To ask Mr Chancellor of the Exchequer, if he will publish all agreements made to date with EDF energy over financing and borrowing arrangements for the proposed Hinkley C nuclear plant; and if he will ensure that agreements which relate to the differential financial arrangements depending on development of the Flamanville nuclear plant in France and the proposed Sizewell C plant are so published.

The financing and borrowing arrangements for the proposed Hinkley Point C nuclear plant have not yet been signed. These arrangements are commercially sensitive and will not be published. However, the Chancellor did announce in September 2015 an initial guarantee of £2 billion of bonds which must be repaid by December 2020 by the shareholders of the project company. There is no further obligation to issue guarantees after that date.

It is the intention of DECC to publish the Contract for Difference following its signature, and this is the document that contains the reduction in the Hinkley Point C “Strike Price” from £92.50 to £89.50 – which is linked to a positive decision by EDF to proceed with Sizewell C.

To ask the Secretary of State for Wales, what assessment he has made of the potential implications for the completion of projects funded in Wales by EU structural funds in the event of the UK leaving the EU.

To ask the Secretary of State for Defence, whether his Department has made an assessment of the relevance of the Final Report of the US Defense Science Board Task Force on Resilient Military Systems, published on 10 October 2012, to the security of Trident submarines.

The Ministry of Defence are aware of the report in question which has not alerted us to anything new. We continue to place a high priority on assuring the effectiveness of our nuclear deterrent and managing the associated risk. We continue to monitor and evaluate capabilities and technologies that could threaten the nuclear deterrent, including from cyber-attack. It would not be appropriate to go into specific detail of the steps taken to mitigate against these threats but note that the report points out that submarine platforms have isolation "designed into how they operate and fight" and that this isolation provides nuclear armed submarines with additional resilience over other nuclear weapon systems.

To ask the Secretary of State for the Home Department, whether GEO received full payment for its contracted services to run Harmondsworth Removal Centre for each year of that contract.

The Home Office has not pursued legal action against GEO for its performance in managing Harmondsworth immigration removal centre (IRC). Under the terms of the contract signed on 20th January 2009, deductions were made from payments to GEO for performance-related service credits and dilapidation costs.

To ask the Secretary of State for Justice, what the total cost to the public purse is of restarting the tendering process for the Transforming Rehabilitation Programme; and what recent steps he has taken to improve the subcontracting process of charities selected as preferred tenders.

No Community Rehabilitation Company (CRC) has withdrawn from the Transforming Rehabilitation Programme. As part of the Transforming Rehabilitation reforms, CRCs are required to deliver the services set out in their contract. CRCs can decide to contract with other organisations to deliver some of those services. If these sub-contractors decide to no longer provide services, the CRC will decide whether to re-tender or provide the service themselves. This should not affect the number of offenders able to access the services.

We are not restarting the tendering process for probation providers. CRCs are in the process of finalising their supply chains. Contract Management Teams closely monitor arrangements to ensure consistency of service provision and that prime and sub-contractors comply with the terms of an Industry Standard Partnering Agreement set out in the original tender documents.

To ask the Secretary of State for Energy and Climate Change, what assessment she has made of the implications for her policy on the building of a nuclear power plant at Hinkley Point C of the finding of the UN Economic and Social Council in the Report of the Implementation Committee on its thirty-fifth session, page 21, that the UK is in non-compliance with its obligations to examine the potential adverse transboundary impacts of an accident at any new nuclear plant constructed in the UK.

Compliance with international obligations is something we take very seriously. The proposed recommendations published by the Implementation Committee are still subject to adoption by the Meeting of the Parties to the Espoo Convention at their next meeting which is due to take place in June 2017.

We are confident that we have met the relevant international requirements in relation to Hinkley Point C, however we will consider the Implementation Committee’s report in advance of the meeting.

To ask the Secretary of State for Defence, whether he plans to extend the remit of his Department’s Blacknest verification centre to verify nuclear disarmament and warhead dismantlement.

There are no plans to expand the remit of the Blacknest facility, which is primarily concerned with fulfilling the Comprehensive Test Ban Treaty UK national data centre requirements.

To ask the Secretary of State for Communities and Local Government, what assessment he has made of the need for increased quarrying capacity to meet the stone demand for new house building.

The National Planning Policy Framework makes clear that mineral planning authorities should plan for a steady and adequate supply of minerals (aggregates), for example stone which is used in construction. All mineral planning authorities in England are members of one of the nine Aggregate Working Parties. These Parties publish annual reports which provide survey data on the extraction, sales, supply and forecast demand for aggregates in their area.
