    To ask the Secretary of State for Business, Innovation and Skills, if he will hold discussions with manufacturers about developing antifreeze products without ethylene glycol.

    There have been no recent discussions between the Department and manufacturers of anti-freeze on developing products without ethylene glycol and there is no immediate plan to do so.

    We consider the existing legislation to be effective. Consumers should be aware of the dangers presented by antifreeze products because these products are legally required to carry appropriate safety warnings under the Classification and Labelling (CLP) Regulations.

    DFID maintains a list of fragile states based on open-source data from a range of sources including the World Bank, UN and the World Peace Index. We update this list regularly to reflect changes in the data.

    DFID also makes use of the Cabinet Office’s annual Countries at Risk of Instability report and quarterly Countries at Risk of Instability tracker.

    To ask the Secretary of State for the Home Department, how many detainees have been held in the Kingfisher Isolation Unit in Yarl’s Wood in each year since 2010.

    The accommodation in Kingfisher Unit is used for individuals removed from general association in accordance with Rules 40 (removed from association) and 42 (temporary confinement) of the Detention Centre Rules 2001.

    Rule 40 states that an individual may be removed from association where it appears necessary in the interests of security or safety that they should not associate with other detained persons, either generally or for particular purposes.

    Rule 42 states that a violent or refractory individual may be confined temporarily in special accommodation, but not as a punishment, or after he/she has ceased to be refractory or violent.

    Management information held by the service provider, Serco, for Yarl’s Wood Immigration Removal Centre is only available for the number of instances that the accommodation was used for these purposes and cannot be provided for the numbers of individuals except at disproportionate cost.

    We remain concerned by the timing of the Darfur referendum due to ongoing violence and the absence of a peace agreement. In Jebel Marra the continued fighting and the level of civilian displacement outlined in the UN Fact Sheet is particularly troubling, and brings in to question the viability of holding the referendum at this time. We have raised such concerns with the Government of Sudan. We have also pressed for full humanitarian access to be granted, including at the UN Security Council and bilaterally as part our recent strategic dialogue with the Government of Sudan, led by the Foreign and Commonwealth Office’s Africa Director. Officials from our Embassy in Khartoum are monitoring the situation closely.

    The number of science teachers in state funded secondary schools in England has increased between 2010 and 2014; from 56,700 to 57,300.

    Last year, the Prime Minister announced that we would be spending up to £67m on teacher training and development in priority Science, Technology, Engineering and Mathematics (STEM) subjects. This includes training an additional 2,500 mathematics and physics teachers, and improving the subject knowledge of a further 15,000 non-specialist serving teachers in those subjects.

    The NAO Report, following their inquiry into ‘Training New Teachers’, stated ‘The overall number of teachers has kept pace with changing pupil numbers, and the retention of newly qualified teachers has been stable’.     To ask the Secretary of State for Work and Pensions, if he will commission a comprehensive assessment of the levels of acetaldehyde that workers are exposed to in the UK chemical industry.

    The Health and Safety Executive (HSE) has no plans to commission an assessment of the levels of acetaldehyde that workers are exposed to in the UK chemical industry.

    Acetaldehyde has been assigned a Workplace Exposure Limit (WEL). WELs are concentrations of hazardous substances in the air, averaged over a specified period of time, referred to as a time-weighted average (TWA). Two time periods are used; long-term (8 hours) and short-term (15 minutes). For acetaldehyde these are concentrations of 37 milligrams per cubic meter (mg.m-3) and 92mg.m-3 respectively.

    Substances that have been assigned a WEL are subject to the requirements of the Control of Substances Hazardous to Health Regulations (COSHH). COSHH requires employers to prevent or control exposure to hazardous substances. Under COSHH, control is defined as adequate only if a) the principles of good control practice are applied; b) any WEL is not exceeded; and c) exposure to asthmagens, carcinogens and mutagens are reduced as low as is reasonably practicable. As part of the assessment required under regulation 6 of COSHH, employers should determine their own working practices and in-house standards for control of exposure.

    To ask the Secretary of State for the Home Department, what proportion of women detained in Yarl’s Wood Immigration Removal Centre in the last year have (a) attempted to or (b) inflicted harm upon themselves.

    Published statistics for the period July 2014 to June 2015 show that 1,501 women entered Yarl’s Wood immigration removal centre as the first place of detention. Provisional management information for the same time period shows that there were 54 incidents of self-harm requiring medical treatment at Yarl’s Wood that involved women.

    These numbers do not necessarily equate to the number of detainees requiring medical treatment. An individual may have received medical treatment on more than one occasion, therefore a maximum of 54 women could have received medical treatment for self harm, the equivalent of 3.6% of the total female population that entered Yarl’s Wood for the specified period.

    No such estimate has been made. Clinical commissioning groups are responsible for the commissioning of ophthalmic services in secondary care. Where National Institute for Health and Care Excellence guidance does not exist on a particular treatment, it is for commissioners to make funding decisions based on an assessment of the available evidence and on the basis of an individual patient’s clinical circumstances.

    NHS Commissioners are required to have in place clear and transparent arrangements for local decision-making on the funding of treatments and for considering exceptional funding requests.
