We are currently recruiting three new board members for the Charity Commission in England and Wales, including a replacement for Peter Clarke. We are specifically seeking skills and experience in the charity sector, in law enforcement and in IT. The posts were opened for applications in early June and we intend to appoint as soon as this process is successfully concluded. The recruitment process follows the Commissioner for Public Appointments’ Code of Practice for Ministerial Appointments to Public Bodies and its core principles of merit, openness and fairness.

It is for Ofcom to implement its recommendations for the relationship between BT Group and Openreach. Nine out of ten homes and businesses now have access to superfast broadband, but our goal is to make sure the UK builds the right infrastructure to maintain our position as a world leading digital nation. We welcome Ofcom’s determination to tackle these issues.
We are clear that a more independent Openreach is needed to benefit consumers and the UK’s digital infrastructure. Swift and clear action is needed to give certainty to consumers, industry and investors in the UK’s broadband infrastructure and to deliver rapid improvements in the level of investment and service.

To ask Her Majesty’s Government on how many occasions a non-statutory public inquiry has been instigated into the death of a single individual under section 17A of the Coroners Act 1988 at a time when that individual had not been the subject of a full coroner’s inquest; who were those individuals; why they were referred for a public inquiry in each case; and on which dates they were referred.

A coroner’s inquest was not completed into the deaths of the following individuals:
Victoria Climbié, Robert Hamill, Dr David Kelly, Alexander Litvinenko, Baha Mousa, Zahid Mubarek, Rosemary Nelson and Azelle Rodney.
The only occasion when an inquest has been adjourned under section 17A of the Coroners Act 1988 because a non-statutory inquiry was to be held was following the death of Dr David Kelly. The Lord Chancellor established an inquiry to investigate the circumstances surrounding the death on 18 July 2003, the day that Dr Kelly’s body was found.

To ask the Secretary of State for Justice, when he plans to publish his Department’s evaluation of the Youth Justice and Criminal Evidence Act 1999 Section 28 pilots; and whether he plans to roll out provision of Section 28.

Pre-trial cross examination under Section 28 of the YJCEA 1999 was piloted in three Crown Court centres. Fieldwork for a process evaluation of the pilot has been completed. A report is being prepared for publication, subject to standard quality assurance checks. The decision on the roll out of Section 28 will be made in due course, following the results of the evaluation.

To ask the Secretary of State for Environment, Food and Rural Affairs, when she plans to make funding available for remedial work on the flood defences on the north bank of the River Ribble, east of Miller Park; and when that remedial work is planned to take place.

Remedial work on flood defences on the north bank of the River Ribble, to the east of Miller Park, will take place in two phases.
Preston City Council started the first phase of temporary repair work on 18 January 2016. The target date for completion is 22 January 2016.
The Environment Agency recovery programme will prioritise repair works across Cumbria and Lancashire using a risk based approach. The level of protection offered by flood defence assets will be restored by autumn 2016. This programme will include the second phase of permanent repairs to the flood defences on the north bank of the River Ribble.
The Environment Agency is not aware of any damage to flood defences east of Miller Park requiring remedial works.

To ask the Secretary of State for Health, how many people in (a) the UK and (b) Bolton have been included in the Bowel Cancer Screening programme for over-60s in each of the last five years.

The NHS Bowel Cancer Screening programme is a biennial programme, in which eligible men and women are invited every two years to be screened.
Roll out of the programme began in 2006 and completed in 2010 offering screening from the ages of 60-69. The Programme then extended the screening age up to 74.
In the last five years, over 19 million men and women have been invited to take part in the NHS Bowel Cancer Screening Programme.
Since the Programmes introduction in 2006, over 24,000 cancers have been detected and over 146,000 patients have been managed for polyps, including polyp removal.
The NHS Bowel Cancer Screening programme will be publishing further data with regards to local areas at a later date.
