    Like other UK Government departments, the Northern Ireland Office faces a significant reduction in its budget – of 11.15% in 2015/16. My department has therefore requested that all of its Arms-Length Bodies provide an impact statement on the practical measures that might be taken to meet such a reduction. I have not yet made any decision in respect of the Commission’s budget. I met the acting chair of the Commission last week.

    To ask the Secretary of State for Health, what steps he is taking to promote best practice in NHS podiatry services in (a) NHS England, (b) health and wellbeing boards and (c) clinical commissioning groups.

    The Mandate from the Government to NHS England holds NHS England to account for improving patient care. Within NHS England, the National Clinical Director for Rehabilitation and Recovery in the Community and the Chief Allied Health Professions Officer are leading on work to improve adult rehabilitation services including collection and dissemination of best practice, which will serve to enhance the care of those with foot diseases.

    NHS England is taking a number of actions to improve footcare services for people with diabetic foot disease. Some of these actions are in line with Diabetes UK’s foot campaign “Putting Feet First” while others go beyond the suggestions included in the campaign.

    The actions include the Clinical Commissioning Group Outcomes Indicator Set which contains an indicator on “Complications associated with diabetes including emergency admissions for diabetic ketoacidosis and lower limb amputation”; the launch of a National Diabetes Footcare Audit scheduled for July of this year; and an NHS Improving Quality pilot project to reduce the premature mortality associated with diabetic foot disease.

    Latest official figures show that employment levels are at a record high with 2.6 million people over 16 now employed in Scotland. Over the last year 68,000 more people entered work, including an increase of 46,000 in the female employment level.

    As at 1 June 2014, the Department had three creditors that remained unpaid for between 45-59 days.

    The Department had no creditors that remained unpaid for between 60-74 days.

    The Department had no creditors that remained unpaid for 75 days.

    Following the abolition of primary care trusts (PCTs) and strategic health authorities (SHAs) on 31 March 2013, the Department took over responsibility for ensuring that legacy invoice payments were made correctly. Legacy PCT and SHA teams remained in place, to process creditor payments for prior to 1 April 2013, until 31 August 2013. Those outstanding at that point were transferred to successor organisations, including the Department. As at 1 June 2014, there were 270 creditors that remained unpaid. This is due to the careful diligence taking place in order to mitigate the risk of making fraudulent or duplicate payments.

    The Department has recently issued a range of guidance which will help clinicians to comply with the requirements of the Abortion Act, including their obligations with regard to the completion of HSA4 forms.

    Incorrectly filled in HSA4 forms are returned to the terminating practitioner by the Department of Health until such information is corrected. We are working with the Royal College of Obstetricians and Gynaecologists to take forward their recommendations on tackling under-reporting of abortions for fetal abnormality.
