    Combating cyber crime is a core part of the National Cyber Security Strategy,
    which is underpinned by the National Cyber Security Programme (NCSP) with £860
    million of new investment over five years. The NCSP funds a range of work to
    tackle cyber crime, including strengthening law enforcement capabilities with
    the establishment of the National Cyber Crime Unit in the National Crime
    Agency, and cyber teams within each of the Regional Organised Crime Units
    (ROCUs) across England and Wales, as well as developing the capability of local
    police forces. It also funds the Cyber Streetwise campaign, and the Action
    Fraud reporting system for cyber crime that is run by City of London Police.

    DWP has worked very closely with the Local Government Association, Convention of Scottish Local Authorities and the Welsh Local Government Association throughout the life of the Project and continues to do so. All three organisations hold regular meetings with the Project and also have representatives on the key consultative and governance groups, for example the SFIS Project Steering Committee.

    The subject of staff terms and conditions has been discussed and we have assured all our stakeholders that terms and conditions of employment will be protected. This protection will be documented in the transfer order and employees transferring will not be subject to less favourable terms and conditions when they join DWP. This is in line with the Cabinet Office Statement of Practise for Staff Transfers in the Public Sector.

    Since consultation on options for a new Lower Thames crossing closed in July 2013, the Secretary of State for Transport has continued to discuss the potential construction of the Lower Thames Crossing with his officials and colleagues. My Rt Hon Friend, the Secretary of State made a Written Statement to the House on 12 December 2013 and intends to make an announcement on the further consideration of Options A and C as soon as possible.

    As for the Thames Gateway Bridge, it is for the Mayor and Transport for London to decide which schemes in London to develop and promote. The Secretary of State for Transport has regular meetings with the Mayor of London at which various matters are discussed.

    All numbers currently owned by Network Services relate to calls either managed entirely within the Department or split between DWP and outsourcing partners. If the Department sponsors any numbers on behalf of third parties data is not included within Network Services reporting.

    During 2014 DWP are introducing 0345 numbers to run alongside existing 0845 numbers to provide a choice for the caller based on the arrangement they have with their telephony provider. Using 0345 numbers allows DWP to use the same last 7 digits as its 0845 range.

    Charges for calls to 0345/0845 numbers vary and depend on the person’s contract with their provider. When charges apply the costs are shown on the following web page for the Gov.uk site (www.gov.uk/call-charges)

    If a customer raises concerns over the cost of a call we will offer to call them back from our enquiry lines. The Department also provides controlled access to telephones for claimants who require one in support of their jobsearch or benefit enquiry.

    The department does not operate any prefixes that begin with 0844 or 0843 therefore no alternative numbers are available.

    The Government welcomes the broad thrust of the All-Party Parliamentary Sustainable Resource Group’s recent report Remanufacturing: Towards a resource efficient economy. It recognises the important role that remanufacturing has in supporting the long-term sustainability of the UK economy, encouraging resource resilience whilst boosting business opportunities and skilled employment.

    BIS is working closely with the Department for Environment, Food and Rural Affairs and across Whitehall on a number of areas touched on by the report; such as the regulatory regime that governs waste, where work is already in progress to ensure that it encourages greater re-use of materials in existing and developing manufacturing processes.

    We will use the report to inform a number of areas of policy that impact on sustainability and remanufacturing.

    In my answer in the House on 17 June I spoke about the key factors that the Government will consider in coming to a policy decision on resettlement of the Territory – value for the UK taxpayer, long-term contingent liabilities, and defence requirements of Diego Garcia to the UK and our allies. This consideration will clearly be driven by the report on the feasibility of resettlement by the independent consultants, which will provide us with a factual analysis of the practicalities that any resettlement might involve, including the economic sustainability of a resettled population, and its environmental impact, and of course the views of Chagossians themselves about what they want to see from our policy. We look forward to the final report which is expected by January 2015.

HMRC’s administrative systems do not distinguish between residential and non-residential property businesses nor the nature of rental property businesses such as buy-to-let investors. Moreover property income is grouped with other income in the calculation of tax liabilities, and consequently the amounts of specific deductions effective against each rate of tax is not precisely defined.
