    The UK has strongly emphasised to the Libyan House of Representatives (aka Council of Deputies) and the other parties of the UN dialogue process that the establishment of a Government of National Accord is an important first step to restoring peace and stability in Libya. Only an inclusive government will deliver the peace and stability that the Libyan people desire and deny the space for Daesh and other extremist groups to operate. The UK stands ready to work with the international community to deliver a significant package of support to help a united Libyan Government of National Accord to deliver a stable and prosperous future for all Libyan citizens.

    To ask the Secretary of State for Work and Pensions, how many and what proportion of assessment reports conducted by contractors for Scottish claimants of (a) employment and support allowance and (b) personal independence payments were carried out by a qualified doctor in each of the last four quarters for which information is available.

    All health professionals (HPs) undertaking assessments on behalf of DWP must be registered practitioners (occupational therapist, nurse, doctor, physiotherapist and paramedic) who have also met requirements around training, post-qualification experience and competence.

    The number and proportion of Employment and Support Allowance assessments completed in Scotland by a doctor was:

    April to June 2015 – 2,342 (19.4%)

    July to September 2015 – 2,239 (18.6%)

    October to December 2015 – 2,254 (18.7%)

    January to March 2016 – 1,969 (14.2%)

    Personal Independence Payment assessments in Scotland were completed by occupational therapists, nurses, physiotherapists and paramedics rather than doctors.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of the implications for his policy on the Falkland Islands of the recent decision by the UN to grant rights over waters surrounding those Islands to Argentina.

    The UN Commission on the Limits of the Continental Shelf (CLCS) has no jurisdiction to consider areas subject to competing claims and therefore has no locus to make recommendations in relation to the Falkland Islands. The UN itself has acknowledged that the CLCS could not consider those parts of the original Argentine submission of 2009 that were subject to dispute. This would include the Falkland Islands.

    To ask Mr Chancellor of the Exchequer, what assessment he has made of the potential benefits to the economy of reducing both fuel duty and VAT on all fuels.

    Fuel duty was frozen for its sixth successive year at Budget 2016, saving the average driver £75 every year compared to the pre-2010 fuel duty escalator plans. Like all taxes, the government keeps fuel duty under review, with all options considered and announcements made at fiscal events. Under the current legal framework there is no scope to apply a reduced rate of VAT to all fuels.
