To ask the Secretary of State for Health, what equality impact assessment his Department has carried out on its proposals to reform the junior doctor contract.

NHS Employers will conduct a full impact assessment once the final proposals are developed.

Individual employers are also obliged under equalities legislation to ensure all their staff receive equal pay for work of equal value, which the new contract proposals will support by linking pay increases to responsibility.

To ask Her Majesty’s Government when the first UK-owned P8 Maritime Patrol aircraft will be flying operationally.

Under current plans, we anticipate that the Boeing P-8A Poseidon Maritime Patrol Aircraft will enter service in the UK in financial year 2019-20. Exact dates are yet to be agreed between the Department and the US Department of Defense.

To ask the Secretary of State for Defence, what the (a) total cost and (b) cost per sortie mission flown has been of UK military action in Syria since 2 December 2015.

It is not possible to separate out the costs of UK military action in Syria from that of wider Counter-Daesh operations due to the inter-related nature of the UK’s military activity. However, information on the net additional costs of Counter-Daesh operations during the financial year 2015-16 will be published in the Ministry of Defence’s Annual Report and Accounts, with £75 million approved by Parliament at Main Estimates in July 2015 to meet the initial net additional costs of such operations in 2015-16. We will update this estimate in our 2015-16 Supplementary Estimates which Her Majesty’s Treasury plan to lay before the House in February.

To ask the Secretary of State for Communities and Local Government, what steps his Department is taking to monitor whether the number of refugee places for victims of domestic violence is increasing or decreasing.

We have invested over £280,000 in UK Refuges on Line (UKROL) to monitor the number of refuge bedspaces around the country to ensure that victims get the support that they need. It will also ensure victims calling the National Domestic Violence Helpline looking for refuge get additional help in finding the support they need.

Domestic abuse is a devastating crime that shatters lives. That is why we are committed to ensuring that no victim is turned away from the support they need. To support this ambition, we have committed long term fund of £40 million over the next four years which will offer support to victims of domestic abuse. This increased funding, which triples our funding in the last spending period, complements Government’s wider approach and support for violence against women and children’s services, which will be set out in the forthcoming refresh of the Strategy.

To ask the Secretary of State for Transport, what steps his Department is taking to ensure that bus operators have an incentive to invest in new vehicles when franchising is an option open to local authorities.

Local transport authorities with access to bus franchising powers will wish to ensure that local operators are aware of their intentions, so that investment decisions can be taken and services continue to be provided in the best interests of passengers.

Any authority that chooses to implement franchising will have the ability to specify its requirements of operators as part of any franchise contract. This could include requirements relating to the standards of vehicles to be used by operators.

To ask the Secretary of State for Health, what steps he is taking to improve recruitment and retention in the ambulance service.

Recruitment and retention of ambulance service staff is the responsibility of individual ambulance trusts. Many are taking direct action in this area now with national and international recruitment campaigns.

There are almost 2,000 additional paramedics in the system now than in 2010 and we are training another 1,900 over the next five years.

To ask Her Majesty’s Government what assessment they have made of the open letter from the British Dental Association to the Chairman of the General Dental Council (GDC) of 1 April on the GDC’s spending on external legal advice, redundancy payments and related external PR services during the Professional Services Authority whistle-blowing inquiry, and what action they intend to take in the light of that assessment.

The General Dental Council (GDC) is an independent statutory body. Ministers take a keen interest in the performance of the GDC and its plans for improvement, particularly in light of the Professional Standards Authority’s (PSA) performance review and publication of its investigation into concerns raised by a whistleblower. A copy of the PSA’s report, A report on the investigation into the General Dental Council’s handling of a whistleblower’s disclosure about the Investigating Committee, is attached.

The GDC is required under the Dentist Act 1984 to prepare a statement of accounts and for those accounts to be audited. These accounts would cover all expenditure including that during the PSA investigation. The statement of accounts and auditor’s report are then published and properly scrutinised, including being certified and reported on by the Controller and Auditor General and being laid before Parliament and the Scottish Parliament by the Privy Council.

The Department has no plans to ask the National Audit Office to carry out a value for money examination of the GDC’s financial management.

The Department is working closely with businesses to understand their concerns and I will be working with colleagues across government to make sure we understand all of the potential risks and opportunities across the economy. To ask the Secretary of State for Health, how many people in the Liverpool City Region are currently on a waiting list for elective surgery.

The number of patients reported at the end of August 2016 who were on a referral to treatment pathway and were waiting to start consultant-led treatment for each clinical commissioning group (CCG) within the Liverpool City region are shown in the table below. These patients will be at various points along the pathway including, for example, waiting for an outpatient appointment or a diagnostic test. It is therefore not possible to separately identify how many of these patients were waiting for elective surgery or for an outpatient hospital appointment.
