    To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the Answer of 29 January 2015 to Question 222138, which organisations are involved in the process of clearing home-owners’ applications to the Gaza Reconstruction Mechanism; how many applicants have been rejected during that process; and what the involvement of the Israeli government is in assessing the security risks associated with each application.

    The organisations involved in the process of clearing home-owners’ applications to the Gaza Reconstruction Mechanism (GRM) are the UN agencies doing the damage assessment, the Palestinian Authority Ministry of Public Works and Housing and Ministry of Civil Affairs and the Government of Israel.

    No individuals have been rejected to date, but a number of the assessments submitted require review ahead of further processing. These were mostly caused by repetition of names of individuals or where the assessments were recorded under the names of owners who are deceased for example. The GRM does not allow for the disqualification of individuals assessed for shelter repair on grounds of political association or geographic location in Gaza.

    The Government of Israel, like all participants in the mechanism, is able to object to individuals participating in the GRM.

    To ask the Secretary of State for Health, what steps his Department is taking to implement the recommendations of the Lancet Commission report on liver disease, published on 27 November 2014.

    Whilst NHS England is responsible for the overall national approach to improving clinical outcomes for people with liver disease, Public Health England (PHE) is working with the Lancet Commission on Liver Disease. This work involves regular meetings with Professor Richard Williams, (Lead, Lancet Standing Commission into Liver Disease in the UK), and attending action planning meetings.

    PHE is working with NHS England and liver charities to respond to the key recommendations of the Lancet Commission and will produce a Liver Disease Framework in summer 2015 outlining the scope of its activities.

    This will cover PHEs extensive programme of activities to tackle the three main risk factors for liver disease: alcohol, obesity and Hepatitis B & C; work with the Lancet Commissioners and GPs to strengthen detection and interventions for early stage liver disease and for identification of high risk patients; support a national needs assessment for liver disease services in the NHS.

    To ask the Secretary of State for Health, what progress he has made towards full roll-out of the bowel scope screening programme by the end of 2016.

    As at the end of December 2014, 25,828 bowel scope screening (BSS) procedures had been performed and 1,154 people had been referred to colonoscopy following BSS, with 25 cancers detected. A further 370 people were identified with low risk polyps.

    As set out in the fourth annual report of Improving Outcomes: A Strategy for Cancer (December 2014), NHS England are working with Public Health England to help deliver the involvement of screening centres sufficient to meet the 60% commitment by March 2015 and to support preparatory steps in other screening centres to implement by the end of 2016.

    To ask the Secretary of State for Health, what steps he is taking to ensure that multiple sclerosis is detected at the earliest possible stage.

    The National Institute for Health and Care Excellence guidance Multiple sclerosis: management of multiple sclerosis in primary and secondary care, updated in October 2014, sets out best practice on the diagnosis, treatment, care and support of people with multiple sclerosis (MS). The guidance makes a range of recommendations on drug based treatments for MS, but also highlights the importance of involving professionals who can meet the needs of the patient in the best way, such as physiotherapists and occupational therapists.

    With regard to early diagnosis, MS is a difficult condition to diagnose as a number of the symptoms such as fatigue, depression or dizziness may be unrelated. The guidance sets out a number of initial presentations that clinicians should be aware of when looking for signs of MS. It also recommends a number of assessments a clinician should make, including testing of vision and blood tests before referral to a consultant neurologist, who can confirm or exclude a diagnosis of MS, subject to investigation.
