend the Member for Westminster North (Ms Buck) on their speeches today. I want to take the debate outside Westminster and highlight the impact this issue is having elsewhere in the country.

    Members in all parts of the House know that this industry is growing at a rapid pace in tourist destinations. York, the most visited place outside London, is certainly experiencing many of the problems that have been described this afternoon, and on a matching scale, although our city is slightly smaller. We know that in York there are about 2,000 Airbnbs already, predominantly in my constituency, but they are increasingly becoming an issue on the outskirts of the city and in the more rural villages. In the city centre, we often find streets—family streets—where there are five or six Airbnbs, and it is having a serious impact. Everywhere I go across my constituency, I have constituents come up to me to talk about Airbnbs and holiday lets—or, as they are increasingly being called, party houses. They are not in keeping with the character of our city. There is a clash of cultures between families, who just want to get on with everyday living, and the predominantly weekend culture of parties, which in the summer never stops.

    We are not seeing this just in existing properties in the city. Increasingly, we are seeing it in new developments in York. Developers are putting predominantly luxury accommodation in the city, but many of the properties are being bought as investment assets. That is an issue we all have with what is happening in parts of the property market. Of course, if they are vacant, suddenly the lights go on and people think, “Why don’t we turn this into a short-term holiday let?” We are seeing an increase in that in the new estates.

    I certainly had concerns about this in relation to proposals for the York Central development. It is an incredible development, with 2,500 homes proposed for the site. In my discussions with Homes England, there was a recognition that this could become a party city right in the middle of York, because local people will not be able to afford to live in those luxury homes. They will therefore end up just going straight into the hands of the companies that are running the Airbnbs. Also, the numbers in the new developments go into the Government’s housing numbers, so the Government are ticking off their lists and saying they are achieving their housing targets, but those houses are actually just switching over to become Airbnbs. They are part of what I call the extraction economy—not the shared economy—because people are taking that property and wealth out of our city, and nobody gains. In fact, everybody loses. That is why it is important that the Government get a grip of this now and bring forward the legislation that is needed to regulate this area.

    Ultimately, these are homes that we desperately need. We have all spoken about the shortage of housing in our constituencies, the fact that social housing waiting lists are rising sharply and the availability of property to buy is just not there. Every single time a property comes on to the housing market, in come these owners of Airbnb, cash in hand, hoovering up the properties ahead of people who have saved meticulously for their mortgage. And they are offering over the market price for those properties. I heard of one incident in York where they offered £70,000 more than the market price for the property. As a result, local people were not able to move in. I speak to young couples and families—as we know, people are now much older before they can even think about purchasing a home—and they are saying that they save and save and try to enter the market, but every time they are beaten to the post by people who then turn the properties into Airbnbs.

    My hon. Friend has probably seen the advertising—for a while there was advertising on the London underground—saying how much more money people could get by taking advantage of short-term lets. This is creating a powerful incentive to do exactly what she is describing.

    My hon. Friend is absolutely right.

    The average rental price in York is extortionate—not compared with London but certainly compared with elsewhere in the north—at £945 a month for private rented accommodation. On Airbnb, that same property could go for £700 for a weekend. As a result we are seeing a frenzy among landlords who are saying, “Actually, I could get a lot more money out of an Airbnb property, so I’m going to issue a section 21 notice, evict my current tenants and then turn the property over to an Airbnb.” As a student city, we have more than 40,000 students in York, but many of the homes in the student areas are also turning themselves over to Airbnb. This means that we have a shortage of student accommodation as well as local people not being able to get into housing. The impact on the housing in the city is escalating.

    Some of these places are being marketed not just as holiday lets; they are deliberately being marketed for stage and hen parties. This is becoming an issue that impacts not only on our city centre, because those parties are being taken out into the community. I have one cul-de-sac in the Groves in York where there are three of these Airbnbs in a little courtyard, and they advertise for 30 people to go and spend their weekend there. It is at the end of a family residential street, and people in my community have told me that the noise goes on all night. These are working people; they are working shifts and have jobs to do. Their children are going to school and perhaps sitting exams at this time of year, but they are having sleepless nights. On top of that, they are trying to shelter their children from the profane language. People are half-clad in the streets. Women do not feel safe down some of the back alleys in the Groves, where a lot of children play. It is turning these wonderful little communities in York into nightmares.

    People do not feel safe in their own home anymore. In fact, I heard from one family who put their house on the market and moved out of the city, which was the only way they could escape the party houses that were increasingly in their area. They wrote to me about the impact it was having.

    With the increase in Airbnbs, we are seeing the disappearance of York’s ability to house its own local community, which is having a severe impact on the local economy. We have heard about the tourism sector, but traditional B&Bs are losing out because they follow all the rules, pay their duty, follow health and safety and all the other things. They are in direct competition and, of course, they are covering their costs, so they are being pushed out. Guest houses are the same.

    We are therefore seeing deregulation of the whole visitor economy, which does not benefit the location and has serious implications for local businesses. I challenge those who say this is good for the economy, because what we are seeing is an extraction economy. Many people purchasing houses in York are not from York. They are from London and the south-east predominantly, so they are seeing the opportunity as a holiday destination. They have no connection to those communities, so they are taking out of those communities, not feeding into them.

    When I hear the expectation that there is going to be a 30% a year rise in the number of Airbnb properties over the next decade, according to Airbnb’s own research, it fills me with terror, so it is important that we get on top of this issue now. That increase is going to make it far worse, year by year, across our communities, and it will fuel our housing crisis even more, which will give the Minister the biggest headache of all. We are standing up to say we need this to be addressed.

    I know the Minister has an interest in social housing, but we are seeing these people go cash in hand, along the same line as right to buy, and say, “If you buy your home and go through that process, we will be back to give you even more money in exchange for your property.” That is why it needs to be regulated, and regulated tightly.

    Airbnb is having a profound impact on our community and services in the city. This is not particularly thought about, but our economy is now struggling to recruit the people it needs. Airbnb is escalating and fuelling the housing crisis, which is impacting on care workers and NHS staff being able to find property in the city. It is impacting on the hospitality sector. Of course, the people coming to our city often use those services and want hospitality venues to be open, but the sector cannot recruit staff. The people who would have been in those properties cannot afford to live in the city anymore, so they are being pushed out. Airbnb is having a negative impact not just on the housing environment but on the local economy. The deregulated system is not working.

    We have heard about the impact on children and the community. When section 21 notices are issued, children have to leave their school and go elsewhere. That is having a negative impact across the area.

    We have heard about people’s weekends of misery. When Friday comes, they do not know who will come off the train with their trolley bags and wander up the street. They do not know whether they are going to have a peaceful weekend or a party to endure and, of course, the other antisocial behaviour that goes with it. Some of the things I have heard are quite horrific. This is not what our city is about and it is not what my local people want our city to be about in the future. That is why we need to address this.

    As the hon. Member for Cities of London and Westminster mentioned, there is also a loss of local revenue involved here. York is losing about £2 million in council tax, and many of these escape under the bar in terms of being a “small business” so they are not paying small business rates. Across the country we do not have the 90-day limit either, so we are talking about this loss throughout the year, along with the implications it is having. This has escalated in York during the pandemic. York has been seen as this fantastic place, two hours away from London and an amazing city to live in, with good schools and all the rest of it, but people have then realised, “Ah, but it is also a really good destination for staycation.” That has been incredible for our recovery, and I am not knocking it at all, but people have also seen the chance, over the lockdown period and particularly since, to come to invest in Airbnbs. That is why we are seeing this sudden growth in the city, which has taken it by shock and surprise, and has had that negative impact there.

    I know that the Government have been on a path to look at a registration scheme on Airbnbs. I do not knock them for that, but the world has changed rapidly. I just say to them that we need to move on from that now and look at a full licensing scheme. A registration scheme would simply have serious deficiencies. We have heard about the benefits of a licensing scheme in Lisbon, and Scotland is introducing one. I also point the Minister towards what has happened in Nice, which has a stringent licensing scheme, but one that works incredibly well for those residents. A licensing scheme could help local government have sufficiency in resourcing to support this.

    Both hon. Members have mentioned having a different class of housing so that a separate revenue could be charged from that, but we could also look at doubling council tax or even at having a multiplier on council tax, at the local authority’s discretion. This could be one way of looking at how we can build that revenue back into the local area. Of course these people will then pay for those services—currently they are not—such as refuge collection and even parking schemes, which have an impact on areas. We could also limit housing, and we have heard from hon. Members how advantageous that would be to a local area as well. Nice has not only a strict fines regime to deal with significant antisocial behaviour, but the right to remove licences and to grant licences. It is looking at how it can place conditions on licensed properties. There would be real advantage, not in the Government holding those powers, but in giving them to local communities, through their local authority. It would make landlords themselves have more responsibility as well for the properties that they let, including through a third party—an agency—and it would bring in greater controls.

    Finally, let me look at the speed with which we need to bring this in. The Levelling-up and Regeneration Bill is before Parliament, and it talks about opportunities associated with things such as second property reform. As we have heard, for many people we are talking not just about a second property, but a third, fourth and so on. I have heard that some have more than 100 properties; this is a very highly organised industry. It would seem appropriate that the Government could table an amendment or new clause to that Bill to look at this issue and address the matters before us. If we do not act now, the housing issues that the Minister and his team are trying to resolve, which are complex and growing, are going to just get worse and worse. Therefore, I would really welcome more discussion with the Government about how we are going to move this rapidly into legislation to end this nightmare for our residents. Given the number of Members from across the House and their communities that this has an impact on, may I suggest to the Minister that he holds a roundtable with us so that we can discuss these issues at length? I think that across the House we all share the view of what we need to achieve, and I am sure that we can find the right solutions for government and for our communities.

    I beg to move,

    That this House has considered the future of rail.

    It is a pleasure to serve with you in the Chair, Sir Charles. On 27 September 1825, as Stephenson’s Locomotion powered its way up out of Shildon towards Stockton, the eyes of the world marvelled at the height of British engineering. As we prepare for rail’s bicentenary against the backdrop of a different set of challenges, the excellence of British engineering can once again capture the imagination of what can be achieved and ignite a new transport revolution.

    Today, I will set out why consolidation and intersection with other forms of transport and energy technologies is essential if Britain is once again to lead the transport revolution, and why it is vital that the Government invest in this unique global rail supercluster for rail’s bicentenary. I am ambitious for rail and I am ambitious for Britain.

    It will not be lost on anyone in this debate that York is where that revolution will occur. After all, York made the railways and the railways made York. The partnership between York University and Leeds University centres the future of digital and advanced rail, including the Institute for High Speed Rail and System Integration at Leeds University, bringing together the very best of transport, academia and digital technologies with the 13 leading rail education providers in the region, including the Institute of Technology at York College, which I visited recently.

    We love our steam trains; whether it is the Mallard or the Flying Scotsman that fills people with greatest pride, our rail heritage is a natural draw for anyone across the network. Today, York has over 100 rail companies, which are at the forefront of engineering, operations, software development, timetabling and planning, providing over 5,500 of York’s top jobs and 9,500 jobs in the surrounding region, and consolidating York’s rail cluster, which is the largest outside London and now eager to take us forward once more.

    I congratulate the hon. Lady on securing this excellent debate. Does she agree that there is not a good case, but an overwhelming case, to make York the headquarters of Great British Railways?

    I thank the right hon. Gentleman for his intervention. Where else can Great British Railways locate itself but in York if it is to level up the whole country? That really must be the argument we make.

    The York Rail Innovation Community already oversees the intersection of rail businesses and innovations, enabling the northern rail economy to generate over £42 billion, according to the University of Leeds. It draws on the University of York’s Institute for Safe Autonomy, bringing new technologies and robotics together, and opening up a new conversation for the future of rail and the future of transportation, and modernising how we think about rail and transport. The institute’s £12 million programme leads global research to provide industry, regulators and researchers with guidance on assuring and regulating robotics and autonomous systems, including those on rail. York’s work is setting global standards and ensuring that such systems are safe.

    Taking the search for answers into applied testbeds, such as the advanced rail test facilities, widens possibilities and the collaborations between York, Leeds, Sheffield, Huddersfield and Hull. This is not just a rail cluster, but a transport cluster. Interlink that with the new headquarters of Active Travel England, and we will have end-to-end connectivity and endless possibilities. Now that the Government are seeing such enthusiasm for BioYorkshire, Yorkshire’s green new deal and advancing a new generation of fuels, including links to the Teesside and Humber energy clusters, even more future technologies open up, with new innovations between transport and energy clusters.

    The electric vehicle revolution is too slow, too expensive, with too little infrastructure and too few people engaged, and it is not sustainable enough. We need travelling by train to be competitive with travelling by road. Pricing matters. Rail advancement will be far more efficient, faster, cleaner and greener, if we are to decarbonise and claim the climate dividend to keep the target of 1.5 degrees alive. That must be our bicentenary challenge.

    As a nation, there are significant challenges we need to address. Post pandemic, the trains need to see patronage restored and advanced, better timetabling and intermodal end-to-end connectivity, not least connectivity from main lines to improved branch lines, to consolidate opportunity. The very best industry expertise across the railways in York is ready to rise to the challenge. With fuel prices escalating, the Government must seize the moment to achieve a sustained and sustainable modal shift.

    Although the integrated rail plan came as a bitter blow to us in Yorkshire, centring Great British Railways’ future on driving up patronage, accessibility, connectivity and reliability across the towns and cities of our region will address some of the Williams-Shapps plans. I know other colleagues will reinforce the point and urge the door not to be closed on our ambition.

    I congratulate my hon. Friend on securing this important debate. Entire sections of the transport infrastructure, especially in the north, are just not up to the job. A good example is the Hull to Selby route. We have been begging and pleading for years for that rail line to be electrified. Does my hon. Friend agree that it is about time the Government got their finger out?

    My hon. Friend is always to the point in expressing the frustration of his constituents, and detailing the opportunity that electrification of the Hull to Selby line would draw to the whole region.

    My hon. Friend is making an excellent speech. The problem in the north is much greater, because most of the north suffers from the situation identified by my hon. Friend the Member for Kingston upon Hull East (Karl Turner); we lose the economic benefits that would be brought by electrification. If the Government are serious in their levelling-up rhetoric, the people of the north need to see that. The Government need to take action.

    My hon. Friend is right. I know his frustrations for Bradford, and the opportunity he wants to bring to his constituents and his city through greater connectivity.

    The reason for this debate is to lift the sights of the Minister beyond York and Yorkshire, and beyond even our railway nation. The UK could once again take pride of place in marketing the very best in railway planning, operations and engineering globally. If we are looking for a reason for global Britain, the operational and engineering expertise grown in our rail cluster in York, mixing the intermodal intersections with the next generation of energy, could be globally marketable and transformative. Already students from 120 countries study in Yorkshire. Global companies already understand the power of what is happening in York. Bosch has just made a significant investment in the city, building partnerships and integrating with other high-tech initiatives. The Government must invest if we are to move forward over the next 200 years of rail.

    York also stables the Network Rail trackside repair fleet. My recent visit to Holgate engineering works showed me how the most advanced trackside safety developments are being integrated into the fleet, with robotics, digital and high-end scanning equipment filling these yellow mechanical engines. That will give the UK the reputation for having the safest railway anywhere in the world. Again, that will be priceless when exporting our safety capability.

    York’s Rail Operating Centre—the largest in the UK—has tech that mirrors that of a spaceship. Every inch of the network is mapped live, overseen and monitored across a series a sophisticated digital tools, which enhances rail operations. It is preparing us for the future, playing a key role in plans to introduce the next generation of digital signalling on the east coast and beyond. Network Rail’s training centre for professional development is already in the city and helping to take this revolution forward, with more than 1,000 Network Rail staff already working in York.

    Every time I meet York’s engineers, excitement for the next development greets me. My thinking is transformed, my mind left marvelling. This is what we can do when we build a sustained rail cluster. When the network’s guiding mind is anchored and embedded in the midst of such developments, and the sparks of each rail entrepreneur are joined together, the future of our rail is set ablaze. That is why I am calling for investment for the rail bicentenary. The Minister will see its return.

    As for freight—perhaps the most challenging but neglected area of the network—investment in innovation has never been more needed. High Speed 2 and Northern Powerhouse Rail were partially about freeing up track for freight. That argument got lost as the debate turned to speed and costs. Our freight capability is woeful. Now coal remains in the ground, and while the likes of Drax see biofuels slowly chug their way from Liverpool docks to Selby, investment is urgently needed to drive freight forward.

    I thank my hon. Friend for her speech. She mentioned the port of Liverpool; trading goods through the port of Liverpool has expanded dramatically, but it has put far more freight into lorries in an area with some of the worst air quality in the country. The Government’s answer is to build another road, which will increase roadside emissions and go through a much-loved country park. Through her, may I make a plea to the Minister that it be reconsidered and that rail be seen as the option not just to address those short-term challenges, but because the long-term success of our freight transport depends on massive investment in rail?

    To harness the opportunity provided by the bicentenary of British Rail, investment in the freight industry will be the gamechanger for our logistics and transport.

    Those living in Kent are constantly reminded of the challenges of road haulage. However, the last couple of years have exposed the risks that the logistics industry is facing. Short-term fixes do not address the twin challenges of climate and workforce. As motorways turn into motels, a modal shift from road to rail for freight must be a priority. Cutting emissions, addressing the skills shortage and moving goods reliably is not only good for the climate, but better for business, which can become more dependable, meeting just-in-time demands that are essential in logistics. Moving goods from road to rail must be the rail cluster’s bicentenary challenge and the Minister’s focus. If we get the engineering, logistics, planning and operations right on freight, we can be confident of export demand for another product from global Britain: not just capability, but know-how, too. That is the prize for the industry.

    The brilliant minds that serve our industry are the people who, at the height of the pandemic, got on our trains, repaired our tracks and advanced the network. Some, such as Belly Mujinga, gave their lives. We truly honour our transport workers and their unions—ASLEF, the National Union of Rail, Maritime and Transport Workers, the Transport Salaried Staffs’ Association and Unite—who have worked tirelessly to keep staff and us safe, and to keep people in work.

    We have difficult months ahead, but the Government must guarantee job security and good wages as staff work to rebuild the future of the industry to be even better than before. We need to enable all—from the station porter and train cleaner, to ticket office staff, trackside engineers, operators, designers, controllers, electricians and train drivers—to know that they are valued in our rail family, as they keep us safe and take our industry forward. Although consolidation of York’s rail cluster will level up our city, address the low-wage economy and accelerate inward investment for York and the region, it is what York’s rail cluster can deliver for levelling up across the whole country that excites our city the most. We believe that can be achieved only if Great British Railways is anchored in York and if investment in the sector’s research and development powers that opportunity.

    York has the very best of our rail past and present, but in politics we cannot change the past; it is the future that is placed in our hands. I look at the girls and boys in my city, who are all mesmerised by our rail story. The National Rail Museum’s new galleries will give them the first taste of rail engineering and spark their ambition to be the planners, operators and engineers of the future as they embark on their science, technology, engineering and maths journey. Our collective ambition will realise the potential power of York’s rail intersectional clusters to deliver the very best rail future—all delivered on the site of the old British Rail carriage works, adjacent to just about the best-connected station in the country.

    Great British Railways will be no add-on in York; it will anchor Britain’s rail future, ignite Britain’s rail ambition and deliver the next chapter of our Great British Railways revolution like no other place can. The bicentenary of rail gives the Minister the opportunity to invest in the future of passenger and freight. That will be the pride of my city, and that is our offer to the future of rail.

    I rise to express my serious concerns about the principle of mandatory vaccination, not for any ideological reasons but because it will have the contrary effect to that intended and therefore is wrong.

    My concerns are first and foremost for public safety and also patient safety. That is the analysis I bring; having worked in the NHS for 20 years as a clinician, that is drilled into us from day one. The Government’s lack of strategy in managing this pandemic is astounding and they must understand that we need to get ahead of the virus in order to lock it down, as opposed to locking people, and their futures, down. A lack of consistency also continually comes through their policies. They cannot have it both ways; there must be one approach that carries that thread of containing the virus. They cannot say to one venue that they are are going to lock it down but tell another venue it has all the freedoms it needs, because that simply does not work; in fact, it is dangerous, and therefore the Government need to get a grip.

    The very people we revered—who just a year ago we were clapping and calling our heroes—are the very people who are now exhausted, traumatised and frightened, and the legislation before us will sack them. For two decades I was their colleague and I know the dedication, compassion and care they give to their patients; I was their trade union leader and I know their professionalism and the sacrifice they give for the people they care for. I will not undermine that trusted relationship, which is absolutely essential in delivering healthcare in our country, and I will not ride roughshod over Labour’s NHS constitution, which pledges to assist people to participate fully in their own healthcare decisions and to support them in decision making. I will not turn my back on working people, and I will never forget my roots and those I served alongside. While the Prime Minister partied, NHS workers put on layers of personal protective equipment and fought for lives. That is what those in the NHS do: you make sacrifices and while traumatised you just keep going.

    My Friend’s excellent work as a trade union leader in the NHS is well understood. She is speaking on behalf of NHS workers; has she any idea how many will be affected by this totally wrong attempt to force vaccinations and passports on people?

    I am grateful to my hon. Friend for making that intervention and he makes a point I wanted to make myself. The Government’s estimate on that in their impact assessment is 123,000, and even in the best-case scenario 62,000 will lose their jobs, which the NHS simply cannot afford.

    I apologise. I know my hon. Friend knows about care and health workers so she knows how dedicated they are; they have a vocation. Does my hon. Friend agree that the Government can and should stop going too far? Let us not break the trust between patient and worker and between Government. Let us go down the route, which has been proven to work, of persuasion and education, and ask them and work with them to distil the fear.

    I thank my hon. Friend, who represents her constituents so well. There is an alternative path and we can take it today. We know that the Prime Minister is allowing people to go to pubs and clubs unmasked, while he is sacking NHS staff who are wearing full PPE and testing. Some 93% of NHS staff are vaccinated; figures from the Office for National Statistics show that 4% of people are vaccine-hesitant, which rises to 21% among minoritised communities. As 22.1% of NHS staff are from minoritised communities, the regulations will target black workers. In fact, 26.8% of workers of mixed race are not vaccinated; that is in the Government’s impact assessment, which also gives the figures for black workers. The regulations therefore indirectly discriminate against black workers.

    Unvaccinated staff are frightened. On Friday, I spoke to someone in my constituency who has worked for the NHS for 16 years. Her father had a vaccine. His heart stopped. Miraculously, NHS workers brought him back to life; he is now in a critical condition. She is frightened. She tests; she wears PPE; she has sacrificed everything. She will be sacked.

    I want all NHS and care staff to have vaccine counselling and education with a qualified practitioner who holds the right competencies so that concerns can be explored, not with line managers, who just do not have the competencies. I want everyone to be vaccinated—I cannot stress that enough—but I want to win the trust of staff, not push them further away, as the Government’s approach will. In York, where we have focused on those trusted conversations, we have seen 99% of our social care staff vaccinated. It just shows what works and what makes the difference.

    We do not want to push people further away. We want to bring them in, win their trust and win their confidence, because we will have to ask more from our health and care staff as things get harder—we certainly will if there are fewer people to deliver the service. Let us do what works—enforcement never does. The regulations are vaccine-illiterate.

    If 123,000 people lose their job in the midst of a health and care crisis, it will be catastrophic, not least as people are starting to hand in their notice now. Why go through another tough winter of trauma when we do not have to? The regulations will make it worse. We know that two vaccines, or even three, will reduce transmission of the virus, so get your jabs! But they will not stop transmission, so let us move to better PPE, FFP3 masks, daily testing and better biosecurity. Rather than pushing the regulations today, I urge the Government to go away and come back to the House with a plan for us to vote on in January. That is good governance and the way forward.

    As a trade unionist, I am not prepared to be complicit in the sacking of our NHS and care staff. Trade unionists fight for working people; we are never complicit in writing their P45. As a trade unionist, I came to this place to fight for working people. I therefore urge that we change course and put staff and the care that they have for their patients first.

    Despite the Government praising the vital work of charities during this crisis they are now cutting off vital support while many are at risk of closure and still more are having to make cuts to their services.

    When charities are crying out for help, it is shocking that the Government is prioritising handing £1.4m to one of the Big Four accounting firms for work that is usually done in the public sector.

    With one in 10 charities at risk of going under, time is running out.

    These organisations are helping our communities get through this crisis. The Government needs to support them before it is too late.

    Below is the text of the comments made by Rachael Maskell, the Shadow Minister the Voluntary Sector and Charities, on 19 June 2020.

    The economic challenges of Covid-19 have had a devastating impact on charities. Charities have lost much of their income and half of charity staff have been furloughed. Without further support measures, there may be many more significant redundancies across the sector.

    Many people across the country rely on the variety of services and support the charity sector provides. However, while fundraising is limited and without Government intervention, many of these charities will be unable to cope with the increased demand of their services.

    This is deeply concerning and Labour is calling on Government to provide the recovery support needed. Not to do so will place enormous pressure on public services and will result in many people in our communities struggling without the vital support and care they need.
