To ask the Secretary of State for Health, whether Ministers of his Department plan to attend the World Health Organisation Framework Convention on Tobacco Control in India in 2016.

The United Kingdom will be represented at the 7th Conference of the Parties to the World Health Organization Framework Convention on Tobacco Control, to be held in November 2016. The composition of the UK’s delegation has not yet been decided. The delegation will be led by the Department and there is no intention to include representatives from organisations outside of Her Majesty’s Government.

To ask the Secretary of State for Health, if he will make an estimate of the cumulative effect of the tobacco control measures introduced in the last 10 years on small independent retailers before the publication of the Government’s next smoking strategy.

Tobacco control measures are reviewed regularly, including by statutory requirement. The impact of individual measures is also assessed in advance of implementation through impact assessments which are made publicly available.

To ask the Secretary of State for Justice, (a) how many and (b) what proportion of (i) male and (ii) female offenders convicted of each offence in the violence against the person offence category were remanded in custody (A) pre-conviction and (B) post-conviction in each of the last three years.

The number and proportion of male and female offenders remanded in custody before conviction for violence against the person offences, at magistrates’ courts and the Crown Court in England and Wales, between 2013 and 2015, can be viewed in the table.

Reliable information on post-conviction remand status for offenders convicted at Crown and magistrates’ courts is not centrally held and could only be provided at disproportionate cost.

Court proceedings data for 2016 will be published in due course.

To ask the Secretary of State for Business, Energy and Industrial Strategy, pursuant to the Answer of 12 September 2016 to Question 45332, whether his Department still plans to hold a review into the use of coal in the UK energy market; and if he will make a statement.

Most of the UK’s existing coal fired power stations are old, relatively inefficient and require investment to reduce the level of damaging pollutants they emit. I expect to consult shortly on unabated coal stations.

To ask the Secretary of State for Health, how many prisons provide naloxone for prisoners upon release in England; and if he will make a statement.

There is no national programme that provides naloxone for at-risk prisoners on their release. The decision of whether or not to provide naloxone to prisoners on release is the responsibility of Health and Justice commissioning teams within NHS England’s area teams and other local stakeholders, including local authorities and clinical commissioning groups. The information on how many prisons provide naloxone for prisoners upon release in England is not held centrally.

To ask the Secretary of State for Health, how many secondments have taken place between his Department and the Chartered Institute of Trading Standards in the last 15 years; and in what capacity each such secondment was undertaken.

At senior civil servant level (SCS) there have been no secondments between the Department and the Chartered Institute of Trading Standards.

For civil servants and posts at grades lower than SCS, no such secondments have taken place, as far back as our central records for these secondments extend, that is, back to 2009.
