    To ask the Secretary of State for Health, what progress has been made in preparation for the introduction of waiting time targets for child and adolescent mental health services; and when he plans for those waiting times to come into effect.

    The setting of a blanket waiting time target for children and young people’s mental health is not feasible due to the wide range of conditions and services this covers, all with very different care pathways. However, we are introducing the first ever waiting time standards for mental health services.

    These include an access and waiting time standard for Children and Young People with an Eating Disorder. This states that National Institute of Health and Care Excellence concordant treatment should commence within a maximum of four weeks from first contact with a designated healthcare professional for routine cases and within one week for urgent cases. In cases of emergency, the eating disorder service should be contacted to provide support within 24 hours. The ability of services to meet this standard will be monitored in 2016. From 2017, NHS England will set a minimum proportion of young people referred for assessment or treatment that are expected to receive treatment within the standard’s timeframe. Data collected in 2016 will help inform incremental percentage increases, with the aim of 95% of patients being treated within the standard’s timescale by 2020.

    We have also introduced an access and waiting times standard on Early Intervention in Psychosis announced in Mental health services: achieving better access by 2020 which came into force in April 2015. Whilst focused on all ages, most individuals experiencing a first episode of psychosis are in the 16-25 age group.

    NHS England will be working with partner organisations to lead work on the development of further access and waiting time standards for children’s mental health as part of the transformation programme on children and young people’s mental health.

    To ask the Secretary of State for Culture, Media and Sport, pursuant to the Answer of 28 October 2015 to Question 12762, on broadband, how the £129 million to be repaid to local authorities and the devolved administrations will be divided between those bodies; and how the allocation of that funding will be calculated.

    The clawback funding identified by BT remains available for investment by the local authorities and devolved administrations in further broadband coverage within their respective project areas. The funding amounts are based on an assumption by BT that take-up will reach 30% of the premises covered to date.

    To ask the Secretary of State for Energy and Climate Change, what steps she has taken to protect recipients of Green Deal funding from companies whose work is not of an acceptable standard.

    All authorised Green Deal participants must adhere to the Green Deal Code of Practice which clearly stipulates their roles and responsibilities in relation to carrying out energy efficiency measures and dealing with consumers. A Green Deal provider offering Green Deal finance must also hold the appropriate FCA permissions to do so and comply with the relevant elements of that regime. Any measures installed under a Green Deal, the Green Deal Home Improvement Fund, or Green Deal Communities must be installed to the standards required in the Publicly Available Standard 2030 (PAS 2030). Green Deal Certification Bodies exist to certify and audit Green Deal Installers against PAS 2030 and the Green Deal Code of Practice.

    Consumers with Green Deal finance plans who have a complaint can contact the Green Deal Ombudsman if their Green Deal provider is unable or unwilling to help when something goes wrong with a Green Deal Plan.

    My rt. hon. Friends the Secretaries of State for DECC and DCLG, have also commissioned Dr Peter Bonfield to chair an Independent Review of Consumer Advice, Protection, Standards and Enforcement for UK home energy efficiency and renewable energy measures. The Bonfield review will be submitting its recommendation in April 2016.

    The Local Growth Fund is competitively awarded to Local Enterprise Partnerships based on the strength of their plans for driving economic growth in their areas. The Secretary of State has written to all LEPs setting out the basis on which further awards will be made later this year. The government is encouraging bold and ambitious bids for this further funding, which will be assessed competitively based on the quality of the proposals submitted.

    The work on the A14 involved replacing central reserve safety barriers, necessitating a 40mph speed limit restriction for safety reasons whilst the barrier remained incomplete.

    As this was essential safety work Highways England did not carry out an assessment of the delay costs.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what discussions she has had with Ministerial colleagues at the Department for Culture, Media and Sport on the future of agri-environment projects jointly funded by the National Lottery.

    The Government’s announcement of 3 October has provided further certainty on funding to rural communities while we develop a new approach to supporting agriculture, protecting the countryside and generating growth in the rural economy.

    Existing agri-environment agreements and new Countryside Stewardship agreements starting on 1 January 2017 will be guaranteed even after the UK leaves the EU. We will confirm arrangements for entering into new agri-environment funding agreements after 2017 in due course.

    Leaving the EU means that we will want to take our own decisions about how we deliver the policy objectives previously targeted by EU funding, including agri-environment schemes. Over the coming months, the Government will review, in conjunction with stakeholders, all EU funding schemes in the round to ensure that any ongoing funding arrangements best serve the UK‘s national interest. Defra will discuss the interface with lottery funding with DCMS and the lottery distributors as part of this process.
