    Peter Gibson – 2023 Speech on the Ballot Secrecy Bill

    The speech made by Peter Gibson, the Conservative MP for Darlington, in the House of Commons on 24 March 2023.

    I commend my hon. Friend the Member for Peterborough (Paul Bristow) for ably taking up this Bill on behalf of Lord Haywood, whom I also commend for all his work, including on this Bill.

    The integrity of our elections is essential to our democracy. We must ensure that people have faith in the electoral process, and this Bill is another step towards strengthening our existing voting laws, by safeguarding the secrecy of voting in our elections. This Bill will tackle concerns about so-called “family voting”. We have a secret ballot for a reason. The fact that current rules allow someone to be accompanied into a polling booth, out of sight of the poll clerk, and potentially influenced into voting a particular way, drives a coach and horses through the whole idea of ballot secrecy. This Bill strikes me as an entirely common-sense reform.

    There should be no need for voters to go into the polling booth with someone else, unless they have gone through the formal process of requesting the assistance of a companion due to a disability or inability to read or write. I am pleased that this Bill does nothing to disenfranchise voters who may need assistance, ensuring that disabled voters and voters unable to read will continue to be entitled to assistance necessary to exercise their vote. Indeed, section 9 of the Elections Act 2022 includes provision for

    “such equipment as it is reasonable to provide for the purposes of enabling, or making it easier for…persons to vote independently”.

    That extends the very narrow and prescriptive provisions that preceded it.

    I am pleased that both the Government and the Opposition have been supporting this Bill, which will deliver measures to eliminate voter fraud and voter control. Ahead of the local elections, which we are swiftly approaching, we all have a duty, as parliamentarians, to encourage democratic participation. Having served on the Bill Committee for the 2022 Act, I welcome the measures the Government have taken to guarantee the security of the ballot. I also pay tribute to the excellent campaign being run by the Electoral Commission to make voters aware of the new requirement for photo ID in order to vote, which takes effect in May’s local elections. Finally, I am delighted to support my hon. Friend’s Bill and I look forward to it passing its Third Reading.

    Let me begin by congratulating the hon. Member for West Lancashire (Ashley Dalton) on her maiden speech, and on her warm tribute to her predecessor.

    I welcome this Conservative Budget, and commend the Chancellor for the measures that he has announced. He is delivering on the Government’s priorities: to halve inflation, grow the economy and reduce debt, so that we can create better-paid jobs and opportunities across the United Kingdom. I know that this Budget for growth will guarantee a better future for the people of Darlington, and for people up and down the country.

    The focus of today’s debate is employment. At the outset, I want to highlight the fantastic new data which shows that the claimant count in Darlington has decreased by 11.3% in the past year, and is now below the point where it was before the pandemic. This is good news for Darlington, because it means that the Government are helping to get more of my constituents back to work and my plan to deliver more jobs as the MP for Darlington is delivering also. This Conservative Government, working with our Conservative council—led by the fantastic Jonathan Dulston—and the Conservative Tees Valley Mayor, the amazing Ben Houchen, have ensured that Darlington and the wider region are blessed with new opportunities for local people to build their careers in the town where they grew up, championing our ambition to allow people to stay local but go far. Nothing can demonstrate that better than the delivery of the Darlington Northern Economic Campus, thanks to my honourable friend the Prime Minister. With civil service jobs from eight different Government Departments, there are fantastic job opportunities—more and better opportunities than we have ever had before—enabling people to play a real part in shaping the future of our country. Indeed, I regularly look to see which civil service jobs are being advertised. As of yesterday, there were 314 jobs advertised that are potentially based in Darlington. In addition, with 80% of those jobs at the northern economic campus in Darlington going to local people from our region, we are truly empowering our community.

    We know that employment is the best route out of poverty and this Budget is delivering on removing barriers to employment that have prevented many of my constituents from continuing their working lives. I warmly welcome the announcement to extend childcare, enabling parents to return to work, and also the further support that we see for disabled people. Abolishing the work capability assessment will ensure that we make the system better for disabled people and that they find the job that is right for them. I know from my own constituency casework that many disabled people want to work and to contribute to society, and these steps will help with that.

    I have welcomed the unprecedented investments that this Government have made in the Tees Valley on many occasions in this House, such as the £14.6 million awarded to Darlington-based engine maker Cummins to develop a hydrogen combustion engine. Cummins is a fantastic local employer, and these investments will allow it and other such businesses to continue to deliver high-skilled jobs for local people in cutting-edge green technologies well into the future. With that in mind, the £20 billion investment to develop one of the first carbon capture and storage clusters in the north-east is also hugely welcome, putting us well on the way to making net zero Teesside a reality.

    Investment zones are another hugely welcome step. The Tees Valley Combined Authority has been one of the areas identified for this policy, which would see the Tees Valley potentially getting a further £80 million over the next five years. This will be a great boost to our economic growth, bringing in more jobs and more investment. I welcome the measures in this Budget to encourage further investment in the Tees Valley and the continued transformative impact that that will have on the region.

    As we are discussing employment, it is important to remember that there are limited levers the state has to control the ability of people to get into work. In my own constituency of Darlington, we have a number of organisations that work with local people to ensure that their potential is not wasted. Let me take the opportunity to praise the work of the Morrison Trust and the Conservative-led Darlington Borough Council’s youth employment initiative, which has done such an amazing job. By recognising individual needs and targeting support, both have been hugely successful in supporting people in Darlington into work—people who had been finding it hard to get a job for a variety of reasons.

    I also pay tribute to First Stop, which, through work that I have done with it, has secured £50,000 of funding from the Harrison Centre for Social Mobility. First Stop provides information, advice, guidance and support to people who are experiencing difficulties in their lives that may make them vulnerable to a range of outcomes. In addition to providing one-to-one sessions, it also provides workshops, training and activities, including job clubs each week.

    There are a couple of things that I would have liked to have seen in the Budget. First, I would have liked the enhancements that we have seen in the west midlands and Manchester devolved areas to be applied to the Tees Valley—I hope that they will come in due course. I draw the House’s attention to my entry in the Register of Members’ Financial Interests and to my role as co-chair of the all-party parliamentary group on hospice and end of life care, and I would have liked to have seen further specific support for this sector, but I will maintain the pressure on my local integrated care boards to deliver what is needed for our local hospices.

    In conclusion this is a Budget for growth. This Conservative Government have set out a plan to meet the real challenges faced by our country, boost economic growth and continue our commitment to our ambitious levelling-up agenda. This Budget is good for the country, good for the Tees Valley and good for the people of Darlington.

    It is a pleasure to be called to speak for the third time this day; I draw the House’s attention to my entries in the Register of Members’ Financial Interests. As a solicitor, I have prepared many hundreds of lasting powers of attorney for both health and welfare and property affairs and, before their advent, many enduring powers of attorney. I still act on a regular basis to take care of the affairs of individuals who have appointed me as their attorney, often in circumstances where they had no family to act for them or they did not want to entrust such responsibility to a family member. Indeed, I know I have many more future nominations that will require me to act.

    I welcome the steps the Bill takes to update the process of preparation for LPAs, which have been around for well over a decade, and I congratulate my hon. Friend the Member for South Basildon and East Thurrock (Stephen Metcalfe) on bringing it forward. An LPA is a very powerful document, and we should always be aware, in making changes to them, that they can, in the wrong hands, be open to abuse.

    In my personal opinion, the engagement of a legal professional to assist in the preparation can be invaluable, but not essential. My own uncle, always keen to save a bob or two, especially in order to avoid legal bills, recently prepared powers of attorney and decided to do it himself, which in actuality involved him making many telephone calls to me while he filled the forms in. Sadly, his forms were rejected by the Office of the Public Guardian and he had to start all over again. At the end of the saga, he concluded that he wished he had gone to a lawyer to get the job done in the first place. I welcome the measures in my hon. Friend’s Bill, which would certainly have streamlined the process for my uncle.

    My final point is about we are with powers of attorney in respect of the high street financial institutions. There seems to be a great lack of training among our high street banks on how to engage with people who have been appointed as attorneys and the security measures involved. They make it almost impossible to deal with them in a co-operative way as an attorney, and I would welcome the Minister’s comments on that. I wish my hon. Friend well with his Bill and, should he require assistance on his Bill Committee, I would be delighted to serve.

    It is a pleasure to follow my hon. Friend the Member for Broadland (Jerome Mayhew), and to speak for the second time today, this time in support of the Second Reading of the important Bill introduced by my hon. Friend the Member for Stroud (Siobhan Baillie). It is important to highlight that the Bill closely complements another private Member’s Bill, as has already been alluded to, currently progressing its legislative journey: the Child Support Collection (Domestic Abuse) Bill, introduced by my hon. Friend the Member for Hastings and Rye (Sally-Ann Hart). Both Bills will significantly improve the child support system. I was delighted to support the Child Support Collection (Domestic Abuse) Bill, and I am equally delighted to be here to see today’s Bill pass its Second Reading, as I am sure it will.

    It is absolutely right that all parents have a legal responsibility to support their children financially, quite apart from any moral responsibility that they have too. Child maintenance is key to reducing the number of children in low-incomes households through family- based arrangements and Child Maintenance Service arrangements. Parents in separated families receive approximately £2.4 billion a year in child maintenance payments, which are essential to those families’ wellbeing and financial security. There are an estimated 2.3 million separated families in Great Britain, with 3.6 million children in those families, and 60% of separated families have child maintenance arrangements.

    The Child Maintenance Service manages cases either through direct pay or, as we have heard, collect and pay. In both cases, the Child Maintenance Service calculates how much maintenance should be paid. For a direct payer, the money passes directly from one parent to the other. For collect and pay, the CMS collects the money from the paying parent and pays it to the receiving parent, but there are collection charges for the use of collect and pay—20% on top of the liability for the paying parent, and 4% of the maintenance received by the receiving parent.

    Under current legislation, direct pay is the default option unless both parents request collect and pay, or the receiving parent requests collect and pay and the paying parent is deemed unlikely to pay by demonstrating an unwillingness to pay their liability. That is so that paying parents have the option not to incur additional charges should they pay in full and on time. Some 846,300 children are covered by CMS arrangements, of whom 526,500 are covered through direct pay and 298,400 children are covered by collect and pay. Given the growing number of children covered by CMS arrangements, the Bill is welcome.

    The Bill deals largely with the way in which child support payments are recovered in cases in which arrears have accumulated. Currently, if arrears have accumulated under the collect and pay system, the non-resident parent is usually sent an arrears notice. Caseworkers may negotiate and put in place a repayment plan. The Child Maintenance Service aims to recover arrears within two years and expects the non-resident parent to pay up to 40% of their net income to clear it.

    In March 2022, the National Audit Office published a report on child maintenance that said that parents now rely less on the state to help them to make maintenance arrangements—an aim of the Government’s 2012 reforms. Although the number of people who make a family-based arrangement has increased as intended, there has also been an increase in the number of people with no maintenance arrangement. The report said that, as a result, there has been no clear change in the number of families with effective child maintenance arrangements since the Government reformed the system in 2012.

    It is estimated that only one in three separated families in Great Britain has a child maintenance arrangement for which the agreed maintenance is paid in full. Indeed, at the end of June 2022, cumulative arrears stood at £493.5 million and the National Audit Office projection is that at current rates the amount will reach £1 billion by March 2031. That figure is far too high. It is absolutely right that we have in place a system that ensures that we can and do enforce payments effectively. The House will be aware of the National Audit Office report that highlights ongoing issues with Child Maintenance Service collection and enforcement activities. I doubt that any Member has no constituency cases on the issue; indeed, I have had more than two dozen in my case load.

    If the paying parent refuses to comply, it can take years before payments are made to the receiving parent. Enforcement in respect of arrears does not always ensure future compliance. It can take years before payments are made to receiving parents if the paying parent refuses to comply. In addition, enforcement has not been properly built into the universal credit system. Currently, the Child Maintenance Service can deduct only a flat rate of £8.40 of maintenance from a person’s universal credit award and cannot deduct partial deductions. Before 2019, the maximum that the Child Maintenance Service could deduct from benefits towards arrears was a mere £1.20 a week.

    There are currently four ways for the CMS to collect arrears without a court order: a deduction from earnings order; a deduction from earnings request for those in the armed forces; a deduction order from bank accounts; and the collection of assets from a deceased non-resident parent’s estate. A court order gives much stronger powers of collection, with the use of bailiffs in England and Wales and of sheriffs in Scotland.

    Following the removal of a parent’s right to enforce themselves in 2005, the state now has sole responsibility for enforcing obligations and has discretion over whether to pursue enforcement. It is clear that the state must do more to ensure the enforcement of child maintenance collection. The Bill introduced by my hon. Friend the Member for Stroud would do just that. Her Bill would alter the current regulations to ensure that if the DWP agrees that a person has failed to pay an amount of child support maintenance and a deduction from earnings has not been possible or is not appropriate, the DWP would be able to make a liability order in respect of that amount against the person. This will replace the existing system whereby the DWP must apply to the courts for a liability order, thereby streamlining the system and removing the unnecessary delay to the recovery of child maintenance arears that the process of applying for liability through the courts can create. The Bill would give the CMS the ability to ramp up the enforcement of collection much quicker than it has previously been able to.

    I see how this Bill complements the Child Support Collection (Domestic Abuse) Bill introduced by my hon. Friend the Member for Hastings and Rye. It would allow child maintenance cases to be placed on the collect and pay service if there is evidence of domestic abuse, providing another layer of protection to some of the most vulnerable in society by preventing survivors of abuse from having to engage directly with their abuser through the CMS. However, on the collect and pay system an abuser may seek to continue to torture their victim by not paying the child support they owe. The Bill from my hon. Friend the Member for Stroud will ensure that swift action can be taken in such cases, so that an abuser cannot evade paying child maintenance.

    I am delighted to be able to support this Bill, which will streamline the child maintenance system and enable us to ensure that more people can pay child maintenance on time and in full. I am sure it will command cross-party support, and I offer my sincere thanks to my hon. Friend for bringing it forward today. I wish her all the best as she continues to guide it through the legislative process, and I hope to see it pass all its stages very soon. I have got into the habit of offering Members my services on their Bill Committees, having offered once already this morning, so I offer the same to her.

    It is a pleasure to follow my hon. Friend the Member for South Cambridgeshire (Anthony Browne). I congratulate my right hon. Friend the Member for Tunbridge Wells (Greg Clark) on bringing forward the Bill. He is taking the opportunity to raise a hugely important issue and has introduced a Bill that will better protect our constituents. We have heard some excellent and moving speeches, and with good reason, because this is an important issue that affects everyone, either as a victim or as a relative of a victim.

    Having served on the Women and Equalities Committee under the excellent chairmanship of my right hon. Friend the Member for Romsey and Southampton North (Caroline Nokes) and on the Bill Committee for the Domestic Abuse Act 2021, together with regular engagement with my local police, my local domestic abuse refuge and the night-time economy, including a recent shift at the newly established night-time hub in Darlington, I am only too well aware of the need for our society to do more to protect people, and particularly women and girls. I am therefore pleased to support the Bill, which will help to put in place further measures that will improve the safety of our constituents.

    The Bill is undoubtedly another good step forward. It is simply wrong that, in modern Britain, women and girls still face harassment and fear being in public alone. Victims of abuse and harassment—predominantly women and girls—have been failed time and again by the criminal justice system. We can always do more, and we must do more to prevent that from continuing.

    I again commend my right hon. Friend the Member for Tunbridge Wells on bringing forward the Bill for its Second Reading. It will provide another layer of protection in our society and is a great move in the right direction. It is vital that we see it progress through its legislative journey, and I offer my services on the Bill Committee should he require them.

    It is a pleasure to be called so early in the debate. At the outset, I want to put on record Darlington’s thanks for the £250 million that came to us during covid.

    In the autumn statement, we saw increased spending on education, health and social care; the largest ever increase in the living wage, to £10.42, putting us within pennies of our ambition to reach £10.50 in this Parliament; the triple lock guaranteed for pensioners; virtually all benefits, and the benefits cap, increased in line with inflation; and support for those struggling to meet energy costs. The autumn statement and the Bill continue our commitment to deliver for those on the lowest income.

    We all know that these are challenging times. We also know that inflation makes us all poorer. However, the challenges of inflation, energy prices and interest rates can all be tracked back to Putin’s illegal invasion of Ukraine. I know the Chancellor has had to make some difficult decisions, but I believe that he has been fair and done much to restore economic stability, while continuing to invest in vital services and infrastructure.

    Prior to being elected to this place I was an employer running a small business, and I know that businesses will warmly welcome the news in the autumn statement, particularly those on our high streets facing a much needed reduction in rateable value, and therefore a lower rates bill. That reduction would ordinarily be phased in over three years, so the fact that they will receive the benefit immediately is welcome indeed. That is something that I have been pushing for and that I was delighted to see. In addition, the current 50% discount available to hospitality and retail businesses will now be increased to a 75% reduction, with no impact on income for our local authorities. The Government really are on the side of small businesses.

    When the Chancellor comes to visit the Darlington economic campus, where my right hon. Friend the Prime Minister was working from on Friday—just as my hon. Friend the Exchequer Secretary to the Treasury did last week—I look forward to taking him to see some of our amazing local businesses, such Origins Home, Leggs Fashion and The Art Shop, and the transformation taking place in the Darlington yards thanks to investment from the towns fund.

    We all know that talent and ability are spread throughout the country, but opportunities have not been. The north-east has lagged behind for too long, under Governments of all colours, but this Government’s ambitious levelling-up agenda is already paying dividends to communities such as mine in Darlington. As such, I welcome the Chancellor’s commitment to infrastructure spending, with continued support for key infrastructure projects, and the protection of the £1.7 billion levelling-up fund. I am keeping my fingers crossed for the forthcoming announcement on levelling-up fund round 2, to which Darlington has submitted an excellent bid.

    In Darlington we are already ticking boxes on levelling up: £139 million at Bank Top station, delivering three extra platforms and improving regional connectivity; £35 million invested in our rail heritage quarter, delivering on our commitment to heritage and driving more visitors to Darlington; and £23.3 million invested in our town centre, seeing real change in the High Row yards, Northgate and Victoria Road. I could also point to investment in green technology at Cummins and investment in life sciences, so key to our vaccine success, at the Centre for Process Innovation, together with investment in Darlington College. It would be remiss of me to not mention the fantastic job opportunities afforded to local people through the creation of the northern economic campus, ensuring that people in Darlington can stay local but go far.

    Darlington said goodbye to its Labour council in 2019, ending a 28-year period of decline, and it is now going from strength to strength with the Conservatives at the helm, working hand in hand with our Tees Valley Mayor, Ben Houchen. However, the Chancellor knows that my council, the third smallest unitary in the country, faces economic challenges because of a funding formula that disadvantages areas like mine. That is long overdue for reform, and I hope that he will pay that issue close attention. I know that the Exchequer Secretary is making notes, so I hope he is listening too as he works on local government settlements.

    The cost of living support payments that have been distributed by the Government over the course of the last year and into this year have already totalled in excess of £39 million for the people of Darlington, and the announcements in the autumn statement amount to a further £18 million for them. At its heart, the autumn statement set out a compassionate plan, meeting the real challenges faced by our public services and the fears of people facing increased energy costs, and continues our commitment to our ambitious levelling-up agenda, including delivering real improvements on business rates for the nation’s high streets. This Finance Bill is good for the country and good for the people of Darlington.

    Peter Gibson – 2022 Tribute to HM Queen Elizabeth II

    Thank you, Mr Speaker, for your indulgence post 10 o’clock for those of us who are here; it is really appreciated. It is a privilege to follow so many incredible tributes to Her late Majesty Queen Elizabeth. She was a committed public servant, fulfilling her promise to our nation to serve us her whole life. That service was delivered with honour, duty and integrity. She stood as an inspiration to us all. On behalf of the people of Darlington, I send sincere and heartfelt condolences to His Majesty King Charles III and the whole royal family.

    Throughout her long reign, Her late Majesty travelled more widely and met more people than any other monarch, and her travels included two visits to Darlington. The first was in 1967. Her late Majesty and the Duke of Edinburgh visited Darlington on the 100th anniversary of the town being awarded a royal charter by her great-great-grandmother, Queen Victoria, and Her late Majesty granted supporters on the town’s coat of arms. At the time, there were plans to concrete over much of the town and to remove much of its Victorian heritage. I understand that the royal party asked several probing questions of those plans, which included the removal of our clock tower—inspired by the Elizabeth tower of this palace. I am pleased to say that the plans were largely dropped, and our clock tower still stands proudly over our town today.

    Her late Majesty returned to Darlington in 2002 as part of her golden jubilee tour. The town turned out in force to line the streets and welcome her. The floral offerings were so many that scouts were needed to help carry them to the car. The crowds were so big that the palace issued a statement the following day noting the unexpectedly large crowds. The Queen was truly loved by the people of Darlington, and she will be deeply missed.

    Just yesterday morning, at Auckland castle, I attended a ceremony for the presentation of the Queen’s award for voluntary service to the community peer mentors in County Durham and Darlington, recognising the public service and duty in my constituency that Her late Majesty embodied. We mourn her. We miss her. Her place in history and her lasting legacies are rightly assured. Now reunited with her husband, may she rest in peace until she rises in glory again. God save the King.

    Below is the text of the maiden speech made by Peter Gibson, the Conservative MP for Darlington, in the House of Commons on 27 January 2020.

    The people of Darlington voted for Brexit in 2016 and, fulfilling my promise to them at the general election, we will be delivering on that this coming Friday. It is an honour to follow in the footsteps of others who have represented Darlington. My immediate predecessor, Jenny Chapman, served for almost 10 years, and many in this House have told me how she was respected and liked here. While she and I agreed on very little, Mrs Chapman stuck to her guns on her Brexit position and was a passionate campaigner.

    Sir Michael Fallon, in his first two Parliaments, and Alan Milburn, a former Secretary of State for Health, also represented the town. Further back in time, Joseph Pease was the first Quaker to take his seat in this House. Joseph’s family produced many Members of this House who represented Darlington and other neighbouring constituencies. Other notable MPs include Ossie O’Brien, who won a by-election in 1983 but served for one of the shortest periods on record when he lost his seat at the subsequent general election. Perhaps our most exotic ​representative was a Liberal MP elected in 1910 who went by the name Trebitsch Lincoln, and he was a convicted fraudster.

    Darlington is the birthplace of the railways. We are the home of Locomotion 1, the engine that pulled the first passenger railway in 1825. Many will have read last week of the cultural vandalism seemingly imposed upon us in planning to relocate our most precious historical asset to another place. The retention of Locomotion 1 in our town is a fight I will continue on behalf of the people of Darlington. It is no longer good enough for decisions about the north to be taken by quangos here in London, with no consultation or consideration for the people that they affect. As it is a railway town, I will be continuing to campaign for further investment in our mainline train station, as we gear up for better train services in the north and ready ourselves for the 2025 bicentenary of the railways.

    Our marketplace in Darlington is graced by the beautiful 12th-century church of St Cuthbert, along with buildings designed by notable architects, including the famous Alfred Waterhouse. He was responsible for our Market Hall clock tower, which was in part inspired by the Elizabeth Tower of this Palace. Indeed, I am told that the bell in our clock tower is in fact the sister bell to Big Ben. Our clock and our bell are in full working order, and I am quite sure we will be able to act as a stand-in for the 11 pm slot this coming Friday should a substitute be needed.

    Darlington is an ingenious town, notable for engineering too. Cleveland Bridge, which built the Sydney harbour bridge, has its home there. Cummins the engine manufacturer is there too, as is Subsea Innovation and many more besides. We are also home to a large EE workforce, the Teachers’ Pensions service and the Student Loans Company. Amazon is coming to Darlington, with over 1,000 jobs being recruited now. We have much to celebrate, but more work to do in bringing more investment and more jobs to this fantastic town.

    We enjoy excellent transport links, spanning three junctions of the A1(M). Our ring road is not quite complete, but I am continuing to press my right hon. Friend the Secretary of State for Transport for the final piece of the jigsaw with the Great Burdon to A1 link, which will open up the A1 direct to the Tees valley. We are also connected by air via Teesside International airport, thanks to the intervention of our combined authority Mayor, Ben Houchen. Indeed, only on Friday last week I was delighted to attend the announcement of seven new routes from Teesside airport, including a direct daily flight to London City. Devolution has reinvigorated our region and rejuvenated our pride.

    For the past 20 years, I have practised as a solicitor, and for the 13 years up to August last year, I established and built a regional high street law firm. I am also proud to have served as a trustee of a hospice for almost 10 years, and it is my intention in this place, through the all-party parliamentary group, to promote the work of the hospice movement. Hospices provide an important service not only to those at the end of their life, but to their loved ones’ families, and it is right that we do all that we can to support them.

    Historical figures, buildings and companies are important, but it is the hard-working people and the fantastic community groups who make our town. I pay tribute to those valiant campaigners in Darlington who ​have saved our beautiful library, another gift from our town’s Pease forefathers. I pay tribute to the work of the 700 Club and First Stop, which work hard to ensure that no one need ever sleep rough in our town, and I pay tribute to the work of Firthmoor community centre, building a shining example of what a community centre can be. There are many examples in Darlington of service above self, right across town, and I look forward to working with them and for them all.

    I welcome the NHS Funding Bill, which we are debating today, enshrining in law our commitment and pledge to our national health service. Darlington Memorial Hospital, at the heart of my constituency, is a fantastic hospital. It is loved by the community I represent. It holds a special place in my heart too, as the place where my mother, years before I was born, began her nursing career. I want to thank the Secretary of State for his visits to Darlington during the general election—two of them—and I look forward to welcoming him back on a visit and a tour of Darlington Memorial Hospital very soon. I have promised the people of Darlington that I will do everything in my power to preserve, protect and progress our precious memorial hospital, and by supporting this Bill today, I will be furthering that promise.

    As a working-class boy, educated in a comprehensive school in the north of England, I never dared to dream that one day I would be elected as a Conservative MP for a great northern town, watched from the Gallery by my husband. It is a dream realised; an ambition fulfilled. Our country has changed, and so too have these Benches—from the places we represent to the backgrounds of our newly elected hon. Friends: a truly one nation party. The privilege and position that the people of Darlington have given me will not be wasted as I do all I can to serve them to the very best of my ability in the years ahead.
