    To ask the Secretary of State for Health, what assessment he has made of the effect on patient safety of the 10 per cent headcount reduction initiative introduced by St George’s University Hospitals NHS Foundation Trust.

    Responsibility for determining appropriate staffing levels rests with hospital trusts. In making their assessment, trusts should focus on the numbers and skill mix needed to deliver quality care, patient safety and efficiency.

    We are advised by NHS Improvement that St George’s University Hospitals NHS Foundation Trust is implementing a financial recovery plan, part of which involves reducing pay costs by 10% by 31 March 2017.

    We are further advised that the Trust plans to achieve financial sustainability by not recruiting to certain posts as and when they become vacant. We understand that the Trust is also reviewing its expenditure on discretionary pay and on employing temporary bank and agency staff.

    We are assured that the Trust will take all necessary steps to ensure staff can continue to deliver services safely and effectively and that any posts judged essential to delivering services safely and effectively will continue to be filled.

    To ask the Secretary of State for Health, what funding his Department provides for vulnerable adult transport.

    The issue of transport for vulnerable people is spread across Government, including the Department for Work and Pensions, the Department for Transport, the Department for Communities and Local Government and the Ministry of Defence.

    The funding for transport for vulnerable people in the Department of Health’s policy remit is provided by local authorities and clinical commissioning groups, who do not break down spend in this way. The Department of Health does not independently collect data on how much is spent on vulnerable adult transport.

    The UK’s flexible and effective restructuring and insolvency regime is very much in keeping with the general themes of the EU Recommendation. Following the European Commission’s 2014 Recommendation, the Government conducted a call for evidence seeking the views of stakeholders and submitted a response to the Commission’s survey on how Member States comply with the Recommendation. The Government published the UK’s response in August 2015.     The European Union (EU), including its Member States, is the world’s largest aid donor. In 2014, the EU and its Member States spent nearly £50bn of Official Development Assistance (ODA), which represents around half of global ODA. The UK has a powerful voice on development through its EU Membership and has achieved real changes to the EU development programme in line with UK priorities.

    To ask the Secretary of State for Business, Innovation and Skills, pursuant to the Written Statement of 26 April 2016, HCWS701, what estimate he has made of the number of students affected by the proposed changes to eligibility to student support for people with long residency in the UK.

    We estimated at the time of proposing the changes that they could lead to an additional 2,400 claims for student support in the first year after the changes take effect. This estimate was derived from information on those people who had non-asylum discretionary leave to remain and had applied for student support. However, we do not have information on the length of time these individuals have been in the UK or their age. It is therefore not possible to determine exactly how many of these individuals would meet the criteria in the new rules.

    At Budget 2016 the government announced that it will ensure the industry designs, funds and launches a pensions dashboard by 2019. This will help people to ensure that people can clearly view all their pension savings in one place.

    This work will be industry-led. The Treasury is starting the work on catalysing and challenging the industry to deliver and I will set out next steps in due course.

    To ask the Secretary of State for Environment, Food and Rural Affairs, for what reason the Government did not meet the deadline for implementing the Agreement on International Humane Trapping Standards; who the Government consulted on its decision to delay that implementation; and whether the Government requested permission from the EU to extend that deadline.

    The Agreement on International Humane Trapping Standards (AIHTS) applies to a limited number of species in the UK (stoat, badger, otter, beaver and pine marten).

    Of these, the stoat is the only species for which lethal traps are used in the UK. Defra has been working with trap testing facilities to test the humaneness of spring trap designs that can replace traps currently in use. Testing to date has not identified a suitable alternative design that meets AIHTS standards.

    Defra aims to implement the AIHTS as soon as is practically possible, but to use a permitted transition provision to allow delayed implementation of the agreement for stoats whilst a suitable compliant design is identified.
