    The Government remains committed to making Britain the best place in Europe to start and grow a business. That includes supporting those businesses that trade with the EU and wider international markets, as well as continuing to encourage record foreign direct investment that supports business and communities up and down the country.

    Over the coming weeks and months the Government will be engaging with businesses and key stakeholders up and down the country. We will listen to their concerns, aim to limit uncertainty in the transition and ensure our new relationship with the EU works for business.

    Under the Health and Social Care Act 2012, primary care trusts (PCTs) ceased to exist from 1 April 2013, being replaced by clinical commissioning groups.

    The Department does not hold information centrally on the amounts owed to clinical commissioning groups by foreign patients for National Health Service medical treatment received.

    The Equality Act 2010 protects all individuals against racial and other forms of discrimination in the workplace. The Prime Minister has underlined the Government’s commitments to increasing racial diversity in the workplace in his 2020 Vision in which he made a commitment to increase BAME employment by 20% by 2020. The Government is aware of the forthcoming report by the Resolution Foundation and will study its recommendations carefully when it is published.

    To ask the Secretary of State for International Development, if she will make an assessment of the effectiveness of her Department’s programmes in the eight districts of the Central Region of Uganda in preventing the spread of malaria.

    DFID works with UNICEF in the Central Region of Uganda on a programme to prevent the spread of malaria. As part of this, the Integrated Community Case Management programme is improving access to testing and treatment for children under five with high fever. This is an important intervention in preventing the spread of malaria and reducing deaths related to malaria and other treatable diseases.

    Results from the 2014-15 internationally recognised Malaria Indicator Survey showed that the prevalence of malaria in children in the central region where the eight districts are located had reduced from 39.1% in 2009 to 10.5%. This is largely as a result of targeted interventions including the programme funded by DFID and implemented by UNICEF.

    Deficits for schools which convert to become sponsored academies remain with the local authority. These deficits remain with their local authority as these schools were the responsibility of the authority when they were found to be failing or underperforming and it is the authority’s responsibility for ensuring the school managed its expenditure satisfactorily.     Local authorities are responsible for ensuring the financial viability of maintained schools and ensuring any deficits are cleared within 3 years.

    The Home Office is committed to publishing data in an orderly way as part of the regular quarterly Immigration Statistics, in line with the Code of Practice for Official Statistics. Latest statistics published on 25 August confirmed that a total of a total of 2,898 Syrians have been resettled under the scheme since it began, 2,646 of these arriving since 1 October 2015.
