    To ask the Secretary of State for the Home Department, what proportion of Syrian refugees resettled under the Vulnerable Persons Resettlement Programme were previously resident in another country before Syria.

    We do not monitor whether a resettled person has ever previously been resident in another country apart from Syria and their host country. All refugees resettled under the Syrian Vulnerable Persons Resettlement (VPR) Scheme are Syrian nationals.

    The UN High Commissioner for Refugees identifies and proposes Syrian refugees for the VPR scheme from among the whole of the registered refugee population in the region, over 4 million people. This includes people in formal refugee camps, informal settlements and host communities in Turkey, Jordan, Lebanon, Iraq and Egypt

    To ask Mr Chancellor of the Exchequer, how many (a) enforcement actions have been undertaken by HM Revenue and Customs (HMRC) involving victims of modern slavery and (b) victims of modern slavery HMRC recovered national minimum wage arrears for in each of the last five years; and how much in national minimum wage arrears HMRC has recovered for victims of modern slavery in that period.

    HM Revenue and Customs (HMRC) has developed a specific training package targeting Modern Slavery and Human Trafficking which is mandatory for all visiting officers. This training advises officers on the indicators to look for and the responses to take where exploitation is suspected.

    HMRC participates in multi-agency investigations into cases of Modern Slavery where there are potential tax or National Minimum Wage (NMW) offences. Since February 2015, HMRC has opened 73 tax investigations in cases where Modern Slavery is suspected. HMRC does not collate specific data on any NMW arrears identified in cases involving Modern Slavery.

    The Department regularly assesses each train operator’s performance, and officials have regular meetings with Govia Thameslink Railway’s senior management where operational performance is reviewed, including punctuality as measured through the Public Performance Measure, and we continue to press the franchisee to see what can be done to improve the service offered to their customers.

    To ask Mr Chancellor of the Exchequer, if his Department will conduct a spillover analysis to examine the international effects of UK tax policy of a similar character to those undertaken by the governments of the Netherlands and Ireland.

    The government has no current plans to conduct a spillover analysis, which it does not believe would be a useful exercise.

    The government is committed to a competitive and fair tax system, and has led international efforts to tackle tax evasion and avoidance while supporting developing countries to implement tax reforms. Through the G20 we have commissioned the international organisations to develop toolkits to assist developing countries to implement the Base Erosion and Profit Shifting (BEPS) outcomes as well as funding assistance to help developing country tax authorities tackle multinational tax avoidance.

    The UK is a founder member of the Addis Tax Initiative, which commits the UK to double its Overseas Development Assistance spend on tax capacity building by 2020 and to work to make international tax reform more accessible to developing countries.

    The procurement of local health services by means of competitive tendering is a matter for the local National Health Service.

    The Department has not received any representations on the matter of whether Greenwich Clinical Commissioning Group (CCG) was quorate at its meeting of 29 June 2016 when it awarded the contract for musculoskeletal services to Circle Health.

    We are informed by NHS England that the CCG follows standard NHS procurement procedures and these procedures were followed for this procurement.

    – none were certification withdrawn

    – 359 have been certified under Regulation 24AA

    – all data provided relates to the First Tier Tribunal only

    – 25 are listed as abandoned or withdrawn by the appellant

    – 89 were dismissed by the relevant tribunal

    The Home Office does not disclose country specific information as its disclosure could prejudice relations between the UK and foreign governments.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, with reference to page three of the HMG Strategy for Abolition of the Death Penalty 2010-2015, as revised in October 2011, what legal challenges to the mandatory death penalty his Department has been involved in involving (a) UK citizens and (b) non-UK citizens in each of the last five years.

    Using a range of funding tools, principally the Human Rights and Democracy Programme Fund, the Foreign and Commonwealth Office (FCO) has, since 2010, funded a number of non-governmental organisations to mount legal challenges to the use of the death penalty abroad both in specific cases and on matters of general principle. We do not fund the private legal costs of British nationals facing the death penalty, but we can refer cases to the FCO’s pro bono legal panel, where appropriate, to provide advice to the British national in question and their local lawyer on an entirely pro bono basis.
