    To ask the Secretary of State for Health, what progress has been made on implementing the Cardiovascular Disease Outcomes Strategy.

    NHS England continues to support implementation of the Cardiovascular Disease (CVD) Outcomes Strategy. It is working closely with Public Health England (PHE) on a range of preventative issues which support implementation of the strategy and promote wider improvement in outcomes. These include addressing areas such as diabetes, high blood pressure and cholesterol together with the further development of NHS Health Checks, where recent research has shown that with appropriate clinical treatment, an estimated 2,500 people will have avoided a major cardiovascular event, such as heart attack or stroke over the last five years as a result of the programme.

    NHS England is also working with partners to support actions that promote earlier diagnosis of conditions such as atrial fibrillation, heart failure and valve disease and improved survival from out of hospital cardiac arrest.

    NHS England also hosts an expert forum which brings together the relevant National Clinical Directors, national charities, the National CVD Intelligence Network, PHE and the Department. This collaborative continues to coordinate delivery of the work which was initiated in the CVD Outcomes Strategy.

    To ask Her Majesty’s Government what assessment they have made of the anonymous evidence given to the Public Accounts Committee to the effect that national regulators are pressuring NHS providers to potentially mislead the public and Government departments over their true

    From 1 April this year NHS Improvement will be the operational name for the national regulator for National Health Service providers, replacing Monitor and the NHS Trust Development Authority.

    NHS Improvement have asked finance directors to review the accuracy of accounting entries and scrutinise estimates as far as possible to ensure they are a true and accurate reflection of the financial position of each trust. All financial statements for individual providers will be prepared in line with international Financial Reporting Standards and Government budgeting rules and are subject to independent, external audit. The Department is therefore satisfied that the current NHS Improvement approach is entirely appropriate and would be so in any financial year.

    NHS Improvement representatives have committed to address this point with the Public Accounts Committee at the earliest opportunity and have written directly to the chair.

    The Military Afloat Reach and Sustainability (MARS) programme covers the four Tide Class Tankers which were ordered in 2012 and are currently under construction, and the Fleet Solid Support (FSS) ships. As stated in the Strategic Defence and Security Review 2015, we plan to procure three Fleet Solid Support logistic ships

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what his Department’s recent estimate is of the number of civilian casualties in the conflict in Yemen; and if he will make a statement.

    The United Nations Office for the Coordination of Humanitarian Affairs in Yemen estimates that over 6,000 people have been killed and over 30,000 people injured since the conflict escalated in March 2015. A political solution remains the best way to bring this conflict and the suffering of the Yemeni people to an end. We continue to urge all those involved in the UN-facilitated peace talks to find a way to bring peace and stability to Yemen which its people deserve.

    To ask the Secretary of State for Communities and Local Government, what assistance his Department provides to local authorities to help tackle (a) homelessness and (b) the root causes of homelessness.

    One person without a home is one too many. That is why the Government is clear that prevention must be at the heart of everything we do to tackle homelessness. We will be investing £500 million in work to prevent and relieve homelessness across this Parliament. This includes protecting homelessness prevention funding for local authorities, which will amount to £315 million by 2019-20, to help them continue to provide quality advice and assistance to everyone who approaches them for help. Since 2010, local authorities have helped prevent or relieve over one million cases of homelessness.

    Homelessness is rarely a housing issue alone. The causes are varied and driven by issues such as health, education, justice, welfare, and employment. That is why we have increased central investment to tackle homelessness over the next four years to £139 million, including a new £10 million Social Impact Bond to support rough sleepers with the most complex needs. This builds on the success of the world’s first homelessness Social Impact Bond, run by the Greater London Authority to turn round the lives around of 830 of London’s most entrenched rough sleepers. Over half have achieved accommodation, employment or reconnection outcomes.

    In addition we have invested £15 million to improve outcomes for young people through the Fair Chance Fund. This funding is turning around the lives of around 1,900 18 to 25 year olds with complex and overlapping needs, by supporting them into accommodation, education, training and employment.

    The Hon. Member for Bury South (Mr Lewis) was the last serving Foreign and Commonwealth Office (FCO) minister to visit the Tibet Autonomous Region (TAR), in September 2009. An FCO official last visited the TAR in June 2014. We continue to press the Chinese authorities for further access.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Gardiner of Kimble on 27 October (HL2665), how much of the 2015 Common Agricultural Policy budget has been, or will be, spent in support of United Kingdom agriculture.

    In 2015, the UK has been allocated around 7% of the total CAP budget, equivalent to a total of €4 billion.

    In pounds sterling, based on the average European central Bank exchange rate for September used for calculating direct payments, this equates to a total of £2.9 billion. Of this amount, £2.3 billion is allocated to Pillar 1 direct payments and £620 million to Pillar 2 rural development.

    The threat from Northern Ireland Related Terrorism is severe.

    It is being suppressed by the hard work of PSNI and MI5. Because of their efforts, the number of national security attacks has fallen from 40 in 2010 to 16 in 2015. But the need for total vigilance remains and will continue.
