Ukraine is interested in the Ukrainian Peace Formula being supported by as many countries as possible, so it is preparing a peace summit that can be held on the UN platform. This was announced by Head of the President’s Office Andriy Yermak in an interview with TV presenter Natalia Moseichuk.

“The President proposed to hold this summit precisely on the UN platform. We see it as a General Assembly and at the same time a summit. The support of the majority of countries for this peace plan is important to us. It is crucial to ensure that every country in the world considers it very important to end the war in Ukraine. And to end this war precisely on Ukrainian terms,” Andriy Yermak explained.

According to him, every country can find a point in the Ukrainian Peace Formula, the implementation of which will be important for it personally.

“For someone it will be food security, for someone it will be environmental security, for someone – nuclear security. Zelenskyy’s plan is designed in such a way that each country can find for itself where it can be a leader,” said the Head of the President’s Office.

He also emphasized that this plan was developed on the basis of the UN Charter and norms of international law.

“That is, today it is very difficult even for countries that take a neutral position to stand against any point of the plan,” Andriy Yermak said.

He emphasized that the President’s idea was precisely that such neutral countries as India, Brazil, other countries of Latin America and Asia should also see their interest in the implementation of the Ukrainian Peace Formula and be interested in ending this war.

“So that, firstly, they exert pressure on the Russian Federation, and secondly, they are not interested in helping the Russian Federation to continue this war. And you know that today, unfortunately, some countries even help circumvent the sanctions, which have become very specific and targeted over the past ten months,” Andriy Yermak summarized.

President of Ukraine Volodymyr Zelenskyy held a meeting with Minister of the Armed Forces of France Sébastien Lecornu, who is on a visit to our country.

The Head of State highly appreciated the solidarity and support that France and personally President Emmanuel Macron provide to Ukraine in the face of Russia’s full-scale armed aggression. “I want to thank President Macron for his comprehensive assistance to Ukraine, especially in this difficult time. I am also grateful to the President’s wife for supporting humanitarian efforts, and to French society for such a warm and extremely responsible attitude towards Ukraine,” Volodymyr Zelenskyy said.

The Head of State noted the successful holding in Paris of the International Conference on supporting Ukraine in the winter period, as a result of which additional emergency aid to our country in the amount of 1 billion euros was announced.

“Under the leadership of President Macron, a record amount of aid to our state was collected – financial, humanitarian, as well as generators. In this difficult time of challenges to Ukraine’s energy security, this was an important gesture on the part of the French Republic,” he noted.

Volodymyr Zelenskyy informed Sébastien Lecornu about the situation at the front and Ukraine’s current defense needs. The Head of State thanked for the military assistance provided by France aimed at protecting Ukrainian skies and strengthening the capabilities of the defense forces, in particular, with Crotale anti-aircraft missile systems and Caesar self-propelled artillery systems. Further practical steps to strengthen Ukraine’s defense capabilities with the support of France were discussed.

Volodymyr Zelenskyy emphasized the importance of liberating all temporarily occupied territories of Ukraine in order to restore stability in the region and return to world order. In this context, the President talked about the Ukrainian Peace Formula and the planned holding of the Global Peace Summit. He expressed hope that France would take the lead in one or more elements of the formula.

The parties exchanged views on topical issues of Euro-Atlantic integration of Ukraine.

The Minister of the Armed Forces of France conveyed friendly greetings from Emmanuel Macron to the Head of State and, on behalf of the French President, assured of the continuation of effective defense support for Ukraine next year.

Open and transparent reconstruction processes, equal and comfortable rules for investors are the basic conditions for the success of Ukraine and its accelerated economic growth. That is why our state seeks to become a member of the OECD Working Group on Bribery in International Business Transactions. This was stated by Head of the President’s Office Andriy Yermak at the event “Cooperation with the OECD and new horizons for the Ukrainian anti-corruption agenda: the responsibility of legal entities”.

“Ahead is an extremely difficult struggle. But we will certainly expel the occupier’s troops from our land. After that, we will have to restore what was destroyed. In order to build a successful Ukraine, it is necessary to continue to resolutely and systematically eradicate corruption. Open and transparent reconstruction processes, equal, fair and comfortable rules for investors are the basic conditions for success,” he said during his speech.

The Head of the Office of the President called the large-scale inflow of investments in Ukraine for accelerated economic growth a success in this context. He believes that our country’s membership in the OECD Working Group on Bribery in International Business Transactions will contribute to this process.

Today, Andriy Yermak thanked Chair of the OECD Working Group Drago Kos and all its members for the decision to grant Ukraine the status of a participant.

“This vote was historic and showed us and the world that we are moving in the right direction in this area. I emphasize: this decision is not a gift to Ukraine. This is the result of our hard work on the way to the highest anti-corruption standards,” said the Head of the President’s Office and assured that every member of the Working Group realizes that after this decision we need to work even harder, because membership in the OECD Working Group is Ukraine’s ultimate goal.

He also expressed gratitude to Deputy Chief of Mission at the US Embassy in Ukraine Christopher Smith.

“Thanks to the support of the American Embassy, we have expert power. Therefore, our movement towards the goal is much faster,” stated the Head of the Office of the President.

Regarding the topic of the event “Cooperation with the OECD and new horizons for the Ukrainian anti-corruption agenda: the responsibility of legal entities”, Andriy Yermak noted that the responsibility of legal entities is a difficult topic for discussion among academics and practicing lawyers. However, in his opinion, it is only through cooperation that it is possible to develop the best option for the implementation of this norm in Ukrainian legislation.

“The rules on the liability of legal entities for bribing foreign officials should work effectively and bring us closer to the standards of the OECD Convention,” he said.

Separately, the Head of the President’s Office thanked Chairman of the Verkhovna Rada Ruslan Stefanchuk, who also took part in the event, for his leadership in the law-making process. Andriy Yermak wished the participants of the round table a fruitful discussion.

The Office of Representative of the President of Ukraine in the Autonomous Republic of Crimea, on behalf of the Head of State, is working on developing bills to protect the rights of Ukrainian citizens in the temporarily occupied territories, launching new initiatives to support the indigenous peoples of Ukraine, expanding the geography of the Crimea Platform, as well as strengthening sanctions pressure on the Russian Federation in view of Crimea issues.

After the beginning of the full-scale invasion of Russia, the Office of Representative of the President of Ukraine in Crimea continued working effectively on the implementation of the Strategy of De-occupation and Reintegration of Crimea despite the effect of martial law and heavy criminal shelling by the occupiers, who are trying to leave Ukrainians without electricity and heat.

In addition, by his decree, the Head of State created a national office of the Crimea Platform on the basis of the Office of Representative and instructed to start work on the development of the internal track of the Crimea Platform.

In just one year of its existence, the Crimea Platform managed to raise the issue of de-occupation of Crimea to a much higher international level and prevent the world from forgetting that the Russian Federation’s war against Ukraine began with Crimea and will end in Crimea.

By order of the President, a clear and detailed plan of priority steps for the reintegration of Crimea is being developed, which include the restoration of the functioning of public authorities, the prosecution of collaborators, amnesty and lustration, verification of documents and review of illegal decisions of occupation courts. A vision of the economic recovery of Crimea after its de-occupation, which is filled with clear projects, has been separately shaped.

“The main message we are trying to convey now is that de-occupation is not just about liberating territories, but primarily about our people who live there. It is important for us that they know: you have not been forgotten, and every day we are bringing our victory closer for you. De-occupation is only a matter of time, which is why we are actively working with international partners and organizations, diplomats, ambassadors and parliamentarians to be ready. President of Ukraine Volodymyr Zelenskyy had a phone call with President of the International Olympic Committee Thomas Bach.

The Head of State noted the support for the Ukrainian athletes and the Ukrainian Olympic movement, and also called on the IOC to contribute to the restoration of the sports infrastructure in Ukraine destroyed by Russia.

Volodymyr Zelenskyy expressed disappointment with the presence of the president of the Russian Olympic Committee at the IOC summit on November 9 and with the intentions to return Russian and Belarusian athletes to international competitions under a neutral flag.

“Since February, 184 Ukrainian athletes have died as a result of Russia’s actions. One cannot try to be neutral when the foundations of peaceful life are being destroyed and universal human values are being ignored,” the President of Ukraine said.

According to him, the silence of athletes, coaches and officials condones aggression, and Russia uses sports for propaganda purposes.

The only fair response to such actions is complete isolation of the terrorist state on the international stage. In particular, this applies to international sports events.

Deputy Head of the Office of the President of Ukraine Ihor Zhovkva had a phone call with Director of the Spanish EU Presidency Coordination Office María Aurora Mejía Errasquín.

The interlocutors paid the main attention to Ukraine’s progress in implementing the recommendations of the European Commission, which are necessary for further progress towards EU membership.

Ihor Zhovkva informed the Spanish side about the recent achievements of our state on this path, in particular about the adoption by the Verkhovna Rada of the Law of Ukraine “On National Minorities (Communities) of Ukraine” in the second reading.

“After the adoption of this law, Ukraine has become one step closer to the European Union. Two more draft laws in the framework of the implementation of the recommendations of the European Commission are under consideration by the Parliament and I hope they will be adopted in the near future. In this regard, we count on the European Union taking into account Ukraine’s progress in implementing the recommendations already in the spring of 2023,” said the Deputy Head of the President’s Office.

The security situation in Ukraine and the functioning of the energy industry were discussed separately.

Ihor Zhovkva noted Spain’s prompt and significant assistance in maintaining the work of the Ukrainian energy sector, which suffered significant destruction as a result of massive missile attacks by the Russian Federation.

President of Ukraine Volodymyr Zelenskyy had a telephone conversation with President of the United States of America Joseph Biden.

The Head of State expressed his gratitude to the U.S. counterpart for another package of defense aid announced last Friday. As well as for consistent support of the sovereignty and territorial integrity of Ukraine, for leadership in consolidating international efforts to counter Russian aggression.

Volodymyr Zelenskyy emphasized that Ukraine wants to achieve peace and drew attention to the importance of consolidating international efforts to reach this goal. It was for this purpose that during the G-20 summit, the President of Ukraine presented the Peace Formula, which provides for 10 critically important steps, the implementation of which will make it possible to stop the war.

Volodymyr Zelenskyy outlined the vision of the Ukrainian side regarding further work in this important direction, and came forward with the initiative to convene a Global Peace Summit.

Volodymyr Zelenskyy expressed his gratitude for the unprecedented defense and financial assistance provided by the United States to Ukraine. It helps not only to succeed on the battlefield, but also to maintain the stability of our nation’s economy.

The Head of State informed about the consequences of the Russian missile terror, which led to the destruction of about 50% of the Ukrainian energy infrastructure.

In this regard, Volodymyr Zelenskyy praised the aid allocated by the United States for the reconstruction of Ukraine’s energy system. He expressed hope for further deepening of cooperation in this area.

The President also emphasized the importance of capable air defense. Volodymyr Zelenskyy called on President Biden to do everything possible to help protect the civilian population of Ukraine and its critical infrastructure. Head of the Office of the President Andriy Yermak held a meeting with the G7 ambassadors accredited in Ukraine.

He presented to foreign diplomats the peace formula proposed by President of Ukraine Volodymyr Zelenskyy when he delivered an online speech at the G19 summit, which took place in Bali, Indonesia in November.

As the head of the Office of the President said, the development of such a document is important to overcome the Russian narrative, especially widespread in the countries of Africa, Latin America and Asia, that Russia is allegedly ready for negotiations and ending the war, while Ukraine refuses.

“According to the President, we need a clear and open plan for peace,” the head of the Office of the President said, informing the diplomats in detail about the points that make up the plan.

In particular, Yermak said that Ukraine promotes the peace formula at all international meetings and roundtables and explains what a fair end to this war should be.

“We strive to be open, transparent and understandable for everyone in the world,” the head of the President’s Office said.

He said: the Ukrainian peace formula is built in such a way as to end the war and make it impossible to repeat the aggression, the seizure of territories, as well as nuclear and food blackmail and damage to the environment.

Yermak said that Ukraine is counting on the support of the peace formula by the G7 states and offers the states to become leaders in the implementation of some of its points.

“In addition, we are initiating the launch of a diplomatic process to work on the implementation of the formula. The first practical step could be a meeting of leaders to show unity in the pursuit of peace,” he said.

The head of the Office of the President thanked the representatives of the G7 states for supporting Ukraine in the fight against Russian aggression. He said that their help is important both for the Ukrainian army, which is resisting the Russian aggressor, and for the civilian population, which has to survive the winter in conditions when the Russian Federation continues its attacks on the Ukrainian energy infrastructure.

In addition, Yermak called for continued cooperation in overcoming the food crisis, in particular through the implementation of President Volodymyr Zelenskyy’s Grain from Ukraine initiative.

“The world should know that the United States, Canada, Germany, Japan, France, the United Kingdom, Italy – we all are together. And we, not Russia, help people, especially children, in Africa, and Asia. And this crisis happened because Russia invaded Ukraine,” the head of the President’s Office said.

As part of his visit to the USA, President of Ukraine Volodymyr Zelenskyy held a meeting with Speaker of the US House of Representatives Nancy Pelosi.

The Head of State thanked Nancy Pelosi for her leadership in providing support to Ukraine and the Ukrainian people in all possible ways.

“Thank you very much for the invitation. It is a great privilege to be here to address the Congress and all Americans. This is a great honor for me,” Volodymyr Zelenskyy said at a briefing after meeting with Nancy Pelosi.

He noted that he will speak in the Congress in English as a sign of respect and gratitude to the great American people who have supported Ukraine in the struggle for freedom and common democratic values from day one.

The President emphasized that the US Congress is a great friend of the Ukrainian people and the freedom of our country.

The Head of State expressed hope for the continuation of solid bicameral and bipartisan support of Ukraine in the Congress, thanks to which our country receives the much-needed military, financial and humanitarian aid.

During the briefing, Nancy Pelosi noted that it is a great privilege and pride to welcome President Volodymyr Zelenskyy to the Capitol.

“You are visiting us at a time when Congress is preparing another consequential round of security, humanitarian and economic aid. Hopefully it will happen within 48 hours,” she said.

The Speaker of the House of Representatives also welcomed President Joseph Biden’s decision to provide Ukraine with Patriot air defense systems, additional HIMARS and other important military assistance.

In addition, Volodymyr Zelenskyy met with Senate Republican Minority Leader Mitch McConnell, Senate Democratic Majority Leader Chuck Schumer and House Minority Leader Kevin McCarthy.

The President discussed with the senators the need to maintain bicameral and bipartisan support for Ukraine in the future, which is extremely important for deterring Russian aggression and liberating Ukrainian territory.

The President expressed hope that the US Congress will approve a package of financial support for Ukraine in the amount of almost 45 billion dollars.

The parties also discussed the importance of designating PMC “Wagner” as a terrorist organization.

During the conversation with the majority and minority leaders of the Senate, Volodymyr Zelenskyy noted that it is extremely important to support the Ukrainian initiative to create a special international tribunal for the crime of aggression by the Russian Federation against Ukraine and the implementation of an effective mechanism for Russia’s compensating for the damages caused to Ukraine.
