To ask the Secretary of State for Business, Innovation and Skills, what the planned duration is of the appointment of Rachel Sandby-Thomas as shadow CEO of the Institute for Apprenticeships.

The appointment of Rachel Sandby-Thomas as shadow CEO will commence on 4th April 2016 and will continue through to the launch of the Institute for Apprenticeships when arrangements will be made to appoint on a permanent basis.

Further details on the composition of the project board will be available in due course. MPs have been asked to nominate a passenger representative for the Project Board. These nominations are currently being considered and an announcement will be made in the coming weeks.

To ask the Secretary of State for International Development, what recent discussions she has had with the UN’s Humanitarian Coordinator on the situation in Yemen.

My officials are in regular contact with the UN’s Humanitarian Coordinator for Yemen to discuss the latest humanitarian situation, as well as with the UN Regional Humanitarian Coordinator, the UN Special Envoy on the Yemen crisis for the Emergency Relief Coordinator, heads of agencies and our partners on the ground.

The Secretary of State for International Development has frequent discussions with the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Stephen O’Brien on the situation in Yemen – the most recent call was on 28 October. On 28 September, the Secretary of State co-chaired an event with him and the Assistant Secretary-General of the Organization of Islamic Cooperation to discuss the situation on Yemen with heads of UN agencies and international partners. Ministers have regular meetings with NGO partners to discuss their assessment of the situation. To ask the Secretary of State for Transport, what assessment his Department has made of the potential merits of cascading Class 319 rolling stock to Southern’s Coastway Stopping services once the full fleet of Class 700 trains are in operation on the Thameslink routes.

The Government remains determined to provide better, more comfortable journeys for passengers. However, it is for the relevant train operator to determine the type and quantity of rolling stock that is deployed on a particular route. When cascaded stock is available, it is for the operator to decide whether to bid for them.

To ask the Secretary of State for Health, whether the £1.5 billion for the Better Care Fund by 2019-20 announced in the Autumn Statement 2015 is in addition to existing NHS financial allocations for the next five years.

From 2017 the Government will make adult social care funding available to local government, to be included in an improved Better Care Fund, rising to £1.5 billion in 2019-20. This is in addition to the NHS’s mandated contribution to the Better Care Fund, which will continue in real terms over the Parliament.

We recognise and support the conclusion it has reached and Innovate UK is already working to simplify its product offering. To ask the Secretary of State for Business, Innovation and Skills, what his plans are for the future of the UK Commission for Employment and Skills.

As announced in the 2015 Spending Review, in order to prioritise funding to allow the core adult skills participation budgets to be protected in cash terms, savings are being made from the supporting budgets including the UK Commission for Employment and Skills (UKCES).

Whitehall Departments will be withdrawing their funding for UKCES during the 2016-17 financial year. The Department for Business, Innovation and Skills is working with UKCES to manage the implications of this decision.

To ask Mr Chancellor of the Exchequer, if he will publish monitoring his Department undertook on the impact on micro-businesses of the changes to dividend taxation included in the Finance Bill.

At Summer Budget 2015, the Chancellor announced that the dividend tax credit will be replaced by a new £5,000 tax-free dividend allowance from April 2016, and that dividend tax rates would be amended from the same date.
