    PRESS RELEASE : NI party-to-party dialogue in roundtable discussion with the Secretary of State for Northern Ireland [February 2023]

    The Secretary of State for Northern Ireland, Rt Hon Chris Heaton-Harris MP today met NI parties to discuss the issues caused by ongoing governance gap in Northern Ireland, the UK-EU negotiations on the NI Protocol and NI’s challenging budgetary situation.

    In attendance were Emma Little-Pengelly MLA and Gordon Lyons MLA of the DUP, Mary Lou McDonald TD and Michelle O’Neill MLA of Sinn Féin, Naomi Long MLA and Stephen Farry MP of Alliance, and Doug Beattie MC MLA and Steve Aiken MLA of the UUP, and Claire Hanna MP and Matthew O’Toole MLA of the SDLP.

    During the meeting, the Secretary of State set out the next steps concerning Executive formation, following the introduction of legislation in Parliament today extending the period for formation by one year to 18 January 2024. The legislation will also enable the Government to bring this new period to an early end and move to elections sooner, if it becomes necessary.

    During discussions about governance in NI, the Secretary of State informed the parties that the quickest and simplest way to implement Dáithí’s Law is to affirm the legislation in the NI Assembly. He has written to the NI parties with a step by step guide to  how they can achieve this.

    Discussions also reflected upon the recent passing of the 2022/2023 Northern Ireland Budget Bill as well as the priorities and challenges for 2023/2024 NI Budget with the Secretary of State stating that he will shortly be setting the NI Regional Rate for the next financial year.

    The meeting ended with the Secretary of State stressing the importance of restoring the Executive in the interests of people in Northern Ireland.

    Commenting after the meeting, Secretary of State Chris Heaton-Harris said:

    It is disappointing that further legislation to extend the period for Executive formation has had to be introduced but I am aware that many people in Northern Ireland are not in favour of another Assembly election at this time.

    I’ve been encouraged by my discussions with the parties today but there is no doubt that the absence of a devolved government is having an impact on Northern Ireland with important legislation and public services impacted by the lack of an Executive.

    My priority remains the restoration of fully-functioning power-sharing institutions and I will continue to work with the NI parties to ensure this happens as soon as possible.

    Defence Ministers agreed to work together to support Ukraine, as NATO partners. Further collaboration will take place through shared projects like the Global Combat Air Programme (GCAP).

    The UK and Italy have agreed to further strengthen military collaboration as Defence Ministers Ben Wallace and Guido Crosetto signed a new Joint-Statement of Intent on bilateral defence co-operation.

    The agreement was signed on Thursday following a bilateral meeting and will see deeper cooperation and collaboration across military operations, particularly in the space and cyber domains.

    The ability of the UK and Italian armed forces to operate together and develop shared capabilities to minimise costs is also part of the agreement.

    During a bilateral meeting, Ministers discussed the Russia’s illegal invasion of Ukraine, as well as the security situation in Libya and ongoing tensions in the Eastern Mediterranean and Western Balkans.

    Defence Secretary Ben Wallace said:

    Through this new defence agreement with Italy, our long-standing ally and friend, we are deepening our defence collaboration at a vital time for security across Europe and the wider world.

    Working together as NATO allies to support Ukraine, and also on joint projects including the Global Combat Air Programme, we continue to promote our collective industries and increase our capabilities.

    The Defence Ministers were joined by UK and Italian Foreign and International Trade Ministers at the Pontignano Conference – the biggest and longest-running UK-Italian diplomatic event, taking place on an annual basis.

    The meeting of the UK and Italian Defence Secretaries was the first since the Global Combat Air Programme (GCAP) agreement – a trilateral project between the UK, Italy, and Japan, which was announced by the Prime Minister in December and will deliver the next phase of a combat air fighter jet development.

    Due to enter service by 2035, the ambition is for a next-generation jet fighter, enhanced by a network of capabilities such as uncrewed aircraft, sensors, weapons and advanced data systems. Collaboration among the three advanced industrial nations allows sharing of advanced technologies to get the best military capabilities, shares the cost of development as we modernise our capabilities and will strengthen the industrial base in each country.

    As part of the trip, the UK Defence Secretary also visited the Leonardo’s aircraft division in Turin, where he met the company’s CEO and discussed the work on GCAP.

    Social housing landlords will have to investigate and fix damp and mould in their properties within strict new time limits, Housing Secretary Michael Gove announced today (Thursday 9 February).

    The Government has tabled amendments to the Social Housing Regulation Bill to introduce ‘Awaab’s Law’, which will require landlords to fix reported health hazards within specified timeframes.

    The move comes in the wake of the tragic death of two-year-old Awaab Ishak, caused by the damp and mould in his home, which was managed by Rochdale Boroughwide Housing. The Government continues to block funding to Rochdale Boroughwide Housing to build new homes until it can prove it is a responsible landlord.

    The Housing Secretary made the announcement on a visit to Rochdale today where he met with Awaab’s family and the Interim Chief Executive at Rochdale Boroughwide Housing.

    A consultation will be launched later this year to set the timeframes within which landlords will have to act to investigate hazards and make repairs.

    The new rules will form part of the tenancy agreement, so tenants can hold landlords to account by law if they fail to provide a decent home.

    The changes come as the government makes amendments to the Social Housing (Regulation) Bill that will drive up standards in the sector and hold landlords to account over the service they provide to their tenants.

    Secretary of State for Levelling Up, Housing and Communities Michael Gove said:

    The tragic death of Awaab Ishak should never have happened. He was inexcusably let down and his family repeatedly ignored. I want to pay tribute to Awaab’s family for their tireless fight for justice over the last two years.

    Today we have announced tough new laws to force social landlords to fix their homes within strict new time limits.

    Those landlords who continue to drag their feet over dangerous damp and mould will face the full force of the law.

    Our Social Housing Bill will enshrine tenants’ rights in law and strengthen the Housing Ombudsman and Regulator’s powers so that poor social landlords have nowhere to hide.

    Awaab’s Law will help to ensure that homes across the country are safe, decent and warm.

    The government has already committed to a rapid review of existing guidance on the health impacts of damp and mould, followed by new guidance tailored to the housing sector, to be published by Summer 2023.

    Further powers, announced today, will continue to bolster the Housing Ombudsman in ensuring landlords learn from past mistakes.  The Ombudsman will be able to instruct landlords to measure their service against guidance on issues such as damp and mould, to help drive improvements following complaints from tenants.

    Other amendments tabled today will continue to strengthen the Bill, including improvements to insolvency arrangements, data protection and the requirement for written reports after inspections.

    The new proposals for Awaab’s Law will be introduced via secondary legislation. It follows the Housing Secretary’s recent announcement of £30 million for Greater Manchester and the West Midlands to begin works on improving the quality of social housing in their region.

    A significant milestone has been reached in the build programme for the Dreadnought ballistic missile submarine programme.

    • Steel has been cut on third submarine in future nuclear deterrent programme.
    • Supporting tens of thousands of jobs and apprenticeships in north-west England and across the UK.
    • Continued momentum on one of the UK’s largest defence programmes.

    A significant milestone has been reached in the build programme for the Dreadnought ballistic missile submarine programme.

    In a ceremony today, the steel has been cut on Warspite, the third of four new Dreadnought Class submarines, currently in build at BAE Systems’ Barrow-in-Furness site.

    Supporting tens of thousands of jobs across the UK, with 13,500 in the north-west of England specifically, this manufacturing milestone marks significant progress in one of the most complex engineering projects ever undertaken in the UK.

    With 605 apprentices and 126 graduates also currently based in Barrow-in-Furness, the Dreadnought programme brings huge benefits to the BAE Systems’ Submarines Academy for Skills and Knowledge, training the next generation of high-skilled engineers to build and maintain the UK’s submarine capability into the future.

    Defence Procurement Minister, Alex Chalk KC, said:

    Our nuclear deterrent protects every UK citizen from the most extreme threats, every minute of every day, and progress on the Dreadnought Class is crucial to maintaining our national security.

    This milestone is a significant step forward in the Dreadnought programme, supporting thousands of jobs and apprenticeships across the country, and protecting the UK and our allies for decades to come.

    Comprising four new ballistic nuclear submarines, Dreadnought, Valiant, Warspite and King George VI, the Dreadnought Class will replace the Vanguard Class fleet.

    Work will now continue on Warspite, alongside the first two boats – Dreadnought and Valiant – incorporating some of the most advanced systems ever built and using world-leading technology to deliver an effective and intensely formidable capability.

    Rear Admiral Donald Doull, Senior Responsible Officer, Dreadnought, said:

    Today is an important step in the ongoing delivery of the Continuous at Sea Deterrent. It is a key milestone for the Programme’s mission to replace the current Vanguard Class submarines with four Dreadnought Class submarines, enabling their successful entry into service.

    Successful delivery of the Dreadnought Programme is a challenge that will take the determined effort of everybody with a responsibility for supporting the Programme – getting to this milestone is a huge achievement, which reflects the personal and collective commitment of all concerned.

    With each submarine approximately 153.6 metres – around the length of three Olympic swimming pools – each boat will also boast 26.4 miles of pipework and more than 20,000 cables stretching 215 miles – further than travelling between London and Leeds.

    The Dreadnought submarines, which will start to enter service from the early 2030s, will protect not only our own vital interests but also those of our closest allies against the most extreme threats to our national security and way of life.

    Managing Director, BAE Systems Submarines, Steve Timms said:

    Today’s milestone is a really significant moment for the thousands of employees here at BAE Systems and across the submarines enterprise who are working together to deliver the Dreadnought Class.

    The UK government commits to play a key role in promoting stability and prosperity in the Arctic.

    The UK is today committing to play a key role in promoting stability and prosperity in the Arctic, as climate change triggers dramatic upheaval in the region.

    Under an updated policy framework, the UK government sets out how it will be the best possible neighbour for Arctic countries – partnering closely on environmental protection, scientific co-operation, defence and security, and trade.

    While the UK is not an Arctic state, it is directly affected by changes in the region as its nearest neighbour with much shared biodiversity. The Arctic is warming at 4 times the global average, increasing the risk of extreme weather, flooding and environmental degradation.

    Tackling climate change, halting biodiversity loss and upholding the rights of indigenous communities will therefore be at the heart of the UK’s Arctic policy.

    Russia’s illegal invasion of Ukraine last year has fundamentally undermined the peaceful co-operation and low tension that has characterised the 8-member Arctic Council – to which the UK is a State Observer – since its inception in 1996.

    Melting sea ice is also increasing geopolitical interest and competition in the region, with countries exploring the possibility of new shipping routes through Arctic waters.

    The new framework, Looking North, sets out how the UK will use its scientific, military and diplomatic strengths to respond to these challenges and opportunities.

    Looking North was formally launched at a reception on 9 February 2023 by Lord Goldsmith, Minister of State with responsibility for the polar regions at the Foreign, Commonwealth & Development Office. He said:

    The Arctic matters to the UK. We are the region’s nearest neighbour and share a common interest in its environment, security and prosperity.

    Our new policy framework sets out how we will be an active, reliable and influential partner in the Arctic – at a time of heightened geopolitical tension and with climate change posing an existential threat to the region as we know it.

    Drawing on our scientific, diplomatic and military strengths, the UK will work closely with our partners in the region to achieve our shared vision of a clean, green and stable Arctic.

    Drafted through engagement with Arctic partners, Looking North brings all existing UK policies relevant to the Arctic together, in line with the 2021 Integrated Review. It builds on the UK’s 2018 framework, Beyond the ice and integrates The UK’s Defence Contribution in the High North launched by the Ministry of Defence last year.

    The UK has sanctioned 7 Russian cyber criminals through coordinated actions with the US government.

    • seven Russian nationals have assets frozen and travel bans imposed
    • ransomware is a tier 1 national security threat, with attacks against businesses and public sector organisations increasingly common. Recent victims include UK schools, local authorities and firms – whilst internationally the Irish Health Service Executive, Costa Rican government and American healthcare providers were targeted
    • new campaign of concerted action is being coordinated with the US, after 149 British victims of ransomware known as Conti and Ryuk were identified by the National Crime Agency (NCA)

    Seven Russian cyber criminals have today (Thursday 9 February) been sanctioned by the UK and US in the first wave of new coordinated action against international cyber crime. These individuals have been associated with the development or deployment of a range of ransomware strains which have targeted the UK and US.

    Foreign Secretary James Cleverly said:

    By sanctioning these cyber criminals, we are sending a clear signal to them and others involved in ransomware that they will be held to account.

    These cynical cyber attacks cause real damage to people’s lives and livelihoods. We will always put our national security first by protecting the UK and our allies from serious organised crime – whatever its form and wherever it originates.

    Ransomware criminals specifically target the systems of organisations they judge will pay them the most money and time their attacks to cause maximum damage, including targeting hospitals in the middle of the pandemic.

    Ransomware groups known as Conti, Wizard Spider, UNC1878, Gold Blackburn, Trickman and Trickbot have been responsible for the development and deployment of: Trickbot, Anchor, BazarLoader, BazarBackdoor as well as the ransomware strains Conti and Diavol. They are also involved in the deployment of Ryuk ransomware.

    The ransomware strains known as Conti and Ryuk affected 149 UK individuals and businesses. The ransomware was responsible for extricating at least an estimated £27 million. There were 104 UK victims of the Conti strain who paid approximately £10 million and 45 victims of the Ryuk strain who paid approximately £17 million.

    Conti was behind attacks that targeted hospitals, schools, businesses and local authorities, including the Scottish Environment Protection Agency.  The group behind Conti extorted $180 million in ransomware in 2021 alone, according to research from Chainalysis.

    Conti was one of the first cyber crime groups to back Russia’s war in Ukraine, voicing their support for the Kremlin within 24 hours of the invasion.

    Although the ransomware group responsible for Conti disbanded in May 2022, reporting suggests members of the group continue to be involved in some of the most notorious new ransomware strains that dominate and threaten UK security.

    Security Minister Tom Tugendhat said:

    We’re targeting cyber criminals who have been involved in some of the most prolific and damaging forms of ransomware. Ransomware criminals have hit hospitals and schools, hurt many and disrupted lives, at great expense to the taxpayer.

    Cyber crime knows no boundaries and threatens our national security. These sanctions identify and expose those responsible.

    A wide range of organisations have been targeted by ransomware criminals, including at least 10 schools and universities in the UK, as well as hospitals, a forensic laboratory and local authorities. The Government of Costa Rica was also targeted last year.

    Ireland’s Health Service Executive were targeted by ransomware actors during the COVID pandemic, leading to disruption to blood tests, x-rays, CT scans, radiotherapy and chemotherapy appointments over 10 days.

    Another recent ransomware attack included Harrogate-based transportation and cold storage firm Reed Boardall whose IT systems were under attack for nearly a week in 2021.

    These sanctions follow a complex, large-scale and ongoing investigation led by the NCA, which will continue to pursue all investigative lines of enquiry to disrupt the ransomware threat to the UK in collaboration with partners.

    National Crime Agency Director-General Graeme Biggar said:

    This is a hugely significant moment for the UK and our collaborative efforts with the US to disrupt international cyber criminals.

    The sanctions are the first of their kind for the UK and signal the continuing campaign targeting those responsible for some of the most sophisticated and damaging ransomware that has impacted the UK and our allies. They show that these criminals and those that support them are not immune to UK action, and this is just one tool we will use to crack down on this threat and protect the public.

    This is an excellent example of the dedication and expertise of the NCA team who have worked closely with partners on this complex investigation. We will continue to deploy our unique capabilities to expose cyber criminals and work alongside our international partners to hold those responsible to account, wherever they are in the world.

    UK and US authorities will continue to expose these cyber criminals and crack down on their activities. This announcement of sanctions against 7 individuals marks the start of a campaign of coordinated action against ransomware actors being led by the UK and US.

    The National Cyber Security Centre (NCSC), a part of GCHQ, has assessed that:

    • it is almost certain that the Conti group were primarily financially motivated and chose their targets based on the perceived value they could extort from them
    • key group members highly likely maintain links to the Russian Intelligence Services from whom they have likely received tasking. The targeting of certain organisations, such as the International Olympic Committee, by the group almost certainly aligns with Russian state objectives
    • it is highly likely that the group evolved from previous cyber organised crime groups and likely have extensive links to other cyber criminals, notably EvilCorp and those responsible for Ryuk ransomware

    NCSC Chief Executive Officer Lindy Cameron said:

    Ransomware is the most acute cyber threat facing the UK, and attacks by criminal groups show just how devastating its impact can be.

    The NCSC is working with partners to bear down on ransomware attacks and those responsible, helping to prevent incidents and improve our collective resilience.

    It is vital organisations take immediate steps to limit their risk by following the NCSC’s advice on how to put robust defences in place to protect their networks.

    Victims of ransomware attacks should use the UK government’s Cyber Incident Signposting Site as soon as possible after an attack.

    Today, the UK’s Office of Financial Sanctions Implementation (OFSI) are also publishing new public guidance which sets out the implications of these new sanctions in ransomware cases.

    • Valery Sedletski
    • Valentin Karyagin
    • Maksim Mikhailov
    • Dmitry Pleshevskiy
    • Mikhail Iskritskiy
    • Ivan Vakhromeyev

    Making funds available to the individuals such as paying ransomware, including in crypto assets, is prohibited under these sanctions. Organisations should have or should put in place robust cyber security and incident management systems in place to prevent and manage serious cyber incidents.

    £96,000 was allocated to Moor Pool Heritage Trust in Birmingham in December 2022 from the UK Community Ownership Fund.

    Moor Pool Heritage Trust will purchase the Grade II listed building which is currently a snooker hall and community office and transform it into a multi-use community hub, known as completing the Moor Pool Jigsaw.

    The Trust also plan to upgrade the building including installing a new entry system.

    £204,316 was allocated to Glór Uachtar Tíre in Newry, Mourne and Down in December 2022 from the UK Community Ownership Fund.

    The organisation currently lease a building from which they run a variety of classes, social support groups and community activities. The building is up for sale and the funding will enable the organisation to purchase the building so they can continue to use it for the community. Their project name is, “Teach Uidhilin”.

    Wales’ Draft Budget will be debated today in the Senedd, as high inflation continues to stretch the finances of households, businesses and our public services across the country.

    Speaking ahead of today’s debate, Finance Minister Rebecca Evans said:

    Our Draft Budget protects public services, businesses, and our most vulnerable citizens in the face of a perfect storm of ongoing financial pressures.

    Our approach is designed to maximise the impact of all our available resources, despite the hard times we find ourselves in. This means balancing the short-term needs associated with the ongoing cost-of-living crisis with the continued need to make longer-term change and create a stronger, fairer, greener Wales.

    The Welsh Government’s Budget is worth up to £3 billion less over the 3-year spending review period than when it was originally announced, with the 2023-24 Draft Budget worth up to £1 billion less. Wales also faces a £1.1 billion shortfall in funding as a result of the UK government’s post-EU funding arrangements.

    The minister continued:

    We have taken some very tough decisions, but our approach will ensure every pound invested makes the greatest positive impact.

    We have re-focused our funding towards our 3 main priorities for 2023-24: protecting frontline public services and our ambitions for the future, continuing to provide help to those most affected by the cost-of-living crisis and supporting our economy through near-recession times.

    Last Friday the Welsh Government made an improved pay offer to trade unions, which led to the suspension of strike action across most of the NHS.

    The minister added:

    I recognise the ongoing challenges around public sector pay and we continue to work closely with unions to find a resolution to pay disputes. We fully understand the strength of feeling from the workforce.

    We will continue to do what we can with the resources we have, despite the UK government constantly refusing to give hard-working public sector workers a pay rise. The Spring Budget in March will be another opportunity for the Chancellor to rectify this, and we are re-iterating our calls for him to take action to protect public services.

    The Welsh Government’s Draft Budget allocates a further £165 million for NHS Wales to help protect frontline services as well as £18.8 million for the Discretionary Assistance Fund, providing lifeline emergency cash payments to people facing financial hardship.

    An additional £227 million is also being provided to local government to help safeguard the services delivered by councils, such as schools and social care. This funding also helps provide a £460 million 2-year business support package, which provides 75% rates relief and ensures there will be no inflationary impact in the amount of rates businesses are paying.

    “We want to improve equality and inclusion for all LGBTQ+ people, so as a community we feel safe to be ourselves free from fear, discrimination and hate.”

    Those were the words of the Deputy Minister for Social Partnership, Hannah Blythyn, who, alongside the Leader of Plaid Cymru, Adam Price, today (Tuesday, February 7) set out exactly how the Welsh Government will make a real difference to the lives, prospects, and outcomes for all LGBTQ+ people.

    Launching the LGBTQ+ Action Plan, which underlines Wales’ intention to advance LGBTQ+ equality and inclusion, the Deputy Minister said it was the first-time existing commitments had been brought together to set bold but realistic goals towards a society where “inclusion and celebration of LGBTQ+ people is rooted at its centre”.

    The Deputy Minister said:

    We have come a long way in the past few decades, but we cannot be complacent. Progress can and never should be taken for granted. LGBTQ+ communities remain under attack, with our hard-fought-for rights at risk of being rolled back around the world, including here in the UK.

    I’m proud that here in Wales LGBTQ+ rights are embedded in the Welsh Government’s Programme for Government commitments and the LGBTQ+ Action Plan is a commitment in the Co-operation Agreement with Plaid Cymru.

    The plan is ambitious but with hope at its heart. We are absolutely committed to meaningful change for LGBTQ+ communities, creating a society and country where LGBTQ+ people are safe to live and love authentically, openly and freely as ourselves.

    The Action Plan includes a wide range of policy-specific actions from improving safety, education, housing, health and social care, to promoting community cohesion and more.

    In particular, it shows a clear commitment to defending and promoting the rights and dignity of trans and non-binary people.

    Leader of Plaid Cymru Adam Price MS said:

    This plan shows how we are working together to make a more just, fairer, tolerant Wales. Politics is about making a difference and improving the lives of the people you serve.

    This means delivering change for everyone in society and we are proud to be working with the Welsh Government on our shared ambition for Wales to be the most LGBTQ+ friendly nation in Europe. This plan shows our concrete commitment to delivering that.

    The fact that this plan has been jointly developed by parties whose Members make up two thirds of our national parliament provides a strong basis on which to bring the Plan’s commitments to life as practical actions on the ground in our communities.

    Tackling all forms of injustice is essential and together we can create a fairer society, promoting the rights of everyone in the LGBTQ+ community.

    To mark the publication of the Plan, the two politicians – who are open members of the LGBTQ+ community themselves – visited the Pride and Protest exhibition at St Fagans National Museum of History, which includes protest banners and LGBTQ+ campaign badges from Amgueddfa Cymru’s collection of objects from Pride events across Wales.

    The Deputy Minister added:

    Welsh LGBTQ+ culture and heritage in Wales has contributed to our legacy and experiences as a nation – for too long our history has been hidden and these stories need to be told.

    The showcasing of LGBTQ+ stories in history and heritage is getting better. This exhibition is an excellent example, and the plan aims to build on this.

    Putting the actions into practice, across culture, education, health and more, will play a significant part in achieving our ambition of being the most LGBTQ+ friendly nation in Europe.

    The Welsh Government has worked with a wide range of LGBTQ+ communities and organisations to help develop the LGBTQ+ Action Plan, and it will act as the basis for developing future policy along with partners.

    Lisa Power is a lifelong LGBTQ+ activist who co-founded Stonewall and contributed to the development of the LGBTQ+ Action Plan. Lisa said:

    In my view, Wales is a shining beacon in this area.

    When many people look at LGBTQ+ issues, they only see the LGBTQ-ness of the people and they don’t recognise that we are citizens alongside everyone else.

    This Action Plan is clear on what it is going to do and how. It recognises that being LGBTQ+ is part of a more complex and often intersectional identity and that all kinds of matters affect us across our life.

    Through the work I do internationally, I increasingly get comments from people who recognise Wales as a country trying to protect all of its citizens – and that absolutely includes LGBTQ+ citizens.

    Davinia Green, Director of Stonewall Cymru said:

    I welcome the LGBTQ+ Action Plan for Wales. It is a clear and positive commitment, particularly important when hard-won LGBTQ+ rights are being challenged. This is an important part of the journey to creating LGBTQ+ inclusive society here in Wales, but not the end conclusion. We should not become complacent.

    If Wales is to become the leading nation in Europe on LGBTQ+ rights, tackling increasing hate crime, supporting inclusive RSE curriculum and removing healthcare barriers will be particularly important.

    Ambassador for organisations including Pride Cymru and LGBT+ Sport Cymru, sports reporter and presenter, Beth Fisher said:

    Growing up as a gay woman in Wales wasn’t always easy, and it was not always easy to be visible. This is why I am so grateful that the Welsh Government have put this LGBTQ+ Action Plan forward – to make Wales an easier place to live in for those who are within that community, to be their authentic selves.

    I hope that the Action Plan will ensure future generations are safer and able to express themselves how they wish.
