    The Department for Transport has not made any such estimates. There are a number of behavioural, educational and technological interventions that have the potential to help improve young driver safety. We need better evidence about what works best, so we’re working with insurance companies to see how we can assess the impact of telematics products on young driver safety.

    To ask the Secretary of State for Education, what her policy is on future provision of universal early childhood services through childhood centres.

    Children’s centres provide access to health services – either by providing the services or by providing advice and assistance on gaining access to services. Local authorities and local health commissioners have statutory duties to consider providing services through children’s centres to ensure that families get access to the services they need. The transfer of responsibility for public health services to local authorities in October this year provides new opportunities for local areas to configure health services to best effect.

    The Department of Health has been working with local authorities in order to ensure sharing regular and timely updates of live birth data between NHS trusts and children’s centres and have mapped out a process for putting in place appropriate arrangements to support a national solution.

    Children’s centres can also have a key role in delivering integrated reviews, which check a child’s health and educational progress at age two.

    Future policy on children’s centres will be informed by the planned consultation on the future of children’s centre services, which is due to be launched shortly.

    Defra will publish the latest annual workforce monitoring report in January 2016. The report examines the diversity of Defra’s workforce and provides evidence of how we achieve our aim of offering real equality of opportunity to all our employees.

    The data from this report has been used to create the table below to highlight gender breakdown by headcount. Table 1 shows staff in post as at 31 March 2015 in Defra and its Executive Agencies. Employees on maternity leave and secondment are included in this analysis if they are on the core or agency payroll.

    The export fractions used to model tariffs were determined using evidence submitted during the feed-in tariffs (FITs) review consultation as well as data gathered by Parsons Brinckerhoff in advance of the consultation.     To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment his Department has made of the extent of Israeli settlement-building in the occupied territories since the cessation of Operation Protective Edge.

    Israeli settlement building in the West Bank and East Jerusalem has continued since the cessation of Operation Protective Edge. In August 2014, the Israeli Government expropriated over 1000 acres of Palestinian land near Bethlehem, the largest expropriation in 30 years. In September 2014, Israeli authorities approved 2610 units in Givat Hamatos. In 2015, according to Israeli Non-Government Office Peace Now, construction for 1800 previously-tendered housing units began in the settlements. New tenders for 1143 housing units were also published, 560 in the West Bank and 583 in East Jerusalem. 2016 has seen a number of concerning announcements, including: the extension of the Gush Etzion settlement to include the former church compound of Beit al Baraka; the declaration of 385 acres of land near Jericho as ‘state land’; and approval for a further 153 settlement units. We strongly urge the Israeli Government to reverse its policy over illegal settlements.

    While Greece remains in the euro, its financial stability is the responsibility of the euro area. The UK Government has secured a deal that protects UK taxpayers from any risk from financing euro area bailouts now and in the future. The UK is therefore not involved in the review of Greece’s euro area bailout package agreed in 2015.

    Ministers and officials routinely meet with international counterparts to discuss economic and financial issues within the euro area and wider European Union, including ongoing financial assistance programmes.

    To ask the Secretary of State for Transport, whether he plans to review the regulations and guidance governing taxi and private hire vehicles working outside their primary licensing authority area.

    The Department for Transport’s Best Practice Guidance on taxi and private hire licensing was issued in 2010. It is expected that a consultation on revised guidance will be launched early next year. Subject to Royal Assent to the Policing and Crime Bill, this will be accompanied by draft Statutory Guidance in relation to the safeguarding of children and vulnerable adults.

    The Government is currently considering all the recommendations in the Law Commission’s report on taxi and private hire regulation in England and Wales and will formally respond to the Law Commission and announce its intentions once this scrutiny is completed.

    To ask Her Majesty’s Government how many people in the UK were victims of pension scams in (1) 2014, (2) 2015, and (3) 2016 to date.

    The Government takes the threat posed by scams very seriously and recognises that these can be complex and multifaceted, often spanning departmental and agency boundaries. It is for this reason that the Government established Project Bloom, a multi-department, multi-agency group of officials to help co-ordinate action to tackle scams, monitor trends and share intelligence on emerging threats. Members include the National Crime Agency, police forces, Pension Wise, regulators and key Government departments.

    Those scams which are reported, including Pension Liberation reports, are collected and collated by the National Fraud Reporting Centre (Action Fraud), within the City of London Police, which was established in 2013. However, the true extent of pension scams in the UK is unknown because many go un-reported.

    The data on the number of reported scams will include those which have been reported over the past three years by individuals, pension providers, the Pensions Regulator or other agencies but, on which, Action Fraud has not yet received any feedback from the investigating police force, for example, a report on whether suspects have been charged or summonsed. This delay is due to the complexity of pension fraud investigations which can take several years to investigate. Action Fraud would not know the outcome until the end of the court case. Frequently, numerous fraud reports will relate to a single suspect.

    The data on the number of reported scams also includes reports where organisations have taken action to prevent that fraud. Outcome feedback would only be received in respect of these reports if the Police became involved.

    We expect the number of charges and summons to increase as outcome feedback from investigating police forces for pre 2014 reports is received and collated. The available data is provided in the table below:
