    To ask the Secretary of State for Health, when all NHS patients will be able to access their medical records online; and when the NHS will implement a secure unified email system.

    From April 2015 patients have had online access to summary information in their general practitioner (GP) records relating to allergies, adverse reactions and medications. By the end of March 2016, general practices are required to offer online access to coded information, such as problem diagnoses, procedures and test results in GP clinical records.

    The National Health Service has used a secure email service, NHSmail, for the last 12 years. This service is available for use by organisations commissioned to deliver NHS health and care or related activities.

    To ask Mr Chancellor of the Exchequer, what steps he will take to ensure that the UK contribution to the $100 billion of climate finance referred to in the UNFCCC Paris Agreement conforms with Article 9, Paragraph 3 of the Agreement and is additional to the 0.7 per cent of gross domestic product that constitutes the Department for International Development budget.

    On 27 September 2015, the Prime Minister announced that the UK will provide at least £5.8bn of climate finance in the period 2016-17 to 2020-21, a 50% increase from the £3.87bn provided in the period 2011-12 to 2015-16. In line with Article 9, Paragraph 3 of the Paris Agreement, this therefore represents “a progression beyond previous efforts”. The UK will also take into account “the needs and priorities of developing countries” in the delivery of climate finance.

    The UK’s climate finance is within our commitment to provide 0.7% of Gross National Income as Official Development Assistance, recognising the strong inter-linkages between sustainable development and action to address and adapt to the effects of climate change.

    Although this is a leaked document, we are aware of the report which has not yet been published, and are looking at the conclusions carefully. We recognise the importance of the work of the UN Panel of Experts and take the allegations raised in the report seriously. The Ministry of Defence monitors incidents of alleged International Humanitarian Law (IHL) violations using available information which in turn informs our overall assessment of IHL compliance in Yemen.

    Whilst we have not raised this specific issue with the Government of Israel, officials from our Embassy in Tel Aviv have expressed our concern previously over the Israel Defence Forces’ use of live fire against fishermen and also about the confiscation of their boats.

    To ask Her Majesty’s Government whether individuals using generic versions of Truvada for pre-exposure prophylaxis (PrEP) obtained online from overseas can access free at the point of need the appropriate monitoring and tests that are required, including as necessary tests for the pharmacological efficacy of the generic drugs they are taking, even though Truvada for PrEP has not been commissioned by NHS England.

    It would not be possible or practical to monitor how individuals choose to access medicines or services outside of the National Health Service or to assess the impact on that individual. Registered pharmacies that operate online and that may supply drugs for use as pre-exposure prophylaxis (PrEP) are the responsibility of the General Pharmaceutical Council. We are aware that some local authority commissioned sexual health services are offering monitoring of the pharmacological efficacy of generic PrEP however this is a matter for local decision.

    Until exit negotiations are concluded, the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. During this period the Government will continue to negotiate, implement and apply EU legislation.

    There are currently no EU directives for which the MoJ has responsibility, and which the UK has opted into, which are awaiting transposition into UK law.

    To ask the Secretary of State for Transport, what steps he is taking to support the conversion of cars to run on liquefied petroleum gas.

    Cars that have been constructed or modified to run on gas, including Liquefied Petroleum Gas (LPG), benefit from a £10 reduction in tax levels for Alternative Fuel Cars under Vehicle Excise Duty. Owners of LPG cars also benefit from paying lower fuel duty on LPG than would be paid on petrol and diesel.

    In addition amendments made to the Renewable Transport Fuel Obligation (RTFO) earlier this year increased the potential rewards for those supplying biopropane (Liquefied Petroleum Gas produced from a biological source) under the RTFO scheme.

    As part of the department’s 2014 Clean Vehicle Technology Fund (CVTF) grant scheme, Birmingham City Council were also awarded £500,000 to enable the conversion of 80 older black cabs from diesel to LPG which will help improve air quality on some of the most polluted roads.
