    To ask the Secretary of State for Health, what support his Department provides to people with inflammatory arthritis to help them to stay in work.

    We are aware that a high proportion of people with inflammatory arthritis are of working age. Inflammatory arthritis is a major cause of sickness absence.

    Treatment for inflammatory arthritis has improved dramatically with the development of new drugs. It is essential for people with relevant symptoms to present early to their general practitioner and for the condition to be diagnosed promptly. Ensuring that people have access to the best possible treatment and support provides the greatest scope to enable people with inflammatory arthritis to stay in work.

    The newly formed Work and Health Unit is a joint endeavour between Department of Health and Department for Work and Pensions. The Unit has been established to lead the drive for improving work and health outcomes for people with health conditions and disabilities, as well as improving prevention and support for people absent from work through ill health and those at risk of leaving the workforce.

    In the Spending Review the Government has provided at least £115 million of funding for the Unit including a Work and Health Innovation Fund.

    We have not raised this specific issue with the Palestinian Authority. Since the start of the current violence we have spoken regularly to both the Israeli government and the Palestinian Authority, urging them to use their influence to de-escalate the tensions. We continue to support the reinstatement of the Tripartite Committee as the appropriate channel to deal with allegations of incitement from either side.

    To ask the Secretary of State for Education, how many staff were employed by her Department to collate and publish statistical data on children with special educational needs in (a) 2010 and (b) 2015.

    Department staff were involved in activities covering requirements gathering; technical development and helpdesk facilities to upload data onto Department systems; liaising with school census staff to develop SEN requirements for the school census and monitoring data quality; publishing the statistical first releases in May and July; publishing Special educational needs: an analysis and summary of data sources.

    It is not possible to calculate the number of full time equivalent staff because it would not include staff employed to collect the school census, which also collects SEN data, as it is difficult to separate out the SEN specific work.

    The figures for 2010 are not available.

    To ask the Secretary of State for the Home Department, with reference to the National Crime Agency’s National Referral Mechanism Statistics – End of year summary 2015, for what reasons only 89 of the 1104 potential victims of trafficking who presented in the Metropolitan Police Force area in 2015 were referred by that force to the National Referral Mechanism; and what process was followed for the remaining 1015 potential victims.

    Of the 1,104 potential victims referred to the National Referral Mechanism (NRM) in 2015 that presented in the Metropolitan Police Force area, 68 were EU nationals. The countries of origin of these EU nationals were: Bulgaria, Czech Republic, France, Latvia, Lithuania, Netherlands, Poland, Portugal, Romania, Slovakia and the UK. Information on the region of origin and location of recruitment of potential victims is not available.

    All 1,104 potential victims who presented in the Metropolitan Police Force Area in 2015 were referred to the NRM by a first responder organisation. A breakdown of referrals is available from published NRM statistics on the National Crime Agency website and can be found here: www.nationalcrimeagency.gov.uk/publications/national-referral-mechanism-statistics. Breakdowns of data about the London boroughs where potential victims presented are not available.

    The Salvation Army and its subcontractors provide support in different locations within England and Wales for adult potential victims given a positive reasonable grounds decision. Following a reflection and recovery period, victims are assisted to move on within the UK or voluntarily return to their home country. The Home Office does not hold data on what happens to individuals once they leave the service.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Dunlop on 17 October (HL2170), which body or individual ensures that the Northern Ireland Parades Commission is compliant with international treaty obligations concerning human rights.

    There is no one body or individual that is specifically responsible for ensuring the Parades Commission complies with international treaty obligations, including on human rights. Further to my written answer of 17 October, the Commission operates independently of the Government, in line with the provisions contained in the Public Processions (NI) Act 1998. That Act is compliant with international treaty obligations on human rights, and the Commission is accountable to the courts for its operational decisions.

    The Department is not forecasting an underspend against departmental expenditure limits. At the time of the Summer Budget and the March Budget 2015, the Department was also not forecasting an underspend.

    Totals for Annually Managed Expenditure are published twice a year at Main and Supplementary Estimates. The latest figures for 2015-16 were published in the Main Estimates, presented to the House of Commons on 2 July 2015. A link is provided below. Updated totals will be published in the Supplementary Estimates later in the financial year.
