    To ask the Secretary of State for International Development, whether her Department has made an assessment of the potential effect of the change in the OECD definition of foreign aid to include some military spending on the effectiveness of aid spend on reducing poverty.

    We welcome the outcome of the recent High Level Meeting of the OECD’s Development Assistance Committee (DAC), which agreed how the Official Development Assistance (ODA) rules should be updated to better tackle the pressing global development issues of the 21st century. The updates to the ODA rules both better recognise the detrimental impact that conflict, fragility and insecurity have on efforts to tackle poverty and reflect the importance of private sector investment for development.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will press for the release of former Malaysian opposition leader Anwar Ibrahim.

    We have made clear on a number of occasions our deep concern about Anwar Ibrahim’s imprisonment. I made a statement on 10 February 2015, following his conviction and sentencing. The Prime Minister, my Rt Hon. Friend the Member for Witney (Mr Cameron), raised Anwar Ibrahim’s case with his Malaysian counterpart during a visit to Malaysia in July last year.

    A number of other Ministers have raised Anwar Ibrahim’s case with their Malaysian counterparts. Most recently, in separate meetings with Malaysia’s Deputy Prime Minister in London in November 2015, the Home Secretary, my Rt Hon. Friend the Member for Maidenhead (Mrs May) and I raised our concerns, including about his health and medical treatment. I have also met Anwar Ibrahim’s daughter, Nurul Izzah, several times to discuss this case, most recently in February.

    We are aware of concerns regarding judicial independence and the rule of law in this case. We will continue to raise our concerns and encourage Malaysia to recognise the importance of international confidence in its judicial system and to restore trust in its commitment to international human rights standards.

    Whilst we have not raised this specific issue with the Government of Israel, officials from our Embassy in Tel Aviv have expressed our concern previously over the Israel Defence Forces’ use of live fire against fishermen and also about the confiscation of their boats.

    To ask Her Majesty’s Government whether individuals using generic versions of Truvada for pre-exposure prophylaxis (PrEP) obtained online from overseas can access free at the point of need the appropriate monitoring and tests that are required, including as necessary tests for the pharmacological efficacy of the generic drugs they are taking, even though Truvada for PrEP has not been commissioned by NHS England.

    It would not be possible or practical to monitor how individuals choose to access medicines or services outside of the National Health Service or to assess the impact on that individual. Registered pharmacies that operate online and that may supply drugs for use as pre-exposure prophylaxis (PrEP) are the responsibility of the General Pharmaceutical Council. We are aware that some local authority commissioned sexual health services are offering monitoring of the pharmacological efficacy of generic PrEP however this is a matter for local decision.

    Until exit negotiations are concluded, the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. During this period the Government will continue to negotiate, implement and apply EU legislation.

    There are currently no EU directives for which the MoJ has responsibility, and which the UK has opted into, which are awaiting transposition into UK law.

    There is no single data source that comprehensively measures all business start-ups within the UK.

    However, ONS publishes statistics showing the number of businesses newly registered for VAT or PAYE.

    These figures are available from the ONS Business Demography releases.

    To ask the Secretary of State for the Home Department, what her policy is on the removal from the UK of a jobseeker who is a citizen of another EU country who has been in the UK for more than six months and can provide evidence that they (a) are looking for employment and (b) have a genuine chance of being engaged.

    We have been clear that in future EU jobseekers will not be supported by UK taxpayers and can be removed if they are not in a job within six months.

    There is limited discretion to keep the status of jobseeker for longer than six months but an individual must provide compelling evidence to show they are continuing to seek employment and have a genuine chance of employment.
