    In February 2015 the Chancellor announced that the government would fund the Barbican in the City of London to consider the feasibility of a creating a new world class concert hall in London.

    As part of the Spending Review, the Chancellor agreed to provide a further £5.5million over the next 18 months for more detail business case work, which fully explore the costs and benefits of options for this project.

    Cash support is provided to foundation trusts to ensure the continued delivery of safe and quality health services during a period in which an assessment is made of the underlying issues and a recovery plan developed. The range of financial support available is set out in the Secretary of State’s Guidance under section 42A of the National Health Service Act 2006.

    To ask the Secretary of State for Health, what discussions his Department has held with patients affected by muscle-wasting conditions on the benefits of cough assist machines.

    The provision of cough assist machines is the responsibility of clinical commissioning groups (CCGs). Clinically led CCGs have independence and autonomy to make commissioning decisions for local populations, taking into account the available evidence and individual circumstances, as appropriate.

    The evidence base to demonstrate the clinical and cost-effectiveness of the use of cough assist machines in muscle-wasting conditions is not well established. In order to improve the evidence base, the National Institute for Health Research, which is funded through the Department, is seeking to commission research on the clinical and cost-effectiveness of mechanical cough assist devices compared to other methods of sputum clearance. The deadline for outline proposals was 21 January 2016 with full proposals expected for consideration in July.

    NHS England has been working with Muscular Dystrophy UK through the Bridging the Gap project to address areas of concern raised by patients and their representatives, one of which is the provision of cough assist machines. The establishment of Bridging the Gap was supported with just under £600,000 awarded by the Department through its Innovation, Excellence and Strategic Development Fund. Through this work, a number of CCGs have now developed commissioning policies which set out the circumstances in which to consider these devices based on one developed by Walsall CCG, which has been shared nationally as an example of good practice by Muscular Dystrophy UK.

    On 26 April 2016, my hon. Friend the Parliamentary Under-Secretary of State, met with Muscular Dystrophy UK and a number of patient representatives specifically to hear their concerns about the provision of cough assist machines.

    To ask the Secretary of State for Business, Innovation and Skills, pursuant to the Answer of 3 November 2015 to Question 13325, how many bursaries his Department offered people to become mathematics teachers in the further education sector in each year from 2010-11 to 2014-15; and how many such bursaries he estimates his Department will offer in 2015-16.

    The Department for Business, Innovation and Skills (BIS) began offering bursaries to graduates to train to teach maths in the academic year 2013/14. 61 and 136 people took up such bursaries in 2013/14 and 2014/15, respectively. It is estimated that 167 maths bursaries will be taken up in 2015/16.

    The maths enhancement is a joint BIS/Department for Education supported programme and commenced in the academic year 2013/14. During 2013/14 and 2014/15 over 2,450 existing further education teachers participated in the maths programmes. During 2015/16 we are continuing to support access to a pipeline programme to enhance the maths skills of existing teachers. This is being delivered by the Education and Training Foundation. We have not made an estimate of the number of programmes that will be taken up in 2015/16.

    Emerging findings from the evaluation of the further education (FE) workforce programmes have shown a positive impact on the confidence and effectiveness of FE teachers delivering maths either as a core subject or in vocational context. The evidential basis for intervention in maths teaching was based on the clear need to raise the Maths attainment rates of students in further education; and improve the quality of Maths teaching as identified by Ofsted inspection reports.
