    To ask the Secretary of State for Communities and Local Government, under what criteria local authorities will be compensated for the change in the updating of business rates from RPI to CPI.

    Our business rates tax cuts provide significant support to local businesses.

    The Small Business Rate Relief measure announced at the Budget which starts in 2017-18 will mean 600,000 of the smallest businesses will not have to pay business rates. We will compensate local authorities, in full, for the loss of income as a result of this measure, in the same way as we have done for every other reduction to business rates we have made since the introduction of the business rates retention scheme.

    In addition, from April 2020, the annual indexation of business rates will be changed from RPI to be consistent with the main measure of inflation, currently CPI. The impact on local authority revenues, post-2020, of this and the other changes announced at the Budget will be considered as part of the Government’s work with the sector on implementing 100 per cent business rate retention.

    The information requested is not collected centrally.

    However, as recommended by the independent Mental Health Taskforce, the Department is developing a five-year plan for the development of mental health data to be published by the end of this year. The plan will set out future data requirements and timings for developing data to inform pathways of care which will include data requirements for autism.

    Ofgem aims to approve applications in under 12 weeks where all the necessary information has been provided. Those applications still in the process after 12 weeks are likely to be complex or require further clarification from the applicant.

    Ofgem is committed to continuous improvement of accreditation processes and works with applicants to get applications approved as quickly as possible. In order to accomplish this Ofgem has now doubled the level of staffing in this area and made process improvements.

    The Government has accepted the case for airport expansion in the South East and the Airports’ Commission’s shortlisted options. Transport and connectivity are key issues within the tourism sector, as highlighted in the Prime Minister’s new Tourism Action Plan. The Department will be ensuring that tourism is one of the factors considered, when a final decision is taken on a preferred scheme.

    The Department’s National Institute for Health Research (NIHR) welcomes funding applications for research into any aspect of human health, including complex regional pain syndrome (CRPS). These applications are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money and scientific quality.

    The researcher-led workstream of the Efficacy and Mechanism Evaluation programme (funded by the Medical Research Council and managed by the NIHR) is currently funding a £0.7 million trial of low-dose intravenous immunoglobulin treatment for CRPS.

    The NIHR Clinical Research Network is recruiting patients to studies of mycophenolate treatment for longstanding CRPS and electrical sensory discrimination therapy for relief of chronic pain in CRPS.

    Statistics for assaults on staff by prison are published on an annual basis by calendar year in the Safety in Custody statistics bulletin annual assaults tables (see table 3.15 at the link below). https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/495430/safety-in-custody-assaults-dec-2014.xls. Figures for 2015 are due for publication in April 2016.

    Statistics for serious assaults on staff by prison are due for release on in April 2016 as part of the Safety in Custody statistics bulletin annual assaults tables. This publication will include breakdowns of serious assaults on staff by prison in each calendar year.

    Authorisation for the United States to use UK bases to launch the airstrike against a Daesh training camp in Libya was given on 18 February 2016. Authorisation would be required for any operations of this nature involving the use of UK bases.
