Arts Council England funds organisations nationwide including National Portfolio Organisations offering high quality creative and professional training to writers, particularly aimed at emerging talent and funds and supports individual writers/literature via the Grants for the Arts funding scheme.

Literature Wales is the national company for the promotion and development of literature in Wales, and works with the support of the Arts Council of Wales and Welsh Government. Literature Wales receives an annual revenue grant from the Arts Council of Wales as well as a subsidy from the Arts Council’s Lottery Funds

To ask the Secretary of State for Energy and Climate Change, what assistance has been (a) asked for and (b) provided to Israel to assist in (i) emergency planning in the event of a radiological incident and (ii) radioactive waste management at the Dimona nuclear plant in Israel.

The Department of Energy and Climate Change has not received any requests from, or provided assistance to, Israel on either emergency planning in the event of a radiological incident, or radioactive waste management at the Dimona nuclear plant.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what representations the Government has received in the case brought at the International Court of Justice in the Hague from 8 March 2016 by the Marshall Islands against the UK and other states on obligations concerning negotiations relating to cessation of the nuclear arms race and to nuclear disarmament.

The Government received legal representations from the International Court of Justice (ICJ) on 24 April 2014, when the Marshall Islands submitted their application. I met Tony deBrum, the then Marshall Islands Foreign Minister, in May 2014 to discuss the issue. The UK filed written objections to jurisdiction and admissibility with the Court in June 2015, and the Marshall Islands provided a written response to those objections in October 2015. Oral hearings on whether the case should proceed to the next phase in which the merits will be considered are currently underway at the ICJ in The Hague.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps he has taken to encourage US-based IT companies to make customer use data available to UK intelligence services to help tackle international terrorism.

The Government works with IT companies around the world to ensure that we have the information required to tackle threats to the UK.

UK law grants warrants issued in pursuit of such data extra-territorial jurisdiction. The Government is also in the process of negotiating a bilateral agreement with the US which will aid the ability of US companies to respond to UK warrants.

To ask the Secretary of State for Energy and Climate Change, if she will (a) list the titles of and (b) publish on her Department’s website all reports prepared by (i) officials of her Department and (ii) contractors for her Department since May 2015 on options for financing new nuclear power plants.

To ask the Secretary of State for Wales, what estimate he has made of the net benefit to the Welsh economy of jobs created as a result of the construction of Hinkley Point C nuclear power plant.

The UK Government does not hold the specific figures requested. The decision to proceed with the first new nuclear power station for a generation will provide a huge boost to the regional economy including South Wales. Construction at the Hinkley site will provide 26,000 jobs and apprenticeships, and 64% of the project’s costs will be spent in the UK.

Welsh companies are already taking advantage of the opportunities this project presents, for example, Express Reinforcements in South Wales was given preferred bidder status for a £100m contract to supply 200,000 tonnes of reinforcing steel for the project.

I would encourage businesses in Wales to register with EDF in order to take advantage of upcoming supply chain opportunities.

To ask the Secretary of State for Environment, Food and Rural Affairs, when she estimates that the BCG vaccine will be available to resume the Badger Edge Vaccination Scheme; and what plans her Department has in place to procure BCG for this purpose.

We have no firm date for resumption of supply of the authorised product from the manufacturer, with whom my officials and Public Health England (PHE) are in contact. PHE and Defra officials visited the production facility in September.

To ask the Secretary of State for Energy and Climate Change, what the risk premium negotiated with EDF energy for the waste transfer contracts covering radioactive waste from Hinkley Point C is; and what advisers her Department appointed to assist in those negotiations.

The waste transfer contracts for the Hinkley Point C power station have been prepared in line with the approach set out in the Waste Transfer Pricing Methodology published in 2011.

As set out in the methodology, the contracts provide for the setting of a Waste Transfer Price for the provision of a waste disposal service. The Waste Transfer Price will be set at a level over and above estimated costs and include a risk premium to compensate the taxpayer for taking on the risk of subsequent cost escalation.

In line with the methodology, the contracts provide that the Waste Transfer Price, and hence the risk premium, is not set at the outset but instead is deferred for a specified Deferral Period to enable greater certainty over expected costs. Therefore the waste transfer contracts for Hinkley Point C do not specify a risk premium. Rather, the contracts set out how the Waste Transfer Price, and hence the risk premium, will be determined at the end of the Deferral Period and the approach in the contracts is in line with the published methodology.

DECC appointed Slaughter and May to provide legal advice in the negotiations on the waste transfer contracts for Hinkley Point C.
