    To ask the Secretary of State for Health, with reference to paragraph 2.12 of the Government’s mandate to NHS England for 2016-17, published in January 2016, what progress his Department has made on meeting the commitment to reduce the health gap between people with (a) autism, (b) mental health problems and (c) learning disabilities and the population as a whole.

    NHS England is due to publish data from the Clinical Commissioning Group Improvement and Assessment Framework. These data, include indicators on mental health and learning disabilities that relate to the objectives set out in the mandate to NHS England. My Rt. hon. Friend the Secretary of State for Health will publish his Annual Assessment of NHS England, including progress against the mandate objectives, at the end of this financial year. The 2017-18 mandate to NHS England, including agreed future objectives for NHS England, will be published in due course.

    The ‘Think Autism’ Adult Autism Strategy for England set out a clear, cross-Government programme of action, developed with people with autism to improve lives, reduce premature mortality and reduce the health gap for people with autism. This would be achieved through better access to healthcare for people with autism and by making improvements to services. In January 2016, a cross-Government Report on progress on implementation of the Think Autism Strategy was published which set out new recommendations for going forward.

    The Department is represented on the Study Steering Committee for the SHAPE (Supporting adults with High-functioning Autism and Asperger syndrome) project. This is a national study led by the Social Policy Research Unit at the University of York. Stage 1 of the project aims to describe and map provision of autism services in England which fulfil the National Institute for Health and Care Excellence’s description of a Specialist Autism Team. A report will be published shortly including information about the service models and care pathways which different localities have implemented.

    The Secretary of State meets regularly with the Secretary of State for the Cabinet Office to discuss matters relating to DCMS policy. The government has made no decisions regarding reform of Channel 4. The government is considering a range of options as to how best to ensure Channel 4’s future sustainability while maintaining its ability to deliver against its remit, including options put forward by Channel 4.

    To ask the Secretary of State for the Home Department, if she will bring forward legislative proposals to allow the free movement of citizens between the UK, Canada, Australia and New Zealand.

    The Government has no plans to legislate to introduce free movement between the United Kingdom, Canada, Australia and New Zealand.

    The United Kingdom’s existing immigration arrangements, do nevertheless reflect the case for promoting mobility between countries. This includes the Tier 5 Youth Mobility Scheme which allows 18-30 year olds from Canada, Australia, New Zealand and other participating countries and territories to experience life in the UK for two years including the ability for them to work. We also continue to operate arrangements under which nationals of Commonwealth countries that have a UK-born grandparent may be admitted to work and settle in the United Kingdom through the UK Ancestry route. Also, citizens of Australia, Canada and New Zealand do not require a visa to visit the UK and the permitted activities of visitors include business related activities such as attending meetings and conferences, negotiating and signing business contracts and attending trade fairs for promotional work.

    We have also introduced new measures such as the registered traveller scheme which offers expedited entry to the UK through use of the e-gates at the border.

    Note:

    Data from years prior to 2012/13 are not comparable with data for years 2012/13 onwards as the QOF business rules for including patients on the depression register changed in 2012/13. Prior to 2012/13, all patients with a record of unresolved depression at any point in their GP patient record were included on the register. As of 1 April 2012, the register rules were changed to only include patients with a new diagnosis of depression in the preceding 1 April to 31 March, who have had a bio-psychosocial assessment by the point of diagnosis.

    An individual’s property income is subject to a separate set of tax rules to those of a private company.

    Once the changes are fully in place by 2020-21, all individuals will get finance cost relief at the basic rate of income tax, 20%. Incorporated businesses will continue to receive relief at the corporate tax rate which is currently 20% and due to fall to 17% in 2020.

    To ask the Secretary of State for the Home Department, how many immigration and asylum officials of her Department have been seconded to (a) Greece, (b) Italy and (c) France since the beginning of May 2016.

    We have a number of officials already working on migration matters in France, Greece and Italy. A number of deployments to France from the Home Office and Foreign Office are supporting joint efforts with France to ensure Dublin Regulation transfers are carried out effectively and efficiently. Our support included the secondment of a UK asylum expert to the Dublin unit in France to assist and facilitate the improvement of all stages of the process of identifying, protecting and transferring relevant cases to the UK. A team of Home Office officials are part of the joint communications programme in Calais and there are weekly meetings between the heads of the UK and French Dublin Units. There is a Home Official seconded on a bi-lateral basis to the Italian Dublin Unit and we are about to second a UK official to Greece as additional support for Dublin family transfers to the UK.

    Since May we have also deployed asylum experts to support hotspots and Dublin units in both Greece and Italy under the European Asylum Support Office and as notified in my statement of 21 April, HCWS687, up to 75 UK expert personnel will be deployed to Greece to support implementation of the EU-Turkey Migration Agreement. These officials are being deployed in stages. We are considering if we need to deploy any additional resource to assist with the family reunification of children.
