    I have had no discussions with Ministers of the Northern Ireland Executive on the publication date of guidance on abortion for health professionals.

    Abortion law and guidance in Northern Ireland is a transferred matter and is therefore the responsibility of Northern Ireland Executive Ministers.

    National Health Service hospital treatment is free to those people who are ordinarily resident in the United Kingdom, or those exempt from charge under the NHS (Charges to Overseas Visitors) Regulations 2015, as amended. Anyone else should present a European Health Insurance Card, S1 or S2 form or pay direct for their NHS care. Those who need care and treatment urgently will still receive it even if they are chargeable and cannot pay straight away.

    We continue to work with regional and international partners to tackle the threat posed by terrorist organisations including Al-Qaeda in the Arabian Peninsula and Daesh-Yemen. For operational reasons we cannot comment in detail on this activity.

    Further to the question asked by the Hon Member of 7 September 2016, Official Report, Column 321, I would add that my Rt Hon Friend, the Member for Derbyshire Dales, is a Minister of the Crown and a member of the Cabinet. He will attend a number of Cabinet Committees, which will be published in due course, and has duties directly related to the Duchy of Lancaster. The List of Ministerial Responsibilities will also be published in due course. He does not receive a Ministerial salary from public funds. Details of Private Office staff will be accounted for as part of the regular transparency data on gov.uk. The Government publishes on a quarterly basis details of Ministerial visits overseas. All Ministers have access to the Government Car Service for official travel.

    My Rt Hon Friend also serves as the Party Chairman of the Conservative Party. Such arrangements are no different from the likes of Charles Clarke, Ian McCartney and Hazel Blears, all of whom held the posts of Minister Without Portfolio and Labour Party Chair under the last Labour Government.

    I would also observe that under the Thatcher and Major Governments, senior figures such as Norman Tebbit, Kenneth Baker and Chris Patten served as both Chairman of the Conservative Party and Chancellor of the Duchy of Lancaster.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what steps the Government plans to take to encourage Chinese investors to invest in the UK dairy industry.

    China is one of the UK’s priority markets for investment. The Government is providing increased funding to UKTI across its China network and in the UK. The state visit last month demonstrated China’s recognition that the UK is one of the most open markets in the world for foreign investment and there is significant appetite from Chinese companies to invest here.

    UKTI has a dedicated Food and Drink sector team and proactively works with potential Chinese investors. The UK offers Chinese investors strong proposals for milk powder, cheese (Cheddar) and butter production due to the vibrant dairy research sector, temperate climate and increasing milk production volumes.

    Last week the Secretary of State was in China supporting the Food is GREAT campaign there; dairy is a key focus area allowing participating British companies to meet potential Chinese investors and buyers looking to invest in the UK and source UK dairy products.

    In some places trees can slow the flow of water down stream and reduce the local impacts of floods. That is why flood risk management is one of the targeting criteria for woodland creation funded through the new Countryside Stewardship scheme. The Forestry Commission also continues to undertake research into understanding what role woodlands can play in managing flood risk.

    We understand that the International Committee of the Red Cross office in Gaza closed on 7 February for security reasons following protests in solidarity with a Palestinian hunger striker in Israeli detention. We have not raised this specific issue with the Palestinian Authority (PA) but we have urged the PA to make progress on resuming control in Gaza.

    Access to means-tested benefits is conditional upon satisfying the Habitual Residence Test (HRT) where claimants must provide proof of their nationality and immigration status; their employment (where appropriate) and habitual residence in the UK.

    Generally, access to disability benefits is conditional upon satisfying the Past Presence Test (PPT) where claimants must provide proof of their nationality and immigration status; their habitual residence in the UK; and presence in the UK for 2 years out of the last 3 years.

    Access to contributions-based benefits is not dependent on a residency test, but the claimant must be present in the UK and they must have made the required number of national insurance contributions.
