    To ask the Secretary of State for the Home Department, if she will make it her policy to implement the recommendations of the report by the All-Party Parliamentary Group for International Freedom of Religion or Belief, entitled Fleeing Prosecution: Asylum claims in the UK on Religious Freedom Grounds.

    The Home Office carefully considers all asylum claims on their individual merits, including claims based on religious persecution. We grant protection to those who genuinely need it in accordance with our international obligations under the Refugee Convention and the European Convention on Human Rights (ECHR).

    Published guidance on the interviewing and consideration of asylum claims is regularly reviewed and takes into consideration the views of stakeholders, including religious groups. The current training and support available for asylum caseworkers includes a UNHCR endorsed Foundation Training Programme. This, and follow-on courses, covers all aspects of the asylum interview and decision making process, including the assessment of credibility and country information in religious based claims. Real-life case studies and role-play are used throughout the training programme to reinforce knowledge and understanding of the issues.

    We are currently carefully considering the APPG report and its recommendations and will provide a response in due course.

    We are taking forward a range of legislative measures to tackle nuisance calls, which will increase consumer protection and choice by strengthening the Information Commissioner’s Office’s (ICO) ability to take enforcement action against organisations that break the law. Specific actions include; strengthening the ICO’s direct marketing guidance by giving it statutory status; a proposal to extend the ICO’s powers of compulsory audit to more of the organisations that generate nuisance calls; and exploring the options for enabling the ICO to hold company directors to account for breaches of the direct marketing rules.

    To ask the Secretary of State for Justice, what progress her Department has made on implementing the recommendation of the findings paper of Her Majesty’s Inspectorate of Prisons, People in prisons: Gypsies, Romany and Travellers, published in February 2014, on recording the number of young people of Gypsy, Traveller and Roma background in secure training centres.

    The Youth Justice Board currently records the ethnicity of young people in Secure Training Centres (STC) using the 2001 Census categories.

    The Youth Justice Board commissions HM Inspectorate of Prisons (HMIP) to carry out an annual survey, ‘Children in Custody’, to monitor Gypsy, Romany and Traveller children in youth offenders’ institutions (YOIs) and secure training centres (STCs).

    The YJB keep their data collection systems, including on ethnicity, under regular review.

    To ask the Secretary of State for Transport, if he will require Heathrow Airport Limited to respond publicly to the recommendations of the Airport Commission that, in order to mitigate the effects of a third runway at Heathrow, (a) there should be a commitment in Parliament not to build a fourth runway, (b) there should be a ban on all scheduled night flights in the period 11.30pm to 6.00am, (c) a third runway should allow periods of predictable respite to be more reliably maintained and (d) additional operations at an expanded Heathrow Airport must be contingent on acceptable performance on air quality.

    The Government has yet to decide on the need for additional airport capacity and will not make any decisions on the next steps until it has considered the large amount of very detailed analysis contained in the Airports Commission’s final report.

    That being said, the Government recognises that effective mitigation measures to assuage any adverse effects airports may have on the surrounding environment and communities is essential to the success of any major airport; this allows everyone to share in the benefits airport expansion can bring.

    There are 60 Ministry of Justice forms published on gov.uk. Of these, three are translated into the Welsh language, which is five percent of the total. This does not include forms from agencies or arms’ length bodies of the Ministry of Justice. We are committed to providing our forms in the Welsh language where it is clear there is demand.

    The Government welcomes industry’s commitment to tackling the issue of excessive alcohol consumption in airports and on-board aircraft. The use of tamper-proof bags for duty-free purchases is currently being trialled at a number of UK airports and as part of that trial industry will reach a view on the potential merits of this approach.

    Paragraph three of the Declaration of Support in the Belfast Agreement commits the participants involved in the multi-party negotiations that led to the Agreement ‘to partnership, equality and mutual respect as the basis of relationships within Northern Ireland, between North and South, and between these islands’. The United Kingdom Government is committed to affording due respect and parity of esteem to all the people in Northern Ireland as underpinned by the Agreement and in accordance with the obligations on the Government to promote equality and prevent discrimination across the United Kingdom.

    To ask the Secretary of State for Education, whether she plans to monitor local authority spending in 2016-17 on specialist education services for children with special educational needs and disabilities.

    Local authorities’ (LAs) spending on education and children’s social care is monitored on a twice yearly basis. LAs are required under Section 251 (S251) of the Apprenticeships, Skills, Children and Learning Act 2009, to submit their planned (budget) and actual (outturn) expenditure to the Secretary of State, which includes spending in support of children with special educational needs and disabilities. The data collection began in early March 2016 for the 2016-17 budget statements, and the 2015-16 outturn statements are due to start being collected in early July 2016, with the 2016-17 outturn collection beginning in July 2017.

    The department publishes the data from these S251 financial collections on the GOV.UK website, usually in the following September for budget and in the following December for outturn. The department also requires LAs to provide us with an annual assurance statement from the Chief Finance Officer that confirms the funding given for the purpose of education has been spent in line with the regulations.

    To ask the Secretary of State for Health, pursuant to the Answer of 14 March 2016 to Question 30456, what proportion of (a) primiparous and (b) multiparous women are discharged from hospital less than 24 hours after giving birth.

    The Care Quality Commission 2015 survey of women’s experience of maternity care found that 27% of primiparous mothers (first time mothers) stayed in hospital for less than 24 hours after birth. 47% of multiparous mothers (women who have previously given birth one or more times) stayed in hospital for less than 24 hours after birth.
