    The House is being asked to consider the creation of an appeals process for non-Independent Complaints and Grievance Scheme cases to be heard by the Independent Expert Panel. The motion would introduce the formal appeals process that Sir Ernest Ryder recommended and proposes that the panel would hear appeals against the decisions and sanctions of the Committee on Standards. The motion also puts to the House the new procedural protocol, which would sit alongside the new appeals process.

    I am grateful to the Committee on Standards for its work reviewing the code of conduct for Members and the overall operation of the standards system in the House of Commons. Since becoming Leader of the House, I have had some discussions with the Chair of the Committee, the hon. Member for Rhondda (Chris Bryant), who I look forward to hearing from today. I assure him and the House that the Government have carefully considered his Committee’s recommendations, alongside the procedural protocol and covering report.

    I am sure that the whole House agrees that Members of Parliament must uphold the highest standards in public life and that the procedures we have in place must be fair, robust and command the respect and confidence both of Members and the wider public. I believe that today’s motion takes a positive step in the right direction.

    There are other issues that are not covered in the motions today, and I plan to seek consensus on a wider package and to come back to the House in due course, but it is good to make progress on the issues as we can.

    Before coming to the substance of today’s motion, I wish to briefly cover some areas in relation to the wider proposed package of changes from the Committee on Standards that we are not debating today. Let me be clear: I am very conscious that there is further progress to be made and the House should have the opportunity to consider the additional recommendations proposed by the Committee. I reassure the House and the Committee that we are seeking to identify solutions that can command cross-party support on those outstanding issues.

    Specifically, the Committee made recommendations on measures to improve the transparency and timeliness of ministerial declarations. The Government are clear in their views that the rules regulating Members’ interests and ministerial interests are necessarily distinct, reflecting the underlying constitutional principle of the separation of powers. There are differences between the role of an MP and that of a Minister and, reflecting that, the rules differ on what interests are permitted and how potential conflicts of interest are managed. There are clear rules regarding the registration of interests and the receipt of gifts in the ministerial code and Ministers should, and do, take their responsibilities very seriously. Nevertheless, I recognise the concerns of the Committee. Since being appointed Leader of the House, I have raised those concerns and have instructed officials to bring forward proposals for an improved system.

    I can confirm to the House that revised guidance on ministerial transparency data will be published in the coming weeks. We will also publish it on gov.uk for the first time. The guidance has been updated to more closely reflect modern working practices and Ministers’ obligations under the ministerial code.

    It is important that the Government conduct ourselves openly. I will continue to work with the Cabinet Office and across Government to ensure that we are fulfilling our obligations. In doing so, I keep very much in mind the challenge set for me by the Chair of the Committee on Standards: that a Member who attends an event such as the BAFTAs should report in a particular way, so a Minister who attends the same event should report in a similar way and their interests should be transparent to the public. I hope that the House and the Committee will support these changes; I will happily engage with the Committee should they not have the desired effect. [Interruption.] For the benefit of Hansard, the Chair of the Committee chuckled knowingly.

    The House will be aware that an appeals process is already in place within some aspects of the parliamentary standards system. Those who are subject to investigation under the Independent Complaints and Grievance Scheme have the right of appeal to the Independent Expert Panel, which is chaired by the former High Court judge Sir Stephen Irwin. The ICGS and the IEP have been an essential part of achieving positive culture change in the House and demonstrating its rigorous judicial process, its transparency of operation and the right to appeal.

    The Government have therefore welcomed Sir Ernest Ryder’s report and his timely review of the Commons standards system and its compatibility with the principles of fairness and natural justice. As we set out in a letter to the Committee on Standards, the Government supported the majority of the proposals, including the introduction of a formal appeals process. We note that the Committee has accepted all the recommendations, with a few minor modifications. I welcome the proposal that appeals be heard by an independent body with judicial expertise. We also welcome Sir Ernest’s consideration of the grounds for appeal and the acceptance that the Independent Expert Panel is the appropriate body to hear appeals.

    We propose two main amendments to the procedural protocol. First, we propose to amend paragraph 118 to allow MPs to inform their own staff in the event that they are subject to investigation by the Parliamentary Commissioner for Standards. Secondly, we propose to leave out paragraph 62 on Members recusing themselves if not present for all but a “small proportion” of evidence sessions. These amendments reflect the Government’s position, as set out in our response to the Committee; I hope that the House and the Committee will support them. The other proposed amendments are purely technical changes to ensure that the protocol works with the current version of the rules and guide.

    I wish to speak briefly about amendments (a) and (b) in the name of the hon. Member for North East Fife (Wendy Chamberlain) and others. The amendments stipulate that

    “no Member shall be eligible to participate in any division on such a motion where it relates to their own conduct.”

    That stipulation would apply both to conduct motions related to breaches of the code of conduct and to motions related to the ICGS. This is, of course, a matter for the House to consider. I note that the Committee on Standards chose not to pursue the issue in detail as part of the inquiry.

    I am aware that the Chair of the Procedure Committee, my right hon. Friend the Member for Staffordshire Moorlands (Karen Bradley), has raised the issue of Members being permitted to vote on their own suspension. My predecessor wrote in response to her that there would be benefit in the Committee’s looking into whether such changes are needed. If necessary, they could be put to the House for consideration. Hon. Members will be aware that there is a convention that Members should not participate in such votes. In our parliamentary democracy, conventions guide how we work in this place, and codification of these norms should be carefully considered; I would therefore welcome it if the matter were considered by the appropriate Committee. Subject to its approval, the Government would be happy to bring the matter back to the Floor of the House for approval in due course.

    If there is no objection from the Chair of the Committee on Standards or from other hon. Members present, I would certainly be content to support these amendments.

    I see no reason why we should not simply put what is already a convention into, as it were, the statutes of the House—the Standing Orders. I support the motion and, looking around the Chamber and seeing other members of the Committee who are present, I think that they will as well. I think it would save us all a bit of time if we just got on with it and agreed to the amendments.

    I thank my right hon. Friend for her support for the amendments. We are hopefully saving ourselves some time, and efficiency is always great to see. It is important to point out, however, that if Members did object and wanted the Committee to look at this, they could oppose the amendments, which are obviously subject, potentially, to a vote tonight.

    We support the work being undertaken to introduce measures to empower the standards system in Parliament, and I am committed to continuing conversations both within Government and with parliamentary colleagues to continue to introduce improvements proposed by the Committee on a cross-party basis. I assure the House that my door is always open and I am always willing to discuss these matters with all Members. I hope that the House will approve the proposed changes, and I commend them to the House.

Neither has she taken this decision to win the hon. Lady’s gratitude; she has done it out of a sense of duty, because she knows what is in the national interest.

    The Prime Minister has taken the decision to appoint my right hon. Friend the Member for South West Surrey (Jeremy Hunt), one of the longest serving and most experienced parliamentarians, as her Chancellor. Their overriding priority is to restore financial stability in the face of volatile global conditions. We will take whatever tough decisions are necessary, and have made changes to the growth plan, which the Chancellor is waiting to update the House on as soon as this urgent question finishes.

    It is an honour to bring to a close the tributes paid to her most Gracious Majesty Queen Elizabeth II. I speak today as Leader of the House of Commons, but also for the people of Portsmouth, a city she visited not just for fleet reviews, civic events, homecomings, or ship commissioning, but in transit to board her beloved Royal Yacht Britannia. In all cases, the people of my city remember her connection to and understanding of the tools of UK sea power, our sailors, our civilians, their families, our dockyard and our warships. For a time, that was her life, too: she had worn a uniform; she was a naval wife. She understood service and sacrifice and the burdens people carried. That empathy was evident in all that she did. It was no surprise to hear so many tributes from hon. and right hon. Members full of examples of that personal kindness, or of her concern and care for the staff of this estate, including her desire for the Vice-Chamberlain’s weekly notes to keep her up to speed on the gossip.

    The Queen was our Polaris, but she was not a distant Queen. She took an interest in us all, because she recognised the burden of service. Her reign began with a very public grief, because she could not mourn her father in private. She loved Balmoral not just for its beauty and peace, but because she got to sleep in the same bed for a whole six weeks. Of all the exceptional things that she did, of all the people and places that she experienced, her rare night of normality, of freedom, out with her sister to celebrate victory in Europe was, in her words, “one of the most memorable”. For me, the fact that she met her new Prime Minister in person and prepared to take a Privy Council 24 hours before her death illustrates the depth of her devotion to duty.

    The Queen lived and died in the service of the nation, as her father and his father before him did. In the final analysis, this then is the measure of all greatness. It is not weighed by gain, but in loss. Sacrifice is the ultimate test of faith and duty. All that is yours must be laid down for all that is us. All that is they must be laid down for all that is we. For only those that bear this cross can wear the crown, because crowns are not made just of jewels and precious metals; they are mostly made of love.

    Speaking after 9/11, the Queen comforted us and the rest of the world by saying that grief was the price of love. Her words should comfort us still. We may now feel lost and uncertain, just like some may have felt 70 years ago when she vowed that her life would be dedicated to us. If only they had known what a life she would lead, what glories and hope and vision she would bestow. They need not have worried, and nor should we now. Like his mother’s grief at her father’s death, His Majesty’s grief, too, will not be a private one. He will lead us in mourning. He also carries the cross—a cross of sacrifice and service.

    Our great Queen has entrusted us all with a living legacy of triumph over tribulation, of cheerfulness over challenge, and of dedication and determination. She has left us, but her values remain with us. Her example compels us to continued fidelity to our King and our country. God save the King.

    It’s an honour to welcome Her Royal Highness Princess Astrid, Her Excellency the Minister, and the Belgian delegation here to London.

    I would like to thank the Federation of Enterprises in Belgium and the CBI for all the good work you are doing and for inviting me today.

    Our nations are longstanding allies with a partnership built upon our shared values of free trade, security, and democracy.

    We are both founding members of NATO, and now more than ever we must be united in our commitment to European security.

    But security is more than just defence, ensuring our economic stability is vital.

    The ability for our nations to capitalise and seize new opportunities is one which cannot be taken for granted. We must work together to protect our businesses, consumers, and sectors.

    I appreciate that for many businesses the last few years have caused difficulty and uncertainty. I want to reassure you that the UK is as open as ever and committed to supporting your firms.

    While I appreciate Brexit was not to everyone’s liking, it does highlight certain qualities that are helpful to business. Knowing that the government does what the people tell it to do. Whatever you think of Brexit, it helped to reinforce the belief that governments are the servants of the people. Never the other way around.

    So change has come to our trading relationships. It has happened and we are adjusting. Change offers unprecedented opportunities for fresh thinking in business. Change is the fuel that entrepreneurial companies need.

    Whilst the UK has set a new path, we’re committed to close trading ties with Belgium and the rest of Europe. We remain strong friends and allies. After the Ukrainian war, now more than ever, we respect each other’s commitment to democracy.

    A relationship based on zero tariffs and zero quotas under the Trade and Cooperation Agreement.

    A relationship we are building on through meaningful engagement to make sure the deal delivers on its promise of free, fair, and plentiful trade.

    The £900 million that Belgian firms invested in the UK over the past year alone, is testament to the work we have already done.

    However, we must not be complacent.

    The UK is committed to the continued modernisation of its relationship with the EU, ensuring we maximise our collective potential – as evidenced through the UK’s £180 million investment to build a Single Trade Window; streamlining traders’ interactions with border agencies.

    A second opportunity I would like to speak to is shared priorities…

    We have never been closer in our common purpose.

    Both our nations are rising to the existential challenge of our age – climate change in the long-term, and rising energy costs in the short-term. I believe these two challenges are two sides of the same coin. Reducing carbon and reducing costs walk hand in hand. When we re-use, re-cycle and reduce we save money as well as protect our environment.

    Of course, this will take close cooperation. But I believe we, in partnership, can be successful.

    Belgium and the UK are world leaders in this regard with you committing to increasing offshore wind generation to 8 Gigawatts by 2030 and the UK setting an ambitious target to quadruple our solar and wind power generation over the next decade.

    I also welcome the current joint ventures in wind technology between our countries and recognise there are many further opportunities for collaboration including in hydrogen, carbon capture and electric cars.

    But to guarantee success, our governments must continue to provide the connections and infrastructure that enables world-class talent to deliver.

    The MoU on energy cooperation signed earlier this year is working towards exactly that.

    The final point I want to highlight is the UK’s role as a gateway to the world.

    Belgium can and should see the UK as a means to access global opportunities – from the US to the Indo-Pacific.

    By operating in the UK, Belgian businesses will be able to benefit from the network of Free Trade Agreements we are now signing outside of the EU.

    The UK has already agreed deals with Australia and New Zealand. One of the Bills announced in the Queens speech today will bring those deals into effect.

    We are on track to join the Comprehensive and Progressive Trans-Pacific Partnership by the end of year. And I’m driving forward trade talks between the UK and 20 individual US states, slashing bureaucracy, and strengthening our ties with the world’s largest economy.

    All these agreements will benefit Belgian businesses who invest in, and trade with, the UK.

    As economic competition intensifies worldwide, we must clear the path to trade between our nations. We must remove unnecessary obstacles to growth and ensure we provide our businesses with the necessary tools to succeed.

    Because it is businesses, not governments, that deliver prosperity.

    It is businesses, not governments, that create sustainable jobs and drive innovation.

    And it is businesses, not governments, that forge the trade and investment ties which bring nations together.

    So, let’s set more innovative British and Belgian firms free to trade and invest between our markets.

    Change can be the opportunity they’ve been waiting for.

    My noble Friend, the Minister of State at the Cabinet Office (right hon. Lord Frost CMG), has today made the following written statement:

    The Withdrawal Agreement Joint Committee met today, 9 June, at Admiralty House, London.

    The meeting was co-chaired by the UK’s Lord Frost and European Commission Vice President, Maroš Šefčovič. The First Minister and deputy First Minister of the Northern Ireland Executive and 27 member state representatives attended.

    The Committee received an update on the work of the specialised Committees since the last meeting on 24 February, and discussed progress on withdrawal agreement implementation, with particular focus on the Northern Ireland protocol and citizens’ rights. The first Withdrawal Agreement Joint Committee annual report was also agreed and signed, this will be published in due course.

    The UK set out the extensive steps taken to operate the protocol, by the UK Government, the Northern Ireland Executive, and by businesses in Northern Ireland and Great Britain.

    The UK made clear its readiness for continued constructive engagement to find pragmatic solutions that ensure the protocol operates in a way that safeguards the Belfast (Good Friday) Agreement in all its dimensions, minimises its impact on the day-to-day lives of communities in Northern Ireland, and maintains the integrity of the EU’s single market. The UK will continue to put forward ideas and options.

    The UK underlined the urgency of a number of issues and noted it would continue to engage fully in discussions with the EU, with a view to finding substantial solutions to address the difficulties being caused by the protocol in Northern Ireland. The UK would, however, continue to consider all options available for safeguarding peace, prosperity and stability in Northern Ireland.

    The UK demonstrated its commitment to EU citizens living and working in the UK, where it has registered over 5 million people in the EU settlement scheme. The UK urged the EU to provide appropriate support to all eligible UK citizens living in the EU, particularly in EU member states with upcoming deadlines for their residency schemes.

    The UK restated its commitment to co-operating with the EU through the Withdrawal Agreement Joint Committee processes to make sure that pragmatic solutions are developed to implement all areas of the withdrawal agreement.

    Sir Robert [Francis] will be carrying out this study to provide the Government with advice and recommendations on a potential compensation framework. Sir Robert brings his vast legal expertise – including his background and experience in medical ethics and clinical negligence work. He also has experience of chairing public inquiries into issues involving medical negligence. Sir Robert will bring the integrity and thoughtful consideration this review requires.

    The statement made by Penny Mordaunt, the Paymaster General, in the House of Commons on 17 May 2021.

    The Government will introduce a new emergency alerts service across the UK later this summer as part of the Government’s continued work to improve our resilience in the event of emergencies. Emergency alerts would inform people of serious emergencies, either nationally or in their local area, which could affect them by broadcasting information directly to their mobile phones.

    Emergency alerts would only be used to warn and inform the public in emergency situations when lives are at risk. It is anticipated that this could include public health emergencies, severe floods, fires, industrial incidents and terror attacks.

    Messages will always include details of the impacted area, situation, actions for people to take and a link to further information not transmittable in the alert message such as maps and images. This capability is already used around the world in countries such as the United States, New Zealand and Canada, and has been shown to help save lives.

    Ahead of introduction, the Government are working in partnership with the devolved Administrations to ensure that all relevant emergency responders across the United Kingdom have access to the capability.

    The Government are also working with the charity and voluntary sector to ensure that the needs of the elderly, vulnerable, young people and those with disabilities are fully considered as the new service is delivered.

    The new service will be secure. Alerts can only be sent by authorised governmental and emergency services users. Emergency alerts cause the phone to vibrate and emit a unique noise making them difficult to ignore and to mimic or spoof. Emergency alerts are broadcast from cell towers in the vicinity of an emergency, meaning that no personal data is collected and the service will never be used for commercial purposes. As part of its development, there will be a series of public trials of the system where we will send out live test alerts to the phones of people in Suffolk (25 May 2021) and Reading (15 June 2021).

    Should the public trials prove successful, the Government will send out a national welcome message to the whole of the UK later this year.

    During the pandemic, the Government communicated direct to the public via text message when we asked people to stay at home to protect the NHS and save lives. This new alert builds on that capability, but by broadcasting from cell towers, the new emergency alerts messages would be quicker and delivered instantaneously to all recipients.

    Public testing will allow us to check the effectiveness of the system and ensure that members of the public are familiar with the new system and know what to do should they receive an alert in future. There will be localised public information campaigns ahead of each test to inform people about the look and feel of the alert and what they should do when they receive it. There will also be a nationwide public information campaign ahead of the full national launch of this new capability.

    To ensure that as many people as possible receive emergency alerts in future, we would encourage people to make sure that their phones have the latest manufacturer’s software updates downloaded.
