    To ask the Secretary of State for Business, Energy and Industrial Strategy, what estimate he has made of the potential effect of the UK leaving the EU on science research funding in the North East.

    The Government is committed to maintain and enhance the strength of our research base. This is why we have protected the science resource budget in real terms from its 2015/16 level of £4.7 billion for the rest of the parliament, as well as committing to invest in new scientific infrastructure on a record scale – £6.9 billion over the period 2015-2021 – including £65 million in the North East in 2014/15.

    The Treasury decision to underwrite the grants of competitively bid for EU research funding will give British participants and their EU partners the assurance and certainty needed to plan ahead for projects that can run over many years. We will ensure that the UK, including science and research in the North East, continues to be a world leader in international research and innovation.

    Jobcentre Work Coaches undertake outreach work every day in local communities, and have recently been helping people with back-to-work support and advice at the Lalley Centre in Manchester. Early feedback has been very positive. We will reflect on this and see if there is potential for extending engagement where there is local need and Jobcentre Plus are invited to do so.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment his Department has made of the risk of increased suppression of demonstrations, civil society organisations, and of threats to Iraqi citizens from Iraqi government forces and militias.

    We are following demonstrations by civil society organisations which are currently taking place in Iraq. These follow large demonstrations which took place during summer 2015. We welcome the overwhelmingly peaceful nature of these demonstrations and the measured manner in which they have been policed. Demonstrators commented on the good treatment by and positive interaction of the Iraqi Security Forces. This is in stark contrast to 2011 when lethal force was used against demonstrators. We are also following similar demonstrations in Iraqi Kurdistan.

    However, we are concerned by recent reports alleging that Iraqi Security Forces, Kurdish Security Forces, Iraqi Popular Mobilisation Forces and militias have committed human rights abuses and violations during recent military operations. We have been clear that Iraqi forces need to do everything they can to protect civilians and demonstrate that they are fighting on behalf of all Iraq’s communities. Prime Minister Abadi and Kurdish Regional President Barzani have committed to investigating all reports and ensuring those responsible are held to account. We regularly underline with the Government of Iraq and Kurdistan Regional Government the importance of respect for human rights and fundamental freedoms.

    The Secretary of State for Education and Minister for Women and Equalities and I have met with many representatives from women’s organisations since taking on our roles as Ministers for Women and Equalities. This includes attending and speaking at conferences and events, including a women and equalities stakeholder event held in July 2015, and our pre-CSW NGO event organised by the Government Equalities Office in November 2015, which was attended by representatives of approximately 40 women’s organisations.

    To ask the Minister for the Cabinet Office, what criteria are used for decisions on the (a) removal and (b) denial of UK honours.

    The Forfeiture Committee which makes recommendations on the removal of honours can consider any case where there is evidence to suggest that the retention of an honour would bring the honours system into disrepute, for example, if an individual has been found guilty by the Courts of a criminal offence and sentenced to a term of imprisonment; or has been censured/struck off by the relevant Regulatory Authority or Professional Body for actions or failures to act which are directly relevant to the granting of the Honour.

    Honours nominations are considered by one of the nine independent honours selection committees. There are many reasons why a nomination may not be successful when judged on merit against other nominations.

    To ask the Secretary of State for Communities and Local Government, what assessment has he made of the effect of high car parking charges on the viability of town centre economies; and if he will make a statement.

    The department does not centrally collect data on high parking charges. Local authorities are responsible for setting local parking charges taking account of local circumstances.

    We want local authorities to adopt policies that support local town centres, and have recently consulted on "Strengthening Local Government Transparency". The consultation included a proposal to increase the amount of information local authorities would need to publish on parking thereby helping local communities to better understand what revenues were being raised from parking.

    The intention of this proposed change would be to encourage a better local dialogue between communities and the local authorities that represent them about what appropriate parking charge levels should be.

    We are currently analysing responses to the consultation and will publish our response in due course.
