    A new approach to university funding, contingent on student earnings, could save taxpayers £60 billion, says new research

    This would also stop the scandal whereby students are encouraged to take on debt in return for poor quality, unhelpful university degree courses.

    The Higher Education funding system is failing students and taxpayers and is not sustainable.

    Public funding is at risk from the large taxpayer losses on student loans (ca. £10.5 billion per year).

    Meanwhile, the proposed tuition fee freeze until 2024-5, in the context of high inflation, will put universities under severe financial stress.

    Universities are paid for enrolling as many students as possible, rather than on the basis of the outcomes they deliver for graduates. This has resulted in abuses of the system such as the mismatch of students and courses, an explosion in the number of unconditional offers and the launch of courses with poor academic and economic value.

    Many students are getting a poor deal, and a large proportion will suffer an effective earnings loss from attending university due to low earnings and increasing loan costs, with a liability that can last 40 years and a capital repayment value that grows with inflation.

    The author’s proposal would allow universities to raise tuition fees above the frozen levels while requiring them to lend the difference to their students by means of risk and income sharing schemes. This would secure the extra resources they need while creating incentives for institutions to improve graduate outcomes and ensure courses are relevant.

    This would be a win-win all-round. Freezing the state loan at current levels could save taxpayers £60bn over twenty years. Universities new freedom to set tuition fee levels ensures they have the resources they need to teach and compete internationally. Students will gain from better courses now the interests of the institution are aligned with theirs.

    The IEA’s new paper, Setting Universities Free: How to deliver a sustainable student funding system, by Peter Ainsworth, Managing Director at Consulting AM and Tom McKenzie, Professor of Economics at CBS International Business School, argues that the university funding model is broken and needs fundamental reform.

    Students are experiencing a declining earnings premium, higher borrowing costs and, for many, poor quality courses. Universities are struggling with reduced revenues while academics complain about poor pay and working arrangements. The government has consistently sought to minimise the growing student debt that will be written off – and essentially funded by the taxpayer.

    The central problem, according to Ainsworth and McKenzie, is that universities are remunerated on the basis of how many students they can enrol, rather than on the basis of graduate outcomes. This incentivises the expansion of mass-market, low-quality courses that fail to prepare students for the workforce.

    The paper proposes an alternative funding model in which the university’s income is contingent on future earnings, thus marrying the long-term interests of students with those of the university. This will make universities more responsive to student demands, while forcing them to consider the suitability of the courses they offer and the students they enrol.

    The authors also propose lifting the tuition fee cap, to help universities prosper and compete both domestically and internationally allowing for new investment and higher productivity to ensure better value for money in the long-term.

    Freezing state support for higher education would also save taxpayers £60bn over 20 years and slowly phase out universities’ reliance on the state as inflation erodes the government’s contribution to tuition fee loans.

    Overhauling our current system is necessary to ensure that universities can match their foreign competitors, that they are accountable to students, that taxpayers are given value for money, and that universities’ success is tied to the success of its students rather than the number of students they can recruit. Implementing Ainsworth and McKenzie’s recommendations would be a strong first step in such an overhaul.

    Commenting on the report, author Peter Ainsworth, said:

    “In his first major speech as Chancellor Jeremy Hunt referred to our universities as one of the country’s great strengths. They will not stay that way without more money. Our scheme secures for them the extra resources they need without a single extra penny being required of the taxpayer. Students gain from the partnership this system ensures, so the institution will be invested in their success. It’s good for all parties and is the sustainable funding system that thus far has eluded the UK.”

    Co-author Tom McKenzie, said:

    “Discussion of higher-education funding tends to centre around access to university rather than what a university education actually does for a student. The system we propose both encourages access based on merit and incentivises institutions to consider employability as more than just another league-table statistic.”

    Commenting on demands for further windfall taxes on oil and gas companies, Andy Mayer, Chief Operating Officer and Energy Analyst at free market think tank the Institute of Economic Affairs, said:

    “Demanding a new windfall tax every time a company posts a profit is the politics of a banana republic. Few companies will invest where politicians are hostile to development before it happens, then punish success after the event.

    “Meanwhile we have a global energy crisis. The only near-term solution is to increase supply. The UK response has been to slap three windfall taxes on the North Sea, ban fracking, and promote ‘fairytale’ energy plans for alternatives, all of which still rely on 20-30 years further supplies of fossil fuels.

    “These policies drive away investment, increase our reliance on expensive dirtier imports, and undermine the tax base needed to fund a low carbon transition. If the imports are disrupted, with all countries chasing the same resources, the situation is perilous, with an elevated winter risk of the lights going out and elderly freezing to death in their homes.

    “This is not a situation in which Parliament should be prioritising juvenile anti-business posing and cowardly virtue signalling to nimbies.”

    Commenting on the Prime Minister’s decision to reinstate the fracking ban in England, Andy Mayer, Chief Operating Officer and Energy Analyst at free market think tank the Institute of Economic Affairs:

    “Restoring the fracking moratorium would be an error.

    “To rely on imported gas when we have 50-100 years supply under our feet is not a stance rooted in science or economics, but political weakness in the face of militant protest groups and anti-development campaigns.

    “This decision will not help the planet; the UK will become more dependent on gas imports, with higher emissions than local production.

    “It will not help the growth plan; we will be borrowing to pay Qatari and US taxes rather than building an industry.

    “It will not help the low carbon transition; there will be fewer fossil fuel taxes to fund it and the cost of all energy sources will rise.

    “It will not help our allies in the EU or Ukraine; surrendering further dominance of regional gas markets to Russian tyranny.

    “It seems the Government and Opposition are determined to risk blackouts and freezeouts before taking hard decisions rooted in reality.”

    “We are now in a political limbo as a result of this announcement.

    “We now have no way to help families and workers, no way to protect our health service and our health workers.

    Sinn Féin First Minister designate Michelle O’Neill has said the Westminster Joint Committee on Human Rights’ damning view of the British government legacy plans reinforces the need for the legislation to be scrapped.

    Michelle O’Neill said:

    “A leading Westminster Committee on Human Rights is the latest body to give a damning verdict on the British government’s legacy plans.

    “It is hugely significant that this cross-party committee has urged the British government to reconsider the Legacy Bill and the risk it poses to breaching human rights law.

    “The British state wants to cover up its role in the conflict and this bill is to give an amnesty to British state forces who killed Irish citizens and to attempt to block families from pursuing justice through inquests, prosecutions and civil cases.

    “The British government is fast-tracking this plan through Westminster and ignoring the voices of victims and families, all the political parties on this island, the Human Rights Commission and leading figures and bodies in the US, EU and UN who have pointed out flaws in this legislation.

    “The Tories must listen to the widespread opposition and bin their legacy plans now. This British Secretary of State Chris Heaton-Harris must withdraw this Bill without further delay and focus on delivering the full implementation of the Stormont House Agreement in a human rights’ compliant manner.

    “Sinn Féin will continue to stand with the families in their campaigns for truth and justice.’’

    “As night follows day, the publication of a report on Irish Unity by Professor Colin Harvey and Mark Bassett has been followed by criticism from unionist politicians about the use of Professor Harvey’s university logo.

    “How these unionist politicians still refuse to understand the concept of academic freedom is beyond me, university Vice-Chancellors do not and should not tell academics what to study, teach or research.

    “The attempts by unionist politicians to stifle academic debate need to stop.

    “Everyone is free to discuss, argue and participate in an informed debate on our constitutional future, the work of Professor Harvey and others is a vital part of that informed debate.

    Sinn Féin MLA Caoimhe Archibald has said the DUP’s boycott of the Executive is punishing businesses, workers and families and they should get back to work in an Executive immediately.

    Commenting on the statement today by the NI Chamber of Commerce, the party’s economy spokesperson said:

    “Everyday I speak to businesses in my constituency of East Derry and across the north and the message is clear. They want an Executive formed immediately to take important decisions to help tackle the challenges of the cost of doing business and the cost of living, and improve our economy.

    “Today the NI Chamber has highlighted the time lost for decisions to be made over recent months and the need for a functioning Executive.

    “Other leading business organisations such as the CBI and regional chambers have recently made similar calls.

    “The DUP’s boycott is punishing businesses, workers and families and it is untenable. Small businesses across our communities are struggling to keep their shutters up with businesses closing on a daily basis.

    “The DUP should join with the rest of us and get back into the Executive so we can all get on with our jobs and support people and businesses through this unprecedented crisis.”

    Government must establish All-Island Citizens Assembly on Constitutional Change – MacManus

    Sinn Féin MEP for Midlands North-West Chris MacManus has called on the Irish Government to establish all-island Citizens Assembly to look at constitutional change on the island of Ireland.

    MacManus was speaking at the planting of a ‘Crann na Saoirse’ at the Jim Gralton Monument in Effrinagh, south Leitrim, alongside Sinn Féin President Mary Lou McDonald and members of the Gralton family.

    MEP MacManus said:

    “Our constitutional future is being discussed by people from all walks of life in both public and private gatherings, formal and informal, across the island of Ireland. Europe is no different. As an MEP, I can tell you that without a doubt, decision makers from across EU are paying close attention to the debate on Irish Unity.”

    “In Brussels, like in many parts of Ireland, the conversation is moving more and more from ‘When Ireland is reunited’ rather than ‘if’. That is why I am calling on the Irish Government to establish an all-island Citizens Assembly that would include our diaspora to look at constitutional change on the island of Ireland.”

    MacManus concluded by saying that the EU should also play a role in discussions around re-unification.

    “As an MEP I have repeatedly expressed in Brussels, that the EU Institutions must also engage with civic society from across the island of Ireland so we know exactly what supports would be available to ensure a smooth transition from partition to Irish unity.”

    Speaking in Belfast today Sinn Fein Uachtarán Mary Lou McDonald said that the public want an Executive, to make people’s lives better, to do our best during this cost of living crisis, to help fix the health service, to build a better future for all our people and for our future generations.

    Mary Lou McDonald said:

    Thank you for coming along this afternoon.

    In May of this year, people voted for change.

    People voted to make politics work.

    Sinn Féin received a mandate to go into the Executive and share power with others, and for Michelle O’Neill to be First Minister.

    Since day one after the last election, Sinn Féin has been ready to form an Executive.

    At a time when workers and families and businesses are suffering from the incredible pressures of the cost of living crisis, when our health service needs fixed and waiting lists tackled, the DUP’s refusal to go into an Executive, their refusal to share power with the other parties, amounts to gross political negligence.

    The DUP is punishing the public.

    Inertia, inaction, and do-nothing politics is not acceptable.

    The British Secretary of State has been insistent that come Thursday at one minute past midnight should no First Minister and Deputy First Minister be appointed by an Assembly that he will call another election, which is required of him as the law stands.

    However, here with me today is the First Minister elect, Michelle O’Neill who stands ready to join the DUP, UUP and Alliance to form a Government today.

    MLAs must get to work and do the job they are elected to do.

    The Protocol can work better. That is the stated position of the EU, the current British Government, the US administration, the Irish Government and the rest of us support that end, sooner rather than later through a negotiated settlement.

    Continuing to block the formation of an Executive, and preventing an Executive doing its best to help people through this extremely difficult time, is unacceptable.

    This boycott must end.

    We do not want fractured relationships, we want partnership, co-operation and to make politics work in the interests of all the people, and Michelle O’Neill to be a First Minister for All working with partners in Government.

    Next April marks 25 years of the Good Friday Agreement.

    The huge potential this offers to platform the North and the Executive in order to attract further economic investment, good jobs and opportunities must not be missed.”
